1 Introduction
1.1 Scope
This document describes WRFD-020111 One Tunnel, including its technical principles, related
features, network impact, and engineering guidelines.

2 Overview
Since packet-switched (PS) services in Wideband Code Division Multiple Access (WCDMA)
networks are booming and the High Speed Downlink Packet Access (HSDPA) and High Speed
Uplink Packet Access (HSUPA) techniques are now widely applied, network operators are more
and more interested in finding more efficient ways to process PS user-plane data and reduce the
user-plane delay. One Tunnel, available since 7.2 Tunnel Management Messages in 3GPP
TS29.274 V10.5.0, is ideal for addressing this issue.
The One Tunnel feature allows user-plane data to be transmitted between the RNC and GGSN
through a single tunnel. As a result, the user-plane data does not need to go through two tunnels,
which are between the RNC and the Serving GPRS Support Node (SGSN) and between the
SGSN and GGSN, separately. With One Tunnel, user-plane data does not pass through the SGSN
although control-plane data still passes through the SGSN. Figure 2-1 shows how One Tunnel
works for data transmission between the RNC and GGSN.

In UMTS and LTE (UL) interoperability scenarios, the S-GW serves as the anchor point for PS
user-plane data. By using the S12 interface introduced in 7.2 Tunnel Management Messages in
3GPP TS29.274 V10.5.0, a direct tunnel for transmitting PS user-plane data can be established
between the RNC and S-GW. This tunnel is referred to as S12 One Tunnel. With S12 One Tunnel,
user-plane data does not pass through the SGSN although control-plane data still passes through
the SGSN. Figure 2-2 shows how S12 One Tunnel works for data transmission between the
RNC and S-GW.

The SGSN determines whether the One Tunnel feature is used. In addition, the SGSN checks
whether the interface is the Gn/Gp interface or the S4 interface to determine whether the data
should be sent to the S-GW or the GGSN. The GGSN sends the IP address and tunnel endpoint
identifier (TEID) of the GGSN or S-GW to the RNC using the RAB Assignment Request
message. The RNC only needs to send the data about this service connection to the IP address
and TEID specified in the RAB Assignment Request message.
One Tunnel applies to IP over Iu-PS networking and provides the following benefits:
l Reduced capital expenditure and operating expense.
One Tunnel enables operators to reduce the expenses related to SGSN user-plane resources.

l Easier capacity expansion.
Operators only need to expand the user-plane capacity of the RNC and GGSN or S-GW to
process more PS traffic. In comparison with the SGSN, these devices are easier to upgrade
and expand.

3 Technical Description
3.1 Working Principles
In WCDMA networks, the PS user-plane data normally needs to pass through the SGSN, which
is connected to the GGSN and RNC through two separate tunnels. As the PS traffic volume
grows, the user-plane capacity of the SGSN can easily become a bottleneck for service
processing. One Tunnel solves this problem by establishing a direct tunnel between the RNC
and GGSN so that PS user-plane data no longer passes through the SGSN. Figure 3-1 shows
One Tunnel between the RNC and GGSN.

One Tunnel between the RNC and S-GW over the S12 interface applies to UL interoperability
scenarios. With this feature, PS user-plane data is transmitted between the RNC and S-GW

without passing through the SGSN. As a result, the increased PS traffic volume does not impose
any burden on the SGSN.
One Tunnel complies with the GPRS Tunneling Protocol for User Plane (GTP-U). Figure 3-2
and Figure 3-3 show the user-plane protocol stack for two-tunnel cases and One Tunnel,
respectively.

The control-plane protocol stack is the same for both two-tunnel cases and One Tunnel. Control-
plane data still passes through the SGSN.
With or without One Tunnel, the SGSN is responsible for mobility management. For example,
when a UE roams to an area served by another RNC, the SGSN changes the user-plane tunnel
between the RNC and GGSN or S-GW.
For BSC6900, the SGSNFLG parameter specifies whether to use One Tunnel. Value NO
indicates One Tunnel is used and value YES indicates One Tunnel is not used.
3.2 Impact on NEs and Interfaces

3.2.1 Impact on the RNC
In RAN14.0, a new feature Transmission Resource Pool in RNC/BSC is available. With this
feature, the Iu-PS interface works in either pooled mode or non-pooled mode. One Tunnel has
different requirements for each of these modes:
l When Iu-PS works in non-pooled mode, an IP path between the RNC and GGSN or S-GW
must be configured, and the Ping detection function needs to be enabled on this IP path.
l When Iu-PS works in pooled mode, One Tunnel has no impact on the RNC.
When Iu-PS works in pooled mode, the Iu-PS interface boards form a pool and peer network
elements (NEs) can be connected to any of the boards in the pool. This scenario does not require
IP paths between the RNC and connected peer NEs. For more details, see the Transmission
Resource Pool in RNC Feature Parameter Description.
3.2.2 Impact on the SGSN, GGSN, and S-GW
Impact on the SGSN
l The SGSN configurations must support One Tunnel between the RNC and GGSN or S-
GW.
l The RAB ASSIGNMENT REQUEST messages from the SGSN must carry the IP address
of the GGSN or S-GW.
Impact on the GGSN
The GGSN must support One Tunnel.
Impact on the S-GW
The S-GW must support the S12 interface.
3.2.3 Impact on Interfaces
One Tunnel affects the Iu-PS interface as follows:
l The IP address of the SGSN for user-plane data transmission in the RAB ASSIGNMENT
REQUEST messages must be replaced with the IP address of the GGSN or S-GW for user-
plane data transmission.
l The number of Iu-PS signaling points remains unchanged.

6.1 When to Use One Tunnel
Note that the engineering guidelines for Iu-PS in pooled mode are different from those for Iu-
PS in non-pooled mode.
6.2 Information to Be Collected
For Iu-PS in non-pooled mode, the IP address of the GGSN or S-GW must be obtained.
For Iu-PS in pooled mode, no information needs to be collected.
6.3 Network Planning
Network Topology
The Iu-PS interface must use IP transmission, and the RNC, SGSN, and GGSN (or S-GW) must
be connected.
Hardware Planning
No hardware planning is required.

6.4.2 Data Preparation
For Iu-PS in pooled mode, no data preparation is required.
For Iu-PS in non-pooled mode, data related to the Iu-PS adjacent node and IP path needs to be
prepared.Table 6-1 and Table 6-2 list the related parameters. The GGSN is the adjacent node
for One Tunnel between the RNC and GGSN, and the S-GW is the adjacent node for S12 One
Tunnel.
In the following tables, "-" indicates that there are no special requirements for data configuration
and users can configure the data as needed.

6.4.3 Precautions

6.4.4 Feature Activation
Note that the feature activation/initial configuration for Iu-PS in pooled mode is different from
that for Iu-PS in non-pooled mode.
NOTE
This feature cannot be configured using the CME.
Iu-PS in Non-pooled Mode
Perform the following steps to activate or initially configure One Tunnel between the RNC and
GGSN:
Step 1 Run the ADD ADJNODE command to add the GGSN as the adjacent node. In this step, set
parameters as follows:
l Set Adjacent Node Type to IUPS so that the node type is set to Iu PS.
l Set Transport Type to IP so that the transport type is IP.
l Set SGSN FLAG to NO. Depending on the configured adjacent node, set the parameter to
GGSN or S-GW.
Step 2 Run the ADD IPPATH command to add a user-plane IP path. In this step, set the
PEERIPADDR parameter to the IP address of the GGSN or S-GW.
Step 3 Optional: If layer 3 networking is deployed between the RNC and the peer node, run the MML
command ADD IPRT to add an IP route.

NOTE
On the SGSN, GGSN, or S-GW side, you can run associated commands to check whether the feature One
Tunnel is supported.
The feature activation procedure for One Tunnel between the RNC and S-GW is the same as
that for One Tunnel between the RNC and GGSN for Iu-PS in non-pooled mode. The first step
can be skipped if the license has been activated for One Tunnel between the RNC and GGSN.
This is because One Tunnel between the RNC and S-GW uses the same license as One Tunnel
between the RNC and GGSN.

The feature does not need to be activated.
6.4.5 Activation Observation
Iu-PS in Non-pooled Mode
Perform the following steps to check whether One Tunnel has been activated:
Step 1 On the LMT, start signaling tracing over the Iu interface. For details, see Tracing Messages on
the Iu Interface.

Step 2 Use a UE to start a PS service.
Step 3 In the Iu interface tracing data, check the information element transportLayerAddress in the
RANAP_RAB_ASSIGNMENT_REQ message.

Step 4 If the value of the information element transportLayerAddress is the IP address configured
for the GGSN or S-GW during transmission resources configuration, this feature has been
activated.

For Iu-PS in non-pooled mode, you can also run the RMV ADJNODE command with ANI
(BSC6900,BSC6910) set to the adjacent node ID of the GGSN or S-GW to deactivate One

6.5 Parameter Optimization
None.
6.6 Troubleshooting
6.6.1 Iu-PS in Non-pooled Mode
For Iu-PS in non-pooled mode, the RNC provides the Ping detection function to check the
connectivity of the IP path between the RNC and GGSN or S-GW. The ALM-21392 Adjacent
Node IP Address Ping Failure is reported if the Iu-PS interface is faulty.
To enable the Ping detection function, run the ADD ADJNODE command with CHECKT set
to ENABLED.
6.6.2 Iu-PS in Pooled Mode
For Iu-PS in pooled mode, the RNC provides the Ping detection function to check the
connectivity between the RNC and GGSN or S-GW. If the transmission between the RNC and

GGSN or S-GW is faulty, the ALM-21393 Adjacent Node IP Path Ping Failure or
