Dear Assistant Secretary Myers :

The purpose of this letter is to request participation in the Delegation of Authority

Program, pursuant to 287(g) of the Immigration and Naturalization Act. With the full
support of Governor Janet Napolitano , the Arizona Department of Public Safety (DPS) is
working in partnership with the Phoenix office of Inunigration and Customs Enforcement
(ICE) and Special Agent in Charge b 6)~ 7 C I, to address the serious problem of violent
illegal alien smuggling in the State. The authority and training provided to DPS through
the 287(g) program is another invaluable enforcement tool in this effort.

We have been coordinating this application process through our point of contact at your
Phoenix office, b 6, b 7 C Deputy Special Agent in Charge. The 287(g)
authorization will be used by DPS officers for task forces comprised of local, county, DPS,
and other state law enforcement officers, targeting illegal immigration smuggling
organizations operating in the State.

At this time I anticipate training a maximum of 100 DPS officers under this 287(g) MOU.
Officers will be trained with priority given to our border, gang and immigration
enforcement officers.

Dear Director Vanderpool:

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to
notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs
Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for
the Arizona Department of Public Safety.

On March 5, 2007, the Program Manager for 287(g) Delegation of Authority at ICE
Headquarters forwarded your request for participation in the 287(g) program to the Special
Agent in Charge Phoenix office. The Special Agent in Charge (SAC), ICE Detention and
Removal , Field Office Director (FOD), and the Arizona Department of Public Safety will need to
conduct ajoint assessment project. After completion, the assessment will be provided to ICE
Headquarters, for review by Assistant Secretary Julie L. Myers.

Arizona Department of Public Safetyis in the ICE, Special Agent in Charge Phoeni x area of
responsibility (AOR). The local ICE point of contact is Deputy Special Agent in Charge, who
