1.0 Institutions and Intake :

Admission of fresh candidates to two year D.El.Ed. Course for the academic
session, 2014-2016 shall be made in 24 DIETs, 06 DRCs and 35 Government S.T.
Schools of the State as per intake mentioned below.

Seats will be filled up at the ratio of 22.50 :
16.25 (ST - 29 and SC - 21) in both the
institutions.
c) Thompson Womens Training School, Cuttack : 50
( Non- Government Aided)

All the women candidates interested for admission to D.El.Ed. (C.T.)
course in Thompson Womens Training School, Cuttack shall have to
appear the general entrance test conducted by TE & SCERT.
50% of the total nos. of seats will be reserve for the Christian minority
community women candidates (25 seats) and 50% seats for general
category women (25 seats).
50% of the total minority seats (25 seats) will be filled up by the Christian
minority candidates (13 seats) and Dalit Christian (12 seats). In case of
non availability of qualified candidates in any category there will be
interchange of seats.
Women candidates will be placed directly by the TE & SCERT on the basis
of merit in entrance test against 50% seats (general category) and the
rest 50% seats shall be filled up by the women candidates of the minority
community from the said merit list.
Christian minority candidates shall produce the required documents such
as their caste certificate in support of their caste and other documents etc.
as per the requirement at the time of admission in the Thompson womens
training school.

Total seats in each category shall be distributed between Arts and
Commerce / Science discipline candidates on 50 : 50 basis.

If the available seats in any category of Arts and Commerce / Science
happens to be odd number, in such case benefit shall go to the candidates having
the higher career marks either in Arts and Commerce / Science category.

Interchange of Seats :
In case of non-availability of eligible candidates in Science / Arts and
Commerce groups, inter-change of seats shall be permitted.
In case of non-availability of eligible candidates in the categories of PH / Ex-
serviceman / Green Card / Sports / OOT under the social categories i.e. SC,
ST, OBC / SEBC, the vacant seats will be filled up by the candidates of the
respective category.

Interchange of seats among the institutes keeping the total seats allotted to
different categories intact shall be permitted.

3.0 Eligibility :

The eligibility of candidates for Entrance Test shall be purely on the basis
of the marks they have mentioned in the Application Form. Seven days time
shall be given to the candidates to make necessary and required corrections in
the Online Application Form. After the allotted time, if any mistake still persists,
the concerned applicant will be responsible for such omission and commission.

The candidate must fulfill the eligibility conditions given below :

3.1 The candidate must have passed Higher Secondary / +2
Examination in Arts / Commerce / Science or its equivalent
examination (the candidates shall have to submit equivalent certificate
from the competent authority at the time of submission of application)
with a minimum of 50% of marks in aggregate in case of General
candidates and 45% of mark in aggregate in case of SC, ST and OBC
/ SEBC candidates excluding marks secured in extra optional.
3.2 She / he must have passed Odia as MIL up to HSC level or any such
equivalent or higher examination (+2) or should have passed Odia as a
subject in special examination conducted by BSE, Odisha of HSC standard
or should have passed HSC Examination of BSE, Odisha in Odia medium
with MIL other than Odia. Such candidates who have passed HSC
Examination of BSE, Odisha without Odia as MIL, should produce a
certificate to the effect from the Headmaster of the concerned school that
he / she has passed HSC Examination in Odia medium.
3.3 The Urdu candidates seeking admission in Government Urdu S.T. School,
Cuttack must have passed Urdu as MIL up to HSC standard /
equivalent examination as notified by Board of Secondary Education,
Odisha, Cuttack.
3.4 The Telugu candidates seeking admission in Government S.T. School,
Chikiti must have passed Telugu as MIL up to HSC standard /
equivalent examination as notified by Board of Secondary Education,
Odisha, Cuttack.

Note : The upper age limit is inclusive of age relaxation for relevant groups as admissible under Rules

3.6 Residential Certificate :
The candidates except OOT category must be the permanent resident
of Odisha. To that effect, each candidate shall furnish along with his / her
application form, a permanent residential certificate in the prescribed format
issued in favour of him / her by the Tahasildar / Additional Tahasildar concerned
(after creation of new district) concerned.

3.7 Caste Certificate :
In case of SC, ST and OBC / SEBC candidates, the Caste Certificate should
be issued by the concerned Tahasildar / Additional Tahasildar. The Caste
Certificate shall be considered by virtue of birth only not by marriage or
adoption.

3.8 PH Candidates :
All PH Candidates with required academic qualification and conditions
as indicated in Para 3.1 to 3.6 are eligible to apply.
Disability type-wise reservation of seats under PH category Blind :
1%, Deaf : 1% and Orthopaedically Handicapped : 1% as per
Resolution No. 3404 2R / 1 3 / 2004/Gen dated 13.02.2006 of the
GA Department, Odisha.
The Blind and Orthopaedically handicapped candidates with
disability of minimum 40% are eligible to apply
The Deaf candidates with disability of minimum loss of hearing of 60
decibels or more are eligible to apply.
Such candidates are required to submit PH Certificate issued in their
favour in the prescribed form by Medical Board countersigned by
CDMO concerned. Candidates in possession of temporary disability
certificate issued prior to 30.04.2009 shall submit their renewal
certificates. The candidates cannot claim reservation in two
types of disabilities to fulfill the minimum percentage of
disability.
The selected candidates shall be referred immediately to the
Appellate Medical Board constituted at SCB Medical College,
Cuttack for verification.
However, such candidates shall pursue their studies within the
existing facilities available in the institutions until special
provisions are made for them.

3.9 OOT Candidates :
Candidates from the Outlying Oriya speaking Tracks of Andhra
Pradesh, Jharkhand, Chhatisgarh and West Bengal with required
academic qualification / conditions as indicated in Para 3.1 to 3.6 are
eligible to apply.
They are required to submit permanent Residential Certificate to
that effect, in their favour by the competent authority of their
respective state.
Only those candidates who have prosecuted their studies at least up
to High School Certificate Examination in their respective states
will be considered for selection under the Outlying Odia Speaking Track
quota.
They should have passed Odia as a subject of study in HSC
examination or any such equivalent or higher examination or should
have passed Oriya as a subject in special examination conducted by
BSE, Odisha of HSC standard.
The seats of OOT category may be allotted to the states on the
basis of valid applications received from the different states.
Kashmir Migrant : The following type of relaxation will be admissible
in case of Kashmir Migrants in the matter of their admission (vide
Government letter No. 6110 / SME dated 15.04.2010)
Extension in date of admission by about 30 days.
Relaxation in cut-off percentage up to 10% subject to minimum
eligibility requirement.

Increase in intake capacity up to 5% course-wise.
Reservation of at least one seat in merit quota in technical /
professional institutions.
Waiving of domicile requirements
Facilitation of migration in second and subsequent years.

3.10 Ex-servicemen Candidates :
The person who is retired from Defence service is to be considered as
Ex-serviceman. The son / unmarried daughter / spouse of Ex-
serviceman including self are eligible to apply as per 3.1 to 3.6
on submission of Certificate issued by the respective Defence
Headquarters / Rajya Sainik Board / Zilla Sainik Board in favour of his
/ her parents / spouse. The certificate must reflect the name of ex-
serviceman, the date of entry to the defence service and retirement,
his relationship with the candidate, seal and signature of the concerned
authority.

3.11 Green Card Holder Candidates :
The candidates under this category are eligible to apply provided they fulfil
the eligibility condition as mentioned in Para 3.1 to 3.6 on submission of the
prescribed Green Card of Health and Family Welfare Department, Government of
Orissa issued by the concerned CDMO. The name and date of birth of the
candidate and name of the parent written on Green Card Certificate
issued by the competent authority must be same as reflected in HSC
Examination Certificate of the candidate.

3.12 Sports Person Category Candidates :
In case of Sports Person Category Candidates in addition to fulfilling the
eligibility criteria as per Para 3.1 to 3.6, he / she must have represented the
state in any game and obtained the certificates duly issued by the Director of
Sports / Director General, Sports Authority of India. (Certificate issued by any
other officer / organization other than Director of Sports shall not be
entertained).

4.0 Modalities of Entrance Test :
The Entrance Test shall have two Sections. The whole test is of 100 marks.
Section I carries 40 marks. There shall be 40 questions each carrying 1 mark. Section I
shall include four aspects which has been detailed out in the syllabus. Section II carries
60 marks. There shall be 60 questions each carrying one mark.

The test will be bi-lingual for all the subjects except the language
subject. Each question in the language section shall be available to candidates
in Odia, Urdu and Telugu.

S Y L L A B U S

Selection for admission to the D.El.Ed. Course (General, Urdu, Telugu & Santhali)
shall be made through an Entrance Test from the session 2014-2015.

The Entrance Test shall have Two Sections.

The whole test is of 100 marks. Section-I carries 40 marks. There shall be 40
questions, each carrying one mark. Section I shall include four aspects, which have been
detailed out.

Section II carries 60 marks. There shall be 60 questions each carrying one mark.
All the question shall be multiple choice (MCQ)

The detailed syllabus is as follows :
Section - I
It consists of four aspects covering Language (English), Reasoning, General
Awareness and Teaching Aptitude. This section is compulsory for all the candidates. Each
aspect in this section shall have the weightage of 10 marks and there would be ten
questions in each aspect carrying one mark each.

A broad guideline for each aspect is detailed below.

Language (English): this would include comprehension, Vocabulary and
Usage.
Reasoning: It would cover logical and analytical reasoning.
General Awareness: This would include everyday science, Political system
and happening, general information, Educational Commissions &
Committees, New Educational Initiatives, Educational Organizations.
Teaching Aptitude: This aspect should cover application of common sense in
handling Educational Contexts, Classroom Situations, Learner and Learning
Problems, Purpose of Education, Role of other agencies in school
management and teaching learning strategies.

5.0 Instructions for the Candidates :

1. The test shall commence sharp at 11.00 a.m. The candidates are required
to take their seats in the Examination Hall 30 minutes before the
commencement of the examination.
2. The candidates are required to occupy the seats allotted to them. The
candidates are not allowed to change their seats or examination halls.
3. No candidate will be allowed to enter the Examination Centre and take
examination after the commencement of the examination.
4. They are required to bring with them the Admit Card, Blue / Black ball
point pen. No other document, textual materials, calculators or any other
electronic gadget, Log tables, Mobile Phone, plain papers etc. are allowed
inside the examination hall.
5. They are not allowed to bring baggage / luggage to the venue of the
examination. The Centre Superintendent shall not be responsible for the
loss of any such belongings of the candidates.
6. Smoking, eating and drinking of tea, coffee, cold drinks etc. inside the
examination hall are strictly prohibited.
7. The candidates will be given the OMR sheets, 15 minutes before the
commencement of examination. They are required to fill up the particulars
in the OMR sheet by using blue / black ball point pen only. Use of pencil or
any other writing material is not allowed.

8. The test booklet will be supplied 3 minutes before the commencement of
the examination. The candidates are not allowed to open the test booklets
before the commencement of the examination.
9. They are required to check carefully that the test booklet number is
printed on cover page and the test booklet contains such number of paper
as mentioned on the cover page.
10. in case of any discrepancy, they should immediately report the matter to
the Invigilator.
11. The candidates are not allowed to leave the examination hall before the
Answer Sheets are collected and counted by the Invigilator.
12. The candidates are required to strictly adhere to the rules of examination.
Any candidate found to have resorted to unfair means or misconduct in
the examination hall shall be expelled from the examination hall on the
spot and his / her examination shall be cancelled. Criminal Proceedings
may be initiated against the candidates misbehaving with the Invigilators
and attempting to disrupt the conduct of examination.

Writer for Blind candidates :
Blind candidates possessing PH Certificates issued by the CDMO are allowed to
engage a writer. The writer must be a student of High School / Higher Secondary School
or College and produce a certificate to that effect with a photograph duly issued and
attested by the Head of the Institution.

6.0 Selection and Placement :
State Level Selection of all categories of candidates shall be made through
Entrance Test on the basis of their marks secured in Entrance Test.

The result of the Entrance Test does not ensure the confirmation and guarantee
of admitting the student to the Course as it is subject to verification of the authenticity
and appropriateness of the documents.

Selection and placement of candidate shall be made purely on the basis of marks
secured by him / her in the Entrance Test. Merit list shall be published on the basis of
the result of Entrance Test both category-wise and subject-wise. In case of tie, the
higher percentage of marks at +2 Level shall be taken into consideration. If the +2 Mark
becomes tie, in that case, the candidate who borns earlier will come first in the Merit
List.

Placement of candidates will be made through Online. Ten days time from the
date of each phase of admission will be allowed to those candidates who have not been
allotted the institution of their choice to exercise their option (Online Candidate Login).
Their option for change will be considered subject to availability of seats on merit basis.

7.0 Payment of the Online Application Form : Candidates of all categories are
required to pay the required amount through Online (AXIS Bank)

PH Candidates (subject to fulfillment of the following criteria) : Free of Cost

Blind students who have used Braille for studies
Deaf candidates with disability of more than 75% or 88 decibel.

8.0 Documents to be submitted at the time of Admission :
All candidates selected for admission shall submit the following, in original.
Allotment Letter
Two Passport size photographs.
All Certificates, Marksheets and documents, as applicable with one set of self-
attested xerox copy.
CLC and Conduct Certificate issued by the Institution last attended.
Certificate of Headmaster of the school to the effect that he / she has passed HSC
in Odia medium in case he / she passed from Board of Secondary Education,
Odisha without Odia as MIL.
Residential Certificate issued by Tahasildar / Additional Tahasildar.
Caste Certificate in case of SC, ST and OBC / SEBC candidates by virtue of
birth only not by marriage or adoption
PH Certificate in case of PH candidates
Ex-serviceman Certificate in case of son / daughter / spouse of Ex-serviceman.
