VAN WERT The 1,600-acre Van Wert Super Site on

Van Werts northeast side is near achieving Job Ready Site
Certification a status that should boost the attractiveness of
the area for major manufacturers.
Earlier this week we held a review meeting with our certification body, Austin Consulting, the Ohio Development Services
Agency and AEP Ohio about the certification process, which
is a requirement of our $5 million grant, stated Van Wert Area
Economic Development Director Cindy Leis.
According to Leis, the next step is up to for AEP to make a
decision about the electrical capabilities of the site.
Right now a decision is being made by AEP as to whether
that site will be 69 KV capable or 345 KV capable, Leis
shared. It may be a similar commitment like Dominion
Gas gave to not put the infrastructure in now but acquire
easements and get everything ready if the higher capacity is
needed.

Second alleged victim

PAULDING Before a packed house on Tuesday night, the

Paulding Exempted School Board heard from a second alleged
victim of former teacher Don Schnepp. Defiance businessman,
David Kinkade, a 1985 Paulding graduate, faced the board and in
the two minutes allotted him, gave a somber statement concerning
how he, too, was sexually molested by Schnepp, along with his
disappointment in the actions of the school board.
Kinkade joins Barry Vance, who faced the board last month
with similar accusations of molestation. Both Vance and Kinkade
are requesting the memorial rock be destroyed and no other memorials bearing Don Schnepps name be erected on school property.
Schnepp died in 2004 after committing suicide. In March, the
board was presented $280,585.61 from the estate of Schnepps
sister, Bev Saylor, to the middle school in memory of Schnepp.
The rock has been removed and according to superintendent
Bill Hanak, it is in a safe place. Although the rock is removed,

Admit When Youre Wrong

One of the barriers to good relations is when people dig their heels in and refuse
to admit when they are wrong. Many an argument could be shortened by the offending party simply admitting his offense and sincerely asking for forgiveness. In fact,
many arguments could be avoided by apologizing or admitting ahead of time that
you might be wrong. It is always a good disarming tactic to let people know that you
could be wrong about something, or to offer your apologies in advance for what you
are about to do. Moreover, people who refuse to apologize even when they know
they are wrong, or who offer insincere apologies are seen as pride-filled, dishonest,
and not interested in smooth relations. If you want to get along with your family,
friends and colleagues, be quick to admit when youre wrong. This advice also
applies to your relationship with God. That is, admit to God when you have sinned
and accept His forgiveness just as readily.
Christopher Simon

Whoever conceals his transgressions will not prosper, but he

who confesses and forsakes them will obtain mercy.

SPENCERVILLE When it comes

to high school athletics, the post-season
has the motto advance or go home.
That is the goal for Tri-County track
and field athletes as they began District
competition Thursday at various places.
At the Division III edition at
Spencervilles Charles Moeller Track,
six individuals and two relays moved on
to the Troy Regionals Wednesday.
The top four in each event advance.
The Jefferson 4x800-meter girls
relay of seniors Kenidi Ulm, Brooke
Teman and Rileigh Stockwell and junior
Heather Pohlman set a new school
record in 10:04 to earn fourth.
We knew the times our opponents
had. We knew that Ottoville was going
to be a challenge because they had made
some changes and it would come down
to them wanting to beat us; we wanted
this so bad, Stockwell began.
Teman explained how they did
research on the other teams in the relay.
We just ran out and ran after that;
we knew what we had to do. We just
stayed focused and wanted to finish
well, Teman added.
Stockwell added we said a prayer
before the race, too.
The Lincolnview 4x8 boys relay
of senior Ben Bilimek, juniors Alex
Rodriguez and Bayley Tow and sophomore Trevor Neate set a personal mark
of 8:25.03 to earn second.
We wanted to stay with Minster
but they set such a fast pace. They are
a team we are constantly shooting for,
Tow said.
We figured that LCC and St. Henry
were going to be tough teams for us.
Weve only raced against their A teams
once or twice this year and though we
beat them, it wasnt by much, Bilimek
explained. We wanted to make it back
to Regionals, like last year, and give
ourselves a chance to return to State. Its
a nice time to take almost nine seconds
off our previous best.
Ottoville had a pair of freshmen girls
clinch Regional berths: Brooke Mangas
by winning the high jump (5-1) and
Alexis Thorbahn by clinching fourth in
the discus with a toss of 103-1.
I was very nervous coming in; I
did so well because of my teammates

Jefferson senior Rileigh Stockwell gets the baton from junior Heather
Pohlman in the girls 4x800-meter relay finals Thursday afternoon at
Spencerville. The Lady Wildcat team earned fourth at the Spencerville
Division III District to grab a berth in next weeks Piqua Regionals.

cheering me on and the coaching I have
received, Mangas said. I think that
maybe I just kept my focus a bit better
today because everyone seemed nervous. I just did what I was coached to
do and and though I didnt get my best

of 5-5, I know I can get better.

For Thorbahn, it was the first step of

Those who have Treatment
driven
with and against him understand why hes been so good
on the Indy track.
Hes just got a great mindset for this circuit, said Chip
Ganassi driver Ryan Briscoe,
who won the pole in 2012 as
Castroneves teammate. Hes
got very smooth hands, hes
very well mentally prepared
and he thrives around here
when its windy. Its no fluke
hes won it three times.
Lately, though, things have
been a little tougher.
He has finished ninth,
17th, 10th and sixth in last
four races here, leading a
total of just four laps on race
day. Castroneves hasnt even
started on the front row since
2010. On Sunday, hell start

the seventh fastest on the
traditional 33-car starting
grid.

out of Sidney Lehman are ahead of me.
This week, it will be a lot of drills and
footwork, then making sure I get enough
throws.
McMichael credited his coaches for
setting his PR of 20-1.25.
We have such a great tradition
here in the field events. Coach (Bruce)
McConnell has coached for a lot of years
and knows that hes doing; we also have
great assistant coaches, McMichael
added. I really have to thank one of
them, Coach Tim Wilson, for today. I
tend to psych myself out before a meet,
like warming up too early, and he just
told me to relax, listen to music and do
what Im capable of doing.
Johnson seemed almost disappointed.
I had a throw of 119 coming in,
so I thought Id do much better today.
However, during warmups, I knew I was
struggling, she stated. The wind was a
different direction than what Ive been
throwing in it was more suited for a
left-handed thrower and I struggled
with it. Fortunately, I got second and got
through it. I know I can do better and
will have to next week.

Hannah
McCleery grabbed fourth in the girls
long jump with a 5-1.
I made it to Regionals last year and
my goal was to get back there, she
added.

House defies Pentagon on defense spending

Associated Press
WASHINGTON (AP) The House
defied the Pentagon on Thursday, overwhelmingly backing a $601 billion defense
authorization bill that saves the Cold Warera U-2 spy plane, military bases and Navy
cruisers despite warnings that it will undercut
military readiness.
A White House veto threat reiterated
just hours before the vote had little impact
in an election year as lawmakers embraced
the popular measure that includes a 1.8 percent pay raise for the troops and adds up to
hundreds of thousands of jobs back home.
The vote was 325-98 for the legislation, with
216 Republicans and 109 Democrats backing
the bill.
Hours later, the leaders of the Senate
Armed Services Committee announced the

Victim

(Continued from page 1)

All Ive seen are deflections and denials in any

interview, in any newspaper. You announce that you
will destroy the rock honoring Mr. Schnepp and not do
any future memorials. Im
not going away on this matter and I wont rest until I
get that. I have already made
steps to take this national if
need be.
And I just dont want
this ignored. By not having
and making a public statement youre saying its OK
to honor a pedophile instead
of previous students that have
children in school today. And
its a slap in the face every
time they walk by that rock.
Now, I know its gone. But
to say you moved it for safekeeping; that was very hurtful. Thats about all I have
to say. Thank you for your
time.
Kinkade presented the
board with a petition with
579 signatures, calling for the
memorial rocks removal.
Following Kinkade, the
board heard from former
junior high school secretary
Delores Whirrett, who spoke
in support of Schnepp.
Vance, who was present
for the meeting, left in the
midst of Whirretts speech
while she praised Schnepp
for his integrity and how he
could not have done what he

Tour

is accused of.
After
Kinkade
and
Whirrett spoke, school board
president Mark Manz read a
prepared statement on behalf
of the school board:
The board has done what
it can to investigate the allegations being made, hampered by the passage of time
and the fact that school staff,
administration and board
have completely changed
since the time of the alleged
events. We are trying to be
fair to both sides but can
reach no conclusion as to the
truth or falsity of the allegations being made.
We do not feel there is
more that we can do and we
believe we have heard what
there is to hear about this
particular matter; we do not
need to have the allegations
repeated more times.
We have come to the consensus that it would be in the
best interest of the students,
staff, community and school
district to lay the matter to
rest. To that end, the rock
will be removed indefinitely
and no further memorial be
placed in the name of Don
Schnepp on school grounds.
Of course, PEVS will
continue to abide by the policies the board has had in
place on student supervision
and welfare and will continue
to look into any complaints
involving current students or
staff of the district.

(Continued from page 1)

Next, it was off to The Delphos Herald

and Eagle Print, where General Manager
Ray Geary introduced the group to the
employees working in the advertising,
newsroom and graphics departments.
Geary gave an overview of the history of
The Herald.
Members of the As said they really
liked seeing the printing presses running.
The last leg of the tour stopped at
the Canal Commission Museum where
Trustee Linda Baker spoke on the history of the canal and showed the group
scaled-model canal locks and the remnants of the Marguerite, among all the
other canal-related displays.
Two members of the group, Bob and
Ray Crowe, who are cousins, have roots
in Delphos; their fathers grew up in
Delphos and attended St. Johns High
School. In addition to exploring Delphos
through the tour, they thought coming
back home to see the town was special.
I have not been back here for 15 or
20 years, Bob said. The biggest thing I
remember is St. Johns Church.
The group of enthusiasts each have
their own story as to how each became
interested in collecting and restoring
Model A cars.
Charles Myland said his Model A is a
1931 Deluxe Delivery.
I bought it, tore it down and restored
it, he said. It was an 18-month process.

completion of its version of the bill that

backs several of the Pentagon proposals while
breaking with the administration on some
weapons.
Most notably, the Senate panel created a
path to close Guantanamo, said the committees chairman, Sen. Carl Levin, D-Mich., a
long-sought goal of President Barack Obama.
Under a provision of the bill, the administration would have to produce a comprehensive
plan for transferring terror suspects from the
U.S. naval facility in Cuba that would be subject to a congressional vote.
The Senate panel backed the administration on some personnel benefits and a 1 percent pay raise for the military, while breaking
with the administration by sparing the A-10
Warthog close-support plane and an aircraft
carrier.
Certain to frustrate the administration was

a provision that would authorize the military

to train and equip vetted Syrian rebels battling forces loyal to President Bashar Assad.
The Senate bill must be reconciled with
the House version.
Rep. Howard Buck McKeon, R-Calif.,
chairman of the House Armed Services
Committee, defended his House bill and
rejected the suggestion that the measure was a
sop to parochial interests, arguing it makes
the tough decisions that put the troops first.
But the panels top Democrat, Rep. Adam
Smith of Washington state, complained that
the House rejected the Pentagons cost-saving
proposals and came up with no alternatives.
We ducked every difficult decision,
Smith said.
With the ending of two wars and diminishing budgets, the Pentagon had proposed
retiring the U-2 and the A-10, taking 11 Navy

cruisers out of the normal rotation for modernization and increasing out-of-pocket costs
for housing and health care.
Republicans, even tea partyers who came
to Congress demanding deep cuts in federal spending, and Democrats rejected the
Pentagon budget, sparing the aircraft, ships
and troop benefits.
An increasingly antagonistic White House
issued a veto threat on Monday, and Chief
of Staff Denis McDonough reinforced that
message in a private meeting with House
Democrats on Tuesday morning. Late
Wednesday, the White House issued another
veto threat over restrictions in the bill on
President Barack Obamas ability to transfer
terror suspects from the prison at Guantanamo
Bay, Cuba.
The full-throated message had little influence.

Tennessee brings back electric chair

Associated Press

NASHVILLE, Tenn. (AP)

Tennessee has decided to bring back the
electric chair.
Republican Gov. Bill Haslam on
Thursday signed a bill into law allowing the state to electrocute death row
inmates in the event the state is unable
to obtain drugs used for lethal injections.
Tennessee lawmakers overwhelmingly passed the electric chair legislation

Super

in April, with the Senate voting 23-3 and

the House 68-13 in favor of the bill.
Richard Dieter, the executive director of the Death Penalty Information
Center, said Tennessee is the first state
to enact a law to reintroduce the electric
chair without giving prisoners an option.
There are states that allow inmates
to choose, but it is a very different matter for a state to impose a method like
electrocution, he said. No other state
has gone so far.

(Continued from page 1)

Dominion has opted not to install a gas line to the site

already, instead waiting to see if an end user will need gas
service and how much.
Leis talked about the options.
The 69 KV is required for JRS certification but it opens
up the market for us if we have 345 KV capability with that
site. Truly that will attract the larger companies, which is the
intention of the mega site. It would now have the power that is
needed. And this site would be one of only 10 such sites in the
U.S. with that type of capability.
Even once that decision is made, there is still a little work to be
completed.
Once the decision is made on the utilities portion by
AEP Ohio, we still have title searches to be completed, Leis
offered. We need to finalize some aerial maps showing the
site with the rail, water, wastewater, water plant, utilities,
planned gas line, reservoirs, the airport, the water towers. We
are still planning on certification this year, wed like to think
September. Then that would complete the grant.
Leis is also applying for a grant to develop a website exclusively for the super site.
Most communities with big sites like we have, they have
their own website, she noted.

Eugene Jenkins said he bought his

1930 Model A from an individual who
was driving it.
I followed him around and bought it
from him, Jenkins said. It was mostly
restored when I bought it and I have done
some work on it.
Ed and Cheryl Quaintance arrived in
a 1930 Fordor Town Sedan. He said he
accidentally came across a 1929 some
years ago and has been restoring and
driving them ever since.
We do a lot of long-distance driving
and some antique car shows, Quaintance
said. Dearborns Old Car Festival will
take place the weekend after Labor Day.
Bob and Ray Crowe cruised into town
in the 1929 Woody which was built from
scratch.
I have been interested in these cars
since I was a young boy and sat on my
neighbors lap with my hands on the
steering wheel pretending to drive, he
said.
Ralph and Rainelle Carducci sported a
1931 Slant Window Deluxe Sedan which
has a steel body and was made halfway
through 1931.
My wife and I saw a Model A at a
national Model A meet and fell in love
with the cars, Carducci explained.
A Ford Model A similar to any of the
five the group drove to Delphos would
cost anywhere from $20,000 - $60,000
to purchase. On average, the vehicles get
about 20 miles to the gallon of gasoline.

Trivia

Answers to Thursdays questions:

The mayor of Vilnius, Lithuania, announced his planned
2011 crackdown on illegal parking by appearing in a video
in which he drives an armored personnel carrier over a
Mercedes that is parked in a bike lane. Mayor Arturas
Zuckas posted the video on the citys website as a warning. (The city had purchased the Mercedes secondhand for
the stunt.)
The words nutter, skip and jumper in the British editions of the Harry Potter books were Americanized in U.S.
editions as maniac, dumpster and sweater, respectively.
Todays questions:
What major rule change regarding fouled players did
the NBA make during the 1923-24 season?
What is the only North American bird that is black
underneath and white on its back?
Answers in Tuesdays Herald.
The Outstanding National Debt as of Thursday evening was $17,489,234,380,182.
The estimated population of the United States is
318,269,107, so each citizens share of this debt is
$54,951.
The National Debt has continued to increase an average of $2.38 billion per day since Sept. 30, 2012.

Dieter said he expects legal challenges to arise if the state decides to

go through with an electrocution, both
in terms of whether the state could
prove that lethal injection drugs were
not obtainable and on the grounds of
constitutional protections against cruel
and unusual punishment.
A Haslam spokesman confirmed to
The Associated Press that the governor
had signed the measure Thursday evening , but offered no further comment.

Mother persuaded kidnapped

woman to go to police
Associated Press

SANTA ANA, Calif. (AP)

A California woman who
says she was kidnapped a
decade ago by her mothers
boyfriend lived a seemingly
ordinary life with her alleged
captor year after year, but
she was too scared to go to
authorities until she recently
reunited with her mother,
police said Thursday.
The woman, who disappeared when she was 15,
eventually married the man
and started a family with
him. Neighbors said she took
Zumba classes and went
on trips to the beach and
Disneyland.
Orange County prosecutors on Thursday filed five

felony charges against the

alleged abductor, Isidro
Garcia, including rape and
kidnapping to commit a sexual offense. He did not enter a
plea, and his arraignment was
continued until June 9. He
was jailed on $1 million bail.
Garcias attorney said the
womans claims of physical and sexual abuse are lies
made up because the couple
is separating. Neighbors in
a working-class city south
of Los Angeles described
an outwardly happy family,
while authorities and psychologists cautioned that both
could be true Garcia could
have been a doting husband
who controlled his wife without physically restraining her
through years of abuse.
