TERMS OF REFERENCE
FOOD SECURITY AND SAFETY NETS ADVISOR

Five international NGOs in Niger - Oxfam, ACTED, Save the Children, Concern and ACF-E are
running a coordinated response to assist the very poor households in Niger during the lean
season and want to build on this experience for future joint programmes. Oxfam is seeking a
Food Security and Safety Net Advisor which will work with all 5 NGOs.
Job purpose
To work with INGOs project teams and MEAL Technical Advisor to ensure high quality
programming, appropriate networking with other actors involved in food security safety nets
and cash programming, advocacy and influencing of policy and programmes at national level
and design future joint programmes in this field.
The Scope of Work will include:
In collaboration with the MEAL Technical Advisor :
Identify appropriate skills among NGOs technical staff and organize training on specific
subjects to ensure appropriate capacity is available within NGOs project teams (ie IHEA
methodology etc)
Ensure regular meetings between NGOs technical teams to discuss implementation,
potential problems and lessons learnt
Undertake field visits to check on quality and consistency of the joint approach and
capture impact and lessons learnt
Ensure technical publications, case studies and other high quality products are produced
to be shared externally

The Food Security and safety Nets Technical Advisor will lead on:
Networking with other organizations involved in Cash Transfer Programming in Niger,
ensure frequent communication with the CaLP related technical working groups and
lessons learnt are shared with the group
Organizing and coordinating the impact evaluation of the project which will need to be
carried approx. 9 months after the start of the project
Communicating with other agencies in Niger involved in the field of food security and
social protection: INGOs, UN agencies, Government bodies such as the Cellule Filets
Sociaux, 3N, CCA, Politique Nationale de Protection Sociale
Influencing and contributing to national level debates and events by providing technical
expertise on hunger safety nets and sharing this specific joint project experience,
specifically work with the Cellule Filets Sociaux to share other ways of doing targeting and
programming of safety nets and get involved in the Social Protection National Forum
Advocating for hunger safety nets as part of a national resilience strategy

Liaising with the Country Directors committee to discuss dimensions of this joint project
and future potential options for a consortium around a food security safety nets initiative

Outputs
Quality documentation is produced on the project experience, impact and lessons learnt,
jointly between the MEAL and Food Security and Safety Nets Technical Advisors.
Participation to and technical expertise provided to external forums on hunger safety nets
and social protection.
A joint strategy to build on the added value of 5 experienced and well established INGOs
working together and influencing national policies and practices. This strategy will include
both a continuation of pilot projects to demonstrate and leverage sustainable change in
the livelihoods of the poorest and an advocacy/technical expertise component to
influence national actors and international agencies and donors.

Required profile :
Essential:
At least 5 years experienced in food security programming both in an emergency and
long term development context
At least three years experience directly managing or supporting a social
protection/safety nets or cash transfer programmes.
At least Masters level degree in development studies, social policy or a related
subject.
High level of critical thinking and proven high quality analytical skills
Strong understanding of monitoring and evaluation tools, impact assessment and
research methodologies and the nature of evidence which will influence key decision
makers in the area.
Ability to communicate very clearly and succinctly (writing & speaking) in French
Proven ability to negotiate through strong inter-personal skills and ability to
synthesise different perspectives.
Strong understanding of the relationship between emergency and development
contexts, vulnerability to natural disasters and chronic poverty.
Experience of working with or providing support to partners and/or a partnership
model of working.
Demonstrable commitment to and understanding of equality, gender and risk and
vulnerability as key cross-cutting issues.
Demonstrable experience in the nurturing of organisational learning in programmes.
A strong understanding of the management of knowledge within NGOs or
development organisations and an ability to link this to system development.
Proven communication skills, both written and verbal.
Ability to work effectively with and contribute to multidisciplinary teams and provide
team leadership as required
Strong facilitation and training skills with diverse audiences of NGO practitioners
Ability to travel and work in challenging diverse environments

Demonstrable understanding and knowledge of inequality and rights related to
development and emergency contexts and specific skills and knowledge of gender
inequality, gender analysis and prevention and response to Gender Based Violence.

Desirable:
Familiar with the Sahelian context and the resilience debate
Familiar with the Household Economy Analysis framework
Experience working for government in the delivery of social protection
Proven ability to stay abreast of recent developments in food security, new thinking
and current trends related to social protection.
