Buffalo fights at Arki (Solan) and Mashobra (Shimla) both near Shimla are being organised which is
unconstitutional because article 51 A(g) of Indian Constitution defined the fundamental duties of every
citizen of India, animal abuse is also an offense under section 3, 11 and 38 of the Prevention of Cruelty to
Animals Act, 1960; all performing animals needs to be registered with the Animal Welfare Board of India,
pre transport permit in also necessary as per section 96 of the Cattle Transport Rule, 1978 amended in
2001.
On September 16, 2013 same cruel event was organised in Mashobra, animals were badly transported to
the place, leg were tied, unwanted materials was fed, tails were twisted, whip used many times etc, cruel
treatment was given to the animals,due to heavy crowd, noise, animals were shocked and became
nuisance for public violation of the 268 IPC. Hence United Nations affiliated OIPA in India demands
immediate FIR and arrest of all offender owner of abused animals, organizer, promoter of the event read
with IPC 120-B, all abused animals be rescued at once. It is further requested to ban all kinds of animal
abuse, races and fights between animals along with animal sacrifice for religion, cruel transportation and
illegal slaughtering, halal process etc.
