The environmental assessment of the Romania - Serbia IPA CBC Programme presented in this
environmental report is prepared based on the final draft of the Romania - Serbia IPA CBC
Programme, dated September 2!"
The Romania - Serbia IPA CBC Programme la#s the fo$ndations for $sing f$nds %i& from the
Romanian 'R() allo*ation transferred to IPA+ %ii& from the Serbian IPA programme, to s$pport *ross-
border Co-operation on the Romanian-Serbian border"
The environmental sit$ation in the *ross boarder area has been anal#sed in the programme and the
follo,ing is *on*l$ded-
The border area enjoys a relatively clean natural environment, however, certain environmental issues,
such as cross-border pollution of rivers and unused former heavy industry sites are areas of concern.
Air pollution is relatively low, but with regard to pollution of waterways, environmental protection
and collaboration is a priority, with a key issues being the very limited waste collection and deposit
capacities across the whole border region.
A key feature of the border area environment is that for a considerable part of its length the border is
constituted by the Danube River. This is a major factor influencing the areas development and in
particular, in relation both to environmental aspects and broader considerations, we would note
. !ith regard to environmental issues pollution generated in the border areas
is carried by waterways and tributaries, which ultimately flow into the Danube.
. "t is a major factor in relation to a significant common challenge, serious
flooding. This remains a considerable challenge despite recent major improvements to flood
prevention facilities.
. The river is a defining, and common, feature, and any environmental issues
linked to the Danube clearly re#uire joint action.
. The river provides a joint connection to the e$ternal world, and thus is a key
resource and element in relation to the connectedness of the border area and thus to economic
development across a range of sectors.
. The river also is a major factor influencing the nature of %o-operation
across the border as it presents a physical obstacle which creates certain difficulties in relation to
multiple, local collaboration events.

The Romania - Serbia IPA CBC Programme is not s$ffi*ientl# detailed at an# of the levels to provide
for an# 6$antitative assessments" The strategi* goal and the spe*ifi* ob2e*tives are e4amined in order
to assess if the# give an# overall dire*tions for the implementation of the programme ,hi*h ,ill
impa*t the environment signifi*antl#"
The priorit# a4es are assessed based on a spe*ifi* e4amination of the $nderl#ing indi*ators" )or ea*h of
the indi*ators it is assessed if the# are li5el# to have a positive or negative impa*t on the follo,ing
environmental iss$es- Biodiversit#, flora and fa$na+ pop$lation and h$man health+ soil+ ,ater+ air and
*limate fa*tors+ material assets,+ *$lt$ral heritage+ lands*ape+ land $se+ energ# and $se of rene,able
reso$r*es+ transport demand+ and adoption to *limate *hange"
The environmental assessment sho,s the programme ma# have signifi*ant environmental impa*ts"
These impa*ts ma# be positive as ,ell as negative and ma# be e4pe*ted on most of the environmental
fa*tors" The negative impa*ts ,ill mainl# be a *onse6$en*e of operations fo*$sing on *onstr$*tion of
ne, transport infrastr$*t$re" The positive impa*ts ,ill mainl# o**$r as *onse6$en*e of operations
aiming at improved ,aste and ,aste,ater treatment""
The Romania - Serbia IPA CBC Programme does not in*l$de spe*ifi* sele*tion *riteria for proposed
a*tivities" Therefore, it is not possible to assess the li5el# signifi*ant environmental impa*ts at this
level" This ,ill onl# be possible in f$t$re do,nstream de*ision-ma5ing pro*esses thro$gh ,hi*h
spe*ifi* pro2e*ts are form$lated" In order to *ater for this, the environmental report proposes a
pro*ed$re to ens$re the assessment of the li5el# signifi*ant impa*ts of the spe*ifi* pro2e*ts before
f$nding is granted $nder the programme"

2 Introduction
The environmental assessment of the Romania - Serbia IPA CBC Programme presented in this
environmental report is prepared based on the final draft of the Romania - Serbia IPA CBC
Programme, dated September 2!"
The environmental report follo,s the S'A s*oping report iss$ed in 8ovember 20 and the (raft
'nvironmental report iss$ed in 9$ne 2!" The s*oping report ,as based on the se*ond draft of the
Romania - Serbia IPA CBC Programme, dated 8ovember 20" The s*oping report determines the
environmental iss$es, ob2e*tives and indi*ators to be *onsidered in the S'A pro*ess and reported in the
environmental report" The draft CBC Programme has been f$rther developed sin*e the s*oping report
and the (raft 'nvironmental report ,ere iss$ed" This does ho,ever not affe*t the identified
environmental iss$es, ob2e*tives and indi*ators" The removal of indi*ative operations from the fifth
draft programme does ho,ever, have *onse6$en*es for the environmental assessment" The
*onse6$en*es are dis*$ssed in the follo,ing se*tions to this *hapter"
The s*oping report ,as s$bmitted to the national environmental a$thorities in Romania and Serbia for
*omments" 8o *on*rete *omments have been s$bmitted to the S'A team" :o,ever, the s*oping report
,as dis*$ssed at the first S'A spe*ial gro$p meeting 2 ;ar*h 2!" The S'A team has re*eived the
min$tes of the meeting and on that basis, e4tra*ted ,hat *o$ld be interpreted as *omments to the
s*oping report" To the e4tent possible these *omments have been a**ommodated b# the in*l$sion of
the follo,ing items in the draft environmental report-

2.1 &pproach and methodoloy applied

This approa*h and methodolog# have been applied to the e4tent possible in the preparation of the
S*oping report and in the preparation of the present draft environmental report"
:o,ever, as mentioned in the previo$s se*tion, sin*e the S*oping report ,as iss$ed the f$rther
development of the (raft Programme, res$lting among other things in the removal of eligible
a*tivities %in the se*ond draft of the CBC Programme termed > operations*&, has *hanged the basis for
the environmental assessment of the Programme" The *onse6$en*e of this *hange of basis ,ill be
dis*$ssed belo, $nder =evel t,o- ;eas$res and eligible a*tivities"
2.2 /evel one, Development o-(ectives
The environmental impa*ts to be identified at this level are the environmental impli*ations of the
overall dire*tions given b# the strategi* goal and the spe*ifi* ob2e*tives" 'nvironmental effe*ts to be
identified and assessed at this level ,ill be the environmental effe*ts ,hi*h *an be s$mmed $p from
$nderl#ing levels"
2.3 /evel t$o, *easures and elii-le activities
The environmental assessment at this level fo*$ses on the Priority Axes.
The (raft Programme does not spe*if# eligible a*tivities" 8or are indi*ative operations spe*ified, as
,as the *ase in the se*ond draft of the CBC Programme on ,hi*h the S*oping report is based"
The fifth draft of the (raft CBC Programme form$lates $nder ea*h priorit# a4is a n$mber of meas$res
and a n$mber of o$tp$t and res$lt indi*ators" As the indi*ators are the most *on*rete level of the
programme the spe*ifi* environmental assessment ,ill fo*$s on these"
This is, ho,ever *onsidered a less *on*rete basis to *arr# o$t the environmental assessment than the
basis provided in the se*ond draft of the CBC programme"

It has onl# been possible to identif# relevant environmental iss$es and *riteria to be *onsidered in the
environmental assessment for some of the indi*ators"
A large n$mber of the indi*ators ma# be *hara*terised as pro*ess designs aiming at
ameliorating@*hanging pro*esses and@or ,or5ing modes of different so*ietal segments in spe*ified
dire*tions" Basi*all#, it is not possible to identif# the li5el# signifi*ant environmental impa*ts for these
t#pes of a*tivities - b# the simple fa*t that s$*h pro*esses ma# or ma# not be adopted - and ma# or ma#
not ,or5 as intended" An environmental assessment of these initiatives ma# onl# meaningf$ll# be

activities

Energy
Total energ# *ons$mption and related press$res on the environment fell in
'$rope in the <77s - among others, d$e to e*onomi* diffi*$lties and
restr$*t$ring in *entral and eastern '$rope - b$t the impa*t of energ# $se on
*limate *hange appears destined to in*rease, $nless fossil f$els be*ome less
dominant and large improvements in energ# effi*ien*# are made" The energ#
se*tor remains the dominant *ontrib$tor to *limate *hange" 'nerg# effi*ien*#
has improved thro$gho$t '$rope b$t espe*iall# in *entral and eastern '$rope as
a res$lt of a *ombination of positive meas$res and e*onomi* restr$*t$ring"

Transport
Transport vol$me fell in *entral and eastern '$rope in the first part of the
de*ade b$t is again beginning to rise" The se*torAs *ontrib$tion to air poll$tion

te*hnologi*al improvements and fleet rene,al" Transport patterns in *entral and
eastern are *$rrentl# more s$stainable than in ,estern '$rope b$t are moving in
the ,rong dire*tion"
In *entral and eastern '$rope the transport se*tor is a relativel# less important
energ# *ons$mer *ompared to ,estern '$rope %22K in C'' against 3K in
Lestern '$rope&" Lhile rail and p$bli* transport dominate the transport s#stem
in C'', road is gaining rapidl# at the e4pense of rail" Rapid gro,th in road
transport indi*ates that these *o$ntries end $p ,ith $ns$stainable transport
patterns similar to those in ,estern '$rope res$lting in negative impa*t on land
and habitat fragmentation, noise and ,aste is gro,ing" Aviation is the fastest
gro,ing mode in '$rope, espe*iall# in passenger transport" Te*hnologi*al
sol$tions, better integrated transport and environmental strategies are needed to
restrain traffi* gro,th and promote the $se of more environmentall# friendl#
modes"

Tourism
To$rism is one of '$ropeAs fastest gro,ing se*tors+ some previo$sl# little-
visited *o$ntries, mainl# in *entral and eastern '$rope, are be*oming more
attra*tive as a res$lt of e*onomi* transition and the opening of borders, ,ith a
h$gh potential for to$rism development" The to$rism se*tor is a strong
*ontrib$tor to transport gro,th and brings f$rther press$res at destination areas
thro$gh ,ater stress, ,aste generation and land fragmentation" Poli*# meas$res
to promote more s$stainable to$rism are progressing onl# slo,l#"
Industry
The ind$str# se*tor in *entral and eastern '$rope is m$*h more energ#
intensive than in Lestern '$rope, altho$gh improving at a fast pa*e, and hen*e
has m$*h greater environmental impa*t"
Lestern '$rope has to a large degree been de-ind$strialised, b$t relies on
man$fa*t$red prod$*ts from other regions, ,ith a far less advan*ed and
therefore more energ# intensive ind$str# se*tor" The rising import of these
prod$*ts is the main reason for the strong gro,th in freight transport"
The *hallenge is to ens$re better prote*tion of the environment ,hile
maintaining a *ompetitive ind$strial base" espe*iall# as the more poll$ting
ind$str# se*tors %e"g" *hemi*als& sho, the strongest gro,th and the most
effe*tive te*hni*al improvements have alread# been ta5en"
Soil *ontamination from lo*alised so$r*es is often related to *losed ind$strial
plants, past ind$strial a**idents and improper ind$strial ,aste disposals"
In Central and 'astern '$rope, ma2or investments are needed to raise the
environmental performan*e of ind$str# to 'I standards"
In *ertain parts of the Romanian border area, e4tra*tion of fossil f$els, mines,
and heav# ind$str# signifi*antl# *ontrib$te to the poll$tion of the environment"
The most poll$ting $nits are in the fields of domesti* ,aste management and
*hemi*al pro*essing, mining, ind$str#, metall$rg# and animal breeding" ($e to
