Pay bills online: You can avail online payment facility logging on to our web: www.bsnl.co.in you
can view the latest bills and pay them online. You can get duplicate bill online for any mobile
post-paid connection. Mobile prepaid online recharge, top-up and flexi-top-up are also available.

General/Corporate Customers of BSNL can access these features by following three simple steps, viz.
Register, Add a Phone account and view & pay bills online. Quick Pay facility is also available
without registration process.

CHOOSE YOUR MOBILE NUMBER
BSNL Tamilnadu Circle has launched a special scheme called Choose Your Mobile Number in
GSM prepaid service w.e.f. 16.12.2011. Under this scheme a customer can select his/her mobile
number out of the list of about one lakh numbers available.

Customers can logon to website http://tamilnadu.bsnl.co.in and go to the page of Choose Your
Mobile Numbers by mouse click on the link available in the web page. Select the prepaid mobile
number in the list under Choose Nos. A PIN number (Personal Identity Number) with 7 digits will
be generated and sent to the customer on the mobile number entered in the web-page. Customer needs
to input the 7 digit PIN to confirm the selection of the Mobile Number.
Also, SMS option for selecting the normal mobile number is available for customers. BSNL
customers should send SMS to 53733 and Non-BSNL customers should SMS to 9400012345. Any
BSNL customer can get the list of spare numbers by sending SMS NLIST XXXXX to 53733 in
which, XXXXX can be any 3 to 5 ending digit. A list of 10 spare numbers with matching XXXXX
will be sent to the mobile number from which the request is initiated.
Or
NLIST to 53733. In this case, any 10 spare random numbers will be sent.

For reservation of GSM numbers the Customer has to text as CONF <number chosen>to 53733
(BSNL) or 9400012345 (Non-BSNL).
The number selected will be reserved for the subscriber for 72 hours within which the customer
has to activate the selected number by approaching the nearest Customer Service Centre;
otherwise, the reserved number will be cancelled and taken back to the spare list.

* Life time validity of plan - Life Time Validity means the License Period of the Operator. The
License Period for Cellular Services of BSNL is 20 years w. e. f. 29.02.2000. However, the License
is understood to be renewable further on its expiry. (Note: To continue the lifetime plan the
recharge conditions specified along with the plan should be fulfilled)

Only three type of vouchers viz. Plan vouchers, Top up vouchers and Special Tariff
Vouchers are made available through C-TOP UP ( and through SMS wherever
applicable) in TN LSA.
Plan Voucher: First Recharge Voucher is renamed as Plan Voucher which is used
for enrolling a customer into a plan and extending the plan validity.
Top-up Voucher will offer only monetary value in rupees and nil validity.
Special Tariff Voucher - STVs: Boosters are named as Special Tariff Vouchers
which are attached to different plans, tariff for different items and validity period of
maximum 90 days.

Special Tariff Vouchers (Boosters) which are attached to different plans, tariff for different usages, its validity
period and its activation procedures are given below. The prepaid customers are allowed to use more than one
STV at a time subject to the conditions stipulated in this regard.

CONDITIONS FOR THE USE OF MULTIPLE STVs

For STVs in Group-I General

1. The customer can use maximum of one STV from the group at a time.
2. Customer is not barred from using a second STV from the same group. However, if he uses a second
STV from the same group, the new STV activated will override the existing STV in operation and the
validity for the new STV is counted from the date of activation of the new STV.
3. Can use *124# to know the STV validity.

For STV s in Group-II- unlimited Local/ STD voice.
2. If he uses a second STV from the same group and if the validity of the earlier STV is higher, then the
higher validity of the earlier STV will be maintained.
3. Can use *124# to know the STV validity.

For STVs in Group III Rate Cutter & Volume based SMS STVs
2. Customer is not barred from using a second STV from the same group. However, if he uses a second
STV from the same group, the new STV activated will override the existing STV in operation and

For STVsin Group-V-ISD STVs.

All 4 ISD STVs will work in parallel (also in parallel with existing STVs in other groups). (For example:
If customers activate both STV41 and STV27 simultaneously, then they can enjoy both Rs.1.49/Min for
Group A countries and Rs.2.99/Min for Group B countries and so on).

Other General information

I. All the Combo Vouchers are available only for the current plan customers.

II. The following days are called Black out days (for the year 2014). i. e Not eligible for all concessional /
free ---SMS / Voice facility on these days including using STV.

III. If Blackout days fall during the validity period of STV, then the validity period will not be extended

Activation procedure & other conditions:
1.Creation / Activation of CUG will be done at CSC through sancharsoft.

2. After obtaining request letter from the customer, they will either be added to the existing group or
allowed to form a new group.

3. CUG validity shall be fixed as 30/31days (calendar month based) from the date of enrolment for the
all the customers and the rent of Rs 80 or Rs60 will be deducted upfront only. If sufficient balance in
customers account is available, CUG will be provided.

4. The subscribers have to keep his main plan validity intact always with sufficient balance for
CUG rent deduction.

5. If any of the group members is not having sufficient balance in his account, for advance rent for that
month, system will wait for the next 3 consecutive days for at least the amount equal to the rental
component. If deduction is not possible, the customer group id will be removed on 04 of the current
month.

Re-Admission of ex-CUG Number (who is deleted due to rental failure)
if the SMS request is originated from ex-CUG Customer himself using the following syntax.

READMIT<space>CUG_ID to 53733
On receipt of the SMS, validation will be done for the number and the CUG Group ID. If they are
correct and if the customer is having sufficient balance, number will be readmitted into the CUG Group
after deducting the rent for the CUG group for that month.

SMS will be sent to the Customer regarding re-admission Your mobile number is readmitted in the
CUG group with ID Number

If the validation fails, then also a suitable SMS will be sent to the customer.

6.CUG group size shall be checked at the end of the month. Accordingly the rent will be deducted, on
next day (i.e 1st day of subsequent month)

7. If a new customer joins the group, he will be charged upfront acc. to the size of the group he has
joined. If there is any change in the group size from group1 to group2 because of his addition, the rent
will be deducted for the new customer only as per the changed group size. The new group size CUG rent
is applicable for rest of the subs in the group only from the next calendar month

8. Procedure for Deletion of a CUG member
For deletion of a number from the CUG Group, the subscriber has to be initiated the SMS The syntax
for this is
DEL<space>CUG_ID to 53733 cug to be removed at the end of the current month for the requested subscriber.
9. Rent for CUG service will be calendar based irrespective of the enrolling date.
10. NO NEGATIVE balance is allowed for these CUG numbers.
11. If any member of the CUG is on ROAMING, the roaming charges will as per the plan and no free
calls are allowed within CUG.

Note:
1. All the customers in CUG groups will be intimated through SMS about the facility & monthly deduction of talk value so
that sufficient balance of talk value is available for extension on monthly basis
2.Tamilnadu and Chennai Customers can join in the same CUG

2.0 Other Terms and Conditions
Uniform Grace period of 15 days is allowed for all value of cards. No additional grace
period is allowed. No outgoing call is allowed during the grace period. The unutilized
balance amount in the previous card can be carried forward in case of renewal within the
grace period, otherwise it shall lapse.
The GSM PCO holder has to arrange for the Fixed Cellular Terminal (FCT) inclusive of bill
printing mechanism or GSM Terminal at his own cost.
SIM and Recharge vouchers will be sold from the BSNL Customer Care Centre and
authorized dealer i.e. Franchisee/BA/DSA.
The GSM PCOs can be allowed to any person as per the existing terms and conditions for
Landline PCOs.
No security deposit in the form of cash/Bank guarantee etc. is required to be taken in the
case of Prepaid GSM PCOs.
No service charge is allowed for intra circle calls. However for inter circle calls,
considering stiff competition; the charging of service charge is not mandatory.
The GSM based PCO holder will be allowed to move anywhere within the Licensed Service
area. However, roaming facility should be barred.
It may be made mandatory for such PCO holder to ensure BSNL branding prominently at
the site. In case, such PCOs are installed in mobile Vans, the Van must have BSNL
branding on both sides and top of the Van.

A discount of 10% on FMC of all 3G postpaid data plan is offered to Government Employees/ Retired
Govenment Employee (Central Government/ State Government/ PSUs) both existing / new connection after
verifying the credential of the officer. The above 10% discount can not be clubbed with any other special
discount/concession.

Customer who wants static IP address under BSNL 3G post-paid plans, can be provided with one static IP address
@ Rs. 250/- per month .

BSNL allows usage of any voice plan combined with any 3G Data plans for Postpaid customers

All 3G Data plans are allowed for all voice plans in postpaid services
Hence all customers in postpaid voice plan can take any 3G postpaid data plan available, on the same
number, The call per SMS and other charges (except data charges) will be as per the voice plan. FMC of
data plan will be added to the FMC of voice plan
Similarly a postpaid data plan customer can take any voice plan on the same number and the freebies of
both data plan and voice plan will be available to the customer. FMC of voice plan will be added to the
FMC of data plan

The customer will be given 1GB Free data usage with 30 days validity from the date of creation and the Main Account

During the validity, customers are allowed to use Data STVs which are currently on offer.

Existing prepaid customers can avail 3G services wherever 3G services are available.

To enjoy the 3G facilities, wherever 3G services are available, the customer should have 3G enabled
handset.

The customer has to choose Automatic / Dual mode in Network setting in his handset. This will enable
him to view the 2G / 3G Network symbol.

Any new or existing prepaid customer can activate data by using any one of the data STVs - thro C-Top-up
as well as through SMS).

The tariff beyond the free usage limit specified for each Data STVs is @ 2p/10KB uniformly.

During the above said process, the basic voice tariff plan in prepaid continues to remain the same.

1. The STV should be activated through the USSD Menu in the CTop-Up SIM of CSR/Retailer/Franchisee.
The Procedure is as follows-
a. Dial *222*MPIN# (MPIN is secret Code of CTop-Up SIM)
b. Press 6 (VAS)
c. Press 2 (STV)
d. Choose the Option for this 30 Channels Pack of M/s P.K.Online Ventures Pvt Ltd
e. Enter the Mobile Number for which the STV has to be activated.
f. Rs.291/-- will be deducted from the CTop-Up SIM and customer will get 2GB data and 30 free
Mobile TV channels. Rs.291/- has to be collected from the Customer. The List of Channels will be
uploaded.

For conversion: Postpaid to Prepaid service

Only willing customers with CDMA postpaid plan may be converted into CDMA prepaid plan of their choice.
No outstanding amount in the postpaid account.
The customer shall apply in a new CAF for prepaid connection along with a written request on plain paper to
close his postpaid connection and allotting his postpaid number to prepaid connection. The customers should
approach the nearest CSC
The customer shall retain the existing IFWT/FWT and the existing number to be allotted as prepaid number.
IFWT/FWT shall be continued to be owned and maintained by BSNL.
Postpaid number shall be closed and account processing shall be started.
The SUK Price of Rs. 40 is taken from customer and number is created in base plan. No freebies
are given
The security deposit shall remain with BSNL as IFWT/FWT to be owned and maintained by BSNL.
Upon conversion of number to prepaid, the customer may be suitably informed about the conversion

Replacement RUIM SIM
(i) In case the defect in RUIM is beyond the control of the customer, the new RUIM is to be provided free of cost
from BSNL, CSC
(ii) In case defect or loss of RUIM is due to customer negligence, Rs.20 is to be recovered for the replacement
of the RUIM.

Lifetime plans will not be offered to new customers but the existing customers will Continue in the Lifetime plan
with the Minimum Top up for Rs.200 every six months.

Friends and Family plan in CDMA Services: In Friends and Family plan, the customer can talk to
5 F&F number at lower tariff than the normal tariff with some monthly subscription charges with the
following
terms and conditions:-

CDMA WLL POSTPAID TARIFF DETAILS
Now the Porting Charges for Postpaid & Prepaid customers porting into BSNL CDMA Network is
waived off.
A. Tariff applicable for New Customer:
a) Now All Plans available under 2G Postpaid mobile services are available for CDMA/WLL customers.
b) The above tariff is applicable subject to technical feasibility.(Except few MSCs)
c) All the CDMA customers will be provided 1X data service which shall be charged @ 5paise/100KB or unlimited
1X data usage for additional Rs.250/Month, if opted
d) The CDMA activation charges of Rs.100 in case of RUIM and Rs.900 in case of IFWT, (if provided by BSNL)
will apply.

Note: Existing customer have option to switch over to any of the 2G postpaid GSM Plans.

The fixed monthly charges etc for senior citizen and commercial subscriber will be same as applicable to
residential subscribers.
The outgoing calls from Sulabh connection are chargeable @ Rs. 1.20/Pulse and through ITC @
Rs.1.00/pulse.
With effect from 01.12.2006, fixed monthly charges will not be increased in all such cases where
exchange system capacity is going beyond 29999 lines irrespective of rural and urban areas.
Replacement of handset when damaged shall be on payment of cost of handset prevailing at the time of
replacement.
In all cases replacement of battery and other consumable will rest with customer.

Activation modes:
The BSNL CDMA customers of Tamil Nadu can get their BSNL TUNES Services activated, as of now, through two
different Modes, that is (a) by Dialling 56700 and (b) Dialling to the Call Centre -1503.

(a) Activation procedure - by dialling 56700:

Dial 56700. Browse through the different categories of songs & get the required BSNL TUNES song activated. (This
is an IVRS based Activation Procedure and the IVRS Browsing time will be charged @ Rs.2/Minute)

(b) Contact the Call Centre and get activated:
Get activated by dialling to the Call Centre (1503).

De-activation modes:

The BSNL CDMA customers of Tamil Nadu can get their BSNL TUNES Services de-activated, as of now, through
two different Modes, that is (a) by dialing 56700 and (b) dialing to the Call Centre -1503.

(a) De-activation procedure - by dialling 56700:

Dial 56700. Goto Manage option to de-activate.
(This is an IVRS based Activation Procedure and the IVRS Browsing time will be charged @ Rs.2/Minute)

(b) Contact the nearest CSC and get De-activated:

Get De-activated by dialling to the Call Centre (1503).

Renewal

Three day s in advance to the date of Renewal, Pre-renewal message will be sent to the customer along with de-
activation method. If the customer does not de-activate prior to the renewal, it will be automatically renewed and the
monthly Subscription & Song Charges will be collected.

(Monthly Subscription Charge Rs.30) + (Per song Charge Rs.12 per month)

WATCH TV CHANNELS, VIDEOS ON THE MOVE:

BSNL Live' is a WAP Portal which offers one stop shop for all Customer Information, Entertainment, and
Communication related requirements. Through BSNL Live' you can watch LIVE TV (Hello TV) and movies on your
mobile, download exciting Videos clips games, songs and personalize your mobile phone with wallpapers and
ringtones of your choice. To access BSNLLive visit WAP site http: //bsnllive.net from your mobile phone and
experience the thrill.

You can also ask for the settings by sending <make> space <model> of your handset to 58355 by SMS e.g.
<Nokia> space <N79> to 58355.

After you send the SMS you will in response get several settings on your handset viz. bsnllive', bsnlstream' etc.
Once you get all the settings, you will have to save them. Out of these several settings the one pertaining to BSNL
Live (will appear as 'bsnl live') should be saved as default. In some handsets the word 'Bookmark' is used instead of
default. Thereafter whenever you want to access BSNL Live you will have to click on your Web browser in your
mobile; the 'BSNL Live' bookmark will be visible to you and clicking on it will lead you to the Welcome page.
Hello TV: Hello TV is a Live TV service which offers more than 50 channels on your mobile. This service is
available for both 2g and 3g users with compatible handsets. With hello TV you can now watch Live TV on
your mobile anywhere anytime.

Movies: Movies will be streamed on demand i.e. the content will be played in real time on your mobile from
BSNL Live' directly without first getting stored.

Videos: Video clips of 3-5 minutes (approx.) on an average are available on demand. You can choose videos and
download from the available huge library of content at BSNL Live'. The categories of content varies from
astrology, recipes/ cookery, entertainment, cricket to beauty tips/ clips, comics/ animation, Movies and Movie
trailers, Music, Multimedia games and wallpapers, and other different tones/tunes . In addition to above more
and more categories of video clips will be added to suit every taste and choice.

Step: 2 you will receive a message in your inbox. Click on the same and download the application.

Step: 3 Get it stored in phone memory.

Step: 4 In the main menu, click on the application and open it to see the TV channels logos. Choose the
channel you want to watch and click on its icon.

Step: 5 You will see the subscription packages available currently. Choose the option that suits you.
Step: 6 You will receive a confirmation that your registration has been successful. Now click on the
channel and enjoy Mobile-TV.

UNIFIED MESSAGING ON BSNL MOBILE

Voice Mail Service (VMS), FAX Message, E-Mail, E-Mail to Speech (ETS) are the services you can get under
UMS.

1. Voice-Mail
Using this feature, the voice mail can be send/received to/by other subscribers having this facility. The
incoming voice message from the mailbox can be accessed as per following procedure:
Conditional divert can be given for the voice calls to the voice-mailbox no. i.e. 17000.
Whenever a voicemail is received in voice-mailbox, the subscriber will receive an SMS on his/her cell phone.
In order to retrieve messages from the voice-mailbox, dial 17000 from your mobile phone. Press * to skip
the introduction part.
The message can be retrieved by following the voice menus thereafter.
The voice mailbox can be accessed on landline also as per below mentioned procedure:
In order to retrieve messages from your voice-mailbox by using landline phone, dial 9417017000 (which is the
common access no.) followed by '#', then your own mobile no. and '#'. The system will prompt you for your
password. The default password is 1234. Enter your password and follow the voice menus thereafter.

2. FAX-Message
This feature will enable the subscriber to send/receive fax message. The fax can be sent/received to/by the
subscriber either through BSNL UMN account or using fax machine. The below mentioned procedure is to be
adopted while sending or receiving the fax message on fax machine:
1. In order to deposit a FAX message, dial 9417017000 from a FAX machine followed by a '#' and the mobile no. of
the person who is the intended recipient of the FAX. A part of the voice menu says " to add a FAX, press
3".Press 3 on your FAX machine and after the system prompts you to, press "START" on your FAX machine.
2. In order to retrieve a FAX message from your voice-mailbox, dial 9417017000 from a FAX machine. Then
press '#' followed by your own mobile no. and '#'. The system prompts you for your password. Enter your password.
The system tells you that you have so many new messages out of which so many are Voice/FAX/E-Mail messages.
When you play a FAX message, first, system will announce the senders phone number and the time when the sender
had deposited that Fax Message. Then the system will announce many option like to backup, to keep or to delete etc,
You simply bypass these request by pressing '#', then the system prompts you to press " START " on your FAX
machine.
3. E-Mail/SMS/FAX/Voice Message. This feature will enable the subscriber to send/receive E-mail/SMS/Fax/Voice
messages. The subscriber has to get BSNL UMN account for this feature. The below mentioned procedure is to be
adopted for sending/receiving the email.
1. Dial 1403 from WAP MS to connect to internet-login to the site www.bsnlumn.com (based on your
location go to appropriate website i.e. in north www.bsnlumn.com, south www.bsnlums.com,
east www.bsnlume.com and in west www.bsnlumw.com )
2. Logon to your BSNL UMN/S/E/W E-mail Account (using your mobile no. as the user login and1234 as
the password which is a default password).
To receive e-mail: From WAP cell phone go to inbox then to email and the view details choose body.
To send email: For sending E-mail, SMS, FAX and Voice Messages from your UMN/S/E/W account, use the E-
mail, SMS, FAX and Voice options as provide d under the Compose Menu.
3. For retrieving:
i. Voice messages

To Listen/Deposit to your voice messages, the machine must have the multimedia capability.
The different kinds of messages e.g. voice messages, FAX messages etc will be listed under the subject heading as
soon as you logon to your E-mail account. Click on the voice message and the system will play it directly (if your
machine supports the 'sbc' format). If your machine doesnt support the 'sbc' format, first convert the message
into the 'wav' format using the icon provided on the right hand side. Then system will prompt you to save that
attachment to your hard disk. After saving, click on the wav file and the system will play it.
ii. FAX Messages: The FAX message comes as an attachment in the TIFF format. Open the FAX message using an
imaging program as for example the IMAGING on the Windows -NT. The first page will just give you the
summary of the FAX message i.e. the total no. of pages in the FAX message, the no. from which the FAX
message was sent etc. Then you can download the actual FAX message.
4. E-Mail to Speech (ETS): This feature will enable the subscriber to receive the Email on the mobile phone .In order
to listen E-mail messages from your voice mailbox, dial the No: 17000 from your mobile phone. Press * to skip the
introduction part. The system prompt will say ' to listen E-mail message Press Option '4', thereafter, follow the voice
menus . The attachments along with Email cannot be listened from your voice mail box.

Security Deposit:
Security deposit is required for Local/STD/ISD facility of new connections. It is non-interest bearing & refundable
upon surrender subject to clearance of all dues.

No security deposit is required for Local/STD facility from the following categories.
BSNL employees
Existing BSNL subscribers upon request with conditions
Employees of Central/State Government and Central PSUs
Bank employees who give ECS mandate from their own bank Central/ State Government & Central PSU's
Corporate Customers taking minimum 5 connections in corporate name.

LSA:
Licensed Service Area is the area within which Mobile Services are provided by Service provider (i.e. BSNL) under
the license issued by competent authority. Tamilnadu Circle includes all revenue districts excluding Chennai,
Kancheepuram and Tiruvallur districts and including Pondicerry Union Territory. For mobile services are concerned,
Tamilnadu Circle and Chennai Telephones Area (Chennai, Kanchipuram & Tiruvallur) are considered as single LSA.

Roaming:
You can carry your mobile connection beyond your home LSA and use. In such cases, it is said to be that you are on
roaming. Roaming service activation is absolutely free. While on roaming outgoing/ incoming call charges are
applicable as per tariff plan.

Voice/Video Call Charges:
Local: Calls made to numbers within the LSA
STD: Calls made beyond the LSA
ISD: International calls

The calls charges are applicable as per tariff plan & pulse rate. This will be normally for per minute or per second or
specific duration.

Data Download:
2G customers can download Data through GPRS i.e. Mobile Internet facility. 3G customers can down load data in
their mobile or using data cards through 3G Data service at a very high speed. The tariff for data downloads is
applicable as per the data plan of you.

SMS:
Short Message Service is available to send text containing 160 Characters. The spaces between words will be also
counted as characters. This may be from a Mobile phone to another mobile phone or one to many or PC to
Mobile/Mobiles. Local/National/International SMS can be sent. The charges are applicable as per tariff plan chosen
by you.

MMS:
Multi-media Messaging Service, through which, you can send and receive messages containing text, audio or video or
combination of any or all. The mobile handset shall be combatable for MMS applications.

Night Calling:
Calls made between 11.00 p.m. and 06.00 a.m. The call charges will depend on the plan chosen by you.

Friends & Family:
This facility allows you to make Free calls or at reduced call charges to the selected mobile/fixed telephone numbers.
The tariff is applicable as per the plan.

On-net:
It means, own network i.e. BSNL network.

Off-net:
It means other network of Private Operators i.e. other than BSNL.

Plan Voucher: To extend the validity and for migration of plans.

Top-up Vouchers:
Top-up vouchers are used to extend the usage value.

Special Tariff Voucher: It is nothing but to cut your rates of parent plan

C-Top-up:
Channel top-up is nothing but electronic recharge/top-up facility. Recharge or Top-up can be done through C-top-up
for the specified values as preferred by you.

Freebies:
Freebies are the concessional tariff, free calls/SMS/Data downloads offered permanently or for limited/specific
period or to specific numbers.

Validity:

SIM Validity It is normally for 7 Days. Within this period you shall activate your connection by using PV.

Plan validity The specified period of validity of the Plan chosen by you.

Life time validity of plan - Life Time Validity means the License Period of the Operator. The License Period for
Cellular Services of BSNL is 20 years w. e. f. 29.02.2000. However, the License is understood to be renewable
further on its expiry. (Note: To continue the lifetime plan the recharge conditions specified along with the
plan should be fulfilled).

Grace Period(s)
Grace Period: It is the period within which Recharge or Top-up shall be done by Customer with PV/RC/Top-up as per
the requirement of the plan.
Grace Period 1 (GP-1): 15 days from the expiry of the validity of the plan.
Grace Period II (GP-1I): Additional 165 days from the expiry of the Grace Period (GP-I) of the plan.
Note:
A. During the grace period, no O/G calls will be allowed except emergency (toll free) & IVR calls. However I/C shall
be free during Grace Period I.
B. The unutilized balance amount of the previous card can be carried forward in case of renewal within the Grace
Period-I, otherwise it shall lapse.
C. The SIM number can be re-activated within additional period of 165 days even beyond the grace period of 15 days
(GP-I) as per the parent plan. However, in such cases, the account. balance will lapse.
D. Free talk value on initiating the SIM is given to all subscribers.

BLACKOUT DAYS:
As per Telecom Regulatory Authority of India (TRAI) directives, 5 days in a year
shall be declared as blackout days. BSNL has declared the following 5 days as
black out days. No concessional tariff on voice calls or SMS will be available on
those days only. The normal tariff as per plan will be applicable on those days.
Blackout days for the Calendar Year 2014 are given below:-

1. New Year 01.01.2014
2. Holi 17.03.2014
3. Pre-Diwali 21.10.2014
4. Diwali 22.10.2014
5. New Years Eve (31st December 2014)

BSNL is committed to provide state of the art uninterrupted Telecom services to the customers and
compy with the quality benchmarks as prescribed by TRAI or set forth by itself from time to time.

BSNL strives to provide uninterrupted telecom services to the valuable customers & has a well
structured and multilayered Public Grievances Redressal Mechanism. We do have an extensive grass
root level Fault Restoration System (FRS) to book the complaints and ensure prompt rectification of
any fault. Consumer has only to call Local Number 198 for booking and no delay restoration of
fault.
Consumers can use following toll free Consumer Care Numbers for booking their complaints at
our Complaint Centres (Call Centres) set up for Basic Telephone Services, Mobile Services,
Broadband and other Data Services.

For Basic Services including Broadband Services:

Aforesaid toll free Consumer Care Numbers are also used as General Information
Numbers for providing general information to the consumers.
Consequent upon the replacement of 2007 Regulations ( Regulations 3 of 2007) by TRAIs new
Regulations called the Telecom Consumers Complaint Redressal Regulations, 2012, BSNL has now
replaced the three tier Complaint Redressal Mechanism by two tier system by doing away with Nodal
Officer. Under these Regulations, every complaint at Complaint Centre (Call Centre) shall be
registered by giving Unique Docket Number, which will remain in the system for at least three
months.
Every Complaint Centre (Call Centre) shall
(a) At the time of registering of complaint..
(1) Communicate, through SMS, to the consumer the docket number, date and time of registration of
the complaint and the time within which the complaint is likely to be resolved; and
(2) Update the system with date and time of registration of the complaint, docket number, the
telephone number of the consumer and the time indicated to the consumer for resolution of the
complaint;
(b) On completion of action on a complaint
(i) Communicate to the consumer, through SMS, of Redressal of the complaint along with
action taken on the complaint; and
(ii) Update the system with details of action taken.

(c) Interactive Voice Response System (IVRS), if installed on a Consumer Care Number is
operated in the following manners:
(i) the first level of the IVRS provides for language selection;
(ii) the second level of the IVRS provides for options relating to the broad categories
of complaints and service requests;
(iii) the third level of the IVRS provides for a sub-menu under complaints and service
requests, separately;

The sub-menu in the third level also contains option enabling the consumer to speak to a consumer
care agent.
Grievances/Complaints can also be booked on 12727 (for Circle Office) or 12728 (for SSA
Office). This special TOLL FREE SERVICE has been introduced by BSNL for booking Public
Grievances.
Time limit for Redressal of Complaints or addressing service requests of consumers by
Complaint Centres (Call Centres):
BSNL shall ensure redressal of complaints and service requests in accordance with the time frame as
specified under the Quality of Service regulations issued by the Authority.
Where a time limit has not been specified under the Quality of Service regulations issued by the
Authority, the complaints and the service requests shall be addressed within a time period not
exceeding three days.
Appeal to Appellate Authority:
If the consumer is not satisfied with the redressal of his complaint by the Complaint Centre or, if his
complaint remains unaddressed or no intimation of redressal of his complaint is received within the
period specified, such consumer may prefer an appeal to the Appellate Authority through e-mail or
FAX or post on in person within a period of 30 days after expiry of time limit specified
for redressal of grievance.
Appellate Authority may entertain an appeal even after expiry of said period of 30 days but before
three months after expiry of time limit specified for redressal of grievance.
Two member Advisory Committee comprised of one member from Consumer Organization
registered with the Authority and other member from BSNL has been set up in each Service Area
separately to offer an advice on all such appeals preferred to the Appellate Authority.

Telephone Adalats:

In addition to the above, subscribers whose grievances remained unsettled are invited to make
petitions for Redressal of their grievances in Telephone Adalats. SSA (Secondary Switching Area)
Level Telephone Adalats are being conducted on bimonthly periodicity and Circle level Telephone
Adalats are being conducted once in three months. Customers are asked to give their grievances in
writing with all supporting documents within stipulated period to District Complaint Officer (DCO).
The concerned office to which the case relates examines the case received by DCO and settles the
case. A speaking order settling the case is communicated to the customers. For unsettled cases, a date
is fixed for holding the Telephone Adalat. The customers are invited to attend the Telephone Adalat.
The Adalat is presided over by General Manager of the area. The concerned officers of the
Department are also called to be present in the Adalat. The full details of the case are presented to the
presiding officer. The order of the presiding officer is communicated in the Adalat after hearing the
arguments from both the parties.

Appellate Jurisdiction of Telephone Adalats:
Circle level Adalats headed by CGMs can consider the cases of the appeals against the decisions of
the Adalats chaired by SSA Heads. Adalats headed by SSA Heads can consider cases of excess
billing which have been rejected by them as administrative heads of SSAs.
How we Monitor and Evaluate:
BSNL has established Web based Complaint Monitoring System to enable the consumers to
monitor the status of their complaints. Customers can log in to www.tamilnadu.bsnl.co.in and click
on the hyper link BSNL Customer Care Portal for this purpose.
BSNL also continues to make available such information to the telephone bills and also publishes
once in six months in the newspapers in the manner prescribed as above
Any change in the address of the web based complaint monitoring system shall also be intimated to
the consumers in the same manner as above.
