1. What is the main aim of your project in this context?
The main aim of the project was to develop infrastructure under the SMART project by the year 2007, which would provide long lasting and strong roads and tunnels to hold floods and traffic. 2. What are the objectives that you need to achieve? Utilising the experienced and knowledgeable workforce efficiently Procuring low cost suppliers/materials To protect the prime areas of Kuala Lampur To work within the triple constraints Provide water supply to Klang Valley residents (NS) Operate and maintain major highways (NS) Identifying the geological traits of the area to be developed Procurement of high performing and cheap TBM (Tunnel Boring Machines) Working in collaboration with local government agencies Reduce the risks to minimum
3. What is the scope of the project? The scope of the project was to design, construct and maintain a tunnel which could not only resist the floods and traffic but reduce the travelling time of the people. The scope consisted of 3 main components: Firstly, conduct a thorough research for the project with main focus on the strength of the tunnel and prepare a design. Also, this pre-project work includes contacting the supplier of materials and arranging for the machines required, constant communication with the engineers and researchers. Secondly, construct the tunnel as per the plan. This not only includes the construction but also includes continuous assessment of the project with respect to the milestones. Thirdly, once the project has been completed, the maintenance and supervision of the tunnel and routine check of the strength and quality of the tunnel.
4. What is the project environment? The project environment is the external environment of the project. This includes factors like reducing the risks associated with the project which could physically harm and affect the nearby areas. The other factors in the environment are the climate of the area which can be a hindrance to the development of the project at any stage, the live ongoing traffic during the development of the project and government related policies and constraints.
5. What are the project constraints? Deadline- The year 2007 The project is constrained by the rains which can increase the duration of construction and lead to the failure of meeting the deadline The project is also constrained by the mishaps during the construction that can lead to severe consequences such as violation of law, human rights etc. One of the major constraints of the project was to work with the live traffic which could at times not only slow down the work but could also lead to hazards.
6. Who are the stakeholders? Gamuda Berhad, the infrastructure development company undertaking the project. Suppliers of materials. Malaysian Government. Public of Kuala Lampur. Investors and sponsors of the project. Engineers and other employees in the project. Researchers of the project. Employees of Gamuda Berhad.
7. What activities and tasks are required? Discuss the priorities of the project and find the right people in the company to work head the project since this kind of a project has been undertaken for the first time Communication with the local government agencies Constant touch with the metrological department at each milestone of the project Continuous assessment of the achievement of the deliverables and milestones Set a benchmark for the speed and building time for rings
8. What are the deliverables and milestones? Deliverables 9.7 km stormwater by-pass tunnel 3 km double deck motorway within stormwater tunnel 11.5 km of ingress and egress connections in the motorway tunnellinking the southern gateway to the city centre Holding basin with complete diversion and tunnel intake structures Storage reservoir and a twin-box culvert to release flood discharge State of the art operations control room equipped with latest operations management, surveillance and maintenance system Milestones are based on the construction plan of the project. It is in an order from the beginning of the project and should continuously be referred to after attainment of each of the above deliverables. 9. What are the project priorities? The major project priorities are to meet the features and components of the SMART project as mentioned in the project details. These priorities can be achieved through the following: Find the right people inside the company (Gamuda Berhad) for the project Set the milestones of the project Procurement of resources such as finance, high quality materials etc., workforce. Should be able to divert the floodwater and reduce traffic
10. How will the project vision be created and communicated? The project vision can be created by conducting a meeting between the project authorities, engineers and government officials where they decide on the priorities based on which they decide the deliverables and milestones. Based on the priorities decided, they can creaste a manifesto or a project statement for the stakeholders to communicate the vision of the project.
11. What are the risks and hazards of this project?
Safety of the environment in terms of the development of the project Difference estimated and actual costs in different stages of the project Breakdown of the machines during the construction The stages of the project might be affected by natural calamities, if any. Timely supply of materials is required, due to the failure of which the project can stop or slow down at a certain stage.
