1. Short title and co%%ence%ent- (1) these rules may be called the Static and Mobile Pressure Vessels (Unfired) Rules, 19 1. (!) "hey shall come into force on the date of their #ublication in the $fficial %a&ette. &efinition''n these rules, unless the conte(t other)ise re*uires, -(a) +ct, means the 'ndian -(#losi.es +ct, 1 / (/ of 1 /)0 (b) (bb) (c) (d) +##ro.ed, means a dra)in1, desi1n, s#ecification or code a##ro.ed by the 2hief 2ontroller0 34ottlin1 #lant, means a #remises )here cylinders are filled )ith com#ressed 1as, 2hief 2ontroller, means the 2hief 2ontroller of -(#losi.es0 32om#etent #erson, means a #erson or an or1ani&ation reco1ni&ed by the 2hief 2ontroller, for such 1ases and for such #eriod as may be s#ecified as com#etent for carryin1 out tests, e(amination, ins#ections and certification for installations and trans#ort .ehicles as sti#ulated in these rules, if such a #erson or or1ani&ation #ossesses the *ualifications, e(#erience and other re*uirements as set out in +##endi( '' to these rules and is reco1ni&ed as #er #rocedure laid do)n in rule 11-+5 Pro.ided that the 2hief 2ontroller may rela( the retirements of *ualifications in res#ect of a com#etent #erson if such a #erson is e(ce#tionally e(#erienced and 6no)led1eable but not the re*uirements in res#ect of the facilities at his command0 2om#ressed %as, means any #ermanent 1as, li*uefiable 1as or 1as dissol.ed in li*uid, under #ressure or 1as mi(ture )hich in a closed #ressure .essel e(ercise a #ressure e(ceedin1 t)o atmos#here (1au1e) at the ma(imum )or6in1 tem#erature and includes 7ydro1en 8luoride. 'n case of .essel )ithout insulation or refri1eration, the ma(imum )or6in1 tem#erature shall be considered as 99: 2.0 2ontroller of -(#losi.es, includes ;r. 2hief 2ontroller of -(#losi.es, the <e#uty 2hief 2ontroller of -(#losi.es, <e#uty 2ontroller of -(#losi.es and +ssistant 2ontroller of -(#losi.es0 2orrosion, means all forms of )asta1e, and includes o(idation, scalin1, mechanical abrasion and corrosion0 2ritical tem#erature, means the tem#erature abo.e )hich 1as cannot be li*uefied by the a##lication of #ressure alone,, 32ylinder, or 31as cylinder, means any closed metal container intended for stora1e and trans#ort of com#ressed 1as ha.in1 the same meanin1 as assi1ned to it in clause ((.i) of rule ! of the %as 2ylinder Rules, 19 1,, <esi1n, includes dra)in1s, calculations, s#ecifications, models codes and all other details necessary for the com#lete descri#tion of the #ressure .essel and its construction0

(eneral e)e%*tions+ , Dothin1 in these rules shall a##ly to .essels, )hich form #art of a #rocessin1 #lant. 8or the #ur#ose of this rule .essels formin1 #art of a #rocessin1 #lant shall mean .essels in )hich a unit #rocess or unit o#eration is carried out and .essels )hich contain, as a #rocess re*uirement, a com#ressed 1as recei.ed from and consumed in the same #rocessin1 #lant, #ro.ided that the )ater ca#acity of the .essel(s) shall be such that the 1as stored therein at the ma(imum )or6in1 #ressure shall not e(ceed the re*uirement for feedin1 the consumin1 #oint(s) for a #eriod not e(ceedin1 1C hours at the desi1ned flo) rate. Restriction on fillin- and %anufacture+ '(1) Do #erson shall fill any com#ressed 1as in any .essel or trans#ort any .essel filled )ith any com#ressed 1as unless such .essel has been manufactured in accordance )ith a ty#e or standard or code as s#ecified under Rule 1!. (!) Do #erson should manufacture any .essel a##ro.ed under sub-rule (1) )ithout the #rior a##ro.al of the 2hief 2ontroller E (@) +ny #erson see6in1 a##ro.al of the 2hief 2ontroller under sub-rule (!) shall submit to him (a) "he #articulars s#ecified in +##endi( E ' to these rules0 and

(b) a scrutiny fee of Ru#ees fi.e hundred in the manner s#ecified under rule 11. (/) Do #erson shall im#ort any .essel )ithout #rior a##ro.al of the 2hief 2ontroller (9) +ny #erson see6in1 the a##ro.al of the 2hief 2ontroller under sub-rule(/) shall submit to him (a) a test and ins#ection certificate of the .essel from the manufacturer or the ins#ectin1 a1ency of the country of ori1in0 (b) "he desi1n details of the .essel, its fittin1s and #articulars of s#ecifications of the materials used in construction thereof0 and (c) + scrutiny fee of ru#ees fi.e hundred in the manner s#ecified under rule 11, 9. Restriction on deli.er/ and des*atch+ ' (1) Do #erson shall deli.er on des#atch any com#ressed any com#ressed 1as filled in a .essel to any #erson other than the holder of a stora1e licence issued under these rules or to a #ort authority or a rail)ay administration. (!) Do com#ressed 1as deli.ered or dis#atched under sub-rule (1) shall e(ceed the *uantity, )hich the #erson to )hom it is deli.ered or des#atch is authori&ed to store under the licence held by him. C. Re*air to *ressure .essels+ '(1) Do #erson shall carry out any re#airs, additions or alterations to any .essel unless the 2hief 2ontroller has a##ro.ed the #ro#osed re#airs, additions or alterations and their method of e(ecution. +ny such re#airs, additions or alterations a##ro.ed by the chief 2ontroller shall be carried out in the manner and by #ractices acce#table under the desi1n code referred to in Rule 1!5 Pro.ided that nothin1 in this rule shall a##ly to the re#lacement of any of the fitments of the .essel )hich does not in.ol.e any heatin1. (!) 4efore any re#airs, additions or alterations are carried out to any .essel, the same shall be com#letely em#tied and #ur1ed )ith an inert 1as. (@) 2om#lete record of re#airs, additions or alterations referred to in sub-rule 91) shall be maintained and made a.ailable to the chief 2ontroller and his #ermission shall be obtained before recommissionin1 the .essel. B. Pur-in- of *ressure .essels used for fla%%able -ases+ ' (1) 4efore usin1 any ne) .essel or before the refillin1 of any e(istin1 .essel, )hich has been made 1as-free, air contained therein shall be #ur1ed by an inert 1as or by the 1as for )hich the .essel is to be used. (!) 'f the .essel is #ur1ed by means of a flammable 1as, the flammable mi(ture so formed shall be .ented from the .essel only after ta6in1 ade*uate #recautions to #re.ent its i1nition. . Prohibition of e%*lo/%ent of children and into)icated *ersons+ ' Do #erson under the a1e of ei1hteen years or )ho is in a state of into(ication shall be em#loyed for the loadin1, unloadin1 or trans#ort of any .essel containin1 com#ressed 1as, or in any #remises licensed under these rules. Prohibition of s%o0in-1 fires1 li-hts1 etc+' Do #erson shall smo6e and no matches, fires, li1hts or articles or substance, ca#able of causin1 i1nition of any flammable 1as shall be allo)ed, at any time in #ro(imity to a #lace )here any com#ressed 1as is stored, handled or trans#orted in a .essel. Su*er.ision and 2*eration 3ithin the "icensed *re%ises , "he o#eration of the licenced #remises shall be under the su#er.ision of #ersons ha.in1 6no)led1e of the e*ui#ments bein1 used in the #remise and )ho isHare trained in handlin1 the com#ressed 1as, and other o#erators shall be con.ersant )ith the ha&ards associated )ith the com#ressed 1as and fire fi1htin1 o#eration.,

S*ecial *recautions a-ainst accidents+ '(1) Do #erson shall commit or attem#t to commit any act )hich may tend to cause a fire or e(#losion in or about any #lace )here any com#ressed 1as is stored, handled of trans#orted in a .essel. (!) +ll em#ty .essels )hich had contained, any flammable or to(ic 1ases, shall, e(ce#t )hen they are o#ened for the #ur#osed of fillin1 or cleanin1, or for renderin1 the 1as free, but 6e#t securely closed until they ha.e been cleaned or freed or the 1as, as the case may be. (@) -.ery #erson storin1 com#ressed 1as in a .essel and e.ery #erson in char1e of, or en1a1ed in the stora1e, handlin1 and trans#ort of such 1as in .essels, shall at all times> (i) 2om#ly )ith the #ro.isions of these rules and the conditions of any licence issued thereunder0 (ii) $bser.e all #recautions for the #re.ention of accident by fire or e(#losion0 and (iii) Pre.ent any #erson from committin1 any act referred in sub-rule (1).

Procedure for *a/%ent of fees'+ll fees #ayable under these rules be #aid throu1h 2rossed demand draft on any nationali&ed ban6 in fa.our of the 2hief 2ontroller of -(#losi.es, Da1#ur and in cases )here the amount #ayable does not e(ceed Rs.1::, cash, money order, #ostal order or che*ue dra)n on a local ban6 may ma6e the #ayment. Procedure for -rant and re.ocation of reco-nition to co%*etent *erson and ins*ector5 4 i. +nybody intendin1 to be reco1ni&ed, as 2om#etent Person or 'ns#ector shall submit to the 2hief 2ontroller an a##lication in the form #rescribed in +##endi( '''. -.ery a##lication shall be accom#anied by a scrutiny fee of Rs.9:: for a##lication for com#etent Person and Rs.1::: for a##lication for 'ns#ector. "he 2hief 2ontroller shall re1ister such a##lication and )ithin a #eriod of si(ty days of the date of recei#t of the a##lication either after ha.in1 satisfied himself )ith re1ard to com#etence and #rofessional ethics reco1ni&e the a##lication as a com#etent #erson or an 'ns#ector as the case may be, or re=ect the a##lication s#ecifyin1 the reasons therefore. ii. "he 2hief 2ontroller may after 1i.in1 an o##ortunity to the 'ns#ector or 2om#etent Person of bein1 heard re.o6e the reco1nition E (a) 'f he has reason to belie.e that an 'ns#ector or 2om#etent Person has .iolated any condition sti#ulated in the letter of reco1nition or has carried out a test, e(amination and ins#ection or has acted, in a manner inconsistent )ith the intent or the #ur#ose of these rules0 or (b) 8or any other reason to be recorded in )ritin1.

1!. &esi-n code+ , (1) Vessels shall be desi1ned, constructed and tested in accordance )ith the 'ndian Standard ! !90 as amended from time to time, or such other standard or code a##ro.ed by the 2hief 2ontroller. (!) + test and ins#ection certificate issued by the manufacturer of the .essel duly countersi1ned by an 'ns#ector that the .essel meets )ith the re*uirements of the standard or code referred to in sub-rule (1) shall be furnished to the 2hief 2ontroller. 1@. &esi-n *ressure+ ' "he desi1n #ressure of a .essel shall not be less than E a. "he .a#our #ressure of the 1as in the .essel at 99: 2, if the .essel is meant for the stora1e of li*uefiable 1ases5 Pro.ided that if the .essel is insulated, the .a#our #ressure of the 1as in the .essel shall corres#ond to the ma(imum tem#erature that is li6ely to be attained by the 1as in the .essel0

&esi-n of .essels for -ases at lo3 te%*erature , (1) i. ii. Refrigerated vessels.> Vessels used for stora1e of refri1erated 1ases shall be desi1ned in accordance )ith lo) tem#erature re*uirements under the <esi1n 2ode referred to in sub-rule (1) of Rule 1!. "he ca#acity of the refri1eration system shall by ade*uate to maintain the 1as in the .essel at a tem#erature so that its .a#our #ressure does not e(ceed the desi1n #ressure of the .essel and shall also remain belo) the #ressure-settin1 of the relief .al.e on the .essel. Insulated vessels:"he shell of the .essel and its manhole no&&le shall be insulated )ith a material a##ro.ed by the 2hief 2ontroller. "he entire insulation shall be co.ered )ith a metal =ac6et of a thic6ness not less than @ mm. nominal and flashed around all o#enin1s so as to be )eather-ti1ht. (ii) "he insulation shall be of sufficient thic6ness so that the thermal conductance at 19: 2 (e(#ressed in calories or s*. cm. Per hour #er de1ree centi1rade tem#erature differential) does not e(ceed the limit #rescribed by the 2hief 2ontroller.

6illin- ca*acit/ and fillin- *ressure , (1) "he Ma(imum *uantity of li*uefiable 1as filled into any .essel shall be limited to the fillin1 density of the 1as and shall be such that the .essel shall not be li*uid-full due to e(#ansion of the contents )ith rise of the tem#erature to 99 : 2. 'f .essel is un-insulated, or to the hi1hest tem#erature )hich the contents are li6ely to reach in ser.ice, if the .essel is refri1erated or insulated, this re*uirement shall be a##licable irres#ecti.e of the ambient tem#erature of the #roduct at the time of fillin1. (!) Do .essel shall be filled )ith any #ermanent 1as in e(cess of its desi1n #ressure.

Mar0in-s on *ressure .essels+ '-.ery .essel shall ha.e a metal #late #ermanently fi(ed to it sho)in1 the follo)in1 #articulars )hich shall be .isible from the 1round le.el, namely5 i. ii. iii. i.. .. .i. .ii. .iii. i(. Manufacturer?s name and identification mar6s0 "he standard or code to )hich the .essel is 2onstructed0 $fficial stam# of the ins#ector0 <esi1n #ressure in 61Hcm! 0 <ate of initial hydrostatic test and the subse*uent test0 7ydrostatic test #ressure in 61Hcm! 0 Gater ca#acity in liters0 %as ca#acity, if filled )ith li*uefiable 1as0 and Dame or chemical symbol of the 1as for )hich the .essel is to be used.

1B. 1 .

Paintin- of .essels+ , Vessels shall be ade*uately #ainted e(ternally to #re.ent corrosion and shall ha.e a reflectin1 surface. 6ittin-s , (1) i. %eneral.> 8ittin1s. E -ach .essel shall be #ro.ided )ith each of the follo)in1 fittin1s all of )hich should be suitable for use )ith the 1as at #ressures not less than the desi1n #ressure of the .essel to )hich they are

fitted and for tem#eratures a##ro#riate to the characteristics of the 1as and o#eratin1 conditions, namely, ii. Pressure relief .al.e connected to the .a#our s#ace0 <rains0 2ontents 1au1e or ma(imum le.el indicator0 Pressure 1au1e connected to the .a#our s#ace0 Means of measurin1 the tem#erature of the contents of the .essel. Vessel connections. E 2onnections of .essels shall be desi1ned and attached to the .essels in accordance )ith the <esi1n code referred to in Rule 1!. +ll static .essels for stora1e of corrosi.e, flammable or to(ic 1as in li*uefied state shall not ha.e more than one #i#e connection to the bottom for inlet or outlet, a#art from the draina1e. "he draina1e #i#e, if #ro.ided, shall be e(tended beyond the shado) of the .essel and #ro.ided )ith t)o shut-off .al.es. Do draina1e #i#e shall be #ro.ided direct from s#herical .essel. "he bottom inlet or outlet #i#e for s#herical .essel shall be inte1rally )elded to the .essel and e(tended u#to three metres beyond the shado) of the .essel, at the end of )hich, combination of manual and remote o#erated .al.e shall be #ro.ided0, Pressure relief. E i. ii. -.ery .essel shall be #ro.ided )ith t)o or more #ressure relie.in1 de.ices in accordance )ith the #ro.isions of the <esi1n 2ode referred to in Rule 1!0 "he relief .al.es shall be s#rin1 loaded and shall be set-to-dischar1e and reach full flo) conditions as re*uired by the <esi1n code referred to in Rule 1!0 Gei1ht loaded relief .al.es shall not be #ermitted0 "he relief .al.es be so desi1ned that they cannot be inad.ertently loaded beyond the set #ressure0 "he desi1n of the .al.es shall be such that the brea6a1e of any #art )ill not obstruct free dischar1e of the li*uid under #ressure0 Safety relief .al.es on any .essel shall be set to start-to-dischar1e at a #ressure not in e(cess of 11: #er cent of the desi1n #ressure of the .essel and shall ha.e a total relie.in1 ca#acity sufficient to #re.ent the ma(imum #ressure in the .essel of more than 1!: #er cent of the desi1n #ressure0 -ach safety relief .al.e shall be #lainly and #ermanently mar6ed )ith the #ressure in I1H2m! at )hich it is set to dischar1e, )ith the actual rate of dischar1e of the de.ice in cubic metres #er minute of the 1as at 19: 2 and at atmos#heric #ressure, and )ith manufacturer?s name. "he rated dischar1e ca#acity of the de.ice shall be determined at a #ressure of 1!: #er cent of the desi1n #ressure of the .essel0 2onnections of safety relief de.ices shall be of sufficient si&e to #ro.ide the re*uired rate of dischar1e throu1h the safety relief .al.es0 Safety relief .al.es shall be so arran1ed that the #ossibility of tam#erin1 is minimi&ed and if the #ressure settin1 or ad=ustment is e(ternal, the safety relief .al.e shall be #ro.ided )ith suitable means of sealin1 ad=ustment0 -ach safety relief .al.e shall be #ro.ided )ith shut-off .al.e bet)een it and the .essel. "he arran1ement of the shut-off .al.e installed bet)een the

safety relief .al.e and the .essel shall be so desi1ned as to afford full re*uired ca#acity flo) throu1h at least one of the safety relief .al.es0 (i. (ii. Safety relief .al.es shall ha.e direct communication )ith the .a#our s#ace of the .essel0 8or .essels other than those mounted on the .ehicles of o.er /9:: litres )ater ca#acity, relief .al.es shall be fitted )ith e(tended .ent #i#es ade*uately su##orted and ha.in1 outlets at least ! metres abo.e the to# of the .essel and at least @.9 metres abo.e the 1round le.el and the .ent #i#es shall be fitted )ith loose-fittin1 rain ca#s0 Relief .al.es shall be tested by a 2om#etent Person for correct o#eration not less than once in a year and a record of such test shall be maintained. "he test certificate shall be issued in the #rescribed #roforma. Relief .al.es shall be tested for correct o#eration not less than once in a year and a record of such test shall be maintained. Rene3al of licence+ ' (1) "he 2hief controller may rene) a licence 1ranted under these rules. (!) -.ery licence 1ranted under these rules, may be rene)able for three financial years )here there has been no contra.ention of the +ct or the rules framed thereunder or of any conditions of the licence so rene)ed. of the 2entral %o.ernment if at any time the continuance of the licence in the hands of the licensee is deemed ob=ectionable5 Pro.ided that E (i) 4efore sus#endin1 or cancellin1 a licence under this rule, the holder of the licence shall be 1i.en an o##ortunity of bein1 heard0 (ii) "he ma(imum #eriod of sus#ension shall not e(ceed three months0 and (iii) "he sus#ension of a licence shall not debar the holder of the licence from a##lyin1 for its rene)al in accordance )ith the #ro.isions of Rule 99.
