WHAT IS MARIJUANA?

Marijuana is the most frequently used illicit drug in the United States and in
the world.
According to government surveys, more than 25 million have smoked
marijuana in the past year.
Marijuana is known as the third most popular illicit drug that is less hazardous
compared to alcohol or tobacco.

DEFINING THE HARMS
Harm 1
Illegalization of marijuana use
harms younger generations
that promoters high levels of
violence and exploitation.
Harm 2
Black market merchant/drug
cartels selling illegal marijuana
to anyone willing to pay.
Promotes violence and death.
Its wasted resources.

1:
Keeping marijuana illegal causes more harm towards the younger generations.
According to Drug Policy Alliance, 749,825 people were arrested for marijuana law violations
in 2012.
According to the Federal Bureau of Investigations annual Uniform Crime Report comprising
about 48 percent of drug arrests in the U.S.; thats one marijuana arrest every 42 seconds.
87 percent of arrests were due to possession of marijuana.
Many teenagers are being prosecuted because of a unpretentious marijuana possession.
According to Weedist, 654,100 people have had their lives inexorably changed for having a
small amount of cannabis (marijuana).

2:
Legalizing marijuana stop drug merchants and cartels from violence.
People are dying over the war of the cartels for the profit of sale and production of
marijuana.
According to the Washington Post, at least $20 billion a year in cash is being smuggled across
the U.S. border each year.
According to the White House Office of National Drug Control Policy, Mexican drug cartels
makes at least 60 percent of their revenue from selling marijuana in the United States.
Laws on marijuana have helped black market to prosper. By not regulating or tax marijuana,
our the revenues goes to the illicit criminals and not toward our economy.

THE INHERENCY: CAUSE
The illegal laws of marijuana does not cause much affected on the younger population and
marijuana users.
Illegal merchandise of marijuana is keeping the black market flourishing, because the law
have not discourage usage or production of marijuana.


THE PLAN
A. Agent: The legislator of the United States.

B. Mandates:

1. The Campaign for legalizing of marijuana

2. Congress will pass the bill for legalizing marijuana.

3. Laws will be created to ensure the proper selling and
purchase of marijuana with tax. Marijuana will only be sold
to age appropriate individuals.

4. Merchants will have to obtain a license to sell the product
of marijuana.

5. Marijuana will be regulated and controlled similar to
alcohols and tobacco.

C. Enforcement: Marijuana being regulated compared
to alcohols should hold the same punishment for
violation for merchants and users.

1. First offense misdemeanor with fines. $500

2. Second offense- misdemeanor with increase fines.
$1,000

3. Third offense: - felony with increase fines $2,000

4. Fourth offense: - punishable by 6 months in jail.

5. Minors: - misdemeanor with community service.

D. Funding and Staffing: Funding will come from the
tax collected on the selling of the marijuana.

E. Timeline: As soon as possible

Marijuana is therapeutic for many suffering from prolonged symptoms.
Marijuana is known to treat and relief illness such as AIDS, Cancer, Epilepsy,
Chronic Pain and Anxiety, Depression.
Economy
Legalized marijuana will save the economy on billions of dollars.
The regulation of marijuana will being in a big revenue for the economy.
Safer
Marijuana is a safer substances than alcohol and tobacco.
Marijuana has no health hazards.
