ii Abstracts of labor prosperous in Batam According of the problems in work area we can find many troubles of labor prosperous. Among there: Low Basic Salary, health workers, and outsourcing. Base on the first problems on the text, Batam is one of area including of low basic area. Whereas, Batam including the biggest area industrial in Indonesia. This problems explain that Batam is very far from public discrepancy for several labor. Research population is a group of journalist in Batam like: Batam Post, Tribun News Batam, and Haluan Kepri. This research is viewing in location work area to find some information about growing of labor. Their Try to make agreement with department who connected suggest government and public organization. This research is informing to the labor and department thats still many problem appear in labor live especially to increase basic salary of labor by making agreement between the workers, the government of Batam, and the Apindo in Batam. And result this research can influence some labor to think about increasing their live connected between low basic salary, health workers, outsourcing, quality of working, and giving persuasion statement to government in order to increase the basic salary. but in this case it turns Batam city government is not solely responsible for the fate of all the workers because there are many employees who are treated unfairly by their managers in various companies, for example: The company is entitled and obliged to lay off employees who violated work rules without considering large / small a mistake made by the defendant, The company also has the authority reduce the basic salary of the employee in the absence of agreement between the company and the offender. On 22 november 2012 ago, Batam is a lake of fire for workers because of the UMK (English=Minimum Wage City) are not fully considered by the city of Batam. Early in the morning the employee meets the Batam city, they took to the streets great to do a demo because they consider Batam city government negligent in performing their duties that do not want to hear inspiring employees about employees' basic salary in Batam.
1 Labor Prosperous in Batam Workers or employers are essentially the use of human power and ability to get a reply in the form of income, in cash or other form to the employer or entrepreneur or employer. Basically, workers, laborers and employees are the same. But the Indonesian culture, "Labor" connotes a lowly worker, vile, rude, and so on. Temporary workers, Labor and Employee is the designation for higher labor and tends to be given to workers who are not on the muscles but the brain does not work. But in essence the same four words actually have meaning one that is labor. This mainly refers to the Employment Act, which is common to all workers and employers in Indonesia. Labor is divided into two main groups: professional workforce - commonly called white-collar workers, using brain power at work. Unskilled laborers - commonly called blue-collar workers, use of muscle power in the work. The word "peace" may still be very far from the current state of Indonesian workers. Labor system does not support the well-being of workers assessed. Hard work paid workers is not feasible, totally unfair. Workers often do not know the time, sometimes they have to work almost 24 hours with a stand and not be considered as a state of food and nutrient intake. Labor looks like a dairy cow that can be used by employers. Government business is not so pro - labor. This is evident from the wage system studied by wage boards is not very relevant because it does not conform with the working conditions. The labor cost is calculated based on the needs of the people it is the workers themselves, when they really have to bear the cost of living and their partners. Just imagine the wages are just enough to meet the needs of people who are used to meet the needs of the family, with it we can judge for yourself how far workers from welfare. Momentum workers of the world or commonly known as the MAY DAY is often regarded as a good time to speak up and demand the rights of workers to the Indonesian government. That there is only a state of waiting with no certainty for workers. Behind it all, in fact there is one profession that can help in improving social functioning work that the social work profession. Actually, every person has the ability and potential of both conscious and not in him that can help resolve the problem. The social worker encourages potential to solve the problems arise and the workers themselves so that they can be independent in solving the problem. The problem sometimes appear so complex, not just around the issue of wages alone but a problem that can creep into children's education , communication with family conditions, psychiatric disorders and others. Therefore, social workers help "neutralize" the situation with worker intervention efforts for their social function in terms of solving the problem as mentioned can be realized . Fifty percent of Indonesia in particular partnership is working. They consist of high sociality and possible law. From their children to all parents to follow as workers. They do whatever it takes, to get a bite of food. They do their job very diligent and conscientious. Batam is one of the industrial areas in Indonesia, many workers and companies working there. They do their work from monday to friday, but probably half of the workers there do their work from Monday to Sunday but, on Saturday and Sunday to work overtime, there is even a system that works with groups, such as: Working in the morning, Afternoon Working, And night working. But Batam is still a lot of things happen that are not desired to workers such as: Low Basic Salary, Health workers, And Outsourcing. According to Law No. 21 of 2000 explains that : freedom of association, assembly, expression, either orally or in writing, get a job and a decent living for 3 humanity, as well as having the same status in law is the right of every citizen, and in order to realize freedom of association, trade unions / labor unions the right to form and develop / trade free trade , open, independent , democratic , and responsible and / labor is a means to fight for, protect , and defend the interests and welfare of workers / laborers and their families, and to realize the relationship industry harmonious, dynamic , and equitable .right to form and develop trade / free trade, open, independent, democratic, and responsible and union / labor is a means to fight for, protect, and defend the interests and welfare of workers / laborers and their families, and to realize harmonious industrial relations, dynamic, and equitable. If the welfare of workers in Indonesia are already protected why many workers who cant feel the same way Batam particular area that is still very far away from a decent standard of living of all workers in Batam. This is a discussion about the fate of workers in Batam, well how about the other areas in Indonesia? Are they already feel the well-being of workers whose name it?
Low Basic Salary In this discussion related to the calculation of overtime or other wages can be set individually by each company on the basis of mutual agreement, among other things: Things that are covered in " setting wages " as referred to in Article 91 paragraph ( 1 ) of Law no. 13/2003 on Labor - clause is a clause that governs everything concerning wages agreed upon by the parties ( employers and trade unions / labor unions ) and set forth in the company regulations or collective labor agreements ( CR / CLA ), among other provisions regarding the amount of wage and salary details of components , provisions regarding overtime pay and provisions regarding the payment of wages to workers / laborers who did not work for defaulters . 4 Remuneration arrangements that have been agreed upon and set forth in the CR / CLA should not be set less or lower than the provisions stipulated in the laws and regulations and policies regarding remuneration, both issued by the central government or local government, or by the institution based wage laws the current legislation . If the CR / CLA has been agreed that the increase in wages is one of the clauses in wage setting and should be agreed between the employer and the worker / laborer then in itself a binding norm and must be obeyed by the parties. In principle, the increase in wages is determined by the company while considering input / ideas from unions / labor unions that will be discussed in the discussion. Legislation does not regulate the amount or percentage increase in wages above the minimum wage, but only regulate the amount of the minimum wage by region or sector. The level of wages or salary worker is an assortment of magnitude. There are very low and some are already feasible. For workers who are called professional and manager-level workers, their salaries are relatively decent. With salaries that they can meet the many needs including buying cars and houses adequate. While there are white -collar workers are highly paid, but most of the (majority) of workers who are primarily blue -collar workers are precisely the low paid. Why most workers receive low wages? Because wages usually follows the rule of law of the market: the demand and supply for labor. The number of prospective sellers of labor (including unemployment) are abundant, weaken the bargaining position of labor against labor tenants or buyers (employers). Not to mention the many workers who had been fired. As a result, the price of labor wages decline. The determination of wages is also grounded by government policy. So far, the government sets low wages for workers through the implementation of 5 the GMW (Government Minimum Wage). Wage surveys and studies conducted by the government just to justify measures low wages. There was no plan of government policy for the welfare of the workers. Racial discrimination still occurs against Indonesian workers. Looks racist thoughts in regard Indonesian labor when compared with workers from abroad who work in Indonesia such as the United States, Japan, and South Korea, and even India. A number of companies that employ foreign workers impose high wages and adequate facilities, while for Indonesian workers low wages imposed. The worst impact of racist approach in wage labor, can we look at the case of fighting between Indonesian workers with Indian workers, one company's shipyard in Batam. Labor costs are also facing inflation factor. When the price of goods and services soared, wages actually fell in real terms. Wage labor in theory is usually determined by three methods, based on the legal market (the interaction of supply and demand), the financial ability of the company, and based on the cost of living. In Batam, general labor cost is determined by the level of decent living (LDL). LDL is the level of need for living costs which is a reflection of a single worker consumer spending for a month. 6

Minimum Wages in philosophy is a safety net which regulates minimum wages to be paid to workers. In other words, the minimum wage is the lowest wage that should be paid most employers that have restrictions for a worker who works from scratch and single status. From these limits, then the calculation needs a decent living (LDL) was assumed as the minimum living for a single worker for 1 month.

The opposite of outsourcing is called in sourcing, which entails bringing processes handled by third-party firms in-house, and is sometimes accomplished via vertical integration. However, a business can provide a contract service to another business without necessarily in sourcing that business process. One of the biggest changes in the early 21st century came from the growth of groups of people using online technologies to use outsourcing as a way to build a viable service delivery business that can be run from virtually anywhere in the world. The preferential contract rates that can be obtained by temporarily employing experts in specific areas to deliver elements of a project purely online means that there is a growing number of small businesses that operate entirely online using offshore contractors to deliver the work before repackaging it to deliver to the end user. One 12 common area where this business model thrives is in providing website creation, analysis and marketing services. All elements can be done remotely and delivered digitally, and service providers can leverage the scale and economy of outsourcing to deliver high-value services at reduced end-customer prices.
Wednesday, 08.22.2012, hundreds of workers of PT Ho Wah Genting ( HWG ), Tanjunguncang still continuing strike action at the company location . Batam is an industrial area that is famous for big companies because many foreign inspector comes in Batam Indonesia to invest their shares as mentioned in the category of the world's largest country with a population of 259 million people and well -known Indonesian citizen possessed of all the friendly and diligent work because most of the people like to wander throughout the country , it is this which encourages foreign inspector came to Indonesia to embed their shares by way of outsourcing and they do not know what the benefits of outsourcing it , they know just how to make their companies more advanced in the business world , but among themselves ( Indonesian people ) , there are also a few upper class that participating instill outsourced regardless of the fate of the little people, they seemed to forget will be the basis of Pancasila says, " Society Of Indonesia ". They only know their own destiny as if they are more than the foreigners who came embed them in Indonesian shares when they are Indonesian citizens. They do not know whether the benefits of that which they did to the little people. If so where is the leader of this country who obey the law?

Therefore , to maintain the good name of Indonesia in the eyes of the world 's first government in Indonesia should review the fate of workers in Indonesia due to produce a good product and the government before the quality should be concerned about their workers because labor is the motor of the company , especially food and clothing section because many workers are not able to feel the well-being because of the price of their basic needs of daily darting away from the amount of salary that they get in a month coupled with health programs undertaken by the government of Batam are not yet fully equitable for all workers because many parties those involved in it are looking for a profit , as well as with problems that occur dibatam outsourcing that has not been fully eradicated by the city of Batam because in 2013 the last approximately 1.5 % of outsourcing is still going on in Batam and it is very annoying and can increase the unemployment rate in the region Batam particularly Indonesia , so it is very necessary role of government in dealing with the difficulties of the workers in Batam is an area of Indonesia as suitable for foreign investors to build its business in Indonesia for Indonesia to be good examples in the world of business and labor welfare
