Generally speaking, GIS is a computer based technology, comprised
of data, software, hardware and procedures that can be used to
encode, store, correlate, analyze and display information about the
earths surface: whats on it; underneath it; what land is used for; and
where natural resources, people and utilities are located.
The data in a GIS may be associated with a wide variety of
applications, nevertheless all GIS data have one thing in common,
they are in some way related to geographic position or location,
which is the common element needed to correlate, integrate and
spatially analyze the data.
A sound GIS environment requires three fundamental building
blocks:
A geodetic network to provide an accurate coordinate reference
base;
A digital topographic database to which other geographic data
such as utility lines can be related;
A digital land parcel map database against which land use, land
ownership and a variety of demographic data can be referenced.
It is these building blocks to which the data in all GIS applications
are referenced. The rationale for any GIS is in its application to help
users solve problems associated with their work. The building blocks
mentioned above are all necessary components that have to be put
in place before the development of the individual GIS applications
begin.
If all applications developed, conform to one or more of these
reference bases and associated standards, the data they contain can
be correlated with any other data referenced to the same base. Thus
the data collected by one discipline can be easily used by a variety
of others when needed. This minimizes redundancy as the GIS data
need only be stored by the agency that has the mandate to create it.

Qatar has established a nationwide GIS since 1992. Today there are more
than 60 Government and Semi-Government agencies integrated with this
system sharing GIS information and using in their day to day work. Qatar
authorities set the objectives for a nationwide GIS on a top to bottom
approach.
Eliminate duplication of efforts causing wastage of resources by avoiding
data redundancy and by enhancing inter-agency co-ordination.
Make right information available at the right time to the decision-
makers for effcient planning and management.
Foster teamwork among government agencies, especially those
involved in physical and infrastructure planning, environment protection
and local government administration so that they all work towards
common goals.
Effciently manages government expenses for future development
requirements.
Achieve consistency and uniformity in policies, standards and regulations
for whole of Qatar - Enable preparation of physical plans that are
dynamic, fexible, easy to update, monitor and implement.

Nation-wide GIS

A government-wide user needs study was conducted in 1989 to
ascertain which areas of government would clearly beneft from the
implementation of GIS.
The study indicated that the potential use for GIS in Qatar was
enormous. Three key recommendations resulting from the study
were: that a Digital mapping database be implemented for the entire
country; that a comprehensive fully integrated nationwide GIS be
created; and that a high level National GIS Steering Committee be
established to set standards and oversee the implementation and
development of GIS in Qatar.
Acting on these recommendations, Qatar established a National GIS
Steering Committee and The Centre for GIS. The role of The Centre
being to implement GIS in Qatar in an organized and systematic
fashion and impartially serve the GIS requirements of all government
agencies.
One of the primary tasks of The Centre was to implement a high
resolution Digital Topographic Database which is now in place
providing a consistent framework for a wide range of GIS users and
their applications.
Today, over 60 government agencies in Qatar are using GIS in their
day to day activities. Their databases are compatible and they are
all integrated through a high speed fbre optic network. Dozens
of GIS applications have been developed and are at use benefting
government workers, private businesses and citizens alike.
Qatar is the frst country to implement a comprehensive nationwide
GIS and is internationally recognized as having one of the fnest GIS
implementations in the world.
History
of GIS in Qatar

CGIS reports to the under-secretary of Ministry of Municipality & Urban Planning
and the Emiri Decree number 36 for the year 2009, determined its divisions
and responsibilities.. It is comprised of Planning & Projects, Mapping & Archives,
Topographic Survey, Systems Services and Coordination & Training Division
divisions. Its roles and responsibilities are:
Creating and updating Qatars Topographic Database and all related services
for the entire country in coordination with other related agencies.
Maintaining Qatars Geodetic Network and all related services.
Providing the connection to Qatars Topographic Database and maintaining it.
Conducting studies and research required for developing the implementation
of Geographic Information Systems and Global Positioning Systems in Qatar.
Creating, developing and monitoring National GIS and GPS standards and
specifcations.
Establishing and maintaining Qatars high speed GIS data sharing network
(GISnet), linking it with agencies GIS databases and securing its data.
Providing technical assistance and consultation to ministries and government
agencies with issues related to GIS and GPS implementation.
National level coordination between all ministries and government agencies
implementing GIS.
Cooperating with Arab, Regional and international bodies associated with
Geographic Information Systems.
Analyzing the requirements of GIS software licenses for all government agencies
in addition to providing, and maintaining those licenses.
Providing GIS e-services for Qatar.
Managing and administering Qatars GIS infrastructure.
Desigining and implementing plans and procedures for maintaining the safety
and security of Qatars GIS databases connected to GISnet in addition to
initiating disaster recovery plans.

A primary task of The Centre for GIS was the development of digital mapping specifcations
and standards for the production of Qatar's Digital Topographic Database. To this end, a
book entitled 'National GIS Database Specifcations and Data Dictionary - Topographic' was
published and a highly automated digital map monitoring system was implemented both of
which enabled the creation of a highly accurate, fully functional digital topographic database.
Subsequently, CGIS has worked with each agency that has implemented GIS to provide
guidance and advice on how to develop specifcations and data dictionaries suitable for
their respective disciplines in order to ensure they are not only suitable for each agency's
applications, but also compatible with the specifcations and standards of all other agencies.
This effort has led to the development of a volume set of National GIS database specifcations
and data dictionaries consisting of the number of agencies.
The purpose of these data dictionaries is to clearly defne, for each agency, the kind of data
that is included in its database, what each data item is called, how the data is assembled
and structured, how accurate it is, and so on. The process has ensured that every data
item used by each agency is identifed and that only one agency is made responsible for
collecting, maintaining and sharing with others, a specifc data item. Not only has this served
to standardize and streamline data collection, data entry, data management, and other
procedures but it has minimized redundancy and its use has considerably improved quality
assurance, communication, feld service, inventory maintenance, programming and a variety
of other associated activities.

Geodetic network
The Centre for GIS is the custodian of Qatar's geodetic network which consists of
approximately 6,000 horizontal control survey monuments and 4,500 vertical control survey
stations distributed throughout the country. These monuments are used by a variety of
disciplines, in order to achieve a much higher level of positional accuracy in the surveys, maps,
plans and other spatial products they produce than would otherwise be possible.
It is this geodetic network that provides the accurate framework upon which Qatar's digital
base maps, Orthoimagery and digital elevation model are structured. The Centre for GIS has
accurately defned The Qatar National Datum (QND95) and provides exact transformation
parameters between QND95 and WGS84 and vice versa.
QCORS network
With the technical advancement in the feld of satellite navigation systems such as Global
Positioning System (GPS), survey activities around the world have changed and improved
tremendously. To cater for the growing need of various entities such as real-time support for
survey and mapping, search and rescue, emergency, feet management, scientifc research,
automatic machine control system, aircraft navigation systems, precision landing system, etc;
a network of Continuously Operating Reference Stations (CORS) was established by The
Centre for GIS.
QCORS is a Coordinated Network of 9 Reference Stations distributed throughout the
country that can provide Global Navigation Satellite System (GNSS) carrier phase and
code range measurements in support of 3-dimensional positioning activities throughout the
country which are an improvement of classical GNSS positioning done with a pair of GNSS
receivers (commonly referred to as GPS). The result is Survey class (cm level accuracy) or
Mapping class (decimeter accuracy) accuracies with greater consistency over the whole
country. A Web-based application provides effcient and secure access to data for post
processing.

Digital Topographic Database
Qatar's
Qatar's Digital Topographic Database is complete and comprehensive. Generally
speaking it is a computerized, extremely accurate representation of all stationary
features, both natural and man made that can be seen on Qatar's landscape.
All data in the Digital Topographic Database is structured in accordance with
National GIS Database Specifcations and Data Dictionary - Topographic Volume
I. These data are on-line in a read only mode, around the clock, to all users linked
by GISnet to The Centre for GIS. The latest database and application development
environment are adopted.
The Digital Topographic Database is comprised of four separate components which
have been designed and developed to meet all known GIS application needs of
government.
The frst component, the Digital Topographic Base Maps are up-to-date, digital
vector maps which are used by a variety of government agencies as a base on
which to superimpose their own thematic information. This in turn has simplifed the
subsequent correlation of any of these themes since they are positionally referenced
to the same map base.

The second component of the Digital Topographic Database is a high
precision, Digital Elevation Model (DEM), which is comprised of a series
of points on the earths surface for which the elevation is known.
DEMs have seen a wide variety of uses in Qatar, including: the generation
of contours; the compilation of Orthoimagery; the production of cross
sections, the creation of three dimensional wire mesh drawings of the
terrain, the computation of cut and fll volumes, and the design of roads
and pipelines. They are particularly suited to preliminary planning of
transmission lines and telecommunication networks where intervisibility
between adjacent towers is critical.
The third component of Qatar's Digital Topographic Database is
Orthoimagery. Color digital orthoimages are scale corrected pictorial
maps produced from aerial photographs which are rectifed and
reconstructed removing distortion created by terrain. The resultant
image resembles an aerial photograph, but is a computer manipulated
image in true map projection form.
Because of its high resolution, the amount of detail it contains, and the
fact it is on-line to all users, Orthoimagery has found a wide variety
of applications in Qatar including: strategic planning; layout and design;
inventory management and display; and as a backdrop for overlaying
underground services and other thematic data.
The fourth component are high resolution satellite imagery and four-
directional oblique aerial imagery. Satellite imagery are acquired and
regularly updated by The Centre for GIS while oblique imagery are very
useful for viewing building facades and are rendered over the 3D building
models to create a realistic model with a high level of detail (LOD).
CGIS also maintains and updates Qatars geographic names and landmarks
database.

Regional Training
Recognizing the ongoing need for qualifed GIS technicians and managers throughout
government, The Centre for GIS has implemented a comprehensive training program,
which provides beginning, intermediate and advanced courses in all aspects of GIS
operation and management.
Our modern training facilities consist of training halls with advanced audiovisual
facilities and other equipment, a conference room and a specialized GIS library that
carries Video tapes, Maps and periodicals in addition to several book titles
The Centre for GIS has adopted a modular approach to training, allowing staff to attain
a certain level of profciency and then practice and develop those skills before moving
on to more advanced classes.
In addition to holding regularly scheduled classes, CGIS regional training sponsors
seminars, workshops and special training courses
The development of the curriculum is ongoing and courses can range in length from a
few days to several months, depending on the needs of the trainees and their agencies.
As a result of the world renowned position held by Qatar's GIS, The Centre for
GIS reached an agreement with Environmental Systems Research Institute (ESRI) to
establish an authorized regional training program.

Examples of

CGIS is focusing on delivering its services to the public through the web.. A web portal
was created by The Centre for GIS aiming to become a comprehensive reference for a
wide range of electronic mapping services which are going to be added consecutively.
The portal adopted the latest GIS technologies in an elegant and simple interface with
a target to provide users with the tools and information they need to publish web
accessible maps and apps using mapping APIs.
As for providing electronic mapping services, CGIS had started moving towards the
web services model by providing services to organizations and eligible companies. The
services are tailored according to each agencys requirements where an agency can use
these services to support a wide variety of mapping applications, either on the Web
or on its local network..

One of the tracks used by The Centre for GIS to utilize web services is developing and
delivering mobile applications, the frst of which was Al Murshid.
Al Murshid provides several useful functions through a simple interface in both
Arabic and English. Functions include locating any of the 6000+ landmarks collected
and maintained by CGIS. Landmarks could be Government agencies, establishments,
hotels, restaurants, etc. The app also searches for and maps QARS addresses, geographic
names or personal favorite spots.
Users can use the Near By function to perform spatial queries such as listing all high
schools within 1 Km radius from the current location or from a specifc landmark with
distances marked next to each school found.
Al Murshid provides routing functions between two or more points with turn-by-
turn instructions and distances/time for each road segment. The app displays maps with
high quality aerial/satellite images and is available for free download.
CGIS is working on other useful apps and for more platforms in the near future.
Mobile Apps & Services

Qatar had adopted a property identifcation system named Qatar Area
Referencing System (QARS) several years ago. Buildings were identifed
with a unique number and utilities agencies /companies like Electricity,
Water and Telecommunications were placing their own identifcation
numbers on buildings for their daily routine activities. Consequently
there was redundancy of work and no integration between QARS
number and the other utilities numbers.
In order to cater for the planning requirements as well as coming up
with a geo-coding system, CGIS undertook revising and enhancing the
Qatar Area Referencing System project. A comprehensive database was
created serving the requirements of all concerned agencies in Qatar by
using GIS to link a QARS number (the combination of building, street and
zone numbers) with the geographic location of the house number plate
and the numbers from other agencies. The implementation included:
1. Conducting a feld survey of all properties in the country.
2. Using GIS software to Issue new building numbers based on feld
survey data and according to a reference guide CGIS had compiled for
issuing numbers in accordance with the updated planning regulations.
3. Installation of new anodized aluminum plates that show street, zone
and building number. The plates are embedded with an UHF RFID tag.
Authorized personnel can wirelessly fetch QARS, Electricity, Water,
QTEL and PIN numbers through PDAs equipped with a custom made
software.
The project has created a great deal of enthusiasm and potential for a
wide range of practical applications in Qatar. Applications that will take
advantage of the wealth of information resulting from the project include
municipalities, water, electricity, drainage, routing, telecommunications,
emergency, statistics, education, postal and delivery services.

Qatar Area Referencing System

The Land & Survey department in the Ministry of Municipality & Urban Planning (MMUP) specializes
in the provision of residential plots to the eligible citizens and keeps records of lands allocated for
housing and private grants, princely donations etc. The department creates an ownership database
of lands and the land cadastre, updating and managing them, providing the necessary data and
information to the competent authorities in the state, making of land cadastre and real estate
throughout the State. The Department is consisted of the three sections- i. Land Allocation Section,
ii. General Survey Section, and iii. Land Information Section.
Land & Survey department is the premier agency in Qatar and the backbone of Qatar Nationwide
GIS since its inception in 1992. The department makes extensive use of GIS in many areas dealing
with land cadastre. Using the state of-art GIS technology it manages the lands information system
database. The major functions include development and updating of the land information system and
the inputs, providing of real estate charts on the State regional map, analyzing the information of the
streets names, numbering of buildings, service lines and the borders of regions and municipalities and
cities, analyze information of licensed and exploited lands by the users and the competent authorities
and training staff of public space on using programs of GIS. LIS is the main agency application with
different modules integrated.
Land Info system (LIS)
The application LIS is developed using dot Net with ArcGIS 10.x. The basic functionalities of the
application include map creation and printing like Street Maps, Policy Plan Map, Plan Map and Plan
Plot. The administrator can set the username and password and also different permission through
this application. More than 400 employees of MMUP are using this application in their day to day
work. About 15 users do the daily updation of Land Parcels, Policy Plan, Administrative boundaries,
Street Names, Street Numbers etc. using this application.
Lands & Survey Department

QSA is the National Statistical agency for the State of Qatar and authentic
source of all offcial statistical data and operations in the country. QSA
mission includes satisfying user needs for quality statistics; furnishing the offcial
reference fgures on the social, demographic, economic and environmental
conditions; harmonizing, standardizing and coordinating the statistical activities
and promote statistical literacy in the country
GIS is used for almost two decades in Qatar Statistics (QSA). It has been
a premier agency of the Qatar Nationwide GIS setup in 1992. GIS is used
in QSA in all the stages of statistical operations starting from planning and
preparing for a census and survey to data collection and monitoring feld
work, data processing, analysis and dissemination to the users in different
ways.
Factors that make QSA-GIS special may include accessing all type of
Geographic Information needed for statistical operations including Maps, GPS
Coordinates, Ortho and Satellite Images on-line from different Government
and Semi- Government agencies through Qatars GISnet; and further on-line
dissemination to the agencies for their analysis and interpretation of statistics.
QSA-GIS continuously looks for updates and development that are taking
place in the feld of GIS and updating its GIS systems and applications with
the support of the Qatars Centre for GIS. Towards satisfying data users needs
QSA has so far produced three atlases portraying countrys geographic and
socio-economic profle during the past two decades.
One of the QSA GIS applications is the Geo-Statistical Application (GSA)
widely used by the data producers and users in the country.

Geo-Statistics Application (GSA)

GSA is an ArcGIS server based Web Application developed for GIS and Non-GIS users of Socio-
Economic and Demographic Data and also to facilitate the conduct of Census and other Socio-
economic Surveys in Qatar. The application is developed using ArcGIS Silverlight API 4.0 and MS
Visual Studio 2010 and is bilingual in Arabic and English.
Features:
General- includes base geographic information- Topographic features, Satellite image, Administrative
areas, Road and Street network, Addresses, Place names and Landmarks.
Thematic- Socio-economic and Demographic Themes representation at selected census geography
level using chloropleth (color map) mapping techniques; Diagrammatic representation through pie
and bars on map; Displaying theme table; Exporting map as PDF and Table as an excel sheet besides
printing of documents.
Query & Display to locate an address with Plot, Street and Zone Numbers. One can also locate
a Landmark or a street along with relevant geographic information to carry out the enumeration
work. The census supervisor or surveyor can also query location of his charge area Census Block or
Zone and overlay necessary geographic information required to carry out the survey.

Statistics Authority (QSA)

Ministry of Interiors main functions and missions include providing
peace and security and organizing police forces guaranteeing the
protection of national security and maintaining safety and security
of nationals and expatriates as well along with taking all necessary
measures to prevent the happenings of crimes and disclosing the
secrets of committed crimes in addition to taking care of nationality
related affairs, issuing travel documents, organizing expatriates
entry to the country and their residence and organizing the
prison. Towards this mission, MOI has passion to provide the latest
technologies to improve the working environment overall and
support decision makers with the proper data and tools. MOI is
the premier agency in Qatar Nationwide GIS since 1992.Some of
GIS Applications available in MOI include-
Emergency Response System (Call taker)
The application enables the call taker of 999 incidents to locate the
location directly or by using the search tools.
AVL and Command Aided Dispatching (CAD)
Allows the operation room to track the vehicles and patrols and
send the mission to them through MDT.
Resource Geo Manager
Used for manipulating the departments assets and resources.
360 Camera
Application exploring GIS reality data, which is recorded by 360
degree cameras.
Traffc Geo Manager
This system enables the users to view the maps of streets and their
other elements, like the closed streets and all constructions along
side streets.

In collaboration with the Center for GIS at the Ministry of Municipality
and urban planning, Hukoomi Qatars e-government portal has
developed an application service that utilizes GIS technology to
show the location of landmarks in Qatar. Users may learn more
about this service by visiting this page on Hukoomi:http://portal.

The service is for the public use, which allows users to access the
latest maps of Qatar and its geographic data. The Center for GIS is
responsible for updating the software in which updates users with
satellite maps, aerial photographs and vector data on the state of
Qatar.

Qatar RERD GIS Project
The Qatar Real Estate Registration Department is the only department authorized to maintain the
land cadastre. As urban development rapidly expanded, the total number of parcels multiplied. To
avoid problems for the landowners, public planning, and civil service, more attention has been given
to land recording and management. As a result, in 1994 RERD started a GIS based project named a
Real Estate Geographic Information System project (REGIS). The objective of this successful project
is to overcome all the problems related to the land management.
The project contains deferent transaction for:

The ministry of environment is striving to achieve several goals,
most importantly, protecting the environment through inclusive
and sustainable growth for future generation to achieve the vision
of 2030. Reaching the vision would be through wildlife growth,
preparing and proposing laws, projects and suitable solutions for
all environmental issues, implementing them by training Qatari
nationals in implementation of environmental protocols, as well as
environmental awareness.
The GIS Section (Environment GIS) of the IT Department plays
a pivotal role in capturing , registering and distributing spatial data;
in developing highly analytical and scientifc applications that help
knowledge sharing, decision support and decision making. All this is
backed with an excellent Nation-wide GIS Network in Qatar. Some
of the GIS applications in the Ministry of Environment include:
ESAMS
ESAMS is a fully functional analytical tool that gives a qualitative
and quantitative assessment of any selected site. Given only the
geographic coordinates of the site and the radius of infuence that
the proposed activity on the site might have, the system, besides
showing the site location on a map, it generates an automated
report about whether the site lies on suitable, moderately suitable
or unsuitable area. It includes information on nearest place, road,
and enumerates all the geographic features that are important
in arriving at a decision on granting permission for the proposed
activity.
Qatar Environmental Map
QATAR ENVIRONMENTAL MAP is a web-based GIS Application
that will provide a complete solution for Spatial Data Management
as well as delivering the data to citizens in form of simple,
understandable information enriched with multimedia content
and descriptions. The Data Management Component shall put all
the relevant data of a respective department at command of their
fngertips allowing them to manage and allow intra-departmental

and inter-departmental sharing and distribution of data. Data
entry will be as much from the desktops as from the hand-held
devices directly from the feld such that the data is loaded onto
databases and made available for Managers to view, analyze and
generate reports in real time. Further ahead, the application will
showcase all the spatial information, rich in attribute data and
charts and graphs for decision makersand regulators for various
departments like Monitoring department, Environmental Impact
Assessment Department, Environmental Protection department,
Wildlife and Biodiversity department etc. The application will
serve as a window to environmental information to the citizens.
The data on environmental factor variables depicting Marine
environment, ambient air quality, groundwater, ionic radiation shall
bepresented as easily understandable indicators represented
by color codes. Environmentally sensitive features will be will be
spatially represented by appropriate pictures, videos and textually
described to help people understand them better.

A state-owned corporation established in 1974, is responsible for all
phases of the oil and gas industry in Qatar. The principal activities of
Qatar Petroleum and its subsidiaries and joint ventures cover exploration,
drilling and production operations, transport, storage, marketing and
sale of crude oil, natural gas liquids, liquefed natural gas, gas-to-liquids,
refned products, petrochemicals and fertilizers, and helicopter and
fnancial services.
QP had realized the signifcance of geo-spatial technology in achieving
its objectives. Planning facilities and routing pipelines within geographic
constraints of subkhas, sand dunes and hills amidst ubiquitous and rapid
massive infrastructure development that Qatar has witnessed in the past
decade while keeping safe buffers would not have been possible without
GIS.
Pipeline Integrity Management System
The State of the art Geodatabase based on ArcGIS Pipeline Data
Model (APDM) consolidates facility data, inspection data and feature /
integrity assessment results under a single repository. The geodatabase
also serves as a central source for historic and current integrity data of
multiple pipeline systems for future analysis and integrity planning. A
GIS interface facilitates visualizing geographic pattern of anomalies in
the context of surrounding environment which has helped in identifying
probable environmental factors that are contributing to pipeline defects.
Pipeline Maintenance Management System
(PMMS):
Pipeline Maintenance Management System (PMMS) is a custom solution
to create and visualize pipeline maintenance work orders. This application
utilizes synergy of GIS and SAP two major corporate systems.
PMMS helps feld crew to ascertain and select the fault location
identifed in the feld on a GIS interface and raise maintenance work
orders. Visualizing the proposed site for maintenance helps maintenance
personnel to predict possible cause of faults and to plan maintenance
activities.

GIS Based Spatial Utility Networks
QP operational areas are characterized by myriad of pipelines and
cables running between process units, tank farms and fences. Locating
new facilities, maintaining the existing ones and issuing work permits
require up-to-date information about location of these facilities. Using
the geospatial networks of various utility and process networks, enables
QP engineers to visualize all the networks in the geographic context
which in turn allows better decision making and faster response during
emergencies.
GIS Integration with e-Permit-to-Work System
The approval to Proceed (ATP) system was developed to ensure
that all work to be performed in QP common areas is approved by
the Operating Authority prior to its commencement and it is to be
conducted in a safe, coordinated and controlled manner. This system is
well integrated with GIS which provides location based information and
eliminates time-consuming paper work by allowing users to apply for an
ATP anytime, anywhere through the internet. The system also introduces
greater transparency and accountability to the workfow and approval
process within QP departments.
Emergency Medical Services Locator
Mesaieed Industrial City (MIC) Medical Centres Emergency Medical
Services (EMS) staff make use of the custom GIS Locator to query
locations of Buildings/structures, Site clinics, MIC Lease lots, roundabouts,
and port locations relative to the Medical Centres location by fashing
both entities. It also includes querying the pipeline stations (with the
same fashing functionality) which are outside the jurisdiction of MIC.
Marine GIS
Provides Marine Geographic Information Solutions trough web-based
GIS, supporting decision making in the Marine Environment and Coastal
Zone. The application enables users to visualize QP offshore data
overlaid with navigation chart data, (Seazone Hydrospatial data, marine
data engineered and maintained from raw material from hydrographic
offces and other data agencies).

Qatar General Electricity and Water Corporation KAHRAMAA has
the privilege of being the sole transmission and distribution system
owner and operator (TDSOO) for the electricity and water sector in
Qatar. KAHRAMAA maintains a water infrastructure consisting of 6,767
Km of Water pipeline networks with 29 Storage Reservoirs having total
capacity of 641.5 MIG. In the Electricity distribution sector KAHRAMAA
operates with 218 primary high voltage substations connected by a total
of 1,035 Km of Primary Overhead Transmission Lines and 5,919 Km of
underground Transmission networks. The network is coupled with 12,285
Medium voltage substations (11 kV) and more than 9,700 kilometers of
cable lines.
KAHRAMAA (KM) has adopted the GIS Technology with a long time
vision of bringing in all the Spatial data into one comprehensive system
which was initiated by the Centre for GIS as part of a Social GIS vision of
the then Minister for Municipal Affairs. KAHRAMAA GIS implementation
was initiated in year 1994 after the comprehensive study conducted at The
Centre for GIS.

Ashghal is the Public Works Authority for Qatar, responsible for the planning,
design, procurement, construction, delivery, and asset management of all
infrastructure projects and public buildings of national importance in the
country. Ashghals GIS vision is to develop and deliver the most updated
and highest infrastructure data to all stakeholders, providing world class
engineering and GIS services that automate business processes of the
organization.
Ashghal GIS plays an important role in agency decision support system
by converting data into information, setting standards & specifcations,
ensuring reliability and accuracy of data, its integration, updating, storage
and retrieval managed through a centralized repository. GIS further
helps building 3D enabled engineering infrastructure data for analysis and
coordinates with other agencies in the country integrating the information
for public works and planning..
Some of the Ashghal GIS applications developed and functional currently

Spatially Integrated Document Management System
This Location Intelligent Documents system is primarily based on ESRI
ArcGIS technology and gives a unifed & single web based environment for
managing & accessing project documents & project GIS data. The user can
directly view and access all spatial information associated with a selected
document matching a text search in a table and allow users to locate them
on the map. One can overlay AutoCAD drawings on top of GIS map
(geo-referenced), allowing users to trace the polygon from the fle itself,
with the possibility to apply this to dwg and zip fles. The application has an
embedded document identify tool that enables to see the documents tied
to it besides viewing document properties in a table with Secured Access
Remote Document Cabinet (Solo).
MOAZANAH- Capital Projects Request Management
System (CAPRMS)
This GIS enabled e-Government system is a unifed and single web
based environment for submission, estimating, coordinating, processing &
preparation of capital projects. The application developed primarily using

Application, Approval, Permitting, Alerts and Mapping facilities. The key

benefts of GIS frst-hand, Qtel automated all drawings of its copper
network into electronic format and at the same time trained its staff in GIS.
Today, Qatar Telecom is one of the leading telecom companies to have
implemented GIS technology in their business for better and faster customer
service. Qtel GIS applications have supported companys growth in myriad
of ways, for example using GIS Qtel staff today can quickly develop a plan
for diverting part of the network, in cases of road construction or other
activity being taking place and affecting the existing infrastructure.
TEAMS (Telecommunication Access Network
Management System)
The application initially built on ESRITM platform using ArcView 3.2 and
later upgraded using Application Network Engineer (NE) developed by
Ericsson.
Local Access Network Planner in Qtel started using GIS Application
Network Engineer (NE) TEAMS9.0 for their Access local network
planning. Business workfow was built in the system which allowed the area
Engineers and Head of section to approval the work orders in this system.
This enabled to get rid of the paper maps being send across to various
department replaced by the digital maps prepared in the GIS system. The
system has three tier architecture having enterprise Geo-database. At
present there are 65 concurrent in edit session. The system is interfaced to
corporate logical network database and Work order Estimation system.
There are many user friendly customized tools built for the end users and

the power users. These tools enable them to get quick result in their day-
to-day routine work of network planning or locating any access network
elements with click of a button. There are customized reports which enable
the maintenance Engineer to go the location using GPS he can navigate to
the Qtel network element using this report.
Qtel Web Viewer
This web based viewer is based on ARCGIS Server 9.2 technology with
many important functionalities par with the desktop TEAMS GIS application.
Many of the QTel end users are migrated to the web viewer application.
This application is not limited to query along but has the capability of
opening version work order. Once the work order is open it buffer the
area of work order and demarks the work area with a virtual polygon to
show the user the area of work done on that work order. With the server
technology implemented the web viewer it has highest no of hits within
Qtel is currently being used by more than 100 to 150 technical staff in
Access network for their day-to-day work to take out work prints. This
application enables any remote offce user in Qtel to make decision based
on latest information being queried from the central repository for better
decision making.

Qatar Rail has made extensive use of GIS technology throughout its short
history to support the establishment of a USD $40 billion integrated
world-class railway system in the next ten years. The agency uses to
support numerous operations including land acquisition, public approvals,
alignment design, logistics and visualization.
Applications, both desktop and mobile based, have been implemented
using a combination of open source technology such as Geoserver, PostGIS
, Leafet and Tilemill alongside proprietary packages such as ArcGIS Server
and ArcSDE.
GIS has been heavily promoted throughout the organization and has the
enthusiastic support of the CEO. Consequently, GIS is now regarded as
indispensible technology as Qatar Rail moves forward to the construction
phase of the project.
Qatar Rail NOC Management System
The Qatar Rail NOC Management System is a secure, browser-based
system used to view the locations of hundreds of non-objection certifcates
that the organization issues to land owners. The system allows staff to
quickly locate a parcel by typing in its PIN (parcel identifcation number)
and to then view its NOC status by clicking on the marker. The user
is then able to immediately view all incoming and outgoing documents
associated with the parcel. The system was developed using open source
technology including PostGIS/PostgreSQL for database management,
TileMill to generate the tiles, and the Leafet mapping framework for the
web client. The system is fully responsive and seamlessly adapts itself to
mobile platforms. Notable features of the system include:

Display of corporate geospatial datasets using WMS

Number. (Schools near to their residence)
This System is integrated with MOI, School Management System and School
Positioning System. Various Checks and rules are implemented in system
to ensure integrity and avoid registration error. Screens are designed using
predictive model so parents fnd it easy to use.
