7 July 2009 between the Projed Sponsor and WEFO which includes financial

e mail on 6 April 2011 and the revised expenditure profile submitted by e mail on 16 June
2011 both prepared by the project sponsor. The revised profiles have been entered on

14. Tender documentation should be submitted to WEFO in advance of stage 1 of the
procurement procedure to obtain the Imaging Equipment i.e. prior to the 'OJEU Notice to
Invitation to Participate in Dialogue'.
15. Before equipment is procured WEFO's Project Inspection and Verification Team will need
to undertake a visit to verify the procurement process of equipment is being conducted within
appropriate procurement regulations.

27. Full information on the Imaging Equipment procurement process should be provided for
review prior to the equipment costs being paid. The information should at least include:
- A summary of the overall procurement process followed and rationale for doing so.

- Summary of the final selection process and final decision to appoint the successful.

10. PURPOSE
Please summarise the purpose of the project here. Explain how it will deliver the aims
of the Priority and Measure. Full details should be included in the Project Plan.
This project would realise an Institute of Life Science in Swansea. The project is a
partnership between, Swansea University, WDA and the Swansea NHS Trust. The
funds applied for would allow the building of a new institute, together with physical
and human resources for its operation.
For the size of the university, Swansea has exceptionally strong physical sciences
and engineering both in scale and quality. This dates back to the era of heavy
industry in the region but the science has not stood still. Four areas of science and
engineering were rated at the highest levels (5 and 5*) in the last UK Research
Assessment Exercise. Such classification indicates staff engaged in innovative
world-class research. This is the second strongest SET (Science Engineering and
Technology) research university that Wales has. Indeed in terms of the value of
current research awards from EPSRC (Engineering and Physical Science Research
Council) Swansea is number one in Wales.

The Swansea SET research base is now being extended into the life sciences, led
by the new Clinical School established by the Welsh Assembly Government. This
will include major research reorganisation in the Biological Sciences and Chemistry
at Swansea. The Clinical school will accept its first students in September 2004. The
support of the WAG has permitted sufficient funds to allow the school to attract
world-class researchers and clinicians. Already there are 19 professors in post all
with international research reputations. The Welsh Assembly Government has
made it clear that this new Clinical School is not just about increasing the number of
doctors and improving health care in Wales, it is also about using the research to
stimulate the economy of the region. In addition the Clinical School has very positive
research links to the College of Medicine in Cardiff, exemplified by a successful,
recent joint bid to the prestigious UK Biobank project.
The vision is to use this exceptional SET research base at Swansea to create a
'Cambridge style' effect in South West Wales. Through the Technium project and
other initiatives work has already started on driving towards this vision. The Institute
of Life Science adds further momentum to an economy truly in transition.
The Institute of Life Science (ILS) has the following aims:
1. to co-locate a number of life-science related research centres of excellence
in the one high-quality environment,
2. to establish a business support structure with the goal of ensuring that the
project delivers maximum benefits to the knowledge in the region and
Wales as a whole,
3. to construct an 'incubator' for micro-companies within the Institute and
establish a seamless link between that incubator and the wider Technium
network,
4. to ensure that the project becomes self-sustaining within a three year
period and establish the appropriate special purpose vehicle to deliver that
sustainability while protecting the mission.
The Programme details the aims and objectives for Priority 2 which is entitled
DEVELOPING INNOVATION AND THE KNOWLEDGE BASED ECONOMY. The
aim of the priority is to improve competitiveness through the acquisition and use of
knowledge and new technologies. The ILS fully supports this aim.
The complement goes on to define six broad objectives for the priority,
to create a culture of innovation.
Diversity the economic base by growing more technology and knowledge
driven frims and improving their links to the knowledge base.
Increase investment in R&D.
Develop more high-level skills to support innovation and R&D.
Stimulate increased demand for, and adoption of ICTs
Improve environmental performance through the adoption and use of clean
technologies.
The ILS strongly underpins all six of the broad objectives.
The Priority 2 Measure 3 Regional Partnership Legacy Report produced at the end
of 2003 made a number of key observations regarding the future needs of the
measure. The aims of the ILS resonate with many of those observations. Examples
of this s neii are as follows:

1. The Legacy Report sets a general priority of supporting projects that deliver
the targets of new company setup and new jobs created.
The ILS has this strategy at the very core of its vision. The life science sector is
the most fruitful source of new company formation and new job creation.
2. The Legacy Report states that priority will be given to a project, which
develops a long-term R&D capacity in the region.
The fundamental aim of ILS to achieve exactly this. If it is successful in its aims,
the ILS will build upon the now excellent R&D capability of the Swansea
University in the life science area. The new Clinical School has attracted a large
number of world class researchers to the area. This new resource coupled with
the skills already present will establish a very powerful engine for regeneration in
the life science area. The aim is to create a momentum that will develop long
term R&D capacity in Swansea and the region.
3. The Legacy Report states that priority should be based on projects that
embed a culture of innovation within the knowledge base of the economy
particularly focused upon a clear target group.
The ILS will be established to support the growth of the life science sector in our
region. A key objective will be to establish an infrastructure that supports existing
businesses within that sector leading to enhanced profitability and job creation.

15. ICT
All grant-aided projects should make a positive contribution to ICT. Outline how ICT
opportunities have been integrated into the project design and implementation,
mentioning any specific components that show this.
The project is intended to allow both Institute of Life Science tenants and associate
companies exposure to ICT tools that would not be available under normal circumstances.
Business benefits of use of the tools will be a key factor in measuring the success of the
project. A fundamental output of the project will be increasing the competitiveness of
businesses engaged in the project. Increased use of up to date ICT is seen as a unique
opportunity for Welsh businesses to achieve global competitiveness. Traditional issues
related to peripherality, geography etc are overcome by the project due to the procurement
of the Technium VPN which gives consistent telecomm provision to all Technium sites. It is
the intention of the project to involve a diverse range of service providers. This should
include business tools, professional services, public services etc. The aim being to
demonstrate the benefits that ICT can bring to the user.
It is also emphasised that Swansea University has a world-class computing science
department (rated 5 in the last Research Assessment Exercise). It has particular strengths
in visualisation, an important area for life science R&D. The University's ICT Strategic Plan
is appended. However, the following seven points are extracted from its Executive
Summary.
1. The University will not achieve its key strategic aims in research, learning and
teaching and in its Third Mission activities without a quality Information and
Communications Technology infrastructure. The ICT Strategy Committee will ensure
that an institution-wide approach is adopted for ICT provision and initiatives.
2. Research in all subject areas is now very dependent on ICT. In particular, maximising
the potential of the 1 Gigabit capacity connection to Super JANET is essential for the
University to further improve its research activity and status.
3. Making learning and teaching more ICT based will maintain excellence in this area, as
student numbers increase and diversify. The popularity of the Blackboard Virtual
Learning Environment system shows the potential of ICT based learning. The current
favourable student: PC ratio needs to be maintained, as does the recent improvement
in ICT hardware in teaching rooms.
4. The University's ICT skills and infrastructure will increasingly underpin our Third
Mission activities for the local economy and community, particularly in the context of
the Technium initiative.
5. Our ICT infrastructure needs a level of investment which relates to its mission-critical
importance to the University. Our central ICT expenditure should match that of
comparative universities.
6. In view of the mission-critical role of ICT in the University, current information security
and disaster recovery procedures need maintenance and expansion.
7. ICT provision and developments offer opportunities for using collaborative funds
under the Reaching Higher review of Higher Education in Wales.
