STREET LIGHTING POLES INCLUDING ACCESSORIES
1 GENERAL This part of the Specification shall cover: Design Manufacturing Factory Testing Marking and Packing Shipping Transportation to ADDC/AADCs store of street lighting poles and their accessories and shall conform in all respects to high standards of engineering and workmanship. For supply items, standard designs and models from a manufacturing program of program of Bidder`s/Contractor`s are preferred, provided they meet the requirements of this Specification, and serve the intended purpose. It is not the intent to specify completely herein all the details of design and manufacturing of the above specified equipment. It may be noted that norms, standards specified are the bare minimum that is required. The above specified equipment shall conform in all respects to high standards of engineering design and workmanship and should be capable of performing continuous commercial operation within the parameters guaranteed by the Bidder/Contractor in a manner acceptable to ADDC/AADC. ADDC/AADC shall have power to reject any material if found, in their judgement, not in accordance with the specifications. If a substantial improvement of any of the specified technical requirements, which is seen by the Bidder/Contractor advantageous to ADDC/AADC, is desired to be presented in the Bid, this may be proposed as an alternative to that, which is assumed to be in conformity with the specified design. However, it is not mandatory that the alternative design is going to be accepted, but shall be subject to the decision of ADDC/AADC upon evaluation of the same. The difference in price shall be clearly stated in percentage/unit. All material and equipment of the street lighting poles and their accessories to be supplied under above mentioned specifications shall be brand new and unused and of the latest proven state-of- the-art technology. Prototype equipment shall not be accepted.

S-AA-GEN-GDF - General Conditions S-AA-GEN-STC - Special Technical Requirements S-AA-GEN-SFL - System Characteristics S-AA-GEN-EDF - Electrical Design Fundamentals S-AA-GEN-CDF - Civil Design Fundamentals S-AA-GEN-ID - Components Marking S-AA-GEN-SQA - Safety and Quality 1.3 Drawings Typical drawings connected with the above specified light poles and their accessories are provided under Standard Technical Specification, Part: Drawings. 1.4 Site Conditions For site requirements, reference shall be made to the Standard Technical Specification Part: S-AA-GEN-GDF - General Conditions 2 APPLICABLE CODES AND STANDARDS 2.1 General The equipment provided under this Specification shall be manufactured under quality assurance system conforming to ISO 9000 or its equivalent National Standard. Light poles (or equivalents) shall be designed in accordance with the requirements of the Standard Specifications for Structural Supports for Highway Signs, Luminaries and Traffic

Signals, as published by AASHTO, as well as the latest revision or edition of the standards listed in the above specification or mentioned herein. The Bidder/Contractor may propose alternative codes and standards provided it can be proven that this will give an equivalent or higher degree of quality than the referenced Codes and Standards. Acceptability of any alternative Codes or Standard is at the discretion of ADDC/AADC. Reference shall be made to: S-AA-GEN-GDF - General Requirements - General Conditions ASTM- IEEE G53/26/23 - UV Stablization Test 2.2 Alternative Codes and Standards The Bidder/Supplier may propose Alternative Codes and Standards provided it is proven that it gives an equivalent degree of quality as the referenced Codes and Standards. Acceptability of any alternative Codes or Standard is at the discretion of TRANSCO. 2.3 Precedence of Codes and Standards In case of discrepancy between these Specifications and any of the Applicable Codes and Standards, the following order of precedence shall apply: These specifications Applicable Codes and Standards Acceptable Alternative Codes and Standards. The Bidder/Supplier shall note that compliance of the manufacturer with the provision of these specifications does not relieve him from his responsibility to supply the equipment and accessories of proper design, electrically and mechanically suited to meet the operating guarantees at the specified service conditions. 3 TECHNICAL DESCRIPTION 3.1 General Lighting poles shall be designed as tendered, and the standard heights to be considered shall be 10, 14, 18, 20 and 30.5 m. Poles shall be fabricated from high tensile strength structural steel and shall be hot dip galvanised. ADWEA STRL 01 01 Conceptual Design of 10m Octagonal Column ADWEA STRL 01 02 Conceptual Design of 14m Octagonal Column ADWEA STRL 01 03 Conceptual Design of 18m Octagonal Column ADWEA STRL 01 04 Conceptual Design of 20m Octagonal Column ADWEA STRL 01 05 Conceptual Design of 30.5m R&L Gear High Mast a) The work described in this Section shall include supplying of light poles complete with pole shaft, base plate, anchor bolts, hand hole cover and all accessories for the complete installation. b) The Bidder/Contractor shall submit shop drawings and computations of all stresses in the base plate and the anchor bolts of the pole. All lighting poles shall to be grounded through the armouring of underground cables terminated at the pole base. In addition, separate grounding rods shall be provided at the end of each individual circuit and at each 30.5 m high masts (Poles). The Lighting Poles shall be fabricated from high strength structural and base plate in accordance with standards or equivalent standards as specified in Technical Data Sheets. The lighting poles shall have a one-piece steel base plate and anchor plate. Minimum required yield strength values for shafts and base plates are specified in Technical Data Sheets. All lighting poles shall withstand design wind speeds of 160 km/h when equipped with laterns. Poles shape shall be octagonal with exception of the 30.5 m pole, which should be shaped polygonal. Poles shall be constructed from one or more tapered sections with slip joints that can be mechanically fitted together in the field. Slip joints shall have a minimum overlap of 1.5 times the diameter of the bottom of the upper section. Poles shall consist of number of sections as specified in Technical Data Sheets. Minimum thickness of steel for shaft material is specified in Technical Data Sheets. All pole sections shall be galvanised inside and outside after connection of the base plate to the pole. The minimum average coverage of galvanisation (zinc) shall be 0.7 kg/m 2 , with no single point showing a coverage of less than 0.61 kg/m 2 . All exposed surfaces of the pole shall be of smooth even texture, free from marks, sharp edges and other imperfections. 3.2 Construction The constructional details of the pole (i.e. thickness, height, hand-hole size, cut-out chamber dimension, base plate, anchor bolts, etc.) shall be approved by ADDC/AADC before fabrication. The base plate shall be welded to the pole shaft by complete penetration butt welding or double fillet welding. The Bidder/Contractor shall submit all necessary data with his shop drawings to prove that the proposed welding method is in accordance with the approved standard. The base

shall be provided with slots to receive the anchor bolts of the number, sizes and placement as approved by ADDC/AADC. Minimum required yield strength of anchor bolts are as specified in Technical Data Sheets. Each bolt in the anchor bolt assembly shall have a threaded section and each bolt shall have double hex nut for levelling purpose and hardened washers and shall be hot dip galvanised as per ASTM A 153. Samples of the bolt shall be tested in an independent laboratory and the test certificate shall be submitted to ADDC/AADC. Chemical composition and mechanical properties shall be according to the specifications. An approved polyethylene shroud capable to resist chemical agents and ultra violet rays at temperature from 25 o C to 80 o C filled with tropical grease to be provided to cover the anchor bolts and nuts. A stainless steel earthing lug with nut shall be provided on the inside of the shaft near the hand hole. The bottom of the base plate in contact with the concrete foundation shall be coated with coal tar epoxy after mild sweep blasting of the coating areas. The gap between the base plate and concrete foundation shall later be filled with a grout. The lighting poles shall be provided with a hand hole opening at the base of the pole and shall be suitably reinforced to maintain the original strength of the pole. Hand hole covers shall be fabricated from the same steel used for the lighting pole and two stainless steel hinges shall be provided to tie the cover to the shaft. The cover shall be locked by M 8 Allen Bolt (or as required by ADDC/AADC) and shall be equipped with a suitable gasket around the opening. Nameplates shall be provided on the cover indicating the Manufacturers/ADDC/AADCs name, height of the pole and the year of manufacturing. Lighting poles which will be installed on tiled areas shall be provided with a 4 mm thick removable aluminium enclosure plate) to cover anchor bolts. The cover shall be composed of two halves with back up plate to one half enclosure plate with tapped holes to accept stainless steel screws countersunk into other half enclosure plate. Flag holders shall be fixed to the pole shaft at site after erection of the poles at the height determined by ADDC/AADC. Means of discharging any accumulated moisture shall be provided at the pole base. The poles shall be delivered to the site wrapped for protection from the effects of the environment and damages during construction. 3.2.1 Special requirements for 30.5 M Pole a) Lantern Support Ring and Head frame

The lighting poles shall be equipped with lantern support ring system and head frame for the symmetrical mounting of up to six lanterns that can be lowered by a winch down to one (1) meter above ground surface. The head frame assembly shall be attached to the pole top by means of a steel slip fitter or by welded plate and secured by stainless steel screws. A watertight twist lock power receptacle shall be provided on the lantern support ring to allow testing of the lanterns while in lowered position. The inner portion of the ring shall be equipped with an approved shock absorber system protecting the pole and lantern during the raising and lowering operation. The manufacturer of the light poles shall also manufacture the head frames. The head frames intake shall be closed with heavy wire mesh to prevent bird entry. b) Lowering Winch The winch for raising and lowering the lantern support ring shall be totally enclosed and permanently lubricated and shall be of such design and gear ratio that the lowering can be accomplished at a rate of 5 m/min. The winch shall be operated by a reversible electric motor or power tool and shall be powered from a 230 V water proof outlet or receptacle located in the service area of the pole. The winch shall control a stainless steel chain in a self-locking manner. The power tool unit shall be capable of being installed at the service entrance and means shall be provided for its remote control from a distance of 5 m. A torque limiter shall be furnished with the power tool unit. Mechanisms using a built-in electric motor shall be equipped with an automatic shut off to stop the motor when the ring is in the top position or at the lowered ground position. The hoisting and power sheaves shall be made of stainless steel materials. The groove diameter of the sheaves shall co-ordinate with the diameter of the stainless steel hoisting cables and the diameter of the power cable. The entire hoisting system shall be designed so that power cable, suspension cables and hoisting cables may be replaced from the ground. The stainless steel aircraft hoist cables of 4.8 mm diameter or greater shall be provided. The main winch cable shall be 6.6 mm diameter or greater stainless steel aircraft cable. Each cable shall have a safety factor of not less than 5 times the safe working load of the winch. c) Power Unit The unit shall be portable and coupled with a torque limiter, power mounting frame and remote control switch to enable the operator to stand 5 m away from the pole base during lowering and raising operation. The motor shall be reversible type 1.5 HP, 230 Vac, 50 Hz. One power tool should be supplied as part of materials.

3.3 Low Voltage Cable in Lighting Poles Electrical cables inside poles, between electrical cut-outs and lanterns shall be as specified in the Technical Data Sheets. The temperature rate of PVC insulation and sheaths shall be 105 o C and test certificates from independent laboratory shall be submitted. ADDC/AADC/ADDC street lighting property, temperature rating and size data shall be printed on the outer sheath of cable. 3.4 Electrical Cut Out for Street Poles All lighting poles (except 30.5 m) shall be provided with an electrical cut-out at the pole base near the hand-hole for terminating and interconnecting underground cables. Lantern wiring cable dimensions and steel thickness shall meet requirements as specified in the Technical Data Sheets. There shall be suitable provisions inside the pole shaft to properly fix the electrical cut- out. All electrical cut-outs enclosures shall be IP 43 designed, manufactured, tested and sized in accordance with requirements of specifications. The electrical cut-outs shall be provided with adequate MCBs matching requirement of various lantern sizes and types as described in the applicable clauses of the specifications. Supply and installation of electrical cut-outs for the light poles is to be considered as a part of installation of the lighting poles as indicated in the Bills of Quantities, and no separate payment will be made by ADDC/AADC. Cut-outs shall be dust and damp protected, totally enclosed and made of zinc coated steel 1.6 mm thickness. The cut-out shall be provided with an earthing terminal and shall accept cables up to 25 mm 2 . The cut-outs shall be suitable for looping-in 4-cores incoming and outgoing underground power cables. 10 A or 16 A (according to lantern power) MCBs shall be provided to protect the outgoing 2.5 mm 2 cable and connected control gear. The cut-out cover shall be made in such a way that the MCBs shall be operated without removal of the cover. All terminals shall be securely fixed within the cut-out enclosure. The cut-out shall be fitted with Brass Compression Cable Glands Type BW according to BS 6121 and with Earth Tag and PVC Shroud suitable for the proposed cable sizes. The cut-out shall have the number of MCBs corresponding to the lanterns on each pole. MCBs shall be thermal magnetic operated with the following features: a) Short circuit current interrupting capacity shall be 10 kA at 230/400 V b) Reference ambient temperature of MCB shall be 50 o C c) Mechanical service life of the device shall be 100,000 switching cycles d) Service life of the device at rated voltage shall be 50,000 switching cycles.

3.5 Lighting Control Cabinet Concerning Lighting Control Cabinet details, reference shall be made to Standard Technical Specification, Part: S-AA-STRL-CUB - Street Lighting Control Cubicle 3.6 Lanterns 3.6.1 General This clause contains the description and the specifications of the lanterns for light poles to be furnished and installed by the Bidder/Contractor. Lanterns shall include, but not by way of limitation, all lamps, ballast and all related materials and appurtenances required for the installation on lighting poles. The Bidder/Contractor shall supply Computer software for designing lighting schemes as per CIE standards. Lantern manufacturer shall provide a warranty against fixture failure for five years of the offered product. Weather-proof, corrosion-resistant nameplates shall be provided on the outer surface indicating ratings, type and manufacturer name. 3.6.2 1000 Watt High Pressure Sodium Lanterns for 30.5, 20 and 18 Meter High Poles 3.6.2.1 General The 1000 W high pressure sodium lanterns for 30.5, 20.0 and 18 m high light poles shall be cut- off, type V for symmetrical patter or type III for asymmetrical patter as directed by ADDC/AADC. The lanterns shall be diecast or extruded, mechanically strong and easy to maintain. The lantern, when installed, shall be of adequate design to operate at a mounting height of 30.5 m and 20.0 m and withstand a wind speed of 160 km/h. The Bidder/Contractor shall propose lanterns of suitable size and weight. The loading conditions imposed by the proposed lanterns shall be compatible with the load carrying capabilities of the anchor bolts. In all cases, the Bidder/Contractor shall submit with shop drawings, computations of all stresses in the pole base plate and anchor bolts, all in accordance with the accepted standard. The ballast components, socket, reflector, mounting adjustments and wiring terminals shall be readily accessible for servicing. The lantern shall be provided with a levelling surface and shall be adjusted for 3 degrees to the pipe arm axis and for any degree of adjustment with respect to the arm axis. The lantern shall have a pipe arm barrier to limit the amount of insertion. The terminal board shall be equipped with pressure terminal connectors. The lantern shall be enclosed and gasketed and shall have an activated charcoal filter for breathing. Lanterns shall be dust-proof and watertight with mechanical degree IP-55. Lantern shall have two compartments one for ballast components on removable tray and the other for lamp, reflector and refractor.

The refractor shall be made of crystal-clear, heat-resistant, tempered glass or crystal-clear and heat-resistant, boro-silicate glass. The latches, nuts, screws, washers, pins and other part shall be made of stainless steel. The lamp sockets shall be type E40 heavy duty porcelain enclosed, adjustable for varying candlepower angles and equipped with suitable means for limiting lamp vibration. The housing and refractor holder shall be made of aluminium or stainless steel. Other external metal parts shall be finished to match the adjacent polished aluminium or stainless steel surfaces. Alloys that darken due to atmospheric exposure, the finish shall be accomplished by painting with suitable lacquer enamel or other paint. The optical assembly shall consist of a pressed baro- slilcate glass or chemically bonded glass reflector with sealed spun aluminium cover. The lamp shall be installed vertically with base up for all lanterns. Male and female sockets shall be provided between lamp and control gear. 3.6.2.2 Lamps and ballast requirements The lamp shall comply with requirements as specified in the Technical Data Sheets. The Bidder/Contractor shall submit spectral distribution information for ADDC/AADC approval. Before placing a final order, the Bidder/Contractor shall submit as samples, three lighting units (lanterns, ballasts, and lamps) for quality evaluation. The ballast shall be designed to operate the high pressure sodium lamp at the requested power rating and it shall be able to start the lamp and control it continuously for ambient temperatures ranging from 0 to + 50 0 C. The ballast shall accept 230 V supply voltage and shall be fused. The fuse shall be rated in accordance with manufacturers recommendation. The ballast shall meet with the following specifications: It shall be suitable for 50 Hz, 230 Vac 10% operations The permissible voltage dip without causing the lamp to extinguish shall be 60-30% It shall have an overall power factor of at least a 0.9 when operated under rated lamp load at half of lamp life It shall operate the lamp without affecting adversely the lamp life and performance as specified herein It shall withstand a 2.5 kV dielectric test between core and windings It shall have a nominal secondary open circuit voltage of 456 V It shall have a pulse peak voltage of 3 kV minimum and 5 kV maximum Lamp wattage regulation shall not be more than 0.8% for each 1% change of line voltage. The lantern manufacturer shall provide all the supporting literature to ensure that the proposed lamp control ballast is meeting the above requirements and any written confirmations/document recommending deviation will not be accepted.

3.6.3 1000 Watt High Pressure Sodium and Metal Halide Lanterns for 14 Meter High Poles 3.6.3.1 General The lantern shall be cut off type III and provide efficient even illumination and the optical system shall be sealed against the entry of moisture, dirt and insects (IP-55). It should be mechanically strong and easy to maintain. The reflector, mounting adjustments, wiring terminal board and ballast components shall be readily accessible from top side on removable tray and shall consist of two compartments one for control gear components and the other for lamps, reflector and refractor. The luminary for high intensity discharge lamp shall be totally enclosed type with cast aluminium mast-arms having an integral hand hole and cover and cast aluminium fitter for pole top extension. Lanterns shall be rain-tight, dust-tight and corrosion resistant; shall have lens frame made of anodised, extruded aluminium. Ballast for each lamp shall be utilised with plug disconnects. Each lantern shall provide light distribution as required at each lantern location to provide lighting as specified below. Basis of Lantern Acceptance, of this Section of Technical Specifications. Lantern shall be equipped with charcoal filter. Male and female sockets shall be provided between lamp and control gear. The housing shall be made of die cast or extruded aluminium. The Pole top fitter shall have four sets of stainless steel screws. Each housing, mast-arm and pole top fitter shall receive integral color, Aluminium Association Architectural Class I anodising (natural). Each lamp section shall accommodate one high-intensity discharge lamp and shall include a hinged reflector assembly with lamp holder, ballast unit and one piece, clear tempered glass, silicone sealed in a hinged frame made of natural anodised, extruded aluminium sections. Lamp holders shall be porcelain with vibration-proof lamp grip shell. Frame hinging and latching mechanisms (except for release buttons) shall be completely concealed. Hinge pins and latches shall be stainless steel. Frame to housing gasket shall be high compliance, hollow section, and retentive extruded silicone rubber secured to the frame with silicone adhesive. The hinged reflector and glassware assemblies shall be safely retained in the closed and open positions but shall be readily removable for cleaning without the use of tools. Spectral reflectors shall be fabricated of homogeneous sheet aluminium. The reflective surface shall be electrochemically brightened, anodised and sealed. 3.6.3.2 Lamps and ballast requirements a) The 1000 W high pressure sodium lamps shall meet the requirements as specified in the Technical Data Sheets. The Bidder/Contractor shall submit spectral distribution information for ADDC/AADC approval.

Control Gear shall be designed to operate H.P.S. Lamp at the power rating shown and it should start and control the lamp for ambient temperatures rating from 0 o to 50 o C. Control Gear shall accept 230 V supply and shall be provided with fuse. The following specifications shell be met: i. It shall be suitable for 50 Hz, 230 Vac 10% operations ii. The permissible voltage dip without causing the lamp to extinguish shall be 60-30% iii. It shall have an overall power factor of at least a 0.9 when operated under rated lamp load at half of lamp life iv. It shall operate the lamp without affecting adversely the lamp life and performance as specified herein v. It shall withstand a 2,500 V dielectric test between core and windings vi. It shall have a nominal secondary open circuit voltage of 456 V vii. It shall have a pulse peak voltage of 3 kV minimum and maximum pulse peak voltage of 5 kV viii. Lamp wattage regulator shall not be more than 0.8% for each 1% change of line voltage. The lantern manufacturer shall provide all the supporting literature to ensure that the proposed lamp control ballast is meeting the above requirements and any written confirmations/document deviating the above requirements will not be accepted. b) The 1000 W metal Halide lamp shall comply with the Technical Data Sheets requirements. The Bidder/Contractor shall submit spectral distribution information, as required, for ADDC/AADC approval. The 1000 Watt metal halide ballast shall be designed to operate the specified lamp of the power rating indicated in these Specifications. It shall be able to start the lamp and control it continuously for ambient temperatures ranging from 0 o C to +50 o C. The ballast shall be of high power factor for starting. The ballast shall be capable of accepting a supply voltage of 230 V. The ballast shall met with the following specifications: i. Ballast shall be suitable for 50 Hz, 230 Vac 10% operation ii. The permissible voltage dip tolerance shall be 50 - 30% iii. Ballast shall have an overall power factor of at least 0.9 when operated under rated lamp load at half of lamp life iv. Ballast shall operate the lamp without adversely affecting the lamp life and performance as specified herein v. Ballast shall withstand a 2.5 kV dielectric test between core and windings

vi. Lamp wattage regulation shall not be more than 0.8% for each 1% change of line voltage. The lantern manufacturer shall provide all the supporting literature to ensure that the proposed lamp control ballast is meeting the above requirements and any written confirmations/documents deviating the above requirements will not be accepted. 3.6.4 400 Watt High Pressure Sodium and Metal Halid Lantern for 10 and 14 Meter High Poles 3.6.4.1 General The 400 W lanterns shall be totally enclosed, optically full cut-off type III made of diecast or extruded aluminium. Housing shall be corrosion resistant, Electro-statically painted, anodised and polished aluminium reflector (heat resistant), tempered glass protected as an integrated unit equipped with control gear in separate cubicle. The degree of protection shall be IP-55 for optical compartment. The lantern shall be equipped with a charcoal filter. The control gear shall be mounted on a removable aluminium tray completely pre-wired with plug-in connection and shall be accessible from top side. Male and female sockets shall be provided between lamp and control gear. The wires shall be rated for 600 Vac, XLPE insulated and shall be capable to withstand high temperature. The terminal block/connectors shall be easily accessible and suitable for 2.5 mm 2
conductor. A suitable earthing terminal shall be provided in the lantern. Care is to be taken in positioning the terminal block that while being readily accessible, there shall be no possibility of accidental contact in the live parts during maintenance. The housing shall be made of die-cast or extruded aluminium. Lanterns shall be rain-tight, dust-tight and corrosion resistant; shall have lens frame made of anodised, extruded aluminium. Ballast for each lamp shall be utilised with plug disconnects. Each lantern shall provide light distribution as required at each lantern location to provide lighting as specified below. Basis of Lantern Acceptance, of this Section of Technical Specifications. Lantern shall be equipped with charcoal filter. Male and female sockets shall be provided between lamp and control gear. The housing shall be made of die cast or extruded aluminium. The Pole top fitter shall have four sets of stainless steel screws. Each housing, mast-arm and pole top fitter shall receive integral color, Aluminium Association Architectural Class I anodising (natural). Each lamp section shall accommodate one high-intensity discharge lamp and shall include a hinged reflector assembly with lamp holder, ballast unit and one piece, clear tempered glass, silicone sealed in a hinged frame made of natural anodised, extruded aluminium sections. Lamp holders shall be porcelain with vibration-proof lamp grip shell. Frame hinging and latching mechanisms (except for release buttons) shall be completely concealed. Hinge pins and latches shall be stainless steel. Frame to housing gasket shall be high compliance, hollow section, and retentive extruded silicone rubber secured to the frame with silicone adhesive. assemblies shall be safely retained in the closed and open positions but shall be readily removable for cleaning without the use of tools. Spectral reflectors shall be fabricated of homogeneous sheet aluminium. The reflective surface shall be electrochemically brightened, anodised and sealed. 3.6.4.2 Lamp and ballast requirements a) The 400 W high pressure sodium lamp shall comply with requirements as specified in Technical Data Sheets. The Bidder/Contractor shall submit spectral distribution information as required, for ADDC/AADC approval. Control Gear shall be designed to operate H.P.S. Lamp at the power rating shown and it should start and control the lamp for ambient temperature rating from 0 o to 50 o C. Control Gear shall accept 230 V supply and shall be provided with fuse. The following specifications shall be met: i. It shall be suitable for 50 Hz, 230 Vac +10% operation ii. The permissible voltage dip tolerance shall be as accepted by ADDC/AADC iii. It shall have an overall power factor of at least 0.9 when operated under rated lamp load at half of lamp life iv. It shall operate the lamp without affecting adversely the lamp life and performance as specified herein v. It shall withstand a 2.5 kV dielectric test between core and windings vi. Lamp wattage regulation shall not be more than 0.8 for each 1% change of line voltage. Power into lamp : 400 W (metal halide) ii. Total luminous flux : 34,000 Lumens iii. Average life to burn out to exceed : 20,000 hrs iv. At half life, the maintained luminous flux shall be a minimum of 75 % of the initial luminous flux. The Bidder/Contractor shall submit spectral distribution information, as required, for ADDC/AADC approval.

It shall have a pulse peak voltage of 3 kV minimum and maximum pulse peak voltage of 5 kV vii. Lamp wattage regulation shall not be more than 0.8 for each 1% change of line voltage. The lantern manufacturer shell provide all the supporting literature to ensure that the proposed lamp control ballast is meeting the above requirements and any written confirmations/documents deviating the above requirements will not be accepted. 3.6.5 Basis of Lantern Acceptance The lanterns shall be tested in the presence of ADDC/AADC for compliance with the specifications and the relevant standards specified herein. All test reports to be submitted to ADDC/AADC for approval. The illumination levels are those maintained-in-service values after taking into account light loss factors. Lantern Dirt Depreciation factor (LDD) for the purpose of calculating illumination values shall be 0.75 for lanterns mounted on 30.5 m high poles and 0.7 for lanterns mounted on 20, 18, 14 and 10 m high poles. Lamp Lumen Deprecation factor (LLD) shall be based on the minimum maintained luminous flux considered at half life specified in the Technical Data Sheets for the respective lamp wattage and types. Prior to the construction of any works required for the lighting system under this contract, the Bidder/Contractor shall submit complete shop drawings for the proposed lanterns. The Bidder/Contractors submittal shall include spectral computations by application of suitable software for all luminary types, spacing, locations, and combinations for all lighted areas to prove that the proposed lanterns meet the required design standards as specified in these Specifications.

Unloading and stacking of all equipment shall be carried out in accordance with the manufacturers instructions and it shall be the Bidder/Contractors responsibility to obtain a copy of such instructions. Prior to shipment and storage at the construction side, all lighting poles, or its section would be carefully wrapped with a non-staining paper to preserve the finish. In order to prevent deformation or scratching the pole shaft during shipment should be packaged in wooden saddles. 3.8 Installation of poles and accessories 3.8.1 General Poles shall be installed in the approved location as per the Suppliers recommendations, so as not to cause any damage to the pole. Any damage to the galvanising shall be rectified during erection in accordance with the Standard Technical Specification, Part: S-AA-CORR - Corrosion Protection Poles shall be erected in a truly vertical position. Bidder/Contractor shall be responsible, until the expiry of maintenance period, for correcting the alignment of any pole which has departed from

the vertical position, excepting where it is established that such have been due to vehicle impact, or other reasons acceptable to ADDC/AADC. Fixing and alignment of brackets and lanterns shall be carried out in accordance with the appropriate manufacturer's instruction. All lanterns and lamps shall be assembled, fixed, focused, adjusted and wired in accordance with manufacturer's instructions. Cut-outs shall be fixed in the base chamber in an approved manner so that service cable can be properly terminated and glanded to ensure proper earth continuity. Grounding rods made of copper shall be installed in easily accessible concrete pits (for tiled areas) and in pulling pits or in PVC pipe with a cap in other areas. 3.8.2 Foundations a) Foundations here shall normally be executed as short bored piled foundations, cast in situ, which have to be offered as the standard solution b) In addition to the standard bored pile foundation the Bidder/Contractor may propose concrete block foundations (cast in-situ or pre-cast) or other alternatives as foundations for light poles. However, it shall be up to ADDC/AADC whether to accept the alternative proposal or not. Foundation works shall be carried out according to the relevant sections of Standard Specifications. 3.8.3 Numbering of Poles The Bidder/Contractor shall number all poles. Unless otherwise directed by ADDC/AADC the numbers shall indicate pole, control cubicle and contract number, using stencils, 50 mm high, at each pole on the carriage way-side of the unit. Numbering shall be in accordance with the system to be directed by ADDC/AADC during the execution of the Contract. 3.8.4 Installation of Lighting Poles The lighting poles shall be completely assembled and fitted with all arms/laterns and tested before the installation on the foundations. 4 APPLICABLE TESTS 4.1 General Tests shall be performed at independent institutes or at the Bidder/Contractor's premises if approved by ADDC/AADC, and at site (if applicable), in the presence of ADDC/AADC.

ADDC/AADC is entitled hereby to specify in detail from which part of the total scope the samples for testing shall be taken. The Bidder/Contractor shall furthermore forward copies of all original test lab readings to ADDC/AADC, if so required. In addition, upon completion of installation the Bidder/Contractor will be required to demonstrate to ADDC/AADC that the work and materials are in accordance with the specification and complete in all respects. Bidder/Contractor shall undertake all tests and preparation of test results required by ADDC/AADC. As a minimum the following tests shall be made. a) Street lighting cabinet - insulation test on all internal wiring and busbars - check operation of all controls - measures resistance of earthing system - check all wire ferules and connections. b) Insulation test on pole wiring and components test on time clock, photo electric cell and manual controls c) Check illumination and luminance on the road as per CIE recommendation. Illumination and luminance meter shall be certified as calibrated. Details of Tests are specified in Standard Technical Specification, Part: S-AA-GEN-GDF - General Requirements General Conditions 5 CORROSION PROTECTION/PAINTING The climate in the U.A.E. being very humid and corrosive, special attention is to be paid to the use of excellent quality galvanising material and paint. Fixings smaller than M 10 must be made of stainless steel, grade 1.4301 (V2A). Details of corrosion protection/painting are specified in the Standard Technical Specification, Part: S-AA-CORR - Corrosion Protection A detailed Corrosion Protection/Painting description shall be submitted along with the Bid. 6 APPROVAL DATA AND DRAWINGS At the times, and in the quantities agreed upon, the following information and data must be submitted to ADDC/AADC for approval prior to manufacturing of the equipment: Vendor(s) details / reference list
