stores or as misdeclared cargo. Cre& members should not accept pac'ages from strangers and
should be made a&are that devices could be introduced in seemingly innocent receptacles.

ob(ectives in mounting such attac's can be to bloc' berths or narro& channels# or to
immobilise a particular vessel. uch attac's re)uire considerable 'no&ledge and technical
s'ill and lie &ithin the capability of only fairly sophisticated terrorist groups+ to be effective#
some precision is re)uired in placing the charges and this re)uires trained s&immers.
=easures to provide protection include+
over,the,side lighting &hich gives an even distribution of light on the &hole hull and &aterline
'eeping a good &atch from the dec'# to loo' out for bubbles 1divers2# floating refuse 1&hich
may hide s&immers2 or small boats

from time to time and modified in the light of e-perience. It is comprehensive and details the routes searchers
should follo& and all the places on the route that a device could be secreted. The plan is presented in a logical
manner to cover all options and to ensure no overlap or omission. The plan allo&s a searcher to concentrate on
the actual searching &ithout &orrying about missing something.
1E/?.2 *hen searching# it should be borne in mind that a terrorist may try to match the device to the
bac'ground# such as a tool bo- in an engine room.
1E/?." 7The preparation of a system of chec> car&s for individual vessels is a useful contingency#
one being issued to each searcher &hich specifies the precise route to be follo&ed and the areas to be searched.
The cards are colour coded for different areas of responsibility# e.g. blue for dec' areas# red for engine room etc.
!n completion of an individual search tas' the card is to be returned to a central control point# so that &hen all

of passengers# or other visitors to the ship# &aiting on an open gang&ay to pass the search control may cause
irritation. ?o&ever# this option may be necessary &hen there is no on shore screening or &hen# during a high
level of threat# a double chec' is necessary.8

1E/?.16 Physica( Searchin* , $hysical searching is best carried out in a screened off area# as privacy
minimises embarrassment and increases effectiveness. $eople being searched should not be given the
opportunity of selecting a particular searcher. !ne officer should be delegated to observe people &aiting and
note suspicious behaviour and allocate persons to available searchers to ensure no over,loading.
1E/?.13 Meta( %etection , $eople can be screened by passing through an arch&ay pre,set to trigger an
alarm if a certain amount of metal is carried through. ?and,held metal detectors can be used for screening
individuals. ?o&ever# metal detectors &ill not pic' up e-plosives# plastic &eapons or inflammable li)uids
carried in glass or plastic containers. =etal detection should be augmented by a physical search of a proportion
of those being screened# including some &ho do not alarm the detector. This &ould increase the chances of
detection and acts as a po&erful deterrent.8

and penetration. ?o&ever# O,ray e-amination may not detect e-plosives and plastic
&eapons nor &ill it allo& identification of the actual li)uid in bottles or other containers.
=oreover# it is possible to camouflage the image of &eapons and devices by the use of
other dense materials# such as lead crystal glass. The use of O,ray e)uipment must
therefore also be accompanied by a percentage physical chec' of baggage# including a
proportion of baggage that does not arouse suspicion. !perator efficiency decreases
significantly after only a relatively short time# particularly at pea' screening periods# so
individual operators should only scan O,ray images for a ma-imum of 2N minutes and
then be employed on other duties# such as a physical search# for %N minutes before
returning to the console. <ach image should be presented for a minimum of 5 seconds to
permit proper e-amination. 4ny baggage &hose image arouses suspicion# or contains a

Physica( Search , 4 physical search of baggage# &hen considered necessary# should
