Chairman Sanders called the Meeting to order.

There was a prayer followed by the Pledge of Allegiance.


Approval of Minutes (10:01 AM)

Motion by Massey, seconded by Parrish, to approve the Minutes of the March 18, 2014 &
April 1, 2014 Regular Meetings; Motion carried 4-0.


Payment of County Bills (10:02 AM)

Motion by Massey, seconded by Parrish, to approve the payment of the Countys Bills as
presented; Motion carried 4-0.

Mr. Nabors had no action items for Board approval.

Mr. Nabors commented on the recent amount of rain and its effect on the roads.

Commissioner Jackel stated that there is a drainage problem in Eastpoint that needs to be
addressed. She said Mr. Pierce will confer with Mr. Nabors to discuss a possible solution.


Fonda Davis Solid Waste Director (10:04 AM)
Mr. Davis had no action items for Board approval.

Commissioner Massey asked for Mr. Davis to help with the cleaning of the Lighthouse property
in Carrabelle.

Chairman Sanders thanked Mr. Davis for attending the association meeting in Lanark Village.


Nikki Millender Parks & Recreation (10:05 AM)
Mrs. Millender stated that scoreboards for D.W. Wilson are here and will be installed for the
tournament being held at the park in June.

Mrs. Millender stated that skateboarders are damaging some of the park equipment on St.
George Island. She stated some of the damages to the park.
Commissioner Jackel stated that Terry Kemp, of the Lighthouse Park, said she will post signs
prohibiting skating in the park. Commissioner Jackel asked for Attorney Shulers
recommendation. Attorney Shuler suggested having law enforcement enforce the rules once
the signs are posted.
Commissioner Jackel and Attorney Shuler discussed the need for an ordinance if signage
doesnt solve this problem.
There was additional discussion on this matter.
Commissioner Jackel and Attorney Shuler discussed a current ordinance for the destruction of
any County property.
Commissioner Jackel suggested including this ordinance language on the signage.

Mrs. Millender asked the Board to consider Susan Riley as a supervisor for the Parks & Rec
Dept., with a $1,500 pay increase, so she can answer calls on the days Mrs. Millender is on
vacation.
Commissioner Jackel stated that she would like a job description for this position before a
salary increase is considered.
Commissioner Parrish stated that he agreed with Commissioner Jackel. He stated that there
will be a problem if one department is not held to the 2% reduction in their budget.
The Board agreed that a job description is needed before any consideration.

Mrs. Brownell presented her report to the Board.
Action Items:
She asked for Board approval for Chairmans signature on contract.

Motion by Parrish, seconded by Massey, to approve the Chairmans signature on the debris
contract; Motion carried 4-0.

Information Items:
1. Emergency Management held its Hurrevac Training at the EOC Office on 04/10/14.
2. Pamela Brownell met with the US Forestry to discuss US Forestry Road that the County
maintains for the upcoming year. We will start working on a formal agreement between
the US Forestry and Franklin County.
3. Pamela Brownell, Tress Dameron, and Jennifer Daniels attending a training on 04/09/14
at the Franklin County Property Appraisers Office for a web training on how to use the
IDAM program.
4. Emergency Management will be holding its Faith Based Provider meet and greet on
04/23/14.
5. Emergency Management will be participating in the Carrabelle Riverfront Festival on
04/25/14 and 04/26/14.
6. Jennifer Daniels will be attending the ICS-300 class on 04/22/14 04/24/14 in
Tallahassee.

Mrs. Brownell asked for Board direction on assistance with funding for retro-fitting the roof at
the County Jail. The Board and Mr. Pierce suggested that she start contacting the States
Legislative Delegation to request assistance with funding.


Ann Birchwell Franklin County Library (10:21 AM)
Ms. Birchwell updated the Board on Library events and provided circulation statistics for the
Library. She informed the Board that the Friends of the Library will be receiving an award for
Most Outstanding Friends Group in the State.
She stated that she is working on her Masters in Library information.

Commissioner Jackel and Ms. Birchwell discussed the Librarys circulation statistics further.


Scott Jackson IFAS Update on Harvester Training and Licensing (10:24 AM)
Mr. Pierce presented information reminding harvesters to get the required training in order to
obtain their licenses. Mr. Jackson was not yet present.

Commissioner Parrish commented on the certification process and wanted the public to know
that it isnt the County that is requiring this new training, it is the FDA.

Marcia M. Johnson- Clerk of Courts- Report (10:27 AM)
Mrs. Johnson presented her report to the Board.

1-I need Board approval of a contract between the State Department of Revenue and the County
which provides for State approved payments to the County for service of process in child support
cases. To explain, when the State files proceedings in child support cases, our Sheriffs department
may be required to serve papers on individuals involved with the cases. The Sheriffs Department
usually charges a fee for that service of either $20 or $70 which is set by law, but they dont collect
the monies in these types of cases. With the contract, the County can be reimbursed at a rate of 66%
which would help offset our costs of performing this service. The current contract was approved for
3 years in 2011, and this contract period would run for 3 years from July 1, 2014 until June 30, 2017.
Attorney Shuler has received a copy of the contract for review.

Motion by Massey, seconded by Parrish, to approve a contract between the State Department
of Revenue and the County which provides for State approved payments to the County for service
of process in child support cases; Motion carried 4-0.

Scott Jackson IFAS Update on Harvester Training and Licensing (continued) (10:29 AM)
Mr. Jackson arrived and discussed the certification process further.
Commissioner Parrish and Mr. Jackson discussed this item, further explaining that this new 30
minutes class replaced the 2 hour class.


Alan Pierce Director of Administrative Services Report (10:32 AM)
Mr. Pierce presented his report to the Board.

1- Inform the Board that Preble-Rish and the county are still working with DOT to determine the
best course of action on the Bluff Road culvert. At this time, DOT is reviewing the drainage
calculations as they want to make sure that the proposed culvert replacement will be the proper
size. There is still the possibility that they will share in the replacement costs. The Bluff Road
paving will continue and the construction company is monitoring the culvert.

2- At a previous meeting the Chairman requested that Preble-Rish inspect Pine St in Lanark
Village for the placement of 4 way stops at Pine and Parker, and Pine and Hefernan Drive. Upon
evaluation, Clay Smallwood says that it would be suitable for those intersections to be made 4
way stops. The speed limit on those roads is already 15 mph. Board action to designate these 2
intersections as 4 way stops.

Motion by Jackel, seconded by Massey, to approve designating 4 way stops at Pine and
Parker and Pine and Hefernan Drive; Motion carried 4-0.

3- At a previous meeting, the Board had requested an update on the Federal Fisheries Disaster
funds. I have spoken with Jim Estes, and I have met with other officials involved in the allocation
of funds. At this time DEO is drafting a spending plan for all of the funds, and this spending plan
will be submitted to NOAA for approval. The spending plan does not alter the allocation of funds
the Board has previously seen, but it has more details on which agency will be involved with
which activity. The spending plan should be submitted by April 30, and it will probably take
NOAA 60-90 days to review and approve the plan. After the plan is approved then the agencies
can begin disbursing funds. At this time, DEO will be responsible for the $500K in Vocational
and Educational Training; DACS will be responsible for the $768K in Processor Facility Upgrades,
and then DACS, FWC, and DEP will be administering the $4.5M in oyster shelling money. There
are meetings still to be held with oyster industry representatives and state agencies to
determine where the shell planting should take place.
I have also been approached by the owners of the fossilized shell mine on CR 67 to say
that other states are seeking inquiries at the mine about acquiring shell. There is not enough
active shell available to provide all the shell material that needs to go back into the Apalachicola
Bay so some material will have to be fossilized shell. The mine is building a slurry pipe to wash
the shells so that they will be clean of mud and silt.
In previous shelling programs, the state of Florida has provided the shell but it appears
the state no longer is collecting shell or maintaining a shelling program so some of the federal
fishery funds will have to be used to purchase shell.

4- Inform the Board that FDOT did the annual airport inspection on April 10, and the airport
passed the inspection.

5- Inform the Board that I will not be at the May 6 Board meeting.

Chairman Sanders asked to have Mark Curenton available to present Mr. Pierces report at this
Meeting.

6- Inform Board that as part of the grant funded acquisition process for the parcel in Eastpoint,
county staff will be holding a public meeting to listen to public input on proposed uses for the
acquisition. Since we have already said in the pre-application that the principal public use will
be parking there will be little room for other public uses, but the application process requires
that we hold a public meeting to receive input. Mark Curenton will receive public input on April
29 in the Annex at 5 PM.

7- The Board may recall that in January, 2014, the Board approved a $1.2M JPA with DOT for
the development of a new taxiway that will access the north/south runway with the countys
industrial park. FDOT has fully executed the JPA so AVCON is now ready to proceed with
designing the taxiway. Board action to sign Task Order with AVCON.
At some point after July there will be another JPA, in the amount of $1.5M with DOT for
additional drainage work for the airport.

Commissioner Jackel and Mr. Pierce discussed the current status of outstanding JPAs and
grants. She wanted to be sure that the County wouldnt lose any funding due to deadlines.

Commissioner Parrish and Mr. Pierce discussed the culvert project and the possibility of an
increase in flow based on the Airport project.

Motion by Parrish, seconded by Massey, to approve Chairmans signature on Task Order with
AVCON; Motion carried 4-0.

8- The Board directed that an application be developed and submitted to FDOT for the funding
of a Planning Study for the Franklin County Segment of the Capital to Sea Trail. The date of
the Board action was Jan. 21, 2014. Since that was so long ago and the grant application is now
going in I thought I would make a note in the Board minutes of when the grant application was
submitted. The deadline for submission is May 1.

Chairman Sanders asked the Board to look at the handout from Leslie Cox, of the Carrabelle
Lighthouse Association, relating to this item.

9- Inform the Board that work is proceeding in the design of the extension of the Carrabelle
Beach Bike Path from Carrabelle Beach back to the Carrabelle Bridge (Tillie Miller Bridge). The
design phase is indicating that some additional right of way along US 98 will have to be
acquired as US 98 narrows from 100 feet to a 66 foot ROW in certain areas.

Mrs. Cox commented further on the handout and the project.

Chairman Sanders and Mr. Pierce discussed the project done by FDOT in this area. She asked
the Board to contact FDOT about paving the apron.

Motion by Parrish, seconded by Massey, to approve a change order for the Multi-Use Path
from Carrabelle to Carrabelle Beach; Motion carried 4-0.

Commissioner Massey and Mrs. Cox discussed the clearing of the path at the Lighthouse.

10- Inform the Board that the Northwest Florida Water Management District has determined
that Gulf and Franklin counties will be exempt from the development of a regional water supply
plan based upon the results of the 2013 Water Supply Assessment update done by the District.
The District has determined that the completion of a major surface water treatment plant in
Gulf County and the overall reduction in growth and water demands in the region warrant this
decision. The District will re-evaluate this determination by 2018 as part of the next district-
wide water supply assessment.

Commissioner Jackel asked the Board to adopt a Proclamation from the TDC establishing
Franklin County as a Florida Paddling Trail Blueway Community.

Commissioner Parrish asked if there were any special concessions or consideration for the
Countys waterways.
Commissioner Jackel stated that this is strictly promotional and not regulatory and Mr. Pierce
also agreed.
Chairman Sanders stated that in years past there has been a regulatory proclamation.
The Board discussed this issue further.
David Butler, of Carrabelle, reminded the Board of an upcoming function, Forgotten Coast
Paddle Jam 2014, which will involve kayaking in the County.

Motion by Jackel, seconded by Massey, to adopt a proclamation establishing Franklin County
as a Florida Paddling Trail Blueway Community; Motion carried 4-0.


Michael Shuler County Attorney Report (10:51 AM)
Attorney Shuler had no action items for Board approval.

1. St. Joe Company vs. Franklin County
On Friday, April 11, 2014, the St. Joe Company served its Bert J. Harris Property Protection
Rights lawsuit on me. Its deadline to serve the complaint was April 14, 2014. I delivered a copy
of the lawsuit to Mr. David Theriaque, also on Friday. The County has 20 days to file a response
to the lawsuit.

2. Capital City Bank vs. Franklin County
On April 1, 2014, Judge Reynolds issued an order granting in part and denying in part the county's
motion to dismiss another lawsuit filed by the bank in case number 2012-411-CA. The court
allowed the due process and equal protection counts regarding the re-platting of South
Shoals, but dismissed the two counts regarding the revetment. The bank was given 20 days
leave to file an amended complaint.

3. Chambers Bank
Chambers Bank informs me that it has received its bids and will select a contractor this week.
They did not do so last week because Mr. Chambers was out of the office and he wants to
personally oversee the process.
Two new issues were raised by the bank last week:
First, they wanted the county to waive the tipping fees at the land-fill. I have informed
the bank that it is against county policy to waive the tipping fees.
Second, the bank wanted the county to render an opinion regarding grandfathering of
their development rights if they demolished some of the buildings on the site. 1 informed their
attorney that he would be required to advise his client on such matters, as the county could not
give them legal advice. A copy of my email to their attorney is attached.

4. Eastpoint Water and Sewer District (EPWSD)
On Friday, Ms. Banks, the attorney for the EPWSD delivered to me partial copies of
construction plans from 1989. Those plans purport to show that the leachate from the landfill
was connected to the sewer lift station at the jail.
I have been informed that the leachate does not connect to that lift station. There was a plan
to make that connection at one point, but that it was abandoned in favor of directly connecting
to the force main in front of the land due to cost considerations.
These two conflicting stories have to be reconciled before I file a lawsuit, so that I can properly
frame the complaint regarding this material fact. I have asked Alan to contact Preble-Rish
and have an investigation performed for the purpose of confirming or denying whether
the leachate from the land-fill connect to the sewer lift station at the jail.


Commissioners and Public Comments (10:52 AM)
Happy Easter wishes were expressed from Board members.

Commissioner Parrish commented on the Bluff Road project and discussed public comments
that he has received.
Mr. Pierce stated that the ABC school is in the process of starting a paving project on their
property. He also discussed a parking paving project with the Hospital.

Chairman Sanders recognized Brenda LaPaz, City of Carrabelle Commissioner.

Brenda Austin Cummings
Ms. Cummings did not attend the Meeting.


Stephen Allen, of Carrabelle Cares, discussed the upcoming Carrabelle Waterfront Festival. He
presented a rendering of the project. Mr. Allen discussed other projects and events Carrabelle
Cares is involved in. He thanked Commissioner Massey for all of his assistance during the
festival. Mr. Allen also thanked Pam Brownell, Nikki Millender, and Fonda Davis for their help.
He asked for volunteers for the Senior Citizens Center dunking tanks that will be at the festival.

David Butler, of Carrabelle, asked about limits for oyster licensing that might help with the
availability of oysters. He discussed the problems with the seafood industry and the possibility
of creating quotas to help with the problems with the industry.
Commissioner Parrish commented on this item.
Mr. Butler asked if there could be limits on the use of oyster shells.
Chairman Sanders commented on the use of oyster shells and the licensing for seafood
workers. She also discussed communication issues with FWC and the State.
Commissioner Jackel expressed the need to sit down with all of the stakeholders involved and
formulate a strategic plan for the Apalachicola Bay. She believes this will help to preserve the
Bay for the next generations.

Mr. Butler stated the need for dialogue between all appropriate parties.
Commissioner Massey and Mr. Pierce commented on the actions of the SMAART group on this
matter.
Chairman Sanders commented on the money coming down from the federal government and
how it plays a big part in the recovery of the Bay.

Mr. Butler discussed the School Boards consideration of changing the status of the
Superintendent of Schools as an appointed office instead of a constitutional position. He stated
that there is a very important workshop coming up so the Board might consider attending in
order to get as much information as possible.

Kathy Swaggerty, of Gulf Terrace, thanked FDOT for mowing only what is necessary on Highway
98 and she also spoke in support of purchasing the Island View Hotel property.
Mr. Pierce provided more information on the purchase of this property and steps that are being
taken in order to preserve the property. He stated that the plan is to reinstate the property as
a maritime hammock.
Chairman Sanders stated that she would like to see the property being used for a recreational
area.
Mr. Butler commented on this property and asked about the TDC requesting to increase the 2%
tax and adding it to the ballot. He was in support of this increase for the TDC and stated that
this purchase would benefit Carrabelle.

Information Items:
1. Emergency Management held its Faith Based Provider Meet and Greet on 04/23/14. Discussed cold weather
shelters and several of our local ministers are willing to work with us to achieve this goal.
2. Jennifer Daniels completed the ICS 300 class on 04/24/14.
3. Tress Dameron and Jennifer Daniels assisted the Franklin County CERT volunteers by participating in the
booth at the Carrabelle Riverfront Festival on 04/25 04/26/14.
4. Update on the letter sent out requesting financial assistance for the countys 25% is as follows:
Jennifer Daniels contacted Governor Rick Scotts office regarding the request for residual funds for the mitigation project
on the Franklin County Sheriffs Department roof. She spoke with May. May stated that she did not see the letter in their
tracking system but she would follow up and call me back. May returned my call and state that she was able to locate
the letter. She also stated that the case had been turned over to another department and she would have them follow up
with me as soon as possible on the progress. She contacted Representative Halsey Beshears office regarding the same.
Left a voicemail for Vicky Summerhill to return her call. Ms. Summerhill returned the call. She stated that they had not
received a copy of the letter. She also stated that they had however received a letter from Sheriff Mock regarding this
issue and Representative Beshears had planned to follow up with Sheriff Mock himself. She stated she would look into
this and let me know asap. She contacted Senator Bill Montfords office regarding the same. Spoke with Marcia Mathis.
She stated that they had not received the letter from Commissioner Sanders. She also stated that the applications for
budget assistance had to be sent in December. She stated that if I would email her a copy of the letter with information of
where she could ask for the additional funding she would be glad to look into it. I have emailed her the copy of the signed
letter along with a statement regarding Residual Funding. We received an email from Ms. Mathis stating the following:
Senator Montford is glad to try and help! We just heard back from Senate Appropriations Staff and they
reported that the Legislature does/will not appropriate match money for a federal FEMA program; however,
there may be another alternative, which they are looking into. Stay tunedMarcia

fronts and systems that have moved through our area.

Hospital CEO report

1. Introduction John Graham
2. Financial report see attached. Year to date profit for the organization is positive.
3. Cash collection performance 3 years see attachment. In summary, the cash receipts in FY2012
and FY2013 are stable and are better than FY2011. The patient cash is particularly good in light
of decreasing revenues generated. You will note in the same set of graphs that from FY2011
through FY2013 the declining reimbursement affecting hospitals is similarly noted at Weems by
the declining revenues. What we note however is the billable revenues are down, but the cash
receipts are up or stable.
4. Capital Request Overhang for rear entrances with a total cost not to exceed $6,885. This has
already been approved by the hospital board and permission is being sought to pay out of the
capital fund.
5. USDA update at the last commission meeting, I was asked to inquire about the availability of
funds for construction from the USDA. The following day, a discussion occurred with Mary
Gavin who assured me that they still had plenty of funds.

Report on Collection of Cash:
Given the discussion at our last hospital board meeting about validating the rate of collection (billing
company performance), I have updated my data to include March 2014. You will note in the following
graph that the trend line over time is markedly favorable. It is important to realize that based on this
data what is billed includes yet to be determined contractual write offs as well the schedule fee for
payment. The real variance is the success the billing company has with getting the schedule fee from
the insurance carrier. Collection of out of pocket expense is important, but it represents a much smaller
amount unless you include self-pay with no insurance. Our collection rate for this last group is only
about 16% overall as noted in the accompanying graphic.
I am please however of the demonstrated improvement in collections especially as reimbursement is
decreasing.




The graphics below indicate that cash for this past year FY2013) slightly less than FY2012 but
significantly higher than 2011. The variance however is due to a large cost report settlement in FY 2012.
Overall the 2013 performance (light green line) looks very favorable.
This is even more positive in light of the decrease in billed charges since 7/11 as note under the graph
titled Billed Charges. In summary, as billed charges have gone down, out cash collections have gone up
allow us to have a positive increase in monthly cash receipts.

July 18, 2014. I have accepted a position as CEO of a hospital in Iowa. This move will allow me to be
closer to my older daughters as well as my son.

I have enjoyed by time here and feel that the organization has made significant progress and will
continue to do so.

Thank you for your kindness and support over the last 20 months. You have been a great Board to work
with and the hospital an excellent place to work.

Over the next several months, I will continue to work with you and staff in providing for both

meeting. Huron confirmed that she had emailed all the commissioners regarding the meeting.

Employee Concern Policy
The Employee Concern policy was presented for approval. Brownsworth pointed to the appeal
method in that the employee concern could be brought to the CEO as the final decision. The
governing board would not be involved in the process as it was a matter of operations, but
Brownsworth stated that the board would be made aware of any concern appealed to him as a
matter of transparency. Brownsworth informed the board that the policy draft had been forwarded
to all staff for input. He stated that it was the standard of communication now to involve all staff in
policy creation. In response to Harrison, Brownsworth confirmed that all staff would be required to
read and sign an acknowledgement of the policy.


A motion to approve the Employee
Concern policy as presented was made by
Wilson, seconded by Huckeba. The
motion was carried unanimously.
Financial Report
The following were presented for review: 2/28/14 Balance Sheet, 2/28/14 Income Statement, and
the Cash Balance as of 2/28/14. The variances between December, January, and February were
discussed in detail.
o In response to Bachrachs inquiry, Brownsworth advised that the increase in professional
fees were attributable to the cost of a temporary lab technician, the cost of the annual audit,
and AHCAs quarterly Public Medical Assistance and Health Care Trust Fund certification
assessment fee.
o Conrad questioned the $30,000 variance in employee benefits. Griner stated that she was
investigating this variance as she did not believe it was not an accurate reflection.
o Bachrach questioned the variance in depreciation. Brownsworth stated that he felt the
depreciation expense had been listed incorrectly.
o Davis questioned the positive February contractual allowances. Brownsworth stated his
anticipation that the contractual allowances would be corrected, which would change the
bottom line.
o In response to Bachrachs concern regarding the drop in the operating accounts cash
balance, Brownsworth stated that the balance would increase in March as a consequence of
the ambulance subsidy and the Medicare cost report settlement.
o Davis expressed his concern with Healthlands accounting. Davis and Brownsworth agreed
that the staff should not rely on automatic electronic reconciliation.

Indigent Care Tax
Brownsworth discussed his consideration for an Indigent Care tax recommendation to the county.
Wilson stated that if the tax was implemented, she expected TMH and BMC would request
reimbursement for their care of Franklin Countys indigent. Brownsworth stated that he would
research the possible dilution rate.


Construction Update
Brownsworth stated that the BKD Opinion Letter would be completed in approximately 60 days.
Concerning the construction method, Brownsworth stated that Florida statutes regarding Design
Build would require a RFP prepared by a certified firm, which would cost an unanticipated $60,000
to $100,000. As there was no assurance that BKDs Opinion Letter would be favorable, Adams
Management recommended the use of Construction Manager at Risk rather than assuming the
expense related to a Design Build RFP.
Harrison requested a ledger of construction expenses.
Bachrach questioned the communication method employed with BKD. Brownsworth stated that he
primarily communicated via email as it was BKDs preference. After discussion and at the
boards consensus, Brownsworth stated that he would ask BKD for person to person meeting
with the hospital board.


Release of Information
Brownsworth shared that he had recently had a request by a commissioner for the names and
salaries of all employees. Brownsworth stated that the information was released but employee job
descriptions, not names, were given. In anticipation of similar future requests, Davis
recommended obtaining legal opinion as Weems employees were not county employees.
Responding to Harrisons recommendation to take the matter to the county attorney, Griner stated
that Shulers counsel had been previously sought and his response was that Weems must release the
information at the countys request. Griner stated that she had queried the PEO (professional
employment organization) on the matter and was waiting for their response. Brownsworth stated
that as the county was contracting with the PEO for provision of employees, the county would have
the right to details. After discussion, the board directed Brownsworth to seek legal counsel and
until received, no further employee information should be released.

Admin Team Updates
Griner reported that the agreement renewal with Fortune Business Solutions, the PEO, had resulted
in rate reduction. With the decrease in rates, the organization had saved approximately $8,000 over
the previous 2 weeks.
Griner reported that an EMT and paramedic had been recently hired. Additionally, a full time
laboratory medical technician had been hired, which was expected to significantly reduce the
overtime in the lab department. Two new physicians, Nancy Sabat MD and Paul Motta MD had
been added to the Southland physician group. The newly hired CFO, John Graham, was expected to
begin at the hospital on April 15
th
.

B. Gibson shared the nursing staff had recently decreased by three RNs. One nurse was on leave
for travel and 2 nurses left for positions at Sacred Heart in PSJ. The two nurses who left the
organization did so for a better benefit package. Both nurses have requested to remain as PRN staff
with Weems. Conrad questioned the cost of adding a 401k plan to the Weems benefit package.
Griner replied that she was currently exploring a 401k versus a 403b plan and had sought the advice
of the county attorney as well as Fortune Business Solutions.

Davis suggested that officer elections be held at the April meeting.

Director/Regional Specialized Sea Grant Extension Agent for Franklin County, effective May
23, 2014, pending your concurrence of Franklin County Board of Commissioners at the May 6,
2014 meeting. I will be there in person to present Erik to you and the other Franklin County
board members at your commission meeting.

I am attaching Eriks resume for your review. As we celebrate your 100 years of Extension
across the U.S. we are excited to have Erik as a part of the Franklin, Gulf and Wakulla County
Extension cluster. His focus will be as the County Extension Director for Franklin County and
the important issues dealing with the education of the oyster and seafood industry along with the
vital natural resources of the coast. With his experience this faculty team will continue to support
the clientele needs through outstanding research based information and educational
programming, drawing cooperatively on the support and working directly with state specialists
from University of Florida Sea Grant and other departments and other state and national experts.

EXPERIENCE:
Apalachicola National Estuarine Research Reserve, Environmental Specialist III: 10/91 to Present
Responsible for coordination, planning and implementation of the education program on a 246,000 acre
northwest Florida reserve. Responsibilities include: development of field and lab curricula, leading field
and lab experiences for all ages, designing interpretive facilities, organization of local citizen events and
acquisition of funding through grant proposal writing. Responsible for reporting on multiple grants.
Special field skills required include knowledge of Florida ecosystems, wildlife and plant identification,
equipment operation including boats from 21-35 feet, ATVs, biological sampling equipment, trucks,
passenger vehicles, and all facilities at a field station on a remote barrier island. Completed basic wildland
fire training to be part of Reserve Fire team. Have actively participated on four prescribed burns to date.
Public presentation and workshop facilitation skills are also required. Have conducted many Coastal
Management Workshops for environmental professionals. Have taught several modules of the Florida
Master Naturalist Program series. Supervise activities at the Reserves visitor center. The Reserve's
newsletter is compiled and edited in conjunction with other publication production projects. Supervisory
responsibilities currently include five full-time staff and one part-time staff with occasional O.P.S.
temporary positions and volunteers. Responsible for recruitment and selection for vacant positions. Also
responsible for coordination of a national level project for the National Estuarine Research Reserve
System and involvement on several NERRS national level workgroups.
Florida Game and Fresh Water Fish Commission, Nongame Education Coordinator: 11/89 to 10/91
Responsible for statewide direction and coordination of Florida's Nongame Wildlife Education Program.
Duties included: planning and evaluation of program goals, objectives and implementation strategies;
supervision of five regional Nongame Education Specialists, graphics design staff, statewide Project
WILD Coordinator, and a half-time secretary. Also responsible for recruitment and selection for vacant
positions, management of $132,000.00 expense budget, writing annual reports, and direct supervision of
all education projects assigned to regional staff. Responsible for conducting probationary and annual
performance appraisals on eight supervised employees. Involved in many phases of publication
production and editing, as well as development of audio visual programs. Responsible for editing the
Nongame Program's quarterly newsletter, The Skimmer, which involved coordinating staff input, editorial
work, blue-line review, etc.

Florida Game and Fresh Water Fish Commission, Nongame Education Specialist: 5/86 to 10/89
Primarily responsible for implementing the Commission's Nongame Wildlife Education Program in a 12
county region of central Florida. Also participated in organizing and facilitating statewide activities
relating to wildlife. Duties included: planning and facilitation of Project WILD workshops for many
private and professional groups. Also developed and presented motivational training workshops and
aided coordination of regional volunteer facilitators for Project WILD. Conducted other short courses
relating to Florida wildlife for senior citizens, youth camp staffs and the Florida Conservation Corps.
Responsible for developing and integrating nongame educational materials into private and public
schools. Acted as liaison between the Nongame Program and many other groups through public
presentations relating to wildlife. Assisted public on technical assistance calls regarding people/wildlife
conflicts such as bats and snakes. Organized and set up Commission exhibits at regional fairs and expos.
Also involved in integrating nongame information into existing State Hunter Education Program and
State-run Youth Camp Programs.

Purdue University, Teaching Assistant: Mammalogy Course, Fall 1985
Responsibilities included directing weekly lab sessions dealing with the categorization and identification
of Indiana mammals. Other responsibilities included setting up and administering laboratory practical

Responsibilities included leading weekly field trips designed to aid students in field identification of
Indiana birds. Set up and administration of laboratory practical exams were also done.

Responsibilities included preparation and distribution of sodium solution to woodlot test stations. Also, re-
collection and determination of amounts used were done.

Responsibilities included: collating previously collected data, keypunching data from bird transects,
counting and identifying birds on line transects, live-trapping and marking small mammals, placing and
checking woodduck nest boxes, nature slide presentations and talks to 4-H groups and trail clearing along
bird transect routes.

University of Florida, Technician: 2/82 to 5/82
Responsibilities included preparation of study skins for the avian teaching collection.

Florida Cactus, Inc., Nursery Grower, Plymouth, FL: 5/78 to 8/81
Responsible for implementing schedules of fertilizing, spraying and watering. Used fertilizer injection
system and 300 gal. capacity spraying system. Operated other nursery equipment including tractor with
front-end loader, soil mixer, potting machine and fork lift. Also received permit for the application of
restricted pesticides (not current).

- Conducted environmental and fish I.D. training for Florida Marine Patrol recruits.

DESCRIPTION OF M.S. RESEARCH:
The study, "Impacts of modern agricultural practices on ring-necked pheasants and other
avian species of northwestern Indiana," was developed in cooperation with the Indiana
Department of Natural Resources to increase our knowledge of how ring-necked
pheasants (Phasianus colchicus) and other avian species are impacted by various
conservation tillage practices.
Pheasants were captured by night-lighting and equipped with radio transmitters. These
birds were telemetrically followed to ascertain seasonal habitat use and nest-site selection
parameters. Other factors related to tillage regimes were also studied. These included:
the amount of waste corn available, snow depth on treatment fields, and percent ground
cover.
Line transects were walked during winter and spring to determine avian densities on study
fields. This information, along with the pheasant data, helped to better understand some
relationships between wildlife and the agricultural systems of Indiana.

University of Florida/IFAS Extension and Franklin County seek to fill a permanent status-
accruing Sea Grant Regional Specialized Agent (RSA) and County Extension Director (CED)
position.
Duties and Responsibilities
County Extension Director component
o Administer, supervise, coordinate, and lead the total Franklin County Extension
program.
o Represent UF/IFAS Extension and Franklin County to partners and clientele.
o Market all county extension programs.
o Develop and maintain working relationships with extension administration,
community leaders, county and city governments, state and federal agencies, non-
profit groups, the private sector, media, and the general public.
o Develop an effective county extension advisory committee and use their input to
design, support, and maintain programming.
o Collaborate with Northwest District extension faculty to facilitate delivery of
regional extension programs.

Regional Specialized Agent component
o Develop, implement, and evaluate a comprehensive Sea Grant extension program
in cooperation with local citizens and county, regional, and state Extension
colleagues.
o Focus on educational programming for the seafood industry in the areas of food
safety, HACCP training, seafood marketing and processing, and related areas.
o Provide local and regional leadership for other areas of Sea Grant and marine
education, including programs that support and assist shellfish harvesters, seafood
processors, and others engaged in the commercial seafood industry; sea turtle
education; commercial fisheries; sea level rise; climate variability; watersheds,
wetlands and rivers; enhancing and conserving natural resources; and
environmental quality.
o Target programs to achieve program balance reflective of the coastal population
diversity and to address the unique educational needs of county/cluster residents.

General
o Establish and maintain an effective system for accountability.
o Provide leadership for the management of all program components including
program policies, enrollments and records, risk management, communications,
and educational materials.
o Assume other assignments and responsibilities in support of the total Extension
program as assigned by the District Extension Director.
o Follow all University and county policies and procedures.

Qualifications
A Masters Degree with five years of Extension or related experience is required; a Ph.D. is
preferred. Degrees must be from an accredited college or university. Appropriate areas of study
include marine policy, coastal management, marine recreation, resource development,
commercial fisheries, aquaculture, marine biology, resource economics or other related
disciplines. Extension experience and programming experience in the commercial or recreational
fisheries area is preferred. Experience with extension office operations, budgeting and grant
management, personnel management, information technology, and educational delivery methods
are necessary.

The candidate must be willing to work irregular hours and weekends; occasional overnight travel
is required. Must be able to obtain a Florida Drivers license; must be willing to travel using
personal transportation. Employment is contingent upon the results of a national background
screening. Franklin County residency is preferred, and the RSA/CED is expected to be an active
member of the community. The successful candidate will be required to pass a county drug test.

Franklin County is located in Florida's Northwestern Panhandle, approximately 80 miles
southwest of Tallahassee, the state capitol. The county has 545 square miles of land area and has
a population of about 11,500. The Franklin County Extension office is located in Apalachicola.
The Franklin County Board of Commissioners partners with UF/IFAS Extension to fund the
Extension program.

May 6, 2014

1- Inform the Board that FDOT has issued the new license for the Apalachicola airport. I
have informed Crystal Air of the need to become current with his lease payments as he
has slipped back into the pattern he had for much of last year of being 90 days past due.

2- Inform the Board that FWC is holding a series of public briefings on something called
the East Panhandle Bear Management Unit for the Big Bend region of the Panhandle,
including Franklin County. There will be a briefing on this on May 15, from 3-4 PM, at
the City of Carrabelle City Hall, and on May 20, at the Gulf Coast College Campus, in
Port St. Joe. FWC is developing seven Bear Management Units (BMU) across Florida
and Franklin and surrounding counties are in the East Panhandle BMU. There is a

3- Inform the Board that the state DEM declined the countys request for a waiver of the
local match for the retrofit of the Jail roof. The estimated cost of the project had been
approximately $776K, and the countys share would be 25%, or $194,000. The letter
does say DEM encourages us to consider in-kind match but it is going to be difficult for
in-kind match of labor or equipment to replace a roof on a jail while it is being occupied.

4- Inform the Board that Mark Curenton and I attended a workshop in Chipley to discuss
the countys re-certification for LAP- Local Agency Programs. According to DOT, the
LAP program state-wide has to undergo a significant improvement in function. Part of
the improvement will be a large increase in paperwork the state will be pushing down on
the counties as the state has to comply with federal regulations in order to access LAP
funds. But other improvements will require more effort in the application process. Using
the current Bluff Road project as an example, as it is a LAP project, DOT explains that
future LAP projects will need better up-front analysis so that project costs and right of
way needs can be properly identified. In the case of Bluff Road, the design engineers,
who were not Preble-Rish, designed the road as if the only concern was widening and re-
surfacing and it was not until after the contract was let did it become apparent that many
culverts had to be replaced as well. This has caused the project to go back for a change
order, and it slows the construction down. DOT will be expecting future LAP projects to
have a more accurate portrayal of costs in the application.
On a positive note, DOT is not going to let countys manage LAP projects that are
on the state highways system. So, the next phase of the Carrabelle Beach multi-use path,
which will be going from Carrabelle Beach back to the Carrabelle River, will now be
completely administered by DOT, and they will be responsible for working out the right
of way issues that have been identified in the design phase that I mentioned at the last
meeting.

5- Board direction to have Mr. Shuler review a Traffic Safety and Maintenance
Agreement that DOT will start using across the state. Franklin County only has one site
to maintain and it is the school crossing signals for the consolidated school. Even though
they are for a school, DOT expects the local government, not the school board, to
maintain the traffic signals. DOT wants to start using this new form soon. According to
an email I received Thursday, May 01, 2014, DOT will pay the county $591 annually.

6- Board action, contingent upon DOT approval, to assign 2 landscaping grants awarded
to the county to the City of Apalachicola, and 2 landscaping grants awarded to the county
to the City of Carrabelle. The county would keep the 1 landscaping grant awarded to the
Eastpoint area.
The City of Apalachicola would use the landscaping funds to improve and expand
the project that is currently under construction, and in exchange for receiving the funds,
the City would do some landscaping around the courthouse subject to a plan of our
approval. I had initially intended to use one of the landscaping grants to do some
plantings around the front sidewalk but DOT said that since the sidewalk was not part of
the US 98 ROW the landscaping grant could not be used. The City of Apalachicola has a
grant that can do some landscaping on public land and the courthouse qualifies for that.
The City of Carrabelle would like to extend their existing US 98 landscaping east
from where it currently ends to Kendrick Park. The City has the ability to provide
irrigation in that area of US 98 so there will be a means of maintaining the plantings.
Board action to approve, contingent upon DOT approval.

7- There are several bids to be opened. All bids were required to be submitted by
Monday, May 5, so the Board can open the bids at any time during the meeting.

8- Board action to sign Florida Boating Improvement Grant with FWC for the
construction of the Abercombie Boat Ramp Docks. The Board may remember that the
FWC grants were held up while FWC determined what projects they would fund and
what projects would be proposed to be funded under the NRDA system. There are many
other Franklin County projects that have been approved for funding through NRDA.

9- Board action to approve a change order for the culverts that have been installed on the
Bluff Road project. The Board had previously approved an amendment to the JPA with
DOT to increase the funding by $58,098.00, and now the Board needs to approve the
Change Order to the contract with CW Roberts for the same amount. Board action.
DOT has informed the county that it has made a request to the Federal Highway
Administration for approval to fund the replacement of the large culvert that drains the
airport.
