CAD Dispatcher comments :05/06/2014 02:18:15 - SMALL 34 LEFT IN A VEHICLE ALONE WITH DOOR OPEN. POST UNIT ON SCENE
Ofc. was dispatched to the area of N Walnut St and W Second St in reference to a OSHP trooper out with a small child alone in a vehicle. Ofc.
arrived at 85 N Walnut St. and contacted Trooper Aaron Morgan. Trp. Morgan advised that while driving on N Walnut St he observed an open door on a
vehicle parked on the east side of N Walnut St facing north. He turned, stopped and walked up to the vehicle to discover an infant in a rear child seat, the
rear driver's side passenger door open, the vehicle running and no one else around it.
He waited for approximately two minutes and no one came out. He activated his overhead lights and was then contacted by a female identified as
Kendra Stafford. Ofc. contacted Ms. Stafford and asked her what was going on. She advised that she had brought a friend home and was contacted by
Matthew Cooper who is father to one of her children. He came out and wanted to see his child who was with Ms. Stafford. He opened the rear driver's
side passenger door, removed Harper Stafford, left the door open and took her inside. Ms. Stafford followed him. She stated that she was only gone for a
few moments and that Zenkius Stafford, the three month old left in the car, was sleeping at the time. She said that she was going in to tell Mr. Cooper
that she had to take Harper with her since she has day care in the morning. This was not a custody or domestic dispute.
It was after 2:00 A.M. and the temperature was in the mid to upper 40's. Ofc. wrote Ms. Stafford a summons (5296) for M1 Child Endangering and
advised her of the mandatory court date of 05/16/2014 at 9:00 A.M. in the Chillicothe Municipal court. She was provided a copy and released without
incident. Ofc. contacted another resident, Christopher Chaney, in the same building who lives upstairs. He stated that he heard talking out front and
looked out. He saw Ms. Stafford and Mr. Cooper walk away and also observed the infant in the vehicle alone. He stated that it was for around two
minutes and he saw Trp. Morgan circle and come back. He stated that he kept watch out the window after he saw the child alone. Ofc. left a voluntary
statement form for Mr. Chaney to fill out and return.
A copy of this report will be sent to Children's Services for review.

On 05/06/14 Mary Willis contacted detective at the Law Enforcement Center with a complaint that granddaughter Andrea (Willis) Holt had stolen checks
from her and uttered them at the local Walmart store. Ms. Willis provided the enclosed recorded statement.
Ms. Willis advised that she received her latest monthly statement from Homeland Credit Union this past Saturday, 05/03/14, and found that a number
of her checks had posted as having been uttered at Walmart. Ms. Willis advised that she rarely shops at Walmart and immediately suspected live-in
granddaughter Andrea Willis, who she suspected of having started abusing drugs again. Ms. Willis advised that she confronted her granddaughter, who
indicated that she had taken only two checks and uttered them for $500. Ms. Willis advised that she met with Homeland Credit Union officials and found
that a total of 13 checks had recently posted as having been uttered at Walmart. Ms. Willis advised that checks #3626-3635 were part of a yet unused
book of 25-30 checks that were in storage in a kitchen cabinet and checks #3686-3689 were taken from the checkbook she was currently using that she
kept in her purse. Ms. Willis advised that she is raising her granddaughter's child and is fearful of her granddaughter's violent past.

Detective contacted Homeland Credit Union fraud investigator Sheila Harris, who advised that copies of the checks and actual transaction dates were
not available because Walmart uses a check writing system in which the check is scanned and returned to the customer after they sign a document similar
to a charge card receipt authorizing the debit from the account.
Detective contacted Walmart loss prevention associate Kenny Hay, who is pulling records of the transactions and corresponding surveillance.

Ofc spoke with Marsha Morrison, 412 W. Main St. She told ofc she saw the couch sitting in the back yard at 22 S. Bowman Rd. Mr Hayes told ofc
when he came to work Monday the couch appeared at the dumpster.
Ofc went to 22 S. Bowman Rd. but no one answered the door. Ofc will attempt to contact the resident later in the shift.

Alisha Smith keep calling his cell phone. Mr.Hettinger stated they are mad because his dad is helping him out and they don't think that their father
should. Mr.Hettinger stated he has asked them to leave him alone but they continue to call. Mr.Hettinger stated they live in Waverly but he does not
know the address. Mr.Hettinger stated they were calling from these numbers 648-0591, 708-3433, and 708-0252, but have started blocking their calls.
Ofc. will contact The Waverly P.D. ref making contact with Ashley and Alisha and BARR them from contacting Mr.Hettinger. Investigation
continues.

While Ofc was investigating a hit skip accident (14-7600), Ofc contacted two young black males matching the description of the hit skip vehicle
occupants. Ofc contacted these two subjects in the area of 670 Cedar St. Ofc identified these two subjects as Demetrius VJ Powell and Desean ML
Fairrow. Mr Powell was found to be in possession of a "Ford" ignition key. After questioned about this and the accident, Mr Powell admitted to the
accident and stated he hid the vehicle in the alley in a vacant lot at the rear of 699 Linn St. Mr Powell was also found to have two active warrants with
this department. Ofc located the vehicle and had Penwell's towing called for it. Ofc then transported Mr Powell to the RCJ. At the jail, Ofc served his
copies of FTA Warrant CRB1301794 charging Theft (2913.02) which was filed by Ofc Murray and FTA Warrant CRB1400489 charging Complicity to
Theft (2923.03) which was filed by Ofc Stansberry. Mr Powell was left in the custody of the jail staff pending his appearance in court on 5/7/2014.

Ofc. was dispatched to Menard's (1570 N. Bridge St.), reference to a shoplifter in custody.
Ofc. contacted loss prevention employee, April Shoemaker. Ms. Shoemaker stated that she observed Harold Burnett conceal two packages of razor
blades and two dog collars on his person. Ms. Shoemaker stated that Mr. Burnett then walked past the last point of sale and exited the store. Ms.
Shoemaker stated that she approached and stopped Mr. Burnett in the parking lot and escorted him to the loss prevention office.
Ofc. contacted Mr. Burnett and advised him of his Miranda Rights, which he stated he understood and waived. Mr. Burnett admitted to stealing the
above mentioned items. Mr. Burnett stated that he did not have any money on him and his dogs needed collars. Ofc. arrested Mr. Burnett for Theft and
transported him to RCJ where he was left in the custody of the jail staff in lieu of bond.
Ofc. obtained a photograph of the stolen merchandise and a copy of the receipt. Ofc. will obtain a copy of the security video and a witness statement
at a later date. The merchandise was left in the custody of the Menard's staff for safekeeping.

Ofc. contacted Matthew Lynch and Christina Lynch. Both subjects stated that they were arguing and have not been able to get along for some time
now. Both subjects stated that it was only a verbal argument. Ofc. did not observe any signs of physical confrontation. Mr. Lynch and Ms. Lynch
agreed to stay in separate rooms for the night. Mr. Lynch appeared to be able to care for himself and was speaking clearly.

Officer was stopped by Heather Schaeffer who advised her son Dylan was just bitten by a dog on S Pohlman. Officer located Dylan at 374 S
Pohlman. Dylan said he was contacted about mowing the grass at 377 S Pohlman Rd and he went to the house to give an estimate for a weekly mowing.
While checking the yard a large dog that appeared to be a Pitbull ran up on him from next door and bit him on his left leg. Dylan showed this Officer a
single mark on his lower left thigh. Heather said she will take her son to the Adena Urgent Care for treatment. Heather said something needs done to
insure the dog is confined so it doesn't bite anyone else. Officer advised Heather that Officer will contact them after they are back from Urgent Care for
photos.
Officer located the large dog at 368 S Pohlman Rd. The dog appeared to be a Boxer/Pitbull mix and it had an electronic collar on it's neck. After the
Dog was secured Officer made contact with Belinda Hilliard. Belinda said her dog is a Boxer, she has had it for 4 years now at the house and this is the
first time it has ever bitten anyone. Officer gave Belinda a Ross County Health District dog bite form and had her sign one. Officer explained to Belinda
the process for keeping the dog quarantined for 10 days. Officer issued Belinda Summons 5490 for Confinement or restraint of a dog, Belinda requested
a different court date other than 5/16/14 as she has a commitment on the date. Officer issued the court date for Monday 5/19/2014 at 9 am.
Officer contacted Dylan and Heather Schaeffer again. Officer photographed the bite mark as it was now visible that the skin had been broken in the
bite. Heather said Dylan received a tetanus shot and an antibiotic. Nothing further at this time.

Ofc. was dispatched to 394 Laurel St. ref. a threat of suicide. Ofc. spoke to Elaine Dodd who stated her grandson Nick was threatening to hurt himself.
Ms.Dodd stated she knows he has knives in his room.
Ofc. spoke to Nicholas Seymour who stated he was very stressed out due to getting into a fight last night and his mother telling him that his younger
brother did not want to be around him. Nick stated he was freaking out. Ofc. asked Nick if he had any weapons and Nick advised Ofc. that he had
several knives lying on his dresser and there was an old pistol(32cal) in the chair and another pistol(40cal) in his closet in a black tactical bag. Ofc.
removed the weapons and gave them to his grandmother(Ms.Dodd) for safe keeping. Nick agreed to go to ARMC to talk with his counselor. Nick was
then transported by City Squad.

05/06/2014 19:34:50 - caller is Sandy Seed 775-5291 is at Attorney John Clarks Office next to Charlie Flowers
Ofc. was dispatched to the rear of the Carlisle building in reference to juveniles trespassing. Ofc. arrived and spoke with Sandy Seed, who is the
complainant. Sandy told Ofc. that the juveniles were at the rear of the building, but had left prior to Ofcs. arrival. Ofc. made contact with the males on W.
Main St. and identified them as Talon Price, Dylan Conley, William Drake, and Eric Diehl. After speaking with them Talon and Dylan admitted that they
climbed the stairs at the rear of the Carlisle building, but didn't enter the building. Ofc. found that William and Eric had just been waiting on the rear
parking lot. Ofc. advised the boys of the dangers of playing on the property and advised them all that they were barred. The boys apologized and
advised that they would stay off of the property. Ofc. has nothing further.

Fredrick Leasure called the Chillicothe Police Department in reference to a white male wearing a black shirt and blue jeans walking on McArthur St near
his house messing with cars. Fredrick advised the dispatcher that he appeared to be intoxicated.
Officer patrolled the area and located Samuel Oney walking southbound on McArthur St in the area wearing a black shirt and blue jeans. Officer observed
Samuel was having trouble keeping his balance and was leaning to his left while walking. Officer approached Samuel and observed him throw a clear
plastic baggie onto the ground when he observed this Officer. Officer could smell a strong odor of an alcoholic beverage coming from Samuel's person and
observed his eyes were blood shot and glassy. Officer also observed his speech was slurred and arrested Samuel for his safety due to no one else was
around to take care of him. Officer advised Samuel of his Miranda Rights which he advised he understood. Samuel advised he has drank at least a half
bottle of liquor and was walking home. Samuel advised the baggie contained a small amount of Marijuana and that it is for personal use. Samuel also
advised he was at a friends house and knew he has had to much to drink so he decided to walk home.
Officer recovered the clear small zip lock baggie that contained a green leafy substance. From this Officer's training, experience, and from Samuel's
admission the green leafy substance appeared to be Marijuana.
Officer transported Samuel to Ross County Jail to be held until sober.
Officer issued Samuel two Minor Misdemeanor Citations # 7727 & 7726 charging him with Drug Abuse Marijuana and Disorderly Conduct Intoxication.
Officer advised Samual of his Municipal Court date on 5/16/14 at 9:00am and he was provided a copy of the citations.
Samual advised he is on Parole.

Ofc. was dispatched to 985 E. Main St in reference to a domestic dispute. Ofc. arrived and spoke with Stephanie Fink, who was one of the parties
involved. Stephanie advised that she was eating dinner when her step-mother, Renae Kelly began arguing with her. Stephanie told Ofc. that Ranae told
her that she wanter her and her boyfriend, Todd Iseton to move out. Stephanie claimed that Ranae got in her face while they were arguing and smacked
her in the face. Ofc. didn't observe any injury to Stephanie. Stephanie explained that they packed some of her and Todd's things and are trying to move,
but can't tonight.
Todd advised that he was packing their things when he heard Stephanie and Ranae arguing. Todd came in the house and observed Stephanie and Ranae in
each other's faces. Todd advised that Ranae smacked towards Stephanie's face.
Ofc. then spoke with Anthony Spencer, who is Ranae's husband and Stephanie's father. Anthony advised that tensions have been high since Stephanie
moved in. Anthony told Ofc. that Ranae and Stephanie were arguing and cursing at one another, but no one physically struck the other.
Ranae told Ofc. that she wanted Stephanie to move out. Renae claimed that Stephanie and Todd had lived there six weeks and don't pay anything to live
there. Ranae explained that the arrangement was supposed to be temporary. Renae stated that she wanted Stephanie out because she wasn't going to be
disrespected in her own house. Ofc. explained to Ranae that Stephanie was trying to move, but in the mean time had the right to stay unless she is
evicted. Ranae kept trying to argue with Ofc. because Stephanie doesn't receive mail at her house. Ofc. explained to Ranae by her own admission
Stephanie established residency and has lived at the residence for six weeks. It was told to Ranae that Stephanie could keep her things at the residence
until she moved. Renae was advised if she wanted Stephanie out sooner than she needed to follow the legal eviction process. Ofc. has noting further.

subjects being loud while standing at Mr. France's residence as well as loud music coming from 915. Ofc. contacted the resident, India Gatewood, and
advised her to keep the noise down or she could be cited. She stated she understood and would do so. Ofc. advised Mr. France to contact this department
if there were any more issues and he stated he would.

On the above date and time officer was dispatched to area of 7th and Mechanic in ref to a female on the ground. Officer arrived on scene and noticed a
male subject, Kevin Gumm standing next to a female, Wanda Lemons, who was laying on the ground on her back. Officer made contact with Mr. Gumm
who advised he was outside the 200 building in Lincoln Park when he heard Ms. Lemons screaming at which time he found her on the ground. Mr.
Gumm advised he saw no one around and did not see anyone leaving the area.
Officer then spoke with Ms. Lemons at which time officer first noticed a strong odor of an alcoholic beverage coming from her person. Ms. Lemons
advised she was jumped by a Saune and 2 other unknown white males that were on bicycles. Ms. Lemons advised she and Saune had "words" a couple of
days ago and when she was walking w/b on Seventh St from Paint St tonight Saune came up from behind her and knocked her to the ground. Ms. Lemons
advised Saune then started punching her in the face while the two males held her down. Ms. Lemons advised Saune then took her purse/back pack that
was black in color and then fled the area. Officer noticed no redness, bruising, lacerations or marks on the face and head area of Ms. Lemons. Ms. Lemons
did advise her right shoulder was hurting and she could not move it. Ms. Lemons would not advise what she and Saune had "words" about. Ms. Lemons
was then transported by CFD EMS to ARMC ER for treatment.
Officer patrolled the area and was unable to locate Saune or anyone else at this time. Officer also looked for Ms. Lemons purse/back pack and was
also unable to locate this item. Officer will attempt contact with Saune to inquire about this incident. Nothing further at this time.

Ofc. was dispatched to 69 W. Sixth St., reference to an unruly juvenile.
Ofc. contacted Kathy Bowman who stated that she and her son, Tyler Bowman, had a verbal argument. Ms. Bowman stated that Tyler has been
skipping school lately and will not listen to her. Ms. Bowman stated that when she picked Tyler up from school on this date he began yelling at her and
calling her names because she would not pick him up early. Ms. Bowman stated that they continued arguing when they returned home and Tyler
punched the wall. Ms. Bowman also stated that Tyler torn off some of the wood work in the house. Ms. Bowman also stated that Tyler is smoking
marijuana and is fearful that he is using other illegal substances. Ms. Bowman stated that she had filed unruly charges on Tyler on this date and wanted
documentation of this incident.
Ofc. contacted Tyler who stated that he was mad because his mom called him stupid. Tyler stated that he did punch the wall and torn off some of the
wood work. Ofc. observed Tyler's knuckles to be bleeding, but did not need medical attention. Tyler admitted to smoking marijuana regularly, however,
denied ever using other illegal substances. Tyler also admitted to calling his mother names such as a "fucking bitch."
Tyler was able to eventually calm down and agreed to try to get along with his mom. Tyler was left in the custody of Ms. Bowman without further
incident.

While on patrol, ofc observed a silver Ford Mustang (OH-Y105971) N/B on N Watt St at Water St. Ofc observed the vehicle signaled to turn left then
drove straight with its signal on. Ofc conducted a registration check and found the tags to be expired on 5/6/14. Ofc then observed the vehicle park in
front of 154 N Watt St and fail to signal 100' prior to turning. Ofc stopped the vehicle and contacted the driver William Woods.
William stated he did not have a valid license. Ofc observed that the vehicle temp tag expiration date had been altered to show an expiration date of
5/26/14. The front passenger identified himself as Shawn Butterbaugh and gave ofc a ssn that belonged to Shawn Butterbaugh. Ofc later verified through
LEADS that the BMV photo for Shawn did not look like the passenger. Ofc had all the occupants exit the vehicle one at a time. Ofc asked each one for
consent to search their persons and they consented. Ofc found negative results for illegal contraband. On the front passenger who identified himself as
Shawn ofc found a wallet in his left rear shorts pocket that contained a O/L for Jason Butterbaugh. Ofc observed that the photo matched. Ofc advised
him of his Miranda Rights which he stated he understood and waived. He acknowledged and admitted his name is Jason Butterbaugh. He stated he gave
ofc the wrong name and ssn because he thought he had an active warrant. He was placed in handcuffs and detained in the patrol car.
While searching William ofc located three(3) Ohio Direction Cards belonging to David E Brown, William J. Bradenburg and Desiree N. Walsh in his
wallet. Ofc advised William of his Miranda Rights which he stated he understood and waived. William stated he found the cards in the parking lot of
Sack-N-Save and was going to return them to the LEC. Later he stated the owners of the cards gave them to him to use in exchange for services.
Dispatch attempted to contact the owners to verify if they are stolen but was unable to make contact. Ofc will attempt at another time. William was
cited for the traffic violations and later released.
While searching the area where Jason was sitting ofc located a multi-colored fabric bag that contained a silver metal pipe with burn residue in the front
passenger door panel. Through training and experience ofc believes the pipe to be used for smoking Crack Cocaine. Jason stated it was not his crack
pipe.
Ofc contacted the rear passengers Krista Lansing and Christina Woods and advised them of their Miranda Rights which they both stated they understood
and waived. Christina stated Jason asked to borrow the bag from her but she didn't know for what purpose. Krista knew nothing of the bag or pipe.
Ofc contacted William who also stated Jason borrowed the bag from Christina but did not know for what purpose. Ofc arrested and transported Jason
to the RCJ where he will be held in lieu of bond for the charges of Obstructing Official Business and Drug Paraphernalia until his court appearance on
5/8/14 at 9am.
Ofc seized and photographed the cards, crack pipe and fictitious plates for evidence. The vehicle was towed by Best Towing with no hold. Ofc will
attempt to contact the owners of the cards at a later time.

Ofc. contacted loss prevention employee, Jason Book. Mr. Book stated that one black female and one black male entered the store and bought misc.
items. Mr. Book stated that one of the females attempted to purchase several gift cards with several credit cards, which nineteen different cards were
declined. Mr. Book stated that the female was able to use several other credit cards to purchase over $1,000 in gift cards and misc. merchandise. Mr.
Book stated that male had one credit card declined and used a different credit card to purchase over $100 in misc. merchandise and gift cards. Mr. Book
stated that he was able to obtain the license plate number in which the subjects left. Mr. Book stated that there was one other black female in the vehicle
waiting for the two subjects to come out of the store. The vehicle came back to a 2008 red Kia, registered to Sadairah A. Best out of Columbus, OH.
Mr. Book also stated that one of the KMart stores in West Virginia has several cases against several subjects matching the description of those in the
store on this date. Mr. Book stated he would contact the store in West Virginia to confirm these were the same subjects. Mr. Book provided Ofc. with a
copy of the transactions receipts. Mr. Book stated that he would contact the lead cashier at a later date to obtain full credit card numbers. Investigation
continues.

Ofc. contacted loss prevention employee, Jason Book. Mr. Book stated that he observed Steven Vanderpool remove a fishing reel off of a fishing pool
and conceal it on his person. Mr. Book stated that Mr. Vanderpool then walked past the last point of sale and exited the store. Mr. Book stated that he
approached Mr. Vanderpool in the parking lot and escorted him to the loss prevention office.
Ofc. contacted Mr. Vanderpool and advised him of his Miranda Rights which he stated he understood and waived. Mr. Vanderpool admitted to
stealing the fishing reel and stated it was a stupid mistake. Mr. Vanderpool was arrested for Theft and transported the RCJ where he was left in the
custody of the jail staff in lieu of bond. Mr. Vanderpool was advised that he was now barred from KMart and Sears.
Ofc. obtianed a photograph of the stolen merchandise and it was left in the custody of KMart for safekeeping. Ofc. will obtain a witness statement, a
copy of the security video, and a copy of the receipt at a a later date.

While Ofc. was at KMart (1470 N. Bridge St.) investigation another incident, Ofc. was advised by loss prevention employee, Jason Book (who was in
the parking lot at the time), that a male subject had exited the store with stolen merchandise in his hand and took off running. Ofc. was able to view the
security video and observe a white male wearing a black shirt and a hat stop in the parking lot and drop a box. When Ofc. made it to the parking lot, Mr.
Book advised Ofc. that the male subject ran n/b and removed his shirt and was now wearing a green t-shirt. The male subject was later located in the
parking lot of Golden Coral by Ofc. Howell. The male subject was identified as Brandon Napier.
Ofc. contacted Mr. Napier and advised him of his Miranda Rights, which he stated he understood and waived. Mr. Napier stated that he made a bad
decision and had no other statements. The merchandise was recovered in the parking lot and left in the custody of KMart for safekeeping. Ofc.
transported Mr. Napier to RCJ where he was left in the custody of the jail staff in lieu of bond. Mr. Napier was advised that he was now barred from
KMart and Sears.
Ofc. will obtain a copy of the security video, a copy of the receipt, and witness statement at a later date. Ofc. obtained a photograph of the stolen

Ofc. was dispatched to the parking lot of IHOP (10 Consumer Center Drive) in reference to people performing sex acts in a purple van. Upon arrival,
ofc. observed a female (later identified as Ashley Sparks) in the passenger's seat of a purple minivan. The female appeared to be performing oral sex on a
male (later identified as Tyler Buckley), who was seated in the driver's seat of the van.
Ofc. contacted Ms. Sparks and Mr. Buckley and advised them of their Miranda Rights, which they stated they understood. When asked what they
were doing, Ms. Sparks first stated she was trying to fix her phone charger. When informed that ofc. had their actions on video, Ms. Sparks stated she
and Mr. Buckley have two children and live with a friend, so they cannot get any privacy.

Officer was on bike patrol in the area of Water St and N Sugar St. As Officer approached 103 N Sugar Officer saw an open can of Bud Light Beer
under a pick up truck Officer got the can of beer and Officer found the beer was still cold to the touch with about 1/4 of the beer remaining. Officer
asked who the beer belonged to and Eric Seckman advised it was his. Eric said he placed it under the truck when he saw Officers approaching the house.
Officer emptied the remaining about of beer and issued Eric MM Citation 7728 for Open Container and advised him of his court date on 5/19/14 at 9 am
in the Chillicothe Municipal Court. Nothing further needed.

Officer made contact with Rodney Woods and Shirley McCoy who advised their fence was damaged and the barb wire was cut at the top. Officer
observed the barb wire hanging on both sides of the fence and about midway down two boards were damaged. Rodney advised their neighbor behind
them did this and that he put barb wire on top of the fence because kids and people were climbing it. Officer advised both that they can not have barb
wire on a residential fence per City Zoning Code 1173.04D. Officer photographed the damage and advised them to remove the wire. Officer
photographed the damage.
Officer made contact with Bobbie Keller at 98 Vincent St who advised he did cut the barb wire that was hanging on his side of the fence because he did
not want his children to be injured. Bobbie advised that he did not mess with anything on the other side of the fence and does not know how the fence
got damaged and that he did not do it.

Ofc. was dispatched to the intersection of Wetzel Drive and Columbus Street in reference to a dog bite. Upon arrival, ofc. contacted Melody
Williamson, Betty Branham, and Dawn Rooker.
Ms. Williamson stated she was walking her dog along the west side of Wetzel Drive, across the road from 319 Wetzel, when a tan colored pitbull ran
across the road from 319 Wetzel Drive. Ms. Williamson said the pitbull bit her in the arm and neck. The pitbull also bit her dog's front right leg. Ofc.
photographed injuries to Ms. Williamson's right forearm and neck. Ofc. also photographed injuries to her dog's front right leg. Ms. Williamson was
provided with a written statement to complete and return.
Ms. Branham stated she was in driving on Columbus Street when she observed Ms. Williamson and her dog being attacked by a pitbull, which had ran
across the road from 319 Wetzel Drive. Ms. Branham stopped and called this department. When the residents of 319 Wetzel observed Ms. Branham on
the phone, the male picked up the pitbull and went inside the residence. A short time later, a green pickup departed from the residence.
Ms. Rooker was in the vehicle with Ms. Branham and gave the same account of the incident. Ms. Branham and Ms. Rooker were provided with
written statements and instructed to complete and return them.
Ofc. was unable to contact anyone at 319 Wetzel Drive. Ofc. was also unable to locate any dogs. Ofc. located a rock in the front yard with "Joe and
Amy Senig" on it. Ofc. will continue to attempt to contact Mr. and Ms. Senig. If no contact is made, a warrant will be requested charging Dog at Large.

While on Bike Patrol with Officer McGowan, Officer McGowan saw some suspicious subjects entering a open door unlocked garage at the rear of 381 E
Second St. Officers approached on the bicycles as Shawn Bivens was bending down and appeared to be placing an object on the garage floor. Officer
ordered all subjects out of the garage and place their hands on the wall for Officer Safety until Officers could determine what was going on. Officer then
heard an open pack of cigarettes with needles inside was located, Officer McGowan secured the pack. After finding the drug abuse instruments for
Officer safety searched Shawn Bivens for weapons, before starting the pat down Officer asked if he had any needles or weapons that would harm this
Officer. Shawn said "I have a new kit in my inside shorts pocket. Officer located the needle in his left pocket in the gym shorts was wearing inside his
other shorts. Officer McGowan secured the needle. Before searching Leland Brown he was asked if he had any items that might harm or poke this
Officer and he stated he has a needle in his pocket, a needle was found in his right front pocket. Officer McGowan secured the needle. Officer Yoder
was called to the scene to transport Shawn and Leland to the Ross County Jail. Officer assist Officer McGowan by photographing the needles before
they were secured in evidence. See Officer McGowan's report for further information.

On the above date and time officer was dispatched to area of Lincoln Park in ref to an assault. Officer arrived in the area and made contact with the
caller Marty Mallory who advised she was assault at Seventh and Mechanic. Ms. Mallory advised she had words with a Maryann Nelson at which time
Ms. Nelson tried to hit her. Ms. Mallory advised she defended herself and started fighting with Ms. Nelson. Ms. Mallory advised an unknown black
male jumped in and struck her in the face. Ms. Mallory advised she did not know who the male was and could only advise he left in a green vehicle. Ms.
Mallory advised she want charges filed at which time she was advised officer could charge her and Ms. Nelson for Fighting. Ms. Mallory was advised
since it was a mutual fight that was all officer could do. Ms. Mallory was advised that if officer could locate the unknown male in a green vehicle he could
be charge with assault for striking her. Ms. Mallory had no visible signs of damage or injury to her person at this time.
Officer patrolled the area and was unable to locate the unknown male subject. Officer also attempted to locate an witnesses in the area and was unable
to locate any. Nothing further at this time
