MISSION AND VISION STATEMENT
The mission of the Directorate of Health Services is to provide health care
facilities at primary level to the citizen of Delhi through its network of Dispen-
saries/Health Centers, School Health Clinics, and Mobile Health Clinics and to
implement various public health programmes and other schemes of the medical/
public health sector.
MAJOR ACTIVITIES OF THE DIRECTORATE
Provision of Primary Health Care to citizens through its health
facilities (Dispensaries, Mobile Health Clinics and School Clinics)
Implementation/co-ordination of various public health programme
of national and state importance viz. Leprosy, Cancer, Tuberculosis,
Blindness, Vector Borne Diseases (Malaria, Dengue etc.), HIV/AIDS,
Polio, Swine Flu etc.
Registration of Nursing Homes under implementation of Delhi Nursing
Home Registration Act 1953.
Monitoring of free patient care to the poor people in private hospitals
that have been allotted land at concessional rate
Implementation of Delhi Arogya Nidhi and Delhi Arogya Kosh for
providing monitory assistance of poor people for specialized medical
treatment
Implementation of Delhi Government Employees Health Scheme
Addressal of public grievance related to health
Co-ordination of antiquackery activities
Facilitation and monitoring of biomedical waste management in Delhi
Emergency Medical Services during disaster in collaboration with
other health agencies like Centralized Accident & Trauma Centre
Planning and establishment of new hospitals
Monitoring of various health facilities in Delhi
Implementation of Drug Policy of Delhi Government

ORGANIZATION SETUP OF THE DIRECTORATE
The Directorate of Health Services (Head Quarter) is situated at F-17, Karkar-
dooma, in trans-yamuna area near the Karkardooma Court Complex. Various
branches and cells are working at Headquarter level to implement various health
schemes, public health programmes, tasks and responsibilities assigned.
To streamline the functioning of the dispensaries and other public health activities
under the Directorate, Delhi has been divided into 11 districts.These Districts are
also the hub of all health related activities within the respective district.

FACILITIES AT DISPENSARIES
There are 260 Allopathic Dispensaries/Seed Public Health Centers located all over
Delhi functioning under this Directorate. All the services in these Health Centre
are available free of cost. The facilities available in the dispensaries include
1. Diagnosis and treatment of commonly occurring illnesses
2. Treatment of minor injuries
3. Provision of essential medicines
4. Laboratory services (routine tests)
5. Immunization and family welfare activities
6. Health education
7. Basic emergency medical care services and
8. Administration of injections
Ordinarily a health centre (Dispensary) has 2 doctors, 1 Auxillary Nurse Midwife,
2 pharmacists, 1 dresser and support staff. However, the number of doctors/other
staff available in these dispensaries may vary depending upon their availability
and requirement of the dispensary.
Most of the dispensaries/health centres are open from 8.00 A.M. to 2.00 P.M.
except double shift despenscres (working into shifts) and Court Complexes/
Secretandt that have different timings.
In addition to disepnsaries, there are seed PUHCs also which provide same facili-
ties with limited resources.
In the dispensaries, senior citizens, differently abledpersons and DGEHS benef-
ciaries are provided preference in registration, consultation,lab investigations and
pharmacy counter.

MOBILE HEALTH SCHEME
The scheme envisages provision of basic health care facilities to the residents of
JJ clusters/slums at their doorsteps though a network of 90 mobile dispensaries
where fxed health facilities are not available. Each mobile clinic is manned by
one doctor with other support staff. These clinics provide basic medical care with
provisions of essential medicines. One mobile unit covers two or more JJ clusters
in a day. Each location is generally covered twice a week. NGOs are involved in
provision of these services in several constituencies.
These units are also involved for medical arrangements during public gatherings/
public events such as Urs, Kawar Sewa, Independence Day, Republic Day etc.

CHACHA NEHRU SEHAT YOJANA
(SCHOOL HEALTH SCHEME)
School Health Scheme under DHS providescomprehensive health care tostudents
of various Delhi Govt. Schools through regular medical examination,immunization,
and Health Education through its School Health Teams with emphasis on pre-
ventive and promotive health care. Curative services for minor ailments are also
provided to the students and staff of Schools. Children with Eye, ENT & Dental
disease referred by School Health Clinics are treated at its Specialist Referral
Centers.

Weekly Iron Folic Acid supplementation and Deworming programme of students
are a component of the Yojana.

NATIONAL/STATE HEALTH PROGRAMMES
TUBERCULOSIS CONTROL:
The Revised National Tuberculosis Control Programme is being implemented
through a network of DOTS centers and 25 chest clinics. The treatment is provided
free of cost under the programme. In case of suspected tuberculosis, the patients
may contact the nearest dispensary/DOTS centre of his/her area. The patients are
expected to get their treatment for tuberculosis from the designated DOTS Centre/
Chest Clinics of their area.
For any problems for tuberculosis treatment, the incharge of the treating facil-
ity may be contacted. If problem is not solved, in that case State Tuberculosis
Offcer(Offce in DGD Building, Gulabi Bagh) may be contacted.

LEPROSY ERADICATION PROGRAMME:
In Delhi Leprosy is near the point of elimination. Multi Drug Therapy (MDT)
treatment for leprosy is available through all government health facilities (dispen-
saries and hospitals) free of cost. In case of suspected leprosy, the patients may
contact the nearest dispensary/hospital.

CANCER CONTROL PROGRAMME:
CancerControl programme is emphasizing on regular awareness measures for pre-
vention & early diagnosis to downstage commonly occurring cancers. All the district
level Hospitals are maintaining Cancer Clinics once a week. Specialtywise Cancer
Clinics (Cervical Cancer, Oral Cancer, Breast Cancer etc.) are also operational in all
tertiary care Hospitals (LN Hospital, DDU Hospital, GTB Hospitals etc.)
Delhi Government has a state of art Delhi State Cancer Institute. Facility of treat-
ment also exists at Lok Nayak Hospital & other tertiary Hospitals.
HYPERTENSION & DIABETES CONTROL
PROGRAMME:
Under the broader ambit control of Non-Communicable Diseases, Government of
Delhi has put special emphasis on control measures of Diabetes & Hypertension.
During 2011-12, slum screening cum counseling campaign was done in Delhi
& more than 70% of slum dwellers 30 and above were covered. Around 70 %
of the screened were found Hypertensive & 7% were found Diabetic. For judi-
cious treatment of Diabetes/Hypertension bi-weekly Diabetes Hypertension clinic
(Monday & Wednesday) is being run in all the Hospital under GNCT of Delhi.
HIV/AIDS CONTROL PROGRAMME:
Screening facility along with counseling is available at Voluntary Counseling
and Testing Centers (VCTC) in different GovernmentHospitals. However, any
medical information if required may be provided by the dispensaries under this
directorate.
OTHER PROGRAMMES:
Some of the activities in regard of various public health programmes such as Pulse
Polio, Malaria and other/Vector Borne Disease Control Programme,Integrated
Disease Surveillance Programme (IDSP),Blindness Control Programme etc. are
also being implemented through its dispensaries.
This Directorate coordinates amongst various health agencies in Delhi involved
in public health including those responsible for vector borne diseases (malaria,
dengue etc.) control. Local bodies viz East DelhiMunicipal Corporation, North
Delhi Municipal Corporation, South Delhi Municipal Corporation, New Delhi
Municipal Council and Delhi Cantonment Board are responsible for various pub-
lic health activities (e.g. mosquito control, food licensing, and sanitation) for con-
trol of vector borne diseases in their respective jurisdictional areas and are local
health authorities as per provisions of concerned acts.

PATIENT WELFARE CELL
To ensure the benefts of treatment under Delhi Arogya Kosh, Delhi Arogya Nidihi
and treatment in identifed private hospitals allotted land on concessional rates to
Economically Weaker Section (EWS) patients, a Patient Welfare Cell has been
created and is functioning from DHS(HQ) directly under the supervision of Medi-
cal Superintendent, Nursing Home, DHS (HQ) with the following purposes:
Referring eligible patients of Economically Weaker Section (EWS) in iden-
tifed private hospitals, facilitating and monitoring their treatment & their
further follow-up.
Providing fnancial assistance to eligible patients for their treatment through
Delhi Arogya Kosh in Government and notifed private hospitals.
Providing fnancial assistance to below poverty line (BPL) patients for their
treatment through Delhi Arogya Nidhi in Government Hospitals.
Any complaint in this regard by general public may also be sent to the Director
Health Services/MS Patient Welfare Cell.
DELHI AROGYA KOSH
Delhi Arogya Kosh has been established in 2011 to provide fnancial assistance upto
Rs 5 Lakhs to the needy eligible patients with annual family income upto Rs 3 Lakhs
continuouslyresiding in Delhi for last 3 years from date of application for treatment
for any illness from government hospitals in Delhi and for dialysis of treatment for
cardiac ailments or cancer or organ transplant in any of the notifed private hospitals.
DELHI AROGYA NIDHI)
Under the scheme fnancial assistance upto Rs. 1.5 Lakhs is provided to patients
belonging to family living below poverty line (BPL) for treatment taken from
Government Hospital in Delhi for life threatening diseases as per following eli-
gibility criteria :
Patient must be resident of Delhi and has to furnish domicile proof of resid-
ing in Delhi continuouslyfor last three years or more preceding the date of
application.
Patient should belong to an BPL family having either a BPL ration card
or an AAY ration card or obtain an income certifcate from area SDM for their
family income.
Application in the prescribed performa with the requisite documents under Delhi
Arogya Nidhi and Delhi Arogya Kosh may be submitted to the Patient Wel-

After approval of the cheque of sanctioned amount is issued in the name of Gov-
ernment hospital or authrisation letter to notifed private hospital is issued.
FREE MEDICAL FACILITIES IN PRIVATE HOSPITALS
Presently, 44 identifed private hospitals, which were allotted land at concessional
rates by land allotting agencies, are providing free treatment to the eligible pa-
tients of EWS category to the extent of 10% IPD and 25% of total OPD, com-
pletely free of any charges
Patient residing anywhere in the country whose family monthly income is less
than the minimum wages of an unskilled worker, presently Rs. 7722/- per month,
is eligible for availing free treatment in these private hospitals. Poor patients may
also go directly to these hospitals for free treatment whose monthly income from
all sources in Rs. 7722/- per family and has been linked to the minimum wages of
an unskilled worker. which would be subject to verifcation, however treatment
would not be denied for want of verifcation.

FREE TREATMENT IN INDRAPRASTHA APOLLO
HOSPITAL
Patients below poverty line, those recommended by Delhi Government Hospitals
and needy patients recommended by Secretary (Health),GNCTD can avail free
treatment, excluding medicines and consumables, at Indraprastha Apollo Hos-
pital. This hospital is under an obligation to provide 200 beds and 40% of total
OPD free to the eligible patients. In the year 2012, more than ten thousand eligible
patients availed free treatment in the OPD and more than two thousand patients
were provided in-door treatment by Indraprastha Apollo Hospital.
REGISTRATION OF NURSING HOMES
The registration of individuals/ institutions carrying out nursing home activities
in Delhi is mandatory under prevailing Delhi Nursing Home Registration Act
1953 & Rules made thereunder from time to time.
Besides registering, this Directorate monitors the quality of health services being pro-
vided by Private Nursing Homes. The registration is done subject to the fulfllment of
prerequisites of Delhi Nursing Home Registration Act and renewedevery three year.
The form of registration & list of registered nursing home may be obtained from Nurs-
ing Home Cell, Directorate of Health Services of a cost of Rs. 100/- or downloaded
from our website. Any complaint/grievance in regard of nursing home by general
public may also be sent to the Director Health Services/Nursing Home Cell.
ANTIQUACKERY COMPLAINTS
Any person can send his/her complaint regarding quackery (Medical practice by
unqualifed, unregistered person) to Chief District Medical Offcer of the district
on plain paper. Necessary action through various professional Councils is imme-
diately taken.
ANTISMOKING CAMPAIGN
This directorate is the nodal agency to implement provisions of Antismoking Act.
Any grievance in this regard may be sent to respective CDMOs or the Director
Health Services.
BIOMEDICAL WASTE MANAGEMENT
It is mandatory to treat biomedical waste as per Bio Medical Waste (Management &
Handling) Rules 1998 and amendments. Rules are available on our website. In case of
any problems related to Biomedical Waste Management Cell may be contacted.

RIGHT TO INFORMATION
This directorate is a Public Authority under provisionsimplement Right to Informa-
tion Act 2005. Offcers have been designated as Public Information Offcer (PIOs)
for all offces under this directorate including districts/Schemes.The Chief District
Medical Offcers, Additional Director (MHS) and Additional Dircetor (SHS) are the

DELHI GOVT. EMPLOYEES HEALTH SCHEMES
(DGEHS)
All Delhi Govt. Employees/retired pensioners are eligible to become members
of DGESHS for availing beneft of the scheme at prescribed subscription rates.
The scheme is compulsory for serving employees unless covered by any other
governmentscheme.
All govt. health facilities hospitals are recognized health facilities under the
scheme. In addition 124Private hospital/diagnostic centers are recognized for
purpose of medical treatment as referral centers in NCT of Delhi and30 Private
hospital/diagnostic centers are recognized inNCR. The list of hospital is avail-

menu DHSDGEHS)
Referral along with permission of competent authority is required for non emer-
gent treatment in private recognized hospitals. There is provision for separate
counters for registration and distribution of medicines in Delhi Govt. Hospital.

Cashless treatment facility is available for the pensioners during nonemergent
condition with authorization/permission by the AMA. For more information the
concerned dispensary incharges may be contacted.

WHAT TO DO IN CASE OF MEDICAL EMERGENCY?
ANY MEDICAL EMERGENCY
During dispensary hours (ordinarily 8.00 AM to 2.00 PM) contact the nearest dis-
pensary or outside dispensary hours take the patient to the nearest hospital.
ACCIDENTS AND INJURIES (TRAUMA)
Take the person to the nearest hospital. Dedicated trauma centres are functioning
Sushruta Trauma Centre behind IP College and JPN Apex Trauma Centre, Ring
Road, Near Safdarjung Hospital.
BURNS
In case of minor burns, after frst aid (Cooling under cool running water for 10 to
50 minutes) contact your nearest health facility. In case of major burnsCall CATS/
Ambulance for help or take the patient to the nearest hospital.

WHAT TO DO IN CASE OF MEDICAL EMERGENCY?
DROWNING
In case of drowning, call the Fire Service (101) or Police Control Room (100) or
Centralised Ambulance and Trauma Services (1099) for help and take the patient
to nearest hospital.
AMBULANCE FACILITIES
Services of the CATS/Ambulance are free in medical emergencies. However, pay-
ment has to be made if condition is not an emergency. The paramedics in the
CATS/Ambulance van will decide whether the case is an emergency or not. Tel:
1099 & 102.
Any person can take the injured person to any hospital and it will not be manda-
tory for him/her to reveal his/her identity. No Hospital or nursing home, private
or government can refuse emergency treatment even if the case is indicated as
medicolegal case according to a supreme court.
OUTBREAK OF DISEASES
Contact the nearest health facility or the District Health Offcers(MCD)/Chief
District Medical Offcer of the area for reporting any outbreak of disease (a large
number of cases of the diseases in the area) that is likely to be epidemic phone
for example, cholera, dengue, chickenpox, jaundice etc. or DHS Control Room:
at Phone No. 22307145.
RIGHTS AND RESPONSIBILITIES OF THE PATIENT
RIGHTS
As a patient at the Delhi Govt. Dispensary /Health Centre you have the right to :
Considerate and respectful medical care
To get medicines available in the dispensary without any cost
Know the name of the treating doctor/staff
Have personal privacy respected,
Receive care in a safe environment, free from mental, verbal, physical or
sexual abuse and neglect, exploitation or harassment,
Respect for your cultural, psychosocial, spiritual and personal values, beliefs
and preferences,

Receive information about your health status, diagnosis, course of treatment,
prospects for recovery and outcomes of care (including unanticipated out-
comes) in terms you can understand,
Request or refuse treatment, to the extent permitted by law(However, you do
not have the right to demand inappropriate or medically unnecessary treat-
ment or services or to refuse to cooperate with the care necessary for you
safety based on the plan of care),
To reasonable responses to any reasonable requests made for service,
File a complaint or grievance.
RESPONSIBILITIES
As a benefciary at the Delhi Govt. Dispensary /Health Centre you have the
following responsibilities
Respecting the rights and property of other patients and staff
Following dispensary rules, regulations and policies affecting patient care
and conduct
Cooperating with the health center/dispensary staff who provide care to you
Conducting in a respectful manner in communications and interactions with
Health Centre staff and other patients. This includes refraining from inappro-
priate, discriminatory, harassing or abusive language and behavior.
Reporting accurate and complete information regarding any matters pertain-
ing to your health to the doctor and other health care workers.
Preserve all the records of your illness.
Follow the prescribed treatment faithfully.
Follow the doctors instructions diligently.
Accepting the consequences of your own decisions and actions if you choose
to refuse treatment or not to comply with the instructions given by your health
care provider.
Bein Queue and maintain discipline.
Take necessary preventive measures in case of infectious diseases as per the
doctors instructions.
Bring to the notice of your dispensary incharge if you see something wrong
happening.
Be aware that doctors and nurses are human beings and are amenable to
mistakes and lapses. Your behavior with them may affect their performance.
Treat doctors and nurses with respect. Have faith in your doctor. The doctor
will try to give the best treatment within the available facilities.

There may be some defciencies due to extreme patient load and limited
resources, please co-operate.
Elderly, DGEHS benefciaries are allowed preferential treatment. Please
respect their right.
The dispensary is a smoke free zone, Do not smoke.
Help us in keeping the dispensary clean and hygienic. Do not litter or spit in
the premises.
