Major Career Accomplishments

Enterprise architect for the DHS Integrated Investment Lifecycle Model (IILCM) cybersecurity analysis,
including a Capabilities Based Assessment (CBA), in the DHS Science & Technology directorate. Lead
architect for creation of the DHS Security Operations Centers Capability Roadmap.

Cybersecurity architect, enterprise architect and systems engineer for the DHS National Cybersecurity
Protection System (NCPS), the principal means of securing the civilian federal government .gov domain.
In that role, was a developer of the NCPS Target Architecture, the NCPS Capability Sequencing Roadmap,
and the Detection & Prevention Segment Capability Roadmap. Also managed the preparation of all of the
NCPS Standard Operating Procedures. Also participated in the preparation of the Cybersecurity
Investment Selection Tool portfolio decision analysis for NCPS, including cost avoidance benefit analysis
and stakeholder interviews.

Team leader and project manager for the CBP Cargo Release Analysis of Alternatives project. Responsible
for a team of ten developing a DHS SELC-compliant AoA decision analysis integrating utility, cost,
schedule and risk factors for the modernization of one of the largest COBOL on mainframe systems in the
world, and the largest Datacom database, processing all cargo in international trade entering the United


States. Phase I of this analysis was a technical trade study in which stakeholders participated in workshops
to identify an initial list of alternatives. The facilitated stakeholder workshops then developed measures of
performance, followed by MoP weighting work sessions using Expert Choice software for pairwise
comparisons. The initial alternatives were then scored and a down-select to viable alternatives took place.
During Phase II, a full AoA was prepared. The AoA preparation included a software function point
analysis using the SEER-SEM tool, a cost benefit and financial analysis including ROI using the ACE-IT
tool, and risk analysis and integrated AoA scoring balancing utility, cost, schedule and risk using the Booz
Allen Risk Analytics tool. CBP accepted the recommended alternative in the teams AoA report and
immediately proceeded towards adoption. Life cycle cost savings for the recommended system as
compared with the As-Is system are estimated to be as much as $100 M.

Project manager for the FEMA Integrated Public Alert and Warning System (IPAWS) Aggregator system.
Responsible for system development and deployment of next-generation XML/IP-based alerts and
warnings to multiple reception devices, and related contract procurements. The Aggregator project was the
second system at FEMA to transition to its service oriented architecture. IPAWS web services were
developed for XML alerting of the public, and also for transforming those XML alerts to cell phone carrier
message formats. Those major software development increments (IPAWS-OPEN 2.0 and 2.1) were both
accomplished within the original schedule and cost estimates. Due to the development of the IPAWS
aggregator, the President, FEMA, or appropriate state and local authorities are now able to alert any
segment of the public in a threatened area through the Cell Broadcast protocol without overwhelming
individual cell towers as occurred repeatedly with large disasters in the past. The IPAWS Aggregator was
extensively used in the 2013 tornado season in Illinois and Kansas, and received Congressional praise for
saving a number of lives there.

Systems Engineering Team Lead and Lead Systems Architect providing support for the IPAWS program.
Led the effort to devise a new target architecture for the IPAWS system of systems, which transitioned the
principal system from a custom designed hardware solution to the use of web services in a service oriented
architecture that created substantial cost savings and schedule acceleration, and allowed significant reuse
of services. Assessed and ensured interoperability with numerous external interfaces, including web
services and legacy interfaces. He also led a trade study which selected the enterprise service bus for
IPAWS, and the cloud computing environment evaluation for the program. Evangelized for a SOA
approach within IPAWS, as well as for other FEMA programs, and also within the FEMA enterprise, and
organized an early FEMA SOA coordination meeting with the relevant stakeholders. Led the effort to align
the IPAWS architecture to the FEMA, DHS and federal enterprise architectures, and to align the IPAWS
software systems development to the DHS Systems Life Cycle. Team lead for systems engineering team
preparing Functional Requirements Document, Systems Engineering Management Plan, Configuration
Management Plan, Architecture Analysis Document and ESB Trade Study. Lead role in Systems
Engineering & Integration Program Integration Methodology development to align traditional systems
engineering with model-based requirements development and business process analysis. Responsible for
project risk management and for systems engineering staff resources planning.

Deputy Program Manager for an independent system assessment of a DHS/FBI inter-agency data sharing
system within the DHS US-VISIT program. Contributed to request for proposal response and prepared
project plan for the assessment. Coordinated staffing of project, security clearances, MS SharePoint
collaboration site, facilities and subcontractors. Conducted assessment activities including document
requests and reviews. Prepared interview questionnaires, conducted interviews and prepared interview
reports in the infrastructure, networking, project management and quality assurance areas of the
assessment. In conjunction with the team, prepared the infrastructure and networking sections of the
assessment report.

Team Lead for project management, managing up to five project managers of networking deployments for
a U.S. government classified customer. Total staff management responsibilities for 30 people. Managed
remediation of schedule slips through appropriate coordination and/or escalation. Coached and mentored
project managers as to project management processes and framework. Conducted weekly regional Project


Management Reviews. Implemented best practices in project management and team building across
regions. Created automated team lead weekly project status reports for use across the organization.

Project manager of networking deployments for a U.S. government classified customer. Rapid
commencement of project management responsibilities for numerous networking projects. Led the project
teams in defining customer and systems requirements. Coordinated and facilitated project team meetings,
briefings and TEMS. Developed project plans and schedules, performed project schedule activities, and
monitored project status. Knowledge of clients communications requirements, material management,
configuration management, risk management, and governance board structures, processes and procedures.

Price to Win Architect (a.k.a. Design to Cost leader) for the successful award to Lockheed Martin of the
enterprise managed network services procurement for the U.S. Postal Service- the Universal Computing
and Connectivity (UCC) program. The UCC program had a total contract value of over $3 billion, and the
USPS UCC network was one of the five largest in the world. Managed a large team of sub-contractor
partners, including all RBOCs, AT&T, Hughes and HP.

Technical team leader for successful award to AT&T of large frame relay network for the Transportation
Security Administration under the IT Managed Services (ITMS) contract. After contract award, brought
together a wide team of subject matter experts from several companies as technical team lead for design
and implementation with TSA and its integrator.

Technical team leader for successful award to AT&T of IRS Large and Medium-Sized Business (LMSB)
VPN, an implementation of hundreds of fixed sites and thousands of remote access users. Developed new
VPN managed services offer and managed technical relationship with equipment vendor partner. Also
worked on developing the LMSB VPN into the consolidated IRS enterprise VPN.

Technical volume lead for the AT&T proposal for the IRS Web hosting environment. Proactively drew in
a wide variety of internal corporate resources and services, and also involved a wide spectrum of industry
partners.
