OnbehalfoftheNationalElectionWatch(NEW)andAssociationforDemocraticReforms(ADR),we
wouldliketocongratulateyouontheimpressiveelectionvictoryoftheBharatiyaJanataPartyandon
beingappointedthenewPrimeMinisterofIndiainthenextfewdays.
NEW,acongregationofover1200CivilSocietygroupsacrossthecountry,andADR,acitizenled,non
political and nongovernmental organization, have been working for around 15 years with the
objectiveofbringingelectoralandpoliticalreforms,soastoimprovedemocracyandgovernancein
India.
AlthoughthereisnodoubtthattheIndianelectoratevotedwiselyinfavourofastableandmature
government,therearesomeconcernswhenwelookatthecriminalandfinancialrecordsofcertain
newlyelectedMPs:

186 (34%) outof541newlyelectedMPsanalyzedbyNEW&ADRhavedeclaredcriminal

casesagainstthemselves,whereas112(21%)havedeclaredseriouscriminalcaseslike
murder, attempt to murder, kidnapping, dacoity etc. (List of MPs with selfdeclared
criminalcasesattachedasAppendix)
In BJP alone, 98 (35%) out of 281 MPs analysed havedeclaredcriminalcases,whereas
63 (22%)havedeclaredseriouscriminalcases

GivenyourcommitmenttocriticallyexamineMPsandMLAswithselfdeclaredcriminalcases,which
you reiterated during recent Lok Sabha campaign rallies, interviews and reports, saying the next
Parliamentwouldbecleanedbypunishingtheguilty,weexpectthatyouwouldprovidecleanand

Inviewoftheabove,wemakethefollowingrequests:
1. ThatMPswithseriouscriminalcasesnotbemadeMinistersorgivenchairsofresponsibilities
intheParliamentsuchasinStandingCommittees,Financialcommitteesetc.
2. ThatanyMPshouldnotbeassignedaportfoliointheCabinetthatposesaconflictofinterest
withhis/herbusinessinterests.
