Female and provincial candidates are strongly
encouraged to apply.

Officials from government agencies involved in New Zealand Aid Programme
projects are encouraged to apply.

Successful candidates who do not hold the required IELTS result to commence
postgraduate study in New Zealand (usually 6.5 overall with no band less than 6)
must undertake pre-departure training for up to twelve months in Cambodia
prior to tertiary studies in New Zealand.

New Zealand ASEAN Scholars Awards for Cambodia
The New Zealand ASEAN Scholars Awards were introduced to Cambodia in 2005 under an
agreement with the Council for the Development of Cambodia (CDC) as part of the New
Zealand bilateral development cooperation program.
New Zealand is offering up to 30 scholarships in the 2014 selection round for those who
are working in the public, private or civil society sectors.

When and How to Apply
The 2014 NZAS Awards open for application on 01 March 2014. Application forms are
downloadable at www.cambodia.idp.com or can be collected from the three Australian
Centre for Education (ACE) campuses (Phnom Penh, Siem Reap).

Applicants must submit their completed applications to IDP Education (Cambodia) by
5.00pm, 31 May 2014 (# 657, Kampuchea Krom Blvd, Sangkat Teuk Laark I, Khan Toul
Kork, Phnom Penh, Cambodia).

Eligibility Criteria
To be eligible for a New Zealand ASEAN Scholars Award, applicants must:
be a Cambodian citizen residing in Cambodia for at least two years at the time of
application;
be 35 years or younger at the time of application closing date;
hold a Bachelors degree, of strong academic merit, relevant to the proposed
postgraduate qualification and which is considered equivalent to a New Zealand
Bachelors degree;
be applying to commence a new qualification (not seeking support for one already
commenced);
satisfy the admission requirements of the New Zealand education institution at which
the qualification is to be undertaken, including English language criteria;
have a minimum two years work experience in Cambodia in their relevant public,
private or civil society sector and these two years must be after completion of their
first undergraduate qualification;
not have citizenship or permanent residence status for New Zealand, Australia or
another developed country, or be married or engaged to, or a de facto of a person
who holds, or is eligible to hold New Zealand or Australian citizenship or permanent
residence status;
not hold or have held a New Zealand Government or Australian Government
scholarship in the preceding 24 months at the time of application (excluding previous
recipients of New Zealand Aid Programme English Language Training for Officials
scholarships );
have a minimum IELTS (Academic) result of 5.5 overall, with no band less than 5.0
(subject to test which can be undertaken after applications have been submitted)
be available to take up the scholarship in the calendar year for which the scholarship
is offered.

In addition, applicants must:

have an appropriate work background for the anticipated field of study;
be able to demonstrate a strong commitment to Cambodias public sector and/or
private and/or civil society sector (as relevant), and to the development of Cambodia
in general;
satisfy New Zealand Government requirements for international student entry to
New Zealand (medical and character checks etc.);
not hold any other scholarships during the period of the New Zealand Aid
Programme-funded scholarship;
in being offered and accepting a New Zealand ASEAN Scholars Award, agree in
writing that they will return to Cambodia to take up a position that utilises their
study skills for a minimum period of two years.

Length and Level of Study
New Zealand ASEAN Scholars Awards are for full-time, multi-year postgraduate study at
the Graduate Diploma or Masters level in New Zealand.

Field of Study
Strong candidates from all areas will be considered. However, preference will be given to
candidates whose work experience or proposed field of study relates to the following
sectors:
Agriculture Development: Agribusiness, Business and Commerce, Farm
Management, Management, Supply Chain Management, AgriScience, Environmental
Management, Water Management, Rural Development, Food Technology, Dairy
Science, Aquaculture, Technology
Disaster Risk Management: Natural Resource Management, Hazard and Disaster
Management, Geophysics, Engineering and Civil Engineering, Planning,
Environmental Health, Public Health, Emergency Health, Technology
Private Sector Development including Tourism and Renewable Energy:
- Tourism: Ecotourism, Tourism Management, Tourism Planning
- Renewable Energy: Natural Resource Management, Energy, Geothermal, Solar,
Hydrothermal, Energy Policy, Engineering Studies, Geology, Technology

Public Sector Management: Government, Public Policy, Management, Leadership
and Executive Management, Communication, International Relations, Law, Public
Financial Management, Education Leadership, Health Leadership,
English Language Training: TESOL, Applied Linguistics, Linguistics

English Training Stipend
In recognition that some students will be required to undertake full-time pre-departure
English language training prior to postgraduate studies, the New Zealand Government
pays a stipend to all candidates who undertake prescribed pre-course training in
Cambodia.

Scholarship Entitlements
The New Zealand ASEAN Scholars Awards cover tuition and orientation fees, an economy
return airfare, a basic living allowance (including accommodation expenses), and medical
and travel insurance.

Scholarship Conditions
Applicants who are offered a New Zealand ASEAN Scholars Award will be asked to sign a
statement declaring that they will comply with the conditions of the scholarship:
full-time study of the approved programme;
satisfactory academic progress;
compliance with education institution regulations and New Zealand Aid Programme
scholarship conditions;
compliance with New Zealand law as it applies to any agreement between awardees
and the New Zealand Government;
acceptance that the scholarship may be withdrawn by the New Zealand Aid
Programme where awardees fail to comply with scholarship conditions;
return to their home country for a minimum period of two years within 14 days of
the completion date of the scholarship.

Information session on the scholarships (including eligibility and

Potential scholarship candidates are sent for International English
Language Testing System (IELTS) Testing to determine if they
meet the English language criteria. Applicants must achieve at
least 5.5 overall on the IELTS test with a minimum score of 5.0 in
all macro skills.

15. Pre-departure training commencement
Successful candidates who score lower than university
requirements on IELTS are required to undertake pre-departure
English language training for up to twelve months. Students must
achieve the minimum IELTS (usually 6.5/minimum band 6) score
before study in New Zealand. Note that some universities and some
courses of study require a higher level of IELTS. Students who fail to
reach the prerequisite English proficiency requirement for their
intended post graduate course will be disqualified from the awards.
The study period is full time and a stipend of $154 for Phnom Penh
based candidates and $198 for provincial based candidates is paid.
