The earliest recorded date for the first existence of the Municipality of Nabas was in 1845, when it was a
little village called Alibo, naed after a river, the delta of which it now occupies! "t was part of the vast
territorial extent of the unicipality of "ba#ay in the province of $api%! The people of this Municipality
&"ba#ay' then spo(e two dialects ) in the *estern side which constitute now the unicipality of Nabas,
spo(e our present dialect+ siilar to the one spo(en by the people of Anti,ue, and in the eastern side
which constitutes now the Municipality of "ba#ay, people spo(e the dialect generally used by the people of
ost towns in A(lan!
Aware of the growing population whose dialect and custos differ fro those of the eastern side of the
unicipality, the people of barrio Alibo along with its neighboring barrios of -anaytayon &now Toledo',
.ibon, -a(ilawa &now /nidos', Naao &now 0i%al', 1abangrusan &now /nion' and Nagustan, wor(ed for
their separation to copose a unicipality! "n 1845, the unicipality was fored and naed Navas, after
.overnor Nava of the province of $api% who cae to inspect the area before its creation! 2on Tiburcio
3aangal was recorded the first $apitan or Mayor of the town until 1845!
Nabas has been variably spelled as Navas and Nabas until the Municipal $ouncil passed and approved a
resolution in 1654 adopting Nabas as the official nae of the unicipality!

There is soe concern in the 2epartent of <ducation, A(lan 2ivision Bffice about the high dropout rate
in the public schools, especially at the secondary level! The dropout rate in Nabas is about 5 percent!
?chool officials note an increasing nuber of out:of:school youth and a higher incidence of child labor!
The long distance fro hoe to school discourages students fro attending class, and they eventually
drop out of school! The secondary school copletion rate in Nabas is A6!@8 percent! This eans that, on
average, only eight of 15 students eventually graduate fro secondary school!

Nowadays, disasters have been eventuating in the country ore regularly, fre,uently and of unanticipated
agnitude ended up with worse ipact, devastating daages and ore sufferings hapering lives of the
people! *e cannot deny the fact that we are now experiencing drastic weather conditions causing
ipending flooding and landslides in different parts of *estern Disayas, and the whole country as well!
?oeties, earth,ua(es and treors are also experienced since there is said to be an active fault line,
the Tablas fault, traversing within the unicipality! This disaster preparedness plan was given aple
priority!
The botto:line of these worst phenoenon, though it is natural, is the eergence of cliate change! "t is
not only a local issue but it caused alar globally!

This plan ebraces all conceivable contingencies in a worst:case scenario and all possible progras of
actions a(ing use of all available resources both governental and private! Adopting the concept and
ideals of the -rovincial 2isaster 0is( 0eduction and Manageent $ouncil, this plan also ais to develop
self:reliance by prooting and encouraging the spirit of self:help and utual assistance aong the local
officials and their constituents!
As one local political and adinistrative unit of the country, the local governent of Nabas shall utili%e all
available resources in the iediate area axii%ing the capacity and support of local sources both
governental and private before as(ing for assistance fro neighboring unit or higher authority!
*hile it is andated that disaster preparedness is of national and local responsibility and concern, it is
understood that effectiveness and efficacy of the Municipal 2isaster 0is( 0eduction and Manageent
$ouncil will depend largely on the s(ills, resources, involveent and the spirit of volunteeris of private
organi%ation and the general public in the local counity!
To this goal, capability building and enhanceent activities, training courses, siulation and drills shall be
conducted at all levels to ensure precision, spontaneity, and efficiency in the preparation, itigation,
response and rehabilitation progras of the M200M$!

This plan presents aong others the coposition and responsibilities of the unicipal organi%ation for
eergencies, the organi%ation that will provide the vehicle for a concern and coordinated disaster control
effort fro the barangay level! /nder this plan, the Municipal 2isaster 0is( 0eduction and Manageent

coordinate the support activities in disaster anageent through this organi%ational arrangeent of local

9arangay 0i%al, ?olido, Tagororoc, /nidos, and /nion have no susceptibility to landslide at the
barangay proper but have sitios, puro(s, or bounding slopes with varying degrees of landslides
susceptibility rating!
Three &@' barangays naely7 9uenasuerte, ;ibertad and Nagustan have low susceptibility to
landslide
