Subject: FIR for the violation of article 51 A (g) read with 429, 188 IPC, Wildlife Protection Act, 1972 and
the Prevention of Cruelty to Animals Act, 1960 and Arms Act regarding.
Sir,
It is humbly submitted that:
1. The International Organisation for Animal Protection: OIPA www.oipa.org is an NGO, duly affiliated with
the United Nation, Department of Public Information and undersigned representing OIPA in India.
2. Undersigned is a Chairman, People for Animals (PFA) Haryana and Master Trainer, Animal Welfare
Board of India (Ministry of Environment and Forest).
3. Today on May 31, 2014, many call received by me about Monkey shooting at village Baliyana by a
retired Indian Army personnel Satish s/o Shri Chander Singh and Danik Bhaskar reporter confirmed the
incident. As per information gathered, a monkey was sitting on the jamun tree with in the premises of
Satish and wild animal was shot down by his gun, violating the Arms Act.
4. No doubt, Satish might be harassed by this monkey but it does not mean to shoot a scheduled wild
animal by a weapon because this act was not in self defense.
The State Board for Wildlife discussed the matter of excluding common monkey from the protection
cover of the Wildlife Protection Act, 1972 because these monkey, who born and brought up in the
human habitat, dont have wild character but looking like a wild monkey, as per their shape and size, the
Chief Wildlife Warden, Haryana directed their field functionaries to dislocate the monkey from the
human habitat, adopting scientific procedures but concerned officials failed to perform their official
duties, constitutional duties as well.
The injured monkey was shifted to Rohtak for further treatment, on the information of Rajesh Councillor
but monkey died on the way to Hissar, for further treatment.
Hence, OIPA and PFA Haryana demands:
1. FIR against Shri Satish s/o Shri Chander Singh, R/o Baliyana for the violation of Indian Arms Act, article
51 A (g) of Indian constitution, section 9, 51 of the Wildlife Protection Act, 1972 read with the section 11
of the Prevention of Cruelty Act, 1960, 188 and 429 IPC because hunting of Wild animal is prohibited in
India.
2. Confiscate the weapon.
3. Rescue and rehabilitation of all monkeys from the human habitat, to avoid man animal conflict,
adopting scientific procedures.
