The SNI Process
The process of Neighborhood Sustainability Indicators starts with
a specific design challenge and goes through three main phases:
Neighborhood, Sustainablility, and Indicators. This process will move
your team from concrete observations about people and place,
to abstract thinking as you uncover insights and themes, then
back to tangible solutions.

During the Sustainable phase, your team will prepare for and conduct
observations and research about current energy consumption and
habits and brainstorm future sustainable goals. This guide will help the
community create a sustainable vision and to demonstrate their commitment
to progressive action while furthering city-wide goals.
A neighborhood is a tangible, powerful unit for change. This guide is one of
the first steps that will enable these communities to demonstrate the
success of their ideas and inspire others to take action.
An indicator is quantitative or qualitative information about the current status
or direction of a change in a system, and indicators serve to guide and
measure our progress towards established goals. They also summarize
complex information of value to the observer. In other words, indicators allow
the community to track progress toward reaching its goals over time.
Most often a single indicator is part of a larger series of indicators. Groups of
indicators together are required to correctly interpret whether progress
towards a goal is truly being made, and sustainability indicators are
indicators supporting a sustainability vision and corresponding goals.

To describe the role of sustainability indicators in the neighboorhood context
To summarize and report Neighborhood Sustainability Indicators
This guide was developed for the Elyria Swansea Neighbboorhood in Denver
as a case study, but this guide can be applied and used in any neighboorhood

as an assesment tool.
Its Purpose is to help build strong, self determined, sustainable communities.
Its Success comes from the involvement of local residents, public
officials, community based researchers and groups, researchers, funders and
other stakeholders who work together in an inclusive, respectfull, flexible and
open process.
Disclaimer: This is not an original idea and is not totally original content. There are
many preliminary studies that have been made, from which this is based off of.
There are many resources to take advantage of, along with this guide, and some
are cited in this document. If something is cited, assume influence, text, ideas and
layout was drawn from it for the creation of this document. This guide is a frankenstein
complilation of ideas from previous studies, case studies and publications. I will not
specifically site the source under each idea, but rather compile sources at the end.

Why Indicators?
The NSIP process includes indicators because they are the most direct and
objective way to communicate back to residents and stakeholders about their
progress. An indicator is quantitative or qualitative information about the current
status or direction of a change in a system, and indicators serve to guide and
measure our progress towards established goals. They also summarize complex
information of value to the observer. In other words, indicators allow the community
to track progress toward reaching its goals over time.
To ensure there is a balanced gender perspective, involve female staff in all
phases of this process.
Tip
Multi-Disciplinary Teams
The challenges of creating and assesing Sustainable Neighborhood Indicators are
very complex and have been explored by predecessors, which I have also cited in
this document. A community will have a higher liklihood of sucess at solving complex,
difficult and already-examined problems by assembling a good group of prople and
reviewing existing documents and case studies. A productive team usually consists
of a core of 3 - 8 individuals, one of whom is the facilitator. By mixing different
disciplinary and educational backgrounds, you will have a better chance of coming up
with unexpected solutions when people approach problems from different backgrounds.

Having a separate project space allows the team to be constantly inspired by imagery
from the field, immersed in their post-it notes, and able to track the progress of the
project. If possiblr, find a dedicated space for your design team to focus on challenges.
Finite Timeframes
Many people notice that they work best with deadlines and concrete timelines. Likewise
and innovative project with a beginning, middle and end is more likely to keep the team
motivated and focused on moving forward towards a goal.

There are a number of important lessons that can benefit
individuals and groups seeking to replicate a similar process in their community

Make sure to gauge and assess community interest realistically
Gather information and recruit project leaders early in the process
Conduct an open and interactive public process
Create a robust sustainability framework for implementation & monitoring
Create an easy to use template for an annual progress report
Denver`s comprehensive plan and Blueprint Denver provide an overarching sustainability framework
for how we grow in the City identifying areas of change where more people can live and work closer
to transit, and planning around Denver`s expanding rail system. Under this framework, Planners conduct
planning in neighborhoods to adopt small area or station area plans that are more specific about what
types of future land use and multi-modal street networks are in place, and how they work together.
The last plan for Elyria Swansea was adopted in the 80`s and a Planners job is to engage the public in a
process to create a new neighborhood plan that will be adopted around 2014.
What is PIanning?
Sustainability has different meaning to different folks. For some, including businesses and residences,
sustainability is to sustain a household or employees financially to remain solvent. For others, it is a
personal choice to invest in solar energy green building, etc..., and reduce energy or water demand.
Planners strive to balance all interests in our planning efforts. Elyria Swansea will have three transit
stations serving the neighborhood, so this is an important part of sustainability and one of the indicators
in this guide.

Planners use input received from residents and stakeholders throughout their planning process. This
guide is to encourage citizens to get involved with the planning process and have create a community
vision to give to the planners and city officials to use in their planning, especially in regards to
sustainability.
Cities support sustinable neighborhood initiatives from communities. Most Cities will agree that driving
less and shorter distances, and using transit is a key tenet of sustainability. Cities also tend to agree
about the importance of creating attractive places with services, jobs and conveniences that allow people
to walk, bike and take transit to get the things that they need; which are key roles in creating a sustainable
neighborhood and are indiciators in this guide. There are other components to sustainability (green
infrastructure, recycling, hybrid vehicles, green waste, etc), emission controls, environmental safety,
air quality - that other City agencies focus on but these are all things that Planners try to keep in mind
when creating a plan and what this guides focus is on.
Planners adopt community visions and plans in many different ways, and those ways are usually unique
to each City, although there are standard community engagement practices in Planning. One way is that
Planners and Cities adopt a neighborhood plan then sets the course towards greater sustainability in
land use and transportation. There are other programs, such as the Office of Economic Development
and Environmental Health financial incentives for businesses to upgrade to more efficient lighting, etc.

There are many successful community engagement techniqies. Listening
combined with educational outreach is key. Planners are trying to figure out
how to get people to come to meetings, or possibly find a way to take meetings
to people keeping up with their current busy schedules. Many people do not
think about the word sustainable but instead identify with the economic
benefits of transit, reduced energy demands, water wise landscaping, etc.
The latino immigrants that make up the majority and who live in Elyria Swansea
are wary of public meetings for multiple reasons, including reasons such as
suspicion of government, language barrier, etc. Planners providing bi-lingual
services for all of their outreach materials and meetings, also food and child
care, usually.
*This is a summary from some Planning Documents, my own knowledge and an interview with Tim Harkins, a Senior Planner for the City of Denver.
Explaining planning and the role of a planner to a concerned community
member who is not aware is an on-going challenge, especially in Elyria
Swansea. Planners are here to balance multiple interests and to build
consensus and establish goals for a community. These goals can then
become policy in the formof an adopted plan. Future zoning decisions, public
and private investments are guided by this new plan policy. There are other
financial incentives for businesses and business retrofits that are offered by
Environmental Health and Office of Economic Development.
Missing in Elyria-Swansea are well established and functioning neighborhood
organizations (registered neighborhood organizations). When these are running
well, a neighborhood is in a much better position to establish a voice and
represent the needs of the community to the various City agencies, and other
agencies such as CDOT and RTD.

Planning and its` process

PIanning Process and Activities
Organize and hold a visioning workshop to the community, inclusing a review of
sustainability basics. Residents review existing conditions summaries from
existing plans and documents and prioritize areas of concern, and through an
interactive participation process, community members developed a shared vision
of sustainability and initial goals to achice that vision.
Visioning Workshop
Actions / Indicators Workshop
Organize a Action / Indicators Workshop focused on identifying sustainablity
indicators for the top actions identified during the Visioning Workshop.
Additionally, an online voting exccersize can collect additionl input from
residents unable to attend the Goals / Action Workshop. Residents review
indicator details for the top ten actions within each sustainability category.
ImpIementation Kick-off Meeting
Use this meeting as a kick-off to project implementation and an introduction
of work groups. Residents reviewed sections from the draft report, focusing
on the community sustainability notebook and final indicators, implementation,
and monitering strategies. The final action list would be presented and confirmed
by the community, and citizen representatives from each workgroup presented
a progress report of the workgroup`s initial findings. Citizens are also given the
opportunity to provide additional feedback for inclusion in the final report.
Advisory Committee & Workgroups
An Advisory Committee to be comprised of neighborhood residents, representatives
from City Planners and District Employees, representatives of stakeholder non
profits and grass-root community groups. The creation of this boody will be to take
this process and report and coordinate the future progress reports. The process is
to be a flexible, participatory, creative and fun process.

SustainabiIity Vision / GoaIs
This assessment documents some current conditions in the Elyria/Swansea
neighborhood in the terms proscribed by Denver`s Comprehensive Plan 2000 and
Blueprint Denver: An Integrated Land Use and Transportation Plan.
This data will be available and helpful to those involved in planning and development
projects within the Elyria/Swansea neighborhood and to assist Denver city agencies
in making planning and public investment decisions that affect this neighborhood,
especially in regards to sustainability. This guide is meant to foster social cohesion
and implement successful sustainability programs. The indicators in this guide can
be used to contribute to the city`s sustainability priorities at large.
Energy Efciency
Since the community has a large share of older less-efcient buildings, energy usage is a
weakness that can be transformed into an exemplary opportunity for improvement.
Renewable Energy
Advocated to increase local production of renewable energy as a method to
reduce environmental pollution. This goal can be attained individually as homeowners
and businesses invest in solar systems and other technologies, or it can be achieved as
a community by initiating funding mechanisms or starting coops to ofset investment costs.
Environmental Management
The importance of improving the environmental management of multi-family dwellings can
not be overstated. With the majority of people in the study area living in multi-family build
ings or single residential, these should be a prime targeteforts to lower the neighborhoods
carbon footprint.
Mobility
Improving mobility options within the study area, specically for biking, pedestrian safety,
buses, and Metro transit are very important. There are several existing conditions that
impede access to the broad range of mobility options that the community desires, especially
for bicycle users in Elyria Swansea. Community Support for a new lightrail or Bus Rapid Transit
(BRT) serving the community and for new development that supports walking, biking,
shopping and working locally is very high and should be encouraged.
Water Conservation
ater conservation is also an important goal to the community. there is great potential for
reducing water demand in the neighborhood.
Water Quality
With the local South Platte River in the area, the community can initiate improvements that
minimize contamination, runof and pollution of the water quality.
Tree Cover
Elyria Swansea has opportunities to increase tree cover drastically. Ideas such as Green Alleys
can be used to promote additional street trees.
Green Business
Promoting businesses that ofer green services like appliance repair as well as businesses that
have green operations like restaurants that recycle their waste is important. The community can
help by maintaining and promoting green business lists and creating awards and recognitions to
businesses that lead the way.
Social Capital
There is a large need to spread awareness, recognize local sustainability champions, and share
their success stories. Creating and expanding its green social capital is an important aspect of
community and neighborhood development.

What do you see?
Encourage citizens of the neighborhood to take pictures of what they love about
their neighborhood and what they want to change. You can direct them to take
specific pictures about a sustainable goal or indicator.
Have community members and neighbors go out in their community and take
pictures of what they see as succesfull and non-successfull attributes of their
neighborhood. Have them go outside their neghborhood and take pictures of
communities and spaces they like and would like to see adapted into their community!
