In the year 2000 National Statistics office Survey (NSO) the population is only 6,338 with a total number of 1,408 households. Today Barangay Lumbo has 24 puroks with atotal number of population of 12,600 in latest 2010 national statistics office survey (need to be clarified, its 2014 now).
Physical features Geographic location Barangay Lumbo is bounded in the North by Barangay Poblacion of Valencia, on the east by the pulangui river (Rio Grande de Mindanao) on the west Barangay Barobo and on the South by the Central Mindanao University (CMU) Barangay Dologon Maramag Bukidnon. Barangay Lumbo has a total land area of Two Thousand Seven Hundred Twenty two (2,722) hectares more or less, with 27% hilly.forestalls, 22% Lowlands, 5% plains.
Infrastructure Utilities and Facilities Utilities Natural Resource Management The Barangay Government is actively participating the clean and green program especially in tree planting and growing. The barangay started to develop Forest Tree Park areas located at Purok 1 Lumbo. Waste Management Proposal The Material Recovery Facility (MRF) is established within the Barangay Hall premises. Waste segregation and volume control are implemented through trainings of every Purok leaders and orientation of the people during General assembly which is conducted twice a year. Construction of concrete drainage and culverts was put up to selected puroks.
Social services Health and nutrition The items of these area are organized such as the Barangay Nutrition Scholar, Barangay Physical Fitness, and Sports Development, Barangay Health Emergency Response teams and the Barangay Health Workers (BHW). Health and nutrition facilities, access of potable water supply, health and nutrition programs are fully implemented except in ew born screening. Blood letting and Medical Mission (ibot ngipon and tuli) are conducted every year. Purchase of medicine worth fourty thousand (P 40,000) Pesos every year is implemented for indigents. The Barangay has its own vehicle, lying- in and Barangay health station. Education and Culture Barangay Lumbo has three (3) complete public Elementary Schools located in different strategic locations namely: Lumbo Elementary School, Liloan Elemantary School and the Sinalayan Elementary School. Aside from this Elementary Schools the Barangay under the supervision of the City Social Welfare Development Office (CSWDO) has six (6) Daycare Centers in different locations. There are also private Daycares, Elementary Schools operated by the religious group. The Barangay Government under the leadership of Punong Barangay CICERO AUGUSTUS H. CATARATA in cooperation with the Department of Education has also a special education program for out of school youths which is the ALTERNATIVE LEARNING SYSTEM (ALS). ECONOMIC STRUCTURE Agriculture and fisheries Development Barangay Government supports Agricultural services by providing multi- purpose pavement in every Purok, distribution of corn seeds, rice seeds and vegetables seedling for indigent farmers. Livestock and poultry dispersal was also given to the parents with malnourished children. In fishery development, the Barangay Government had develop their fishpond but was washed out during heavy rainy season. Entrepreneurship, business and industry Promotion The Barangay Government had established and promote RICEBROWNIES as their one Barangay One Product (OBOP), Tindahan and Botika sa Barangay and the small loans assistance.

Mission It is our commitment to our fellow Lumboanons; (1) to ensure that infrastructure, basic and social services will be delivered to the people and to the remotest Purok in the Barangay; (2) to uplift the lives of the people especially the poorest among the poor and the underpriveledge; and (3) to provide and promote education, peace. Security and livelihood to our people.
Goals, Objectives and Strategies Goal Rationalize the physical development of the Barangay thru optimum utilization of natural resources to ensure an effective and efficient socio economic development. Goals Natural resources Agriculture -Vigorous agriculture maintain a strong and vigorous Agriculture base well into the future - Encourage the retention of quality Agriculture lands for Agricultural purposes Conservation - Encourage protection of each important landscape that existed in the Barangay. Public land - The public land of Barangay Lumbo should be managed, protected and preserve in the best interest of the public to enhance economic base. Water resources - Maintain , protect and improve the quality of the river resource through active management, monitoring and protection. Drainage - To administer the maintenance of the public drainage system ECONOMY Commercial / industrial development - Assist and encourage economic growth and job creation across all sectors of the Barangay, by expanding and diversifying job opportunities and income growth. Residential development - Ensure the orderly development of a full range of housing option that does not despoil the amnesties of scenery and open space, does not diminish more than necessary rural land uses such as Agriculture and forestry and is, to the extent possible, integrated with ordely expansion of existing cities. Sense of community - Strive to maintain a strong sense of community, such as sense of family and feeling of safety when developing goals and policies that affect children, schools, other communities base organization, medical care and emergency services.
Objectives Provide spatial directions for the strategic locations of sustainable socio economic growth. Strategies 1. Identify future expansion areas for settlements and agricultural developments. 2. Develop a comprehensive land use plan as the Barangay blueprint for the future.
Land use plan The land use plan for Barangay Lumbo enables the communities to guide the future development and adopt ordinances and other official actions to implement the plan. Built up areas/ settlement sites The existing settlements sites of Barangay shall increase by 25% to accommodate the projected increase in population. The various Purok that consist the Barangay will occupy the area 884.65 hectares or 32.50 % of the total built up areas. Purok 2 has the biggest area of 159.24 hectares. In contrast, purok 14 will cover the smallest built up area of 44.23 hectares.
Agricultural lands The agricultural lands will decrease by 9.42 % (1701.25 hectares) due to the shifting to agro- industrial uses, built up areas and settlements in general. The Barangay could still maintain or even increase their agricultural production by planting high yielding crop varieties.
Utilities and other Land uses The remaining 136.10 hectares of the total Barangay areas are shared by utilities and other non agricultural uses such as waste disposal and natural resources. SUMMARY AND RECCOMENDATION The comphrehansive land use plan (CLUP) is intended to guide the utilization of Barangay Lumbos land resources. It forms part of the effort intended to achieve the vision for the Barangay as formulated by its constituents. The CLUP provides the spatial framework for the over all development of the Barangay. The plan seeks to encourage a strong commercial agricultural base by recommending enhanced zoning controls to protect these existing land uses, increased densities of residential development permitted around the Barangay, better coordination of land use changes and continued economic development by expanding and diversifying job opportunities and income growth. The Action Plan DEVELOPMENT OF LAND USE MAJOR RULES FOR THE FUTURE AGRICULTURE - ensuring people participation and promoting human resources development for sustainable Agriculture - improving farm production and farming system through diversification of farm and non farm employnment and infrastructure development. - maintaining and improving the capacity of the higher potential agricultural lands to support an expanding population - land resource planning information and education CONSERVATION Strengthen the reforestation programme and built open space as recreational area. - Identify crucial areas for agricultural production for conservation PUBLIC LAND - Financial Budget for the enhancement and development of public land - Develop recreational like tourism spot WATER RESOURCES - Discourage excessive use of synthetic chemical for it will cause contamination to the underground water. Promote plants that serve as buffer for toxic substance(e.g. Calla- lily) - Budget for the Establishment of irrigation in eacg river as source of income in Barangay and for enough water to everyone. DRAINAGE - Basins and ponds that can hold excess water after rain and that allow controlled discharge which avoids flooding - big and clean canals must be one of the priorities in Barangay, COMMERCIAL/ INDUSTRIAL DEVELOPMENT - Encourage a coordinated Barangay wide economic development initiative. - Recognizing small business, to encourage everyone. - Ensures the allocation of commercial land area to maintain economic stability. RESIDENTIAL DEVELOPMENT -Ask always the assistance of the city or Barangay to ensure that these area are zone appropriately and to know the limitation on that certain area - To have a waste disposal management in the community to secure a healthy living. -To maintain orderliness and cleanliness in the community. SENSE OF COMMUNITY - Promote social integration and provide accommodation for a diverse range of household types and age groups; - Ensures that every settlers of the barangay has the active participation regarding to decision making, development plans, and social empowerment as a whole.
