INTRODUCTION

The Punjab State Cooperative Milk Producers Federation Limited popularly
known as MILKFED Punjab, came into existence in 1973 with a twin objective of
providing remunerative milk market to the Milk Producers in the State by value
addition and marketing of produce on one hand and to provide technical inputs to
the milk producers for enhancements of milk production on the other hand.
Although the federation was registered much earlier, but it came to real self in
the year 1983 when all the milk plants of Punjab Dairy Development Corporation
Limited were handed over to Cooperative sector and the entire State was covered
under Operation Flood to give the farmers a better deal and our valued customers
better products. Today when we look back, we think we have fulfilled the promise
to some extent. The setup of the organization is a three tier system, Milk
Producers Cooperative Societies at the village level, Milk Unions at District level
and Federation as an Apex Body at the State level. MILKFED Punjab has
continuously advanced towards its converted objectives well defined in its
byelaws. Punjab is one of smallest state in Indian Union with a total area of
50,362 Sq.km. Dairy Farming is an old subsidiary profession in the rural area of
Punjab. Punjab is the second largest milk producing state in India, producing 10%
of countrys milk.
MISSION
The mission of Verka Milk Plant is to be a leader in Dairy Industry in terms of
quality of products. To support The Milk Producers in uplifting their rural
economy, make all the Milk Unions viable and ensure quality Milk & Milk Products
to consumers.


VISION
The vision of Verka Milk Plant is to give best quality and safe products to
customers and maximum remunerative price & technical inputs facilities to Milk
Producers at village level. To achieve sales turnover of Rs. 2500.00 Crores by
2014-2015 by ensuring more than 20% growth every year.
OBJECTIVES
1. To bring prosperity to Milk Producers in the State through assured
market and remuneration prices all round the year.
2. To modernize existing Plants and upgrade technology from time to time.
3. To provide fresh hygienic milk to urban consumers at reasonable rates.
4. To ensure viability and growth of Milk Unions by converting surplus milk
into products and ensure their marketing.


FUNCTIONS
1. To carry out activities for promoting production, procurement processing
and marketing of milk and milk products for economic development of the
farming community.
2. Development and expansion of such other allied activities as may be
conducive for the promotion of the Dairy Industry, improvement and
protection of mulch animals and economic betterment of those engaged in
milk production.
3. Purchase and/or erect building, plants, machinery and other ancillary
equipment to carry out business.
4. Establish research and quality control laboratories.
5. Make necessary arrangements for transport of milk, allied milk products &
commodities.
6. Advise, guide, assist and control of the Milk Unions in all aspects of
management, supervision and audit functions.
7. Arrange to impart training to staff of all the member Unions and Societies.
8. Market its products under its own trade mark / brand name with its
Member Unions trade mark/ brand name. For marketing such products in
up country market, Milkfed may open its Sales offices anywhere in the
country.
9. Promote the organization of primary societies and assist members in
organization of Primary Societies.
10. Advise the member Unions on price fixation, Public relations and allied
matters.
11. Undertake periodical supervision and statutory audit of the member Unions
and the Societies affiliated to its member Union if authorized by the
Registrar, Federation will have also powers to recommend liquidation of
any member Union.
12. Undertake or assist programmes of market research and development.
13. Establish a Research & Development Association having independent
existence to contribute to its funds and to raise funds for the same from
member Unions as may be decided by the Board.
14. Encourage fodder production by members or members of the affiliated
societies.
15. To own and rear herd of cattle as may be required to undertake the
breeding programmes in the area.
16. Prescribe and enforce standards of quality of dairy and allied products to be
marketed by the Federation.
17. Plan overall production programme of the Federation and its members
keeping in view the market strategy.
18. To undertake export of dairy and allied products.
19. To provide financial assistance/credit facilities to member Unions.

SOME FACTS ABOUT VERKA MILK PLANT
1. First Milk Plant of the State was setup at Verka near Amritsar.
2. The brand name of the Milk and Milk Products was adopted as Verka.
3. The Foundation stone of Milk Plant Ludhiana was laid by Hon.S.Prakash
Singh Badal , the CM of Punjab in 1970.
4. Commissioning of the Plant was done by the Dairy Development
Corporation in 1974.
5. Inauguration was done by Late Smt. Indra Gandhi , the PM of India.
6. The capacity of Plant was 1.00 lac. Liter per day, including power plant of
7MT and now the milk plant of 4.00 lac. Liter per day.
7. Village level cooperative societies were also formed on Anand Pattern.
The system was run by the farmers, of the farmers, for the farmers.

NECESSITY FOR PRODUCTION ENHANCEMENT
1. Milk production in the area increased manifold with the result. Resultantly
started receiving daily 2.50 LPD of milk.
2. To increase the participation of women 120 exclusive women societies are
organized with 15300 women members through Punjab Women Dairy
Project a Central Govt. sponsored scheme.
3. Milk Production in the area increased manifold with the result. Resultantly
started receiving daily 2.50 lac LPD of Milk and Preak procurement 4.5 lac
LPD.
4. To cater to the increased demand, necessity of expansion of milk plant
arose.
5. Capacity of Milk Plant enhanced from 1lac to 4 lac litres with additional
powder. Plant of 30 MTs.
6. Plant is having latest State of Art Technology with MVR (Mechanical Vapour
Reprocesses) along with a drier with fluidized bed through which
agglomerated Powder is manufactured.
7. This improved the socio-economic conditions of marginal and poor farmers.
8. The profitability of the plant and turnover of the plant improved a lot.
9. No. of societies increased from 94 to 751 and its membership from 5400 to
78000.
10. All the societies are in net profit and distributing bonus to its members.




QUALITY OF MILK AND MILK PRODUCTS
1. To improve the quality of raw milk, Clean Milk Production program started
in 650 villages and resultantly the quality of products increased.
2. Milk Plant, Ludhiana was the First in India in Dairy Sector to get ISO
Certification.
3. Under ISO Certification and HACCP (IS 15000) Milk Union started export of
Ghee, SMP to Gulf countries Philippines, Manila, South Africa, Singapore,
Bangladesh etc. The export is made more than 5.5 crore during the last
year.
4. To further improve the quality of Raw Milk, Milk Union started 365
Automatic Milk collection Stations at village level.
5. To meet the challenges of WTO Milk Union started TIFAC program with the
help of Ministry of Information.
6. 22 Bulk Milk Coolers have been installed at village level to chill the milk on
this spot and to check bacterial count.
7. 28 model dairy demonstration farms have been established including
milking machines in distt. Of Ludhiana which has encouraged the farmers to
adopted dairy on large scale.
8. Milk Union, Ludhiana is first in India which has installed Bectoscan worth 70
lacs and Somatic cell count machine have been installed at milk plant,
Ludhiana.
9. Further 23 BMC has been approved under central govt. Scheme on 75%
grant to be installed in societies.


PRESENT STATUS / ACHIEVEMENTS OF THE PLANT

1. No. of societies increased from 94 to 751 and its membership from 5400 to
78000.
2. Milk Procurement has increased from 10200 LPD to 2,50,000 LPD.
3. Highest milk price is being paid to the milk producers as compare to other
plants in the states.
4. Products being manufactured by Ludhiana Plant are sold at premium rates
through out of the country and in the International Market.
5. City supply has increase from 66000 LPD to 1, 60,000 LPD.
6. Turnover the plant touched to 180 crores Profit of the union has increased
manifold.
7. Capacity utilization of the plant is more than 80%.
8. Milk products like Ghee, Table Butter, Skimmed Milk Powder, Whole Milk
Powder, Curd, Paneer, Milk Care etc are being manufactured by Verka Milk
Plant.
Verka Milk Plant is further progressing by leaps and bounds and it is hoped
that in the years to come, it will achieve excellent results and will help to
improve the social and economic conditions of the people at large.

1. Milkfed strives to give better and remunerative price to the farmers to
make dairy attractive and sustainable profession.
2. Providing improved technical input services to farmers.
3. Setting up big commercial farms.
4. More stress on clean milk production programme.
5. Rural women empowerment.
6. Massive women empowerment.
7. Massive modernization of process and operations.
8. Enforcement of stringent quality parameters.
9. Strengthing market base with specific stress on consumer market.
10. Dynamic enhancement in Verka Product Mix.
CRITICAL ANALYSIS OF MILKFED
Corporate Focus:
MILKFED is serving the cause of Milk producers of the state in collaboration with
National Dairy Development Board (NDDB) by increasing the number of functional
MPCSs from 4642 in 1990-91 to 6248 in 2000-01 and their membership rose by
90000 from 2.631lac in 1991 to 3371lac liter in 2000-01. However, rehabilitation
plan of sick Milk Unions has yet to reach the implementation stage.
Strength/Care Competency/Opportunities:
Milkfed earned a net profit of Rs.3.19crore in 2000-01. Its core competency in
marketing of Milk & Milk Products by creating a marketing infrastructure is
serving a social purpose by providing income to land-less laborers small and
marginal farmers scheduled caste families and households headed by women
having just one or two cattle only as nearly 90% of the member of Milk Producers
Cooperative Societies belong to these categories
(Annexure 20) Operation Flood programmed of dairy development is
implemented by it in the state.
Milk Vision 2004 to stabilize the gap between Milk procured during peak seasons
and lean season has been drawn by MILKFED to optimally utilize Milk Plants for
reducing their losses. Moreover, Model dairy farms in collaboration with
Technology and Assessment Council (TIFAC) are being developed bt it a capital
outlay of Rs.2.00crore.
RESTRUCTING/REVIVAL:
Export Ropar and Ludhiana Milk Unions the remaining 9 unions are incurring
losses. Their combined accumulated losses are Rs.76.33crore as on 31-03-2001.
This way, cooperative Milk unions structure of MILKFED is losing its commercial
viability over the last two years by restricting itself to the sale of Milk & Milk
Products only and not exploiting its well developed procurement sale and supply
distribution channels to market fresh vegetables and fruits along with processing
and procurement of oil seeds. To make these plants viable and socially
sustainable the introduction of latest technology in Milk; plants and full
exploitable of its marketing strength in procurement and marketing network in
the need of the hour. MILKFED is a vital mechanism for more than one reason in
the Punjab context. First and foremost it is engaged in raising the viability of
Agriculture of the small/marginal farmers. Landless labors, families with no male
earners and the scheduled castes. It is therefore of utmost importance that the
Government of Punjab make its due contribution for the purpose of leveraging
finances or the National Dairy Development Board and other cooperative
institutions. Infect if necessary Government should get District Milk Union
Cooperative so that hitherto slow extension is intensified and the maximum
potential for cost reduction is achieved. The other important reason for
Government to supply this activity even by subsides to induce a shift out of the
paddy-wheat rotation by encouraging the cultivation of better seeds vegetables,
fruits and eventually oil seeds and meat products.

CAPACITY: 3 lakh Ltrs per day.

BRIEF HISTORY OF THE DOABA COOPERATIVE
MILK PRODUCERS UNION LTD. MILK PLANT
JALANDHAR

The doaba cooperative milk producers union ltd.,Jalandhar was set up in the
year 1972 with regd.no.193 dated 4.11.1972 under cooperative sector with
financial assistance provided by state government and N.C.D.C. The doaba milk
plant was established in the year 1976 with a capital cost of rs.110 lakhs .

The primary objectives of the union were to provide ready market to the milk
producers for sale of milk in the villages through cooperatives on the one hand
and to provide wholesome hygienic good quality processed milk and milk
products to the urban customers at remunerative price on the other hand. The
milk union has saved the milk producers from the unfair trade practices of
middlemen, dodhies and milk contractors thereby improving their economic
condition tremendously.

The milkshed area of milk union comprises districts of jalandhar , kapurthala and
nawanshar. It consists of 8 tehsils namely jalandhar, nakodar, phillaur in jalandhar
distt., kapurthala sultanpur lodhi , phagwara,bhulath in kapurthala distt and
nawanshahr in nawanshahr distt covering 1797 villages in 18 blocks . It started
with 100 milk producers cooperative societies in 1972 which have grown upto 934
i.e.(701 MPCS +233 nominal members)having membership of 38014 as on
31.03.11

Milk union have got three chilling centre namely sultanpur lodhi in kapurthala,
shahkot in jalandhar district and khatkar kalan in nawanshahar district with
capacity of milk handling 20000 LPD,20000 LPD AND 30000 LPD respectively.
Moreover ,khatkarkalan is a very famous village of shaheed e-ajam s.bhagat
singh and the name of the milk chilling centre ,. Khatkar has been named in the
memory of s.ajit singh uncle of shaheed e-ajam bhagat singh.

Milk plant of the union was initially set up in the year 1976 with a handling
capacity of 50,000 liters,milk/day. subsequently ,the plant was expanded in the
year 1985 to 1.00 lakh literd of milk/day and plant was further expanded in year
1991 to 3.00 lakh liters of mlk per day besides facilities to manufacture milk
products like ghee, butter skimmed milk powder , whole milk powder ,dairy
whitner , paneer ,curd ,etc. The plant is also meeting the pasteurized liquid milk
demand of residents of jalandhar, kapurthala, nawanshahr districts.

CERTIFICATION OF ISO-9001:2000 & IS-15000(HACCP)

An ISO-9002 and IS-15000(HACCP) certification has been accredited to doaba milk
union by the bureau of Indian standards on dated 16.5.2000.Recently , we have
received revised ISO 9001-2000 Certification from BIS. This endeavour to improve
the overall quality of its product and services on line of total quality management
was further recognized by Bureau of Indian standards by conferring
commendation certificate for the prestigious Rajiv Gandhi national quality award
,2001.

LOCATION AND LAYOUT

In the milk plant there are hard receiving departments: Production and
Engineering. The location of the stores department is carefully planned out and it
is housed in a position which is very near to production department so that
transportation charges are minimum. It is also easily accessible to all other
departments like engineering, boiling, refrigeration, powder plant and workshop.
The layout of plants store is properly planned. There are shelves, racks, admirals
and handling devices for keeping the material and equipments properly. The store
is divided into racks which are further sub-divided into small spaces allocated.
Special attention is paid to storage which is liable to leakage or evaporation and
deterioration.



SELECTION OF ROUTES

Routes are selected for the delivery of milk through these societies. Shortest milk
routes are preferable so that milk reach to plant in same condition, otherwise
milk can become sour or curd. The societies which are far away from milk plant,
the four milk chilling centers are established for them. Societies send milk directly
to milk plant through chilling centers. These chilling centers chill milk at 4 degree
Celsius which keep the milk in a good condition for 24hours. After chilling the milk
these centers send milk to the milk plant.

REGISTRATION OF THE SOCIETY AND THE MEMBER

When a society is fully formed for the collection of milk it is registered under the
registration act of the societies. Its members are also registered and given
members pass books and share certificates. A copy of rules and regulations are
also given to them. Then the actual milk collection starts.

MILK PROCUREMENT IN DIFFERENT SEASONS

Milk Plant Jalandhar procures milk in three seasons. First comes the lean season
i.e. the months of May, June, July and August. In this season milk is available in
very lower quantity i.e. 1,20,000 liters per day. The second season is mild
season i.e. the months of March, April, September and October. In this season the
procurement of milk is about 2,45,000 liters per day. The most waiting season is
flush season i.e. the months of November, December, January and February. In
this season the procurement of the milk is maximum i.e. 3,00,000 liters per day.

MAIN CENTRES:-

About 835 milk producing societies come under Milk Plant Jalandhar which is
operating in the whole Jalandhar district.

PRODUCTION

Production is the foundation on which every organization is build. Production is
an internal act of producing something in an organized manner. It is the
fabrication of physical object through the use of men, material & equipment. Thus
the basis of production is the transformation of inputs into goods & services.

QUALITY CONTROL

It includes techniques & systems for the achievement of the required quality of
the raw material as well as final products. Most often milk vendors adulterate the
milk in such a way that normally consumers are to be fooled. Consumers remain
obvious to the various ways & means, adopted by milk vendors to adulterate milk.
Here are some eye openers:
Urea and caustic soda are added to thicken the milk.
Milk powder is also used for thickening and usually the powder used is sub-
standard.
Synthetic milk is added to pure milk to increase the quantity.
Sometimes pure milk is separated, the cream is removed and the skimmed
milk powder is added to it.


ACCOUNTING

It is the art of recording, classifying and summarizing in a significant manner, and
in terms of money transactions and events which are in part at least of financial
character and interpreting the results thereof. In the milk plant Jalandhar this
section performs the functions of maintaining the accounts of stores material and
milk products by union and to make payments at right time. Like this to maintain
the accounts of milk and milk products sold by the union and to receive the
payments for goods sold to consumers, concerned sections and branches. The
bills are prepared by accounts branch according to 10days milk purchase from
producers and societies. It is the duty of this section to maintain the accounts
according to rules and regulations mentioned by the Registrar Co-operative
Department and to follow the restrictions and suggestions imposes by auditor.

MARKETING

Milkfed Punjab is serving nationwide consumers through its network of regional
offices & strong distribution channels. Milkfed markers a wide variety of products
liquid milk, skimmed milk and many more.

ACHIEVEMENTS

Milk Procurement:-

Milk Plant procured about 2,25,000 lt. of Milk per day through 30 milk routes in
the Flush season.

Animal Health Care & Other Technical Inputs:-

In addition to organizing the remunerative Milk market system through milk
producers cooperative societies, Milk plant is also providing regular health cover,
artificial insemination service station at society level.
Genetic improvement of milch animals under this, lay inseminators are trained
who are in turn, doing artificial insemination at the door steps of dairy farmers.
