sectors included in the index,
it is in professional services
where the extent of restrictiveness [of the Philippines]
is highest, Serafica said. In
addition to restrictive policies, anticompetitive business
practices also exist, she noted.
Serafica suggested that
a government policy on innovation and human resource
development (HRD) be implemented to further create an
environment conducive to
improving competitiveness.

PREFATORY STATEMENT
WHEREAS, presented to the Thirteenth Sangguniang Panlungsod ng Ormoc for consideration is an
Indorsement dated April 16, 2014 from the Office of the
Honorable City Mayor, Edward C. Codilla, relative to
the Resolution No. 20 S. 2014 of the Liga ng mga Barangay requesting for a Supplemental Appropriation
for the Provision for Barangay Tanods operations in
the amount of Four Million Two Hundred Thousand
pesos Only (P4,200,000.00).
WHEREAS, the Liga Board found out that the
current budget for the account- Provision for Barangay
Tanods Operations is not enough to pay the incentive
of 1,750 Tanods at P700.00 each Tanod per month.
There is a difference of Four Million Two Hundred
Thousand Pesos (P4,200,000.00) computed as follows:
1,750 tanods x P700.00 x 12 months
=P14,700,000.00
Less: Provision for Brgy. Tanods operations
(CY 2014 Annual Budget)
= 10,500,000.00
Difference
= P4,200,000.00
WHEREAS, the City Budget Officer issued a
Certification dated April 15, 2014, stating therein that
funds are available from the Unappropriated Surplus,
end of year 2013, amounting to FOUR MILLION TWO
HUNDRED THOUSAND PESOS (P4,200,000.00)
which amount may be used to cover the additional
appropriation for the Barangay Tanods Incentive for
CY 2014;
WHEREAS, the City Treasurer, through a Certificate of Availability of Funds dated April 15, 2014,
certified that the requested funds are available from
the Unappropriated Surplus, end of year 2013, and the
same may be used to fund the additional appropriation for the account Provision for Barangay Tanods
Operations;

This treats the manifestation with motion filed
on May 12, 2014 by the petitioner, through her counsel. A reading thereof shows that it pertains to her
request for the resetting of the initial hearing to her
suggested date which is June 26, 2014, if compatible
with the Courts Calendar. She also made it of record
that the original date of initial hearing was April 23,
2014 which was cancelled due to the unavailability
of the public prosecutor who represents the Office of
the Solicitor General.
The record will show that the Erratum Order
dated March 10, 2014 in which the date of initial hearing was set, could not be published due to the letter
of Ms. Lalaine M. Jimenea of the Eastern Visayas (EV)
Mail asking the Office of the Executive Judge to bar
publications which failed to satisfy the One-year continuous publication requirement from participating in
the raffle of cases for publication of judicial orders such
as this one. With that incident having been resolved
by the Office of the Executive Judge, the raffle for the
publication of the initial order proceeded and the
initial order may now be published by the winning
publication, the EV Mail, which is a local newspaper
of general circulation in the Province of Leyte.
Accordingly, the motion is GRANTED. The initial
hearing is hereby set on June 26, 2014 at 8:30 oclock in
the morning, Withal, the Erratum Order dated March
10, 2014 is hereby amended to read as follows:

PETITIONERS-SPS. AUNES ERIC AND GERMAINE NAVARRO, through counsel, filed a Petition
to adopt minor ERICA GEE, who is three (3) years old,
female and a foundling child. In support of her petition, the petitioner avers, THAT: they are both of legal
age, Filipino citizens, and a resident of Brgy. Dolho,
Bato, Leyte; the subject child was found by one Nida
N. Germano and in coordination with the social worker of the DSWD, Bato Leyte, the finder has entrusted
the subject child to the petitioners who cordially has
taken her custody and provide her care and support;
the DSWD and the petitioners have exerted diligent
efforts to locate the parents of the child which proved
futile as they were never found and no showed up to
claim the child; for the span of time that the child has
been with the petitioners, it is clear that, her parents
have substantially and continuously abandoned and
neglected him in accordance with the provision of Art.
141 of PD 603; the petition will redound to the benefit
and welfare of the subject child, hence, prayed to the
effect that minor ERICA GEE be legally declared an
abandoned and neglected child in accordance with
Art. 141 of PD 603 and to all intents and purposes be
declared the child of herein petitioners.
WHEREFORE, finding the Verified Petition to
be sufficient in FORM and SUBSTANCE, the same is
set for initial hearing on September 17, 2014 at 8:30
in the morning at which date, time and place anyone
that may be prejudiced by the approval of the instant
Petition may come to court in this first opportunity.
Published this Order in a newspaper of general
circulation in the Province of Leyte, at least once a
week for three (3) consecutive weeks at the expense
of the petitioners.

the Solicitor General being the general counsel of the
