Preamble
In The Name of Allah, The Most Merciful, The Most Compassionate
We, the founders of XISBIGA MIDNIMO-QARAN (the National Unity Party);
Recognize that aspirations of the Somali people for peace and prosperity had
miserably failed with the collapse of the state in 1991 and outbreak of the civil war
that kept Somalia hostage without functioning state for more than two decades.
Acknowledge that Somali plight was fueled by the dictatorial regime that outlawed
political parties, freedom of speech and association and subsequent radicalization of
the society in the name of clan and Islam. Thus, after the collapse of the state,
radical groups completely hijacked political agenda, spread massive violence and
blocked all avenues for restoring responsible state.
Convinced that, Somali political parties can change the catastrophic conditions and
withstand the challenges facing the state. These political parties foster political
leadership at all levels, mobilize society and bridge the link between traditional
society based on clans and Islam and modern state founded on citizenship. These
parties reconcile the state and society, and tradition and modernity.
Committed to build a just democratic society where opportunities for wealth and
power are shared and cultural heritage and Islamic values are promoted and
preserved. This will be possible through building responsible and effective state
institutions which shall ensure good governance and equality of citizens before the
law.
Proclaim this Provisional Charter of the National Unity Party which shall govern the
activities of the Party in a period of two years that begins from the date of its public
announcement. Within these two years, this Provisional Charter shall be reviewed
and adopted as permanent constitution in the national congress of the Party.

Chapter One:
ESTABLISHMENT
Article 1

NAME
There is hereby established a political party known as XISBIGA MIDNIMO-QARAN
(The National Unity Party) [hereinafter referred as the Party]
Article 2

FLAG
The flag of the Party consists of three colors: green, blue and white. These colors
symbolize the motto of the Party: unity (the Somali flag), peace (white) and
prosperity (green). The flag compounds triangular shape of the Somali flag that
penetrates to the center of the flag and splitting it into two equal sizes of white and
green stripes where the upper stripe is white and the lower is green.
Article 3

LOGO
The Logo of the Party consists of the first two alphabets of the Somali name of the
Party "Midnimo-Qaran" (MQ) written within each other whereby outside is "M" and
inside is Q". Within the "Q" Somali flag in the form of oval shape is placed.
Article 4

THE HEAD-QUARTER
The Headquarter of the Party is Mogadishu, the capital city of Somalia. Other branch
offices will be established in the capital cities of the Federal States. The party may
also operate in one of its branch offices or any other locations temporarily.

Chapter Two:
GENERAL PRINCIPLES, OBJECTIVES AND ACTION
STRATEGIES
Article 5

GENERAL PRINCIPLES
5.1 The Party upholds the founding principles of the Constitution of the Federal
Republic of Somalia that sets Islam as the ultimate reference of the laws and
advocates for its moderate interpretation and gradual application that averts
social conflict and extremism.
5.2 The Party stands for restoring and preserving national unity, and social solidarity
among war-torn communities through invoking transitional justice mechanisms
tuned to the Somali belief system and traditions.
5.3 The Party espouses individual liberty and community rights, democratic
governance and exercises consultative principles through open debates and
public consultations.
5.4 The Party champions the supremacy of law, institutionalism, federalism,
separation of powers of the state organs and independence of the Judiciary.
5.5 The Party stands for the protection of human dignity, safeguarding fundamental
human rights, equality of all citizens before the law and in the provision of the
public services.
5.6 The Party believes the importance of socio-economic development where every
citizen is granted access to basic social services and job opportunities while
national heritage and environment are duly protected.
5.7 The Party takes into account the significance of political participation of women
and youth to build their capacities in order to enable them to fully engage in
political actions, and social and economic activities.

5.8 The Party stands for the advancement of the regional integration task of the
Horn of African nations and states, and bolstering friendly relations with the
states and nations of the world.
Article 6

OBJECTIVES
6.1 To foster national unity by means of promoting and lobbying for realizing justice
and equality through full implementation of the laws of the land, and further
addressing past grievances and atrocities by the use of transitional justice
mechanism compliant with the Somali culture.
6.2 To be the leading political force in Somalia aspiring to the reconstruction and
development of the modern state institutions through democratic means and
merit-based approach that prevents nepotism, favoritism and sectarianism.
6.3 To campaign in rebuilding effective security institutions nurtured in the protection
of the human rights and capable of ensuring public safety and fulfilling national
security imperatives.
6.4 To advocate in creating transparent system of accountancy in the state and non-
state institutions in order to avoid public funds embezzlement, mismanagement,
corruption and tax evasion.
6.5 To promote implementing economic model which nurtures national economic
drivers, creating enabling environment for investment, exploitation of natural
resources and developing adequate infrastructure.
6.6 To initiate and support dynamic foreign policy which realizes national interest
through promoting regional integration of the Horn of African nations, closer
cooperation with the African, Arab and Islamic countries, and balanced relations
with international organizations and states to further global peace, security and
cooperation among nations.
6.7 To advance the cause of youth by providing them with educational opportunities,
recreational facilities as well as employment, so that they can fully participate in
the productive and service sectors of the society.

6.8 To champion in creating opportunities for, and encouraging full development of
the political, cultural and economic potentials of the Somali women in order to
enable them to competitively participate in the political, social and economic
spheres.
6.9 To encourage humanitarian work, non-state actors and communities such as civil
society organizations, community based organizations, charities, Trusts and Zakat
funds support their initiatives and promote public and private partnership in
alleviating poverty and vulnerability.
6.10 To work toward eliminating all forms of extremism, violence and corruption as
political means, in particular, those committed in the name of Islam through
comprehensive strategy and collective regional and global approach.
6.11 To promote provision of basic social services to the citizens such as education
and healthcare, caring vulnerable segments of the society and implementing
effective resettlement programs of the refugees and internally displaced persons
(IDPs).
6.12 To foster Somalia Diaspora and establish appropriate institutions capable in
responding to their needs. Reciprocally, the Party solicits participation of the
Diaspora in the political, social, economical and cultural development of the
country.
Article 7

ACTION STRATEGIES
The action strategies puts forth methods of implementing stated objectives and
advancing Party's activities such as the platform of the party, positions and policies
of the party including:
7.1 Bringing together Somali citizens who share the vision, principles and the
objectives of the Party as members and supporters of the party, so that they
participate in reconstituting the new Somali state.
7.2 Forming and maintaining organizational Party networks at the national, federal,
electoral districts and Diaspora communities pursuing internal democratic

procedures and adopting the culture of good governance that enable all
members to enjoy equal rights and opportunities.
7.3 Fostering and developing competitive leadership for the country in the national,
federal and district levels through building their capacities and fielding them as
qualified candidates to be elected for public offices.
7.4 Forming alliances and cooperating with other political parties and institutions for
the purpose of achieving mutual objectives and national interest.
7.5 Utilizing modern mass media and publications to spread the platform and
programs of the Party and to achieve maximum public outreach.
7.6 Holding conferences, symposiums, workshops, and study groups in order to train
Party members and propagate the ideology and programs of the Party.
7.7 Conducting political campaigns and mass rallies for the purpose of mobilizing
public support, raising awareness and gaining elections.
7.8 Developing policies, issuing communiqus and expressing Party positions on the
major events and issues of the country and pertinent global events.

Chapter Three:
ORGANIZATIONAL STRUCTURE
Article 8

GENERAL STRUCTURE OF THE PARTY
The organization of the Party consists of:
8.1 National Executive Bureau (NEB).
8.2 National Central Committee (NCC).
8.3 National Legal and Disciplinary Committee (NLDC).
8.4 National Parliamentary Block (NPB).
8.5 Federal States Executive Bureau (FSEB).
8.6 Federal States Congress (FSC).
8.7 Federal States Disciplinary Committees (FSDC).
8.8 Federal States Parliamentary Blocks (FSPB)
8.9 Diaspora Chapters.
Article 9

COMPOSITION OF THE NATIONAL EXECUTIVE BUREAU
NEB consists of national chairperson, two deputies, secretary general, chairpersons
of the federal States Branches and a number of office holders.
Article 10

DUTIES AND POWERS OF NEB

The Executive Bureau shall:
10.1 Implement the decisions and instructions of the Central Committee.
10.2 Issue directives to the federal states branches and Diaspora chapters.

10.3 Supervise and direct the work of the Party in the federal states and Diaspora
chapters.
10.4 Approve strategic and annual plans to be submitted to the NCC.
10.5 Approve annual budget to be submitted to the NCC.
10.6 Suggest agendas and schedules of the NCC to be approved in the meeting of the
NCC.
10.7 Administer alliances and networking with other parties and organizations.
10.8 Conduct national public relations, international relations and cooperation.
10.9 Organize political participation and elections.
10.10 Adopt appropriate political positions in the national and international affairs.
10.11 Appoint committees and commissions as needed.
Article 11

DUTIES AND POWERS OF THE NATIONAL CHAIRPERSON
Duties and powers of the National Chairperson include;
11.1 The National Chairperson is the political head of the party and chief directing
officer of NEB and the NCC.
11.2 Proposes two deputy chairpersons for the approval of the NCC.
11.3 Represents the party and speaks on its name.
11.4 Makes public statements regarding the Party's position on issues.
11.5 Responds to inquiries from the media and the public.
11.6 Oversees and directs overall activities of the Party.
11.7 Chairs meetings of NEB and NCC.
11.8 Proposes members of the NEB to the NCC for discussion and approval.
11.9 Proposes members of the NLDC to the NCC discussion and approval.
11.10 The National Chairperson may assign parts of his power to his deputies.

Article 12

DUTIES AND POWERS OF THE NATIONAL DEPUTY CHAIRPERSONS
12.1 Deputy national Chairpersons assist the chairperson in implementing his duties
and they shall perform according to the tasks assigned and powers conferred to
them by the Chairperson.
12.2 In the absence of the National Chairperson, the first Deputy Chairperson
undertakes his position and powers.
Article 13

DUTIES AND POWERS OF THE SECRETARY GENERAL
13.1 The secretary general is the chief administrative officer of the Party. He or
She shall:
13.2 Keep records of the national conventions, NCC, NEB as well other records
of the Party.
13.3 Conduct correspondence with the NCC, NEB and send out notices for
meetings and conventions at the national level.
13.4 Convey the decisions and instructions of NCC and NEB and see to it that all
branches of the Party carry out their duty properly.
13.5 Prepare annual reports of the work of NCC and the NEB and such other
documents which may be required.
13.6 Perform any duty and tasks as may be assigned by the Chairperson.
Article 14
DUTIES AND POWERS OF THE APPOINTED OFFICE HOLDERS

14.1. Offices of NEB shall include treasurer, human resource & training, public
relations, International relations and others.
14.2. Number of the office holders of the Party is decided by the Chairman of
NEB and his two deputies.
14.3. The By-law of the Party spells out Terms of References of the office holders
in the NEB.

Article 15
NATIONAL CENTRAL COMMITTEE
15.2. The NCC is the highest legislative and policy setting organ of the Party.
15.2. The NCC consists of the national founding members, representatives of the
Federal States founding members, representatives of the founding members of the
Diaspora chapters, and the designated members.
15.3. National founding members should be also part of the founding members of
the federal branches and Diaspora.
15.4. Ex-officio chairpersons retain membership in the NCC in the subsequent term.
15.5. Founding members shall select members of the NCC during first two years of
the formative period of the party.
15.6. The number of NCC shall not be more than the founding members during the
provisional period of the two years.
15.7. The number of the NCC is reviewed routinely in order to reflect proportional
representation to the number of the members in the federal state's branches and
Diaspora Chapters.
15.8. NCC shall be divided into various committees responsible to monitor, support
and evaluate various offices of the NEB.
Article 16
DUTIES AND POWERS OF THE NCC
The National Central Committee shall:
16.1. Elect the National Chairperson of the Party.
16.2. Approve the two Deputy Chairpersons of the Party.

16.3. Approve the NEB of the Party proposed by the Chairperson.
16.4. Discuss and decide the policy, program and the budget of the Party.
16.5. Monitor and supervise activities of the Party through designated committees.
16.6. Monitor and evaluate of the performance of the NEB annually.
16.7. Approve members of the NLDC.
16.8. Amend, enact and approve the Charter and internal regulations of the Party.
Article 17
NATIONAL LEGAL AND DISCIPLINARY COMMITTEE

17.1. NLDC consists of five individuals with high standing within the Party and legal
experts, three of whom are elected by the NCC and two are appointed by the NEB.

17.2. NLDC is responsible for safeguarding the constitution, regulations and policies
of the Party.

17.3. NLDC interprets National Charter and by-laws of the Party.

17.4. NLDC is responsible for the disciplinary procedures and actions against
members of the Party.

17.5. NLDC is the legal adviser to the National Chairperson, the NEB and NCC.

17.6. NLDC represents the Party in all legal matters.

17.7. Special by-law regulates disciplinary procedures and other legal matters of the
Party.
Article 18
NATIONAL PARLIAMENTARY BLOCK (NPB)
18.1. Party members in the National Parliament constitute NPB.
18.2. NPB advances Party's principles, objectives, policies and programs in the
legislative organ of the state.

Chapter Four:
FEDERAL STATES ORGANIZATIONAL STRUCTURE
Article 19
The organization of the party in the Federal States consists of:
19.1. Federal States Executive Bureau (FSEB),
19.2. Federal States Congress (FSC),
19.3. Federal States Disciplinary Committee (FSDC).
19.4. Federal States Parliamentary Block (FSPB).
Article 20
COMPOSITION OF THE FSEB
FSEB consists of the Federal States Chairperson, two Deputies, Federal States
Secretary General and Heads of the Districts and a number of appointed office
holders.
Article 21
DUTIES AND POWERS OF FSEB
The Federal States Executive Bureau shall:
21.1. Implement decisions and instructions of the FSEB.

22.1. The Regional Chairperson is the political head of the Party and directing officer
in the Federal states.
22.2. Proposes his two Deputies to the FSC for discussion and approval.
22.3. Reports to the National Chairperson and the National Secretary General of the
Party.
22.4. Supervises and directs activities of the Party in the Federal States.
22.5. Chairs the meetings of FSEB and FSC and reports to them the activities of the
Party.
22.6. Propose members of the FSEB to the FSC for discussion and approval.
22.7. Proposes members of the Federal States Disciplinary Committee (FSDC) to the
FSC for discussion and approval.
22.8. The Chairperson may assign parts of his power to his Deputies.

Article 23
DUTIES AND POWERS OF THE DEPUTY FEDERAL STATES
CHAIRPERSONS
23.1. Deputy Federal States Chairpersons assist the chairperson in implementing his
duties and they shall perform according to the tasks assigned and powers conferred
to them by the Chairperson.
23.2. In the absence of the National Chairperson, the first Deputy Chairperson
undertakes his position and powers.
Article 24
DUTIES AND POWERS OF THE SECRETARY GENERAL
24.1. The Secretary General is the chief administrative officer of the Party in the
Federal States branch. He or She shall:
24.2. Keep records of the FSCC and the FSEB as well as other records of the Party.
24.3. Conduct correspondence with the FSCC and the FSEB and send out notices for
meetings at the Federal States level.
24.4. Convey decisions and instructions of the FSCC and the FSEB to the branches of
the Party in the districts and see to it that all branches of the Party carry out their
duties properly.
24.5. Prepare annual reports of the FSCC and the FSEB and such other documents
which may be required.
24.6. Perform any duty and tasks as may be assigned by the Chairperson.

Article 25
DUTIES AND POWERS OF THE FSEB OFFICE HOLDERS

25.1. Offices of FSEB shall include treasurer, human resource & training, public
relations and others.
25.2. Number of the office holders of the Party is decided by the Chairman of
FSEB and his two deputies.
25.2. The by-law of the Party spells out Terms of References of the office holders
in the FSEB.

Article 26
FEDERAL STATES CONGRESSES
26.1. The FSC is the highest authority of the Party in the Federal State.
26.2. The FSC consists of the ex-officio chairpersons of the FSEB and selected
members from the district branches.
26.3. Ex-officio chairpersons retain membership in the FSC in the subsequent term.
26.4. The number of FSC in the region shall be decided every five years (first period
is three years) by the FSC in order to reflect proportional representation to the
number of the members in the region.
Article 27
DUTIES AND POWERS OF THE FEDERAL STATES CONGRESSES
The Federal States Congresses shall:
27.1. Guided by the programs, plans and directives of the NCC and NEB oversee the
activities of the Party in the region.
27.2. Elect Federal State's Chairperson.

27.3. Approves the two Deputy Chairpersons.
27.4. Elect members of the National Central Committee of the Party
27.5. Approves the Federal States Executive Bureau of the Party.
27.6. Discuss and decide the policy, program, budget and the Federal States branch.
27.7. Monitor and supervise activities of the Party branch.
27.8. Monitor and evaluate of the performance of the FSEB every three months.
27.9. Approve members of the Federal States Disciplinary Committee.
27.10. Approve meeting agendas and schedules.
Article 28
FEDERAL STATES DISCIPLINARY COMMITTEES
28.1. FSDC consists of five individuals with high standing and legal expertise, three
of whom are elected by the FSC and two are appointed by the FSEB.
28.2. Special by-law regulates disciplinary procedures and other legal matters of the
Party.
28.3. FSDC also plays the role of legal adviser to the Federal State's Chairperson, the
FSEB and FSC.
Article 29
FEDERAL STATE'S PARLIAMENTARY BLOCK
29.1. Party members in the Federal State's Parliament constitute FSPB.
29.2. FSPB advances Party's principles, objectives, policies and programs in the
legislative organ of the Federal states.
29.3. Internal by-laws of the Party regulates FSPB responsibilities, functions and
procedures.

Chapter Five
DISTRICT AND DIASPORA BRANCHES

Article 30
DISTRICT BRANCH

District branch is the smallest branch of the Party and its organization consists:
30.1. District Executive Members (DEM).
30.2. Active Members (AM).
30.4. General members (GM).
30.5. Representatives of the District in the National and Federal States Parliaments
and District Councils.
Article 31
COMPOSITION OF DEM
DEM consists of the Head of District Branch (HDB) of the Party, two Deputies,
District Secretary and Heads of the District Sections, villages and a number of
appointed office holders.
Article 32
DUTIES AND POWERS OF DEM
The District Executive Members shall:
32.1. Implement decisions and instructions of the FSEB in the district.
32.2. Issue directives to the sections of the district and villages.
32.3. Supervise and direct the activities of the Party in the district.

32.5. Administer alliances and networking with other parties and organizations in the
district.
32.6. Conduct district public relations and cooperation.

Article 33
DUTIES AND POWERS OF THE HEAD OF THE DISTRICT BRANCH

33.1. The HDB is the political head of the Party and directing officer in the district.

33.2. Proposes his two deputies to the active members of the Party in the district for
discussion and approval.

33.3. Reports to the FSEB of the Party.
33.4. Supervises and directs activities of the Party in the district.
33.5. Chairs the meetings of DEM and other meetings in the district.
33.6. HDB may assign parts of his power to his deputies.

Article 34
DUTIES AND POWERS OF THE DEPUTY HEAD OF THE DISTRICT
BRANCH

34.1. The two Deputy HDB assist the HDB in implementing his duties and they shall
perform according to the tasks assigned and powers conferred to them by the HDB.
34.2. In the absence of the HDB, the first Deputy HDB undertakes his position and
powers.
Article 35
DUTIES AND POWERS OF THE DISTRICT SECRETARY

35.1. The Secretary is the chief administrative officer of the Party in the district. He
or She shall:

Article 37
DISTRICT REPRESENTATIVES IN THE NATIONAL AND
FEDERAL STATES PARLIAMENTS AND DISTRICT COUNCILS
37.1. Elected members of the National and Federal Parliaments from the district shall
work with the DEM in developing their constituent district and advancing ideology
and programs of the party.
37.2. The role of the elected district representatives to the national and federal
states parliaments and district councils in the affairs of Party in the district are
regulated by the internal by-laws.

Article 38

DIASPORA CHAPTERS

38.1. Members of the Party in the Diaspora in each country will have equivalent
rights of a district in Somalia in terms of representation in the Party organs.
38.2. Members of the Party in the Diaspora shall connect to their home constituency

Chapter Six
MEMBERSHIP
Article 39
TERMS OF ACQUIRING MEMBERSHIP
Membership of the Party is open to all Somali citizens of (18 years) old who embrace
its vision, guiding principles and objectives, and willing to accept its laws, policies
and programs.
Article 40
TYPES OF MEMBERSHIP
40.1. There are three types of membership in the Party.
a) General membership (xubinimo guud) acquired by individuals who officially
support the Party without bearing organizational responsibilities.
b) Honorary membership (xubinimo sharfeed) offered to some individuals for
their services for the cause of the Party.
c) Active membership (xubinimo rasmi ah) is acquired by the individuals
committed to all party responsibilities.
40.2. Active member converts into general member if he or she could not fulfill
duties and responsibilities of active member.
40.3. General member converts into active member if he or she fulfills
responsibilities and duties of active member.
40.4. Membership conversion occurs every six months after the process of the Party
membership evaluation.

Article 41
APPLICATION FOR MEMBERSHIP
The process of acquiring membership begins with official application of the individual
through district branch of the party or chapters in the Diaspora. Two
recommendations from active members are required to process the application.
Article 42
MEMBERSHIP REGISTRATION
42.1. Every active member of the Party is registered in the district constituency of
the member in his/her permanent residence or in Diaspora chapters. The general
registry of the Party is deposited in the office of the general secretariat of the Party
at the Headquarter and secretariat of the Federal State's Headquarters.
42.2. Every member of the Party should acquire membership number that shows his
constituency district in which he supposed to participate in its activities.
Article 43
RESPONSIBILITIES AND DUTIES OF THE ACTIVE MEMBERS
43.1. To abide to the constitution and internal rules and policies of the Party.
43.2. To contribute to the advancement of the Party objectives and programs.
43.3. To safeguard confidentialities of the Party and defend it from harmful
propaganda.
43.4. To pay Party subscriptions and other contributions regularly in accordance with
the internal regulations.
43.5. To participate in the Party activities regularly and attend its meetings.

Article 44
RIGHTS OF THE ACTIVE MEMBERS
The member of the Party has the following rights:
44.1. To receive the Party Identity Card.
44.2. To benefit from the capacity building and the training programs of the Party.
44.3. To be listened, suggest ideas and submit proposals to the Party institutions.
44.4. To discuss and vote on the issues of the Party.
44.5. To be protected from insult and transgression within the Party organs.
44.6. To elect or to be elected to the leadership of the Party organs and
departments.
44.7. The rights and duties of the various levels of membership are regulated by the
internal by-laws of the Party.
Article 45
RIGHTS AND DUTIES OF THE GENERAL MEMBERS
45.1. To participate in the general meetings of the party.
45.2. To participate in the general awareness programs of the party.
45. 3. Obtain Identity Card of the party.
45.4. To participate in the discussions and debates of developing the party.
45.5. To participate in the election campaigns and fund raising for the party
candidates.

Article 46
LOSING MEMBERSHIP
Membership of the Party ceases with the death of the member, resignation and
expulsion from the Party. Procedures of losing of membership are regulated in the
internal by-laws of the Party.

Chapter Seven
FINANCIAL MATTERS
Article 47
Provisions of the financial matters of the Party are regulated in the internal financial
by-laws of the Party. Transparency shall be the key for administering Party funds.
Article 48
FINANCIAL SOURCES OF THE PARTY
Financial sources of the Party shall consist of application fees, membership
subscriptions, donations and trust funds.
Article 49
APPLICATION FEES
Every applicant should pay application fee. General guidelines of the categories of
fees are regulated by the internal by-laws of the Party.

SUBSCRIPTION OF MEMBERSHIP
Regular membership subscription is regulated by the internal by-laws. Non-earning
members or those on reduced incomes may apply exemption or reduced
membership fees.
Article 51
FINANCIAL ACCOUNTABILITY
All financial matters of the Party shall be transparent and shall be administered
according to the proper accountancy procedures and inspected regularly. These
procedures are regulated by the financial internal by-law of the Party.
Chapter Eight
MEETINGS AND ELECTIONS
Article 52
REGULAR MEETINGS
52.1. Regular meeting of the NCC shall be annual.
52.2. Regular meeting of the NEB shall be every four months.
52.3. Regular meeting of the FSC shall be every six months
52.4. Regular meeting of the FSEB shall be monthly.
52.5. Regular meeting of DEM shall be weekly.
52.5. Special conference may be convened by any organ of the Party at any time.

QUORUM
The quorum of all Party meetings is absolute majority (50+1).
Article 54
DECISION MAKING
Consensus building is the spirit of the Party decision making and in case of difficulty
in reaching consensus; decisions are taken in absolute majority or 2/3 of vote as
regulated by the internal by-laws of the Party.
Articles 55
ELECTIONS
Procedures of the internal elections and meetings are regulated by the internal by-
law of the Party.

Chapter Nine
AMENDMENT AND DISSOLVING
Article 56
AMENDAMENT
56.1. Amendments to the Provisional Charter could be initiated by 1/3 of the NCC
and NEB.

56.2. A written notice of intention to propose any amendment to the charter should
be forwarded to the office of the Secretary General at least one month before the
NCC meetings.
56.3. The NCC shall seek consensus on amending its laws and if consensus is not
reached, 2/3 vote of NCC members present is required for adoption of amendment
to the Provisional Charter of the Party.
56.4. Amended or adopted laws shall take effect immediately upon adoption at the
NCC unless specific timeframe is fixed.
Article 57
DISOLVING THE PARTY
The Party is dissolved with 2/3 vote of the members of NCC and its assets and
liabilities are transferred in such manner as determined by the NCC.
Article 58
OFFICIAL LANGUAGES OF THE PARTY
58.1. The official languages of party shall be Somali and Arabic languages being the
two official languages of the Federal Republic of Somalia. English language is also
used for international correspondences and communications.
58.2. The Somali version of this Provisional Charter is official while Arabic and
English versions are translations.
