Officer was dispatched to 66 N Paint St Bub's Pub reference to Jason Lytle causing a problem. Upon arrival officer contacted Russ Carpenter the door
man who advised Jason was asked to leave and began to argue not ready to leave. Russ only wanted Jason to leave for the night not wanting him bared.
Jason left without further problems. Nothing further.

Ofc. contacted Robert Baker at the LEC in reference to his juvenile grand daughter who he has custody of. He had power of attorney over Tiera
Fultz because her mother (his daughter) Christina Baker is currently incarcerated. Mr. Baker stated that he allowed the child's presumed father, Donald
Fultz, take Tiera Fultz for the weekend. Mr. Fultz has no custody or visitation. They had agreed for Mr. Fultz to get her on Friday 05/02 and return her
on Sunday 05/04. Mr. Fultz agreed and Mr. Baker had been in communication with Mr. Fultz, via text message and he had spoken with Tiera on Sun
around 10:30 PM on 05/04/ At that time Mr. Fultz was in Vinton County at his girlfriend's mother residence. The location of that residence is unknown.
Mr. Baker had stressed to Mr. Fultz that Tiera needed to be back for school on 05/05. Mr. Baker could not give Ofc. any information on the
whereabouts of the residence on Vinton County as it has been a while since he had been there. He stated that Mr. Fultz's girlfriend's name was Shelly
Nichols. Ofc. contacted the Vinton County Sheriff's Office to see if they had contacts on anyone by that name and a possible location. They had no
contact information.
Ofc. contacted Marla Lett, Mr. Fultz's mother, and advised her to tell him to contact this Ofc. ASAP in reference to this report. He did not contact
this Ofc. Ofc. ran his information and found that he has an active warrant through The Chillicothe Police Dept. Mr. Baker stated that he did not fear for
the safety of Tiera but felt that Mr. Fultz's did not care when he returned her. Ofc. told Mr. Baker to contact this Ofc. if he heard anything about her and
this Ofc. would do the same. Ofc. told him that if Tiera was not brought to school in the morning to re contact the police department at that time and
further action would be attempted.
Ofc. has not had any contact at this time.
Investigation continues.

Ofc dispatched to 167 W. Main St. ref. to littering complaint. Ofc arrived and contacted Lawrence Mershon, employee of P.C.S. construction who are
doing renovation to the business. He advised when he and his crew arrived at work this morning both of his roll off dumpster were filled with furniture.
He said one of his employees drove by this location Saturday and the dumpster were empty. Among the items, ofc located a bunch of mail addressed to
Betty Manion, 834 Jefferson Ave. Chillicothe, Ohio. One piece of mail is her death certificate ( 7-8-2013).
Ofc went to 834 Jefferson Ave and the house is vacant. Ofc has no other leads at this time.

Ofc dispatched to 456 Charles St. ref. a theft. Upon arrival, ofc contacted Tiffany Ratliff. She told ofc that her car was missing. The vehicle is a black
2003 Chevrolet Cavalier, unknown license plate number. She said the vehicle was parked in her drive way last evening. She said that her cousin, who is
also her roommate, has it. She said her friend saw him (James King) in the vehicle last night at around 0330. Ms Ratliff said he might be at his girl
friends house in Sherman Park.
Ofc asked Ms Ratliff if he she allows him to borrow her car from time to time and she advised yes. Ofc asked her if she tried calling him and she advised
he doesn't have a cell phone. She said that she doesn't want charges filed, just wants her car back.
Ofc went to Sherman Park and the car wasn't there. Ofc advised Ms Ratliff when King returns the car to contact the PD.

Ofc dispatched to the Pickaway County Jail reference to transport a Natalie Funk who was being released from their facility but had an active warrant
issued out of the Chillicothe Municipal Court. Ofc arrived and took custody of Funk reference report CRB 1303502 for failing to complete a drug
treatment program and was now sentenced to serve 20 days in jail. Funk was transported to the RCJ where she was left in their custody awaiting
completion of the days served.

Officer was dispatched to Krogers 1165 Western Ave in reference to a theft. Upon arrival Officer made contact with Loss Prevention Clinton (Clint)
Lovely. Clint said an unknown blad white male took two 50 lbs bags of Old' Yeller and walked passed all points of sale and out of the store failing to
pay for the dog food. He got into a Green Ford Escort OH-PC FIZ1673 and left. Clint handed this Officer copies of the store security video showing
the man leave with the stolen dog food. Officer gave Clinton a written statement form and advised Officer will need to receive the written statement
before any charges can be filed. Clinton said he understood.
Officer ran the Ohio license plate and the vehicle belongs to Ruth A Powell of 9581 Lower Twin Rd South Salem, OH 45681. After Officer receives
the written statement from Clinton then Officer will check with the Ross County Sheriff's contacts on Ruth. If no contacts are available the Officer will
request a deputy be sent to the address to have her contact this Officer. Investigation continues pending Officer receiving the written statement.

Ofc dispatched to the area of 49 S Hickory St reference a domestic dispute. Upon arriving, Ofc contacted Aaron Lee who advised himself and his wife
Ashley Lee were involved in a verbal dispute over she was wishing to leave and Aaron didn't want her to. No signs of violence and none stated. Ofc
advised Aaron if she wanted to leave there was nothing he could do to prevent her from doing so. He advised he understood and would comply.
Ofc contacted Ashley who too advised she wished to leave but Aaron wanted to "talk". No signs of violence and none stated. Ashley left prior to Ofc
departure. Nothing further.

Ofc. was dispatched to the listed location ref some type of disturbance. On arrival Ofc. was contacted by Ms. Thompson who told Ofc. her brother had
beat the shit out of her. Ofc. advised her Ofc. did not see any marks on her face or person. Ofc. asked Ms. Thompson what had happened. She told
Ofc. she left the residence earlier this date and left her children in the custody of her brother Calvin, who said he would keep an eye on them. She said
she was gone for a couple of hours and when she returned she found her Children's Service's Case Worker there, and her two small children were in the
back yard, unsupervised. She said the Case Worker began yelling at her about the situation and she went into the residence looking for her brother. She
found him laying on the couch, sound asleep, and she woke him up to find out what had happened. She said he immediately began beating on her and hit
her around the face and knocked her to the ground.
Ofc. contacted Mr. Taylor in the kitchen of the residence. Ofc. observed he was crying and Ofc. noticed scratches on the left side of his face and
neck. He also had a swollen cheek and was bleeding from a cut to his left hand. Mr. Taylor told Ofc. that he had told his sister, Ms. Thompson, he
would watch the children, but he had been up all night filling out applications for several restaurant jobs around the city. He said he fell asleep by
accident on the couch and the children, who were in diapers, had gotten out in to the backyard, which is enclosed by a fence. He said the next thing he
knew Ms. Thompson entered the residence and began beating on him while he was on the couch. He said he did not know what was happening, but
woke up to being pummeled. He said he pushed her to get her away from him, and she continued to hit him. He said he pushed her again after he got up
and she fell to the floor. He said he just pushed her and acted in self-defense. Ofc. asked him how he cut his finger and he said he punched the door
which cut his finger.
Ofc. contacted Mr. Lucas who was also in the residence when the incident occurred and advised Ofc. the situation did happen as it was already
described. Ofc. asked him why he didn't assume some responsibility for the children as Mr. Taylor had fallen asleep and he said he was too busy taking
care of his own child to take care of Mr. Taylors. Ofc. contacted Ms. Zorns-Orin. She said both of the two were her children and she had come to the
residence as Ms. Thompson wanted to get out of the house for a little while and they went shopping. She said when they got home, the Case Worker
went off on Ms. Thompson and she went into the residence after Mr. Taylor. She said the two of them were swinging on each other and they were each
fighting.
Ofc. did note that there were seven adults in this residence at the time of the incident and advised them that they could have made arrangements with
each other to care for the children and all acknowledged they were awake when the children were outside. Ofc. instructed everyone that they should
work together should this issue arise in the future. All said they understood and agreed with Ofc.
Ofc. issued Misdemeanor Citation No. 09-0532 to Ms. Thompson and Citation No. 09-0533 to Mr. Taylor charging each with Disorderly Conduct
by Fighting. They were each Cited into the Chillicothe Municipal Court on Friday, 05-16-2014 at 9:00AM. They were also advised that should this
agency have any further contact with them on this date they could be taken to jail for Disorderly Conduct Fourth Degree. Both said they understood.
Mr. Taylor left the residence and went elsewhere for a while.
All quiet on Ofcs. departure. Nothing further.

Ofc dispatched to Yocktangee Park on a reckless operation of a vehicle complaint.
Ofc contacted Dandre Turner who was previously contacted at approximately 4:00 PM on this same date for driving reckless through the park. Ofc
advised Mr. Turner he is now barred from the park for thirty days, and advised if he returned he would be arrested for criminal trespass. Mr. Turner
stated he understood. The incident at 4:00 PM was in the presence of several children playing in the park, but Ofc did not observe the actual incident.
The current incident occurred while a baseball game was in progress with several citizens present. Mr. Turner left the area without any further incident.

Ofc. was dispatched to 229 E. Fourth St in reference to subjects outside yelling and screaming. Ofc. arrived and spoke with Teneshea Lundy, who was
one of the parties involved. Teneshea told Ofc. that she had been outside talking to Clint Hughes and Shane Fick about doing some maintenance work for
her. Teneshea advised that Susan Queen, who lives at 229 E. Fourth St walked by her and took money out of her pocket. Teneshea claimed that Susan
had taken $105.00 out of her back pocket and ran upstairs into her apartment. Ofc. was advised by Teneshea that she didn't know Susan. Teneshea went
upstairs and was knocking on Susan's door trying to get her to return her money.
Clint Hughes told Ofc. that he knew Susan due to them going to school together. Clint stated that he observed Susan walk by Teneshea and take her
money from her back pocket prior to Susan going inside her apartment.
Shane Fick explained that he and Clint had been in the area doing yard work. Teneshea pulled up and stopped and talked to him about doing work for her.
Clint stated that he observed Susan walk by but, didn't observe her reach into Teneshea's pocket.
Stanley Bixler, who lives across the street told Ofc. that he heard a bunch of yelling and arguing upstairs at Susan's apartment building, but didn't know
what got it started.
Ofc. then spoke with Susan and asked her what had happened. Ofc. observed that Susan was crying and answered the door with a baseball bat in her
hands due to her being afraid. Susan explained that she had been home in her apartment and then all of a sudden people starting knocking on her door.
Susan told Ofc. that Teneshea knocked on her door yelling " Tell Bub to come out here he took my money." Susan didn't answer the door so the parties
started knocking on her back door. Susan advised that she has been home alone and didn't come outside. Susan stated that she was the one who called the
Police. Susan explained that her building is known for past drug use and sales from the building. Ofc. was told that people have knocked on Susan's door
numerous times thinking someone else lived there. Susan asked why would I take someone's money and run directly into where I live. Susan told Ofc.
that she didn't have any money and didn't steal Teneshea's money. Susan admitted to knowing Clint from school, but didn't know Shane or Teneshea.
Susan recognized Clint, Shane, and Teneshea as being the ones outside her door by hearing them talk outside. Susan's window faces the street where the
three were down below talking. Ofc. found that Susan was the only one home in her residence.
Ofc. then spoke with Corey Bianco, who lives below Susan. Corey told Ofc. that he didn't want involved, but later told Ofc. that he observed a truck
pull up, which Clint and Shane arrived in. Teneshea later pulled up in a jeep. Teneshea talked to Clint and Shane for a moment. Corey then heard one
person go upstairs and then later heard two more. Corey then heard the people who went upstairs yelling about money. At no time did Corey see or hear
anyone leave Susan's apartment. Ofc. collected statements from everyone involved except Corey and Stanley. Ofc. will speak to the Law Directors office
for an opinion due to conflicting statements.

Officer made contact with Ryan Camponeschi and his 17 year old daughter, Nicole, at the LEC. Ryan advised his daughter does not want to go stay with
her mother, Elizabeth Camponeschi, tonight due to they are not getting along. Both advised that Elizabeth told Nicole not to come home and that she is
going to change the locks on her house and that she wants Nicole's key back. Officer observed text messages of this from last Wednesday and Elizabeth
stated via telephone to Nicole on speaker phone that if her dad is going to brainwash her then she does not want to be around her. Officer advised Ryan
that this is all a Custody Dispute matter and he needs to contact his attorney.
Officer made contact with Elizabeth via telephone to get permission for Nicole to stay with Ryan tonight and she advised No. Elizabeth advised Nicole is
just mad because she grounded her for being suspended from CHS due to being caught with alcohol at Prom. Elizabeth advised she did not change any
locks on her house and that she wants Nicole home tonight per the custody agreement. Officer advised Elizabeth (the same as Ryan) that they need to go
by the Court Order and contact their Attorneys.

Ofc. was dispatched to 153 E Fifth St in reference to a theft complaint. Ofc. arrived and spoke with Jarrod W. Miles, who is the complainant. Jarrod
advised that he had his medication stolen from his home. Jarrod explained that he had his prescription for suboxone filled on April 22, 2014. Jarrod
received 60 pills a month due to him being in treatment. Jarrod told Ofc. that he had taken 9 pills since having them filled. Jarrod went to take his
6:00PM dose and observed that they were gone from on top of his refrigerator. Jarrod advised that the last time he had seen them was at around 9:00AM
this morning. Jarrod went on to explain that the only people who had been inside his house was Brett P. Conley and another male he only knew as
James. Jarrod told Brett and James that they could get something to drink from the kitchen, which they did. Brett and James left after being at Jarrod's
house for awhile. Jarrod stated that either Brett or James would have been the one who took his medication. Jarrod is prescribed the suboxone from
Acute Medical. Jarrod needed to file a report for doctor to get his medication replaced. Ofc. advised Jarrod that Ofc. would try and make contact with
Brett and James and question them about the missing pills. Investigation Pending.

Officer was dispatched to 144 Maplewood Drive in reference to two dogs at large. Upon arrival Officer Lawhorn contacted the caller, Lloyd Uhrig, at
156 Maplewood Drive. He stated two dogs a small white dog and small brown dog have been running loose chasing cars and people. He advised he was
afraid that the dogs would bite some one or get ran over.
Officer saw the two dogs running loose and followed Officer when I approach 144 Maplewood Drive.
Officer contacted Marsha Pummel the owner of the dogs. She advised her youngest child let them out and she is unable to catch them. She advised her
daughter's boyfriend will be home soon and is able to catch them. Officer warned her for dog at large and told her she would be cited if they get loose
again which she stated she understood.

CAD Dispatcher comments :05/05/2014 21:36:41 - SUBJECTS ARGUING AND ABOUT TO 26. OFC COULD HEAR THEM IN THE
BACKGROUND DURING 911 CALL
Ofc. was dispatched to 394 Laurel in reference to a fight in progress. Ofc. arrived and observed two subjects who were later identified as Nicholas
Seymour and Dewayne Barnes arguing and yelling at one another. Another male, who was identified as Brandon Sanders was trying to get in between
Nicholas and Dewyane. Ofc. separated the subjects to try and see what was going on. Ofc. spoke with Dewayne first. Dewayne advised that he had
walked around the corner to get his vehicle from his Brandon, who is his step-son. Dewayne claimed that Nicholas was outside and was staring at him.
Dewyane advised that Nicholas then began running his mouth towards him. The two got into a verbal altercation and Nicholas came across the yard and
came at Dewayne trying to fight him. Dewayne told Ofc. that Nicholas's grandmother, Elaine Dodd also was yelling at him. Nicholas began to fight with
Dewayne and Elaine got in the middle and was knocked down. Dewayne claimed that Nicholas started the altercation and that he was defending himself.
Brandon told Ofc. that Nicholas was running his mouth towards Dewayne then started cursing at him. Brandon tried to reason with Nicholas, but he
kept on and eventually he and Dewyane got into a physical altercation. Brandon explained that Elaine was knocked down when she tried to get in the
middle of Dewyane and Nicholas.
Joesph Buskirk, who lives a few houses down came outside because he heard yelling. Joseph explained that he observed Nicholas yelling at Dewayne and
then start on Brandon. Joseph then observed Nicholas go after Dewayne and the two start fighting. Joseph also explained that Elaine had got in the
middle of the fight and Brandon was trying to break it up.
Abigail Obrien, who lives across the street told Ofc. that Nicholas was yelling at Dewyane and Brandon and then went over and began fighting with
Dewayne. Abigail observed Elaine get knocked down while trying to get in the middle of the fight.
Officer contacted Nicholas and Elaine who told Officer that Dewayne called Elaine a "bitch". Elaine advised Dewayne then grabbed her by the wrist and
Nicholas tried to protect her and they began to fight and Elaine got knocked to the ground.
Officer determined that Elaine was not assaulted and that Dewayne and Nicholas engaged in a fight. Dewayne and Nicholas was cited for Disorderly
Conduct Fighting and given a court date of May 23 2014 at 9am. Dewayne ticket number is 5256 and Nicholas's ticket number is 7702.

Officer was dispatched to 151 S Mulberry in reference to subjects fighting in the front yard with poles. Upon arrival Officer saw three male subjects
leaving the front yard and walk into the house. Officer knocked on the front door and Stanley MItchell answered the door to say his two younger
brothers were horse playing. Before Officer was able to leave Officer was advised a second call came in and said they are now fighting inside the house.
Officer approached the house and could hear subjects inside yelling. As Officer knocked on the door the door opened Officer could hear Melissa Austin
say "come in", Melissa is the resident & the primary renter. Officer walked into the house and Stanley Mitchell said "you need a warrant to come inside
bud." Melissa advised Stanley she asked the Officer to enter. Stanley continued to yell and scream so Officer advised Stanley to turn around and place
his hands behind his back. Officer temporally placed Stanley into handcuffs advising him this is only to help you calm down. Stanley said he
understood and began to calm down.
Officer made contact with Matthew Mitchell. Matthew said he and his brother Eric Bentley got into a fight, they were going to fight in the front yard
until this Officer pulled up, so they went inside and fought there. Matthew said when this Officer knocked on the front door Eric Bentley ran out the
back door and jumped the fence. Matthew said he wanted to fight Eric for stealing his cell phone the other night. Matthew said he is fine and did not get
any new injuries. Officer issued Matthew a verbal warning for disorderly conduct. Officer then released Stanley from the handcuffs. When Officer was
walking in the front yard to leave Officer stumbled on two blue 3 foot metal poles that they might have intended to use in the front yard to fight with.
Officer returned to 151 S Mulberry and contacted Eric Bentley. Eric said he will not be fighting anymore tonight, he was upset with Matthew for
trying to "get with my ex-ole lady, thats why I was trying to fight him". Officer issued him a verbal warning for Disorderly Conduct. No injuries
reported, no medical care requested. Nothing further needed.

While on patrol, ofc observed a silver Ford Mustang S/B on N. Bridge St. and turned abruptly onto the on-ramp and driving erratic on the W/B
entrance ramp to U.S. 35 from Bridge St. Ofc then observed the Mustang accelerate at a high rate of speed greater than the posted speed limit on the
on-ramp. Ofc attempted to follow the vehicle. As ofc entered the highway, ofc observed the vehicle was traveling at a high rate of speed and ofc was
losing site of the vehicle. Ofc reached speeds over 100 mph and was able to catch up to the vehicle. As ofc activated his blue lights and the vehicle
slowed down. At this time ofc observed the paced speed to be over 80 mph and decreasing.
Upon contacting the driver identified as Julio Villalobos, he immediately stated he was sorry for driving fast. He stated he and his girlfriend had a
verbal argument and he was upset and was going home. As Julio was retrieving his O/L ofc noted a strong odor of Marijuana. Ofc asked Julio where the
smell of Marijuana is coming from. Julio stated "I'll be honest with you" and hands the ofc a clear plastic bag containing a green leafy substance that this
ofc through training and experience, believes to be Marijuana. Ofc seized and later photographed the bag of green leafy substance for evidence and further
testing.
Ofc verified through LEADS that Julio was under a Violator Compact Suspension from the State of Florida.
Julio was warned for his speed and reckless operation and issued Traffic Citation #20948 charging him with DUS and No O/L. He was also issued
MM Citation #5285 charging Possession of Marijuana. Both citations with court dates of 5/12/14 at 9am. Julio was released. The vehicle was towed
by Penwell's at Julio's request.
