Rationale: The Municipal Environment and Natural Resources Office Solid Waste Management Program was created pursuant to Municipal Ordinance 99-06. The MENRO_LGU has prepared this action plan based on the general ordinance 2008-03 of the environment code and Republic act 9003 also known as the Solid Waste Management Act. Waste avoidance, recycling and composting play critical role in reducing waste quantities returning resources back to use, resource conservation is the center of RA 9003 which is to encourage resources conservation and recovery and set target for waste avoidance and volume reduction through source reduction and waste minimization measures. Including and composting, recycling, re-use recovery before collection, treatment and disposal in accordance with ecologically sustainable development principles.
Objectives:
1. To ensure that a SWM plan was formulated which will guide the LGU in its implementation. 2. To strengthen segregation at source, waste minimization and improve efficiency in garbage collection. 3. To improve general cleanliness in public and private areas within the municipality especially the urban barangay served by garbage collection. 4.
