Job Title: Cost Engineer FLSA Status: Exempt
Job Location: Abilene, Texas Reports To: Manager of Project Controls


Job Purpose

The Cost Managers primary functions are to plan, develop, and supervise all cost functions. The Cost Manager is to insure that
all project cost activities such as data collection, field estimating, productivity analysis and budget forecasting comply with
company and client requirements. This position is responsible for the development and implementation of project cost
standards and procedures. The cost manager will implement a standard costing structure and insure that all projects adhere to
this standard. The cost department is to provide a support service to the project teams to assist and guide the establishment of
the project budgets and project control tools.

Essential Functions
Planning Ensure the development and maintenance of company standards and resources for cost services. Provide a
structure that will facilitate a coordinated effort to insure the proper resources are available at all times to the project
teams. Identify in a timely manner and assist in the recruitment of new cost resources as necessary. In addition, planning
involves a coordinated effort with the quality management group to insure standards, policies and procedures are available
for the cost group.
Coordination Facilitate effective communication and efficient resource deployment within the cost group as well as with
the proposal and project managers.
Execution - Ensure the commitments of the cost group are fulfilled. This includes the development and
deployment of resources, the implementation and continual improvement of cost standards, policies and
procedures, and providing the primary customer (the project teams) with excellent service resulting in a high level
of customer satisfaction.
Management Establish and maintain the organization of the cost group. Ensure that cost methods are
standardized and proper training is administered. In coordination with the human resources group, insure career
development is promoted for all employees within the group.
Company and Project Goals Assure that all company and/or project goals are properly communicated to and
acted upon by all cost personnel.
Quality Control In a coordinated effort with the quality management group, develop quality standards and
monitor compliance through all phases of projects for cost processes.
Project Audits: Perform period project audits directly or through subordinates to insure progress is accurately
being reported by the project management team. This audit function will entail a detailed site review and
verification.

Knowledge, Skills and Abilities

Industry Knowledge Extensive knowledge and experience in costing and estimating industrial EPC projects and
construction only projects.
Organization Possess the ability to organize large amounts of information into a coherent and meaningful
format while working on multiple prospects simultaneously.
Technology Proficiency with Microsoft Excel and Word. Proficiency in Microsoft Access and P3 is a plus.
Company Knowledge Develop a thorough knowledge of company procedures and standards.
Leadership Ability to coordinate and supervise group work efforts.
EVMS Have consummate knowledge of the earned value measurement system

Work Experience, Education, Certifications and Licenses

10 years of cost management, project controls and/or project management experience with an EPC contractor in
the industrial construction industry.
