The objective of the Project is to support science, technology and innovation in Vietnam by
designing and piloting of STI Policies, enhancing the effectiveness of Project-aided research and
development institutions, and encouraging the development of innovative technology enterprises.
The Project consists of the following components

!a" Research on and Pilot Implementation of Policies to Attract Overseas Talented Experts:
#arrying out of research on, and developing and piloting the implementation of, policies
intended to attract talented e$perts residing abroad, including Vietnamese overseas, in order to
conduct scientific research and foster innovation in Vietnam, through !i" reducing the
information barriers and connecting scientific and innovation networ%s abroad with &'Is and
innovation driven enterprise in Vietnam networ%s( and !ii" provision of )oreign Talents STI
&rants to selected scientific researchers and*or public or private research institutions interested
in liaising*interacting with scientific and entrepreneurial talents overseas.
!b" Strengthening Results Measurement in Science, Technolog and Innovation +pgrading and
moderni,ing the collection, dissemination, and use of science and technology and innovation
statistics from enterprises and research institutions, including !i" building capacity and
carrying out of research and development, and innovation surveys based on international
standards( !ii" publishing yearboo%s on science, technology and innovation statistics( !iii"
develop a monitoring and evaluation framewor% to measure the effectiveness and efficiency of
research and development institutions in both public and private sectors( !iv" strengthening
-oST.s institutional capacity to conduct technology mapping e$ercises and technology
innovation gap analyses for selected productive sectors( and !v" setting up a national science,
technology and innovation databan%.

!a" Supporting !overnment Research Institutes Reform Providing appro$imately fifteen !/0"

their &'I #onversion Plans to evolve from traditionally managed organi,ations towards
autonomous mar%et-driven institutions.
!b" Promotion of Innovation "in#s $et%een Enterprises and Scientific &ommunities Providing !i"
1ew 2nterprise STI &rants to competitively selected, recently established technology
enterprises for the implementation of 1ew 2nterprise Proposals( !ii" 'esearch 3 Innovation
#onsortium STI &rants to selected enterprises, research institutes and universities !4Phase I 5
'esearch 3 Innovation #onsortium STI &rant6", or consortia thereof !4Phase II 5 'esearch 3

Project Proposals .
!c" Esta$lishment of the 'ational &ore Technolog "a$orator for Mechanical Manufacturing
Automation and Em$edded Technolog 7eveloping the architectural designs, and carrying
out the civil wor%s for the construction and habilitation of national laboratory for mechanical
manufacturing automation and embedded technology in 8oa 9ac 8igh-Tech Par% in order to
pioneer a government-owned-privately-operated public-private partnership arrangement.
