PROVISION OF LIVELIHOOD PROJECT (FISHING GEAR-FISHING NETS) FOR 50
FISHERFOLKS OF BARANGAY MAGCARAGUIT, DIMASALANG, MASBATE

4. Project Location
The proposed location of this project is in the Islands of Magcaraguit and Deagan of
Barangay Magcaraguit, Dimasalang, Masbate.
The Municipality of Dimasalang is situated on the South East portion of Masbate
Province or at approximately between 12

longitude. It is bounded on the North by the Municipality of Uson; on the South by the
municipality of Palanas; on the East by the Naro Bay and Samar Sea; and on the West by
the municipality of Cawayan. Dimasalang is part of the Third Congressional District of
Masbate.
The municipality is located in the main island of Masbate and connected with the
capital of Masbate Province, the Masbate City via the National road on approximately 45
minutes to 1 hour travel.

The Islands of Deagan and Magcaraguit can be reached through motorboat within 15-
20 minutes. The gateway is either Dimasalang Pier or Calpi, Uson Pier.

II. PROJECT DESCRIPTION

1. Rationale

Barangay Magcaraguit is the most important fishing ground in the Municipality of
Dimasalang. It is the lone island barangay in the municipality. It has 2 main islands and 2
islets. The two main islands are called Magcaraguit and Deagan. The 2 islets are
Hamurawon and Rakit-dakit which are uninhabitable.

The population of Barangay Magcaraguit is 1,431 (CBMS, 2009). Aside from this population,
the remaining 12,476 (CBMS, 2009)people from the neighboring barangays of Poblacion,
Canomay, Suba, T.R. Yangco, Cadulan, Banahao and Balocawe are dependent on the marine
resources of this barangay.Most fisher folks from the said barangays carry out their
fishing activities in the surrounding waters of Barangay Magcaraguit.
To support the livelihood of fisherfolk in the area, the LGU through the budget from DA-
BFAR is proposing the provision of gillnets to 25 fisherfolks of Deagan Island and 25
fisherfolks of Magcaraguit Island.
There are two commonly used nets in the area. The first kind of net is the nylon net with
length of mesh side of 8 cms. locally known as Pamage. It is commonly used by fisher
folks to catch merely the relatively large-sized fish species such rays, conger, rabbit fish
and grouper. The second type of of net is the Pamboraw or Mononylon net # 7 with
length of mesh side of 3 cms. It is exclusively used in catching Rastrelliger sp. Locally
known as Boraw.
The use of these kind of nets will promote selective fishing for big-sized fish species.
Juveniles, frys and fingerlings will be allowed to grow into marketable sizes. This project
will support the livelihood component of the on-going establishment of Marine Protected
Area.

To provide livelihood for 50 fisherfolk recipients

Livelihood opportunity for 2 peoples organizations
Increase in daily income of recipients by 50% of 27 member (18 men: 9 women) of
Samahan ng Mangingisda ng Magcaraguit and 115 members of Deagan Kaunlaran ARB
Multi-Purpose Cooperative
To reduce blast fishing in the area by 50% by year 1 of implementation.

4. Component and Activities

Pre-Implementation
The LGU through the Municipal Agricultural Office (MAO) will prepare the proposal
and the necessary documents to be submitted to the Bureau of Fisheries and Aquatic
Resources (BFAR). After which, MAO will prepare the list of first 50 fisherfolk
recipients. Twenty five fisherfolks will be coming from the Samahan ng Mangingisda and
the other 25 from Deagan Kaunlaran ARB Multi Purpose Cooperative.

Implementation
Since LGU Dimasalang did not meet the criteria to implement the Bottom-up
Budgeting Projects, the DA-Bureau of Fisheries and Aquatic Resources will be the one to
implement this project. DA-BFAR will procure the materials for the fishing nets. After
the procurement of materials, it will be distributed to recipient fisherfolks. The
distribution process will be conducted in coordination with the LGU. An acknowledgement
receipt will be prepared by the LGU to be signed by the recipient fisherfolks. After the
distribution, the recipient fisherfolks will assemble the nets. They will provide the
necessary accessories such as floaters and ropes to complete the fishing net. They will be
given at least 1 week to complete the gear. Upon completion, LGU and BFAR Representative
will visit the area to conduct monitoring. A report with attached pictures will be prepared
by LGU and BFAR Representative to be submitted to BFAR RO5.

Monitoring and Evaluation
After the completion of the project, liquidation report will be prepared by BFAR in
coordination with LGU through the Municipal Agricultural Office.
A monthly monitoring will be conducted by the AT for Fisheries in coordination with
BFAR. The report of monitoring will be submitted to BFAR RO5 as part of the monthly
report of Agri-Pinoy for Fisheries.

5. Beneficiaries/Recipients

This project will be awarded with equal cost to 2 Peoples organizations (POs) in Barangay
Magcaraguit.
Samahan ng Mangingisda ng Magcaraguit (SAMAMA) which is located in Magcaraguit
Island has 27 members. It is composed of 18 men and 9 women. SAMAMA is registered
under Securities and Exchange Commission. All of the members are registered under the
FishR Program.
Another PO recipient is Deagan Kaunlaran ARB Multi-Purpose Cooperative (DKARBMPC) is
comprised of 115 members. It is registered under Cooperative Development Authority. Its
office address can be found in Deagan Island. This organization is mainly composed of
fisher folk members. (indicate how many are registered in FishR).
In the first phase of the project, it will initially benefit 50 fisher folks but in the long run,
more than this. The scheme to benefit more than 50 fisher folks will be discussed in detail
in the sustainability plan.

7. Economic Benefits/Impacts
The average daily income of fisher folks in the area is 200 pesos. With the provision
of fishing gear that will catch more fish will bring an increase by about 100 pesos to their
daily income. The increase in daily income of fisher folk recipients will also benefit their
wives since they are engaged in the marketing aspect of this livelihood.
This project will also bring a decline in illegal fishing by 50% after 1 year of
implementation. In the long term, this project will bring about a remarkable change in the
use of illegal fishing gears and practices in the area. The scheme of expanding to more
than 50 recipients will eventually eliminate illegal fishing in the area.
8. Sustainability Plan
To make this project sustainable. We will arrange a participatory approach. and
participatory, the fisher folk recipient will provide the labor of assembling the net.
With the amount of this project, it cannot provide all 50 fisher folk with 1 unit of gillnet.
So, we developed a scheme that will ultimately benefit more than 50 fisher folk in the long
run. . Two fisher folk recipients will share 1 unit of gill net. Half of the gillnets will be
granted to the Samahan ng Mangingisda ng Magcaraguit which is SEC registered and half
of it will be delivered to Deagan Kaunlaran ARB Multi-Purpose Cooperative.
The fish caught using these gill nets will be sold to the PO where the recipient belongs. 5%
from the income of each unit will be deducted to proceed to revolving fund of the PO for
the purchase of another unit gillnet until all the target 50 fisher folks will be provided
with 1 unit of gill net.

These Peoples Organization will monitor the recipients with the assistance of Municipal
Agricultural Office.

12. Jobs Generated/Man Days
This project will generate an approximately 100 jobs. Aside from the recipient fisher
folks, their respective wives will also be engaged in the marketing aspect. Based on the
current situation in the locality, mostly wives are the one who vends their caught fish. This
setting does not only generate jobs but also promote gender equality by providing economic
empowerment to women.
