______________________ Chai r ' s Cor ner By Ed Barrett This is my last column as your Chicago Section Chair. It has been my privilege to work with the Executive Committee on your behalf and I would like to take the opportunity to thank them for their support and work. I've tried to keep you updated on our activities throughout the year with the Chair's Corner. A year ago the section adopted a number of goals and we did reasonably well. A quick review of section accomplishments against the goals follows:
Plan a Technical Conference - 2014 IEEE-Chicago Section Symposium & Exhibition 11/06/2014 Plan and execute three PACE Meetings - Sponsored two section workshops Support and participate in at least one history recognition ceremony - Shure IEEE Milestone Membership Goals - membership stable and a Senior Member elevation event resulting in 35 new members Engage Student Members - Participated in student activities and new student branch in the Section Active Entities - Reactivated the Computer Society Chapter Industry Relations - continue to be active with trade shows and job posting on the Section Website. J uly 1st, the Executive Committee officers change and we will continue to have an experienced leadership team consisting of Vickie Peters as Chair, David Richardson as Vice Chair, Bob Hofmann as Treasurer, and Sharan Kalwani as Secretary. Many others have agreed to continue in other section leadership positions. The Executive Committee Members and roles for 2014/2015 are elsewhere in the newsletter. Thanks to each of you for agreeing to serve the section for the next year.
I encourage our section members to consider joining us in a volunteer capacity. Experience isn't necessary and IEEE will give you an opportunity to strengthen or develop your leadership skills as well as provide networking with your colleagues. Please feel free to contact me or any member of the Executive Committee to get involved.

EMC Mi ni -Symposi um Some 17 or so years ago, the IEEE-Chicago Section's Chapter of the Electromagnetic Compatibility (EMC) Society recognized that although there was an active EMC Society present locally, the area did not have any EMC-specific shows. Even with an annual International Symposium, most local people were unable to attend due to budget, calendar, etc... A close group got together and started what eventually became the annual EMC-Mini Symposium. It is interesting to note, that same core group of volunteers have served on the IEEE-Chicago Section's Chapter of the EMC Board of Directors for over 20 years. Through their efforts, two International IEEE EMC Symposiums have been hosted through Chicago.
On May 6th, the IEEE-Chicago Section's Chapter of the EMC Society hosted the 16th Annual Mini-Symposium. Hosted at the Itasca Country Club, attendees were treated to a full exhibit hall, numerous lectures, and vibrant discussion.
This year's event included presentations on: "Fundamentals of EMC" Tom Braxton "Human Factors" Bob Hofmann "Hands-On Experience" LouAnn Devine "VAC Nanocrystalline Components-The EMI Solution" Steve Hall Professional Engineers were able to earn four Professional Development Hour (PDH) credits for attending. Along with a tabletop show and numerous attendees, the IEEE-Chicago Section's EMC Mini-Symposium remains a can't miss event as well as a great value for continuing education.
There were over 20 tabletop exhibitors on hand sharing their knowledge with the Professional Engineers in attendance.
Frank Krozel, Chair of the event, and his committee enjoy, "creating a venue where discussion on EMI/EMC principles can occur with other industry professionals." Frank goes out of his way to recognize the many volunteers who make the annual event a success.

Over 2,000 workers are sent to burn centers annually with related burn injuries. Often these accidents are the result of an accidental arc flash experienced by an employee working on or around energized equipment, NFPA 70E provides practical guidelines for safe working areas relative to the hazards arising from the use of electricity.
Dave Dini is a Research Engineer and Corporate Fellow of the Underwriters Laboratories (UL). He has 40 years experience at UL, with special research interests including technology for electrical safety in the home and workplace. He currently serves as Chairman of the NFPA 70E Technical Committee for Electrical Safety in the Workplace. Mr. Dini also serves as a member of an NFPA NEC Code Making Panel and a principal member of the technical committee for the NFPA 73 Standard for Electrical Inspections for Existing Dwellings. Dave is a Senior Member of IEEE and a registered professional engineer in the State of Illinois, and a Charter Member of the IEEE Product Safety Engineering Society.
The Chicago PSES is a forum for Product Safety Professionals from all Industries to network with peers and enhance their skills while also providing Product Safety outreach to engineers, students, and others with an interest in the field.

EMC, EMI , What , Why, and Whi c h Engi neer i ng Rul es t o Appl y The IEEE-Chicago Section's Chicago/Rockford Consultant's Network hosted Richard Gillette, P.E. who presented on Electromagnetic Compatibility (EMC) and Electromagnetic Interference (EMI). Mr. Gillette's presentation covered the topic from introduction through verification, with emphasis on engineering design rules. Targeted at EMI/EMC practitioners of all experience levels, students from throughout the Section were encouraged to attend, as was anyone who missed the EMC's Mini-Symposium in early May.
Mr. Gillette holds a Bachelor's of Science in Electronic Engineering (BSEE) from the Illinois Institute of Technology, a Masters of Business Administration from Loyola University Chicago, and is a Licensed Professional Engineer in Illinois. Mr. Gillette's experience includes stops in production, as a technician, foreman, and sustaining engineer. He started his career at Hallicrafters in the design of radar countermeasures receivers. Mr. Gillette has hands on experience in designing many military ECM systems achieving MIL-STD-461, "Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipments."
Retired from Northrop Grumman with 30 years of service, Richard serves as President of RF Gillette, Inc. where he works part time as a consultant. Mr. Gillette is an IEEE Life Senior Member, Charter Member of the IEEE Houston Consultants Network, and Director Emeritus of the IEEE-Chicago/Rockford Consultant's Network.

I EC 61850 Smart Grid is a hot topic these days, but how is it put into practice? With a technical revolution taking place in substation development, it is imperative that the industry embraces the inevitable, IEC 61850. J im Toepper has 18 years of data communications experience, 11 of which are focused in the industrial automation space. During this time, he has written articles for Automation World and Control Engineering magazine. Recently, J im wrote a whitepaper on cyber security for critical control systems. J im's most recent role is focused on Business Development in the power market. Throughout his career, J im has worked at US Robotics, 3Com, Digi International, and Moxa.
Recently, there has been a vast improvement in networking technology that changes the dynamics of what is possible for power system automation in the substation. Technologies such as switched Ethernet, TCP/IP, high-speed Wide Area Networks, and high-performance low-cost computers are providing capabilities far beyond what was available during the design of many legacy substation automation protocols.
IEC 61850 is an important new international standard for substation automation that will have a very significant impact on how electric power systems are designed and built. Mr. Toepper focused on a high level of 61850, including the protocol, certification, and mindset. He also shared insight into the networking and communications substation in relation to 61850 as well as common attributes to existing standards.
Legacy substation automation protocols and architectures typically provide basic functionality for power system automation and are designed to accommodate the technical limitations of the networking technology available for implementation.
As part of the International Electrotechnical Commission's (IEC) Technical Committee 57 (TC57) Architecture for Electric Power Systems, the model-driven approach requires a new way of thinking. The resulting automation will result in significant cost and performance improvements in power systems.
