The Govt. vide reference cited have issued orders duly sanctioning the project for
"Comprehensive Development of SC/ST Colonies" under MGNREGS to improve the general quality of
life in the most backward areas by providing sanitation facilities and provision of internal roads and side
drains to the colonies.
The Technical guidelines for implementation of the project are given here under:
~ After identification of the project as per the guidelines issued, in the reference 3rd cited the
EEs, PRED I TWED and EEs, RWS & S shall implement the project.
~ Coverage of work: The following facilities are to be provided for the identified SC/ST
Colonies in the three GramPanchayats of the Mandai.
A) Provision of individual Sanitation Latrines for all households which are not having ISLs on a
Saturation basis. They should see that sanction in available for JSLs in all Colonies where
NREGS Programme is taken up. Anganwadi Toilets are also to be taken up if already
sanctioned. This will be in convergence with Total Sanction Campaign ofRWS dept.
B) CC Roads with drainage facilities
C) Provision of individual Sanitation Latrines & Aagaawadi Toilets for all household
which are not having ISLs on a Saturation a s i s ~ A ~ i TO; !12 t1.
i) The RWS &S Dept. will be the implementing agency for giving the technical assistance
and supervision of the work.
ii) The layout (Sketch) of the colony with details of ISLs required for the colony/habitation
inhabitants, duly marking the houses and Augauwadi toilets sanctioned under TSC
component should be prepared for each colony and made available with the GP.
iii)After approval of the work by Gram Panchayat, the RWS&S Dept. Engineers shall prepare
the estimates for ISLs and Anganwadi toilets component of the project for all the SC/ST
Colonies in the identified GPs.
iv) Each SC & ST locality/colony I habitation should be treated as an individual project and
estimates shall be prepared separately.
v) Technical approval should be given by the competent authority and submit to the District
Collector & Chairman, DWSC through PDs DWMA for issue of administrative sanction.
vi) The District Collector/DPC shall issue administrative sanction duly following the
provisions of the NREGA based on the technically approved estimates.
vii) The technical sanction for these works will be issued by the concerned authority under
RWS Department as per the norms/powers delegated.
viii) Specifications:
The designs should adhere to the guidelines issued by Ministry of Drinking Water &
Sanitation, Govt. of India, local design variations depending upon the Geo climatic
conditions and the availability of construction material and skilled labour shall also
follow the guidelines of Ministry of Drinking Water & Sanitation.
ix) Execution:
For all ISL's the beneficiary will be the unskilled labourer as well as WEM.
Anganwadi Toilets: Same WEM appointed for C.C.Roads & drains by the Gram
Panchayati will take up the work.
AE/AEE of RWS Department will be responsible for the implementation and
measurement of the work. The Dy.EE of RWS Department shall check
measure the work and payments may be made through the existing Mandai
Computer Centers as is being done for NREGS works.
x) Mode of Expenditure:
Tite Expendltme for the construction uf Sanitation fadlities be maue (t:Qm fuuus
under MGNREG Act and through Muster roll as per NREGS process for'tollowing
items of work.
Out of the total estimate amount, an amount not exceeding Rs.1300/- should be
incurred for ISLs from MGNREGS funds. Out of this Rs.750/-(Wage
Component) to be incurred for unskilled labour covered under Job Card Holders
& balance Rs.550/- (material component) can be for skilled labour. Since the
beneficiary himself do the unskilled labour works, the entire amount will to
him.
Out of the total estimate amount, an amount not exceeding Rs.2000/- should be
incurred for Anganwadi Toilets from MGNREGS funds. Out of this Rs.l250/-
(Wage Component) to be incurred for unskilled labour covered under Job Card
Holders & balance Rs.750/- (material component) can be for skilled labour.
The amount will be released after completion of the ISL/ Anganwadi Toilet.
For the part to be covered under wage component of MGNREGS, the cost norms
would be as per the Rural State Schedule of rates as applicable to MGNREGS
works.
xi) Monitoring:
District Level: Superintending Engineer RWS&S Dept
State Level: PD, SWSM will monitor the progress of works for the part to be
covered under TSC and report it to CE, PRED for compilation
The CE (PR) will monitor the overall project
B) Provision of Internal Roads and side drains:
i) The PRED will be the implementing agency for giving the technical assistance and
supervision of the work.
ii) The layout (Sketch) of the colony with details of internal roads and drainage proposed along
the road on one side/two sides depending on the local conditions existing should be prepared
for each colony and made available with the GP.
iii) The PRED & TWED Engineers shall prepare the estimates for CC Road & side drain
component of the project for all the SC/ST Colonies in the identified GPs.
iv) Each SC & ST locality/colony I habitation should be treated as an individual project and
estimates shall be prepared separately. Technical approval should be given by the competent
authority and submit to the District Collector/DPC for administrative sanction through PD
DWMA.
v) The District Collector/DPC shall issue administrative sanction duly following the provisions of
the NREGA based on the technically approved estimates.
vi) AE/ ABE, PR department will look into implementation and measure the work. The
Deputy Executive Engineer, PR shall check measure the work.
vii) Specifications :
1. Internal Roads:
The width of the internal road with CC carpeting should not be more than 2.5m as
per GOI circular No. J-1106011/2011-MGNREGA-I dt. 18.10.2011.
Internal roads with in the village /colony/habitation should be taken up with
proper drainage arrangement.
The thickness of the CC road shall he limited to 5".
The balance width of the internal road over and above 2.5m of CC formation shall
be provided with WBM grade-II standards to facilitate smooth drain off of rain
water.
2. Side drains:
Wherever land width available is more than 5m , side drains shall be provided on
both the sides of the roadfos shown in the enclosed typical sketch. However,
depending on the local conditions, if houses are situated only one side of the road,
drains would be taken up only that side of the road.
Where the land width is less than 5m, provision of drains may be decided
depending on the local conditions by the District Collector.
Depending on the discharge calculations, with an assumed flow velocity of
0.5m/sec, the 3 enclosed drain sections may be adopted.
For a discharge up to 0.01875m3/sec - section -II
discharge up to 0.021875m3/sec -section -III
discharge up to 0.04m3/sec - section -IV
The discharge calculations should be based on the following parameters:
../ The length of the road
../ No. ofhouses in a Street
../ Whether the drainage proposed on one side or two sides of the road to assess the
household discharge
../ Maximum rain falls of the location/district to assess the rainfall discharge in the
street. If the drains proposed in two sides of the road, the rainfall discharge can
be taken as half of rainfall discharge .
../ Runoff discharge coming from probable catchment area in to the particular street
has to be observed and the same has to be taken into consideration while fixing
the drain section .
../ Model calculation is herewith enclosed.
Slope of drain should invariably be maintained@ 1:200 to 1: 250
viii) Mode of execution and payment:
Payments will be made through the eFMS by the existing District Computer Centres
(DCC) of PRED Department to the WEM account to the extent of skilled labour and
material component. Wage payments shall be paid to the wage seekers account directly.
The payment of unskilled and skilled labour worked under MGNREGS will be made
only after measurement is taken and assessment of the work made with respect to task
and duly cnlcrcd Muslcr roll and mcusurcmcnl buuk by t l 1 1 ~ AE/AEE. Puyments will be
made through the existing District Computer Centres of PRED Department.
Wage payments will be through the paying agencies oflabourers in MGNREGS only.

ix) Monitoring:
District Level: Executive Engineers of PRED and the existing DCC's (PR) will
implement and monitor.

An example of design calculations for assessment of the drain section is given here
under for guidance and the field engineers are requested to estimate actual requirement
accordingly.
Case I : If Road width is equal to more than Sm. then propose drains on two sides of
the road:
i) Household Discharge :
Assume length of the road: 500'
Assume average width of the House: 30'
No. of houses in the street: 500/30= 16 houses
Population @ 5 per house: 16XS=80 (say) 100
Discharge per day : lOOXlOOX 0.8 = 8000iit/day (assuming 80% as drain
off)
Assuming 12hours of usage discharge per minute for 100 persons is: 8000/(12 x 60)=
ll.lllit/min
Assuming Peak Factor as 3
Maximum household discharge= 3 x 11.11= 33.33lit/min = 33.33/{1000 x 60)
=O.OOOSScum/sec ---- (i)
ii) Maximum Rainfall Discharge:
Road Length = 500' = 500x0.3048 =152m
Width of the Road = 7 .sam
Area= 152 x 7.5 = 1140sq.m
Discharge 0. = RAP/36;
Where R = Intensity of Maximum Rainfall in cm/hr (take the maximum rainfall details
from the concerned department for that particular locality/ district);
A= Drainage area in hectares;
P = Impervious factor;
Assume R = 63mm/hr =6.3cm/hr;
A= 1140sq.m = 1140/1000 = 0.114hectares;
p = 0.60
Q = RAP/36 = (6.3x 0.114 x0.60)/36 = 0.01197cum/sec
Maximum Rainfall Discharge that has to be taken into consideration when drain is
provided on both sides of the road = 0.01197/2 = 0.005985cum/sec ------ (ii)
iii) Runoff Discharge from Upland Catchment:
Assume a rainfall runoff of 1sqkm area from outside;
Discharge Q = RAP/36;
R = 6.3cm/hr;
A= 6000sq.m = 6,000/10000 = 0.60hectares;
p = 0.60
Q = 6.3x0.60x0.60/36 = 0.063cum/sec
Discharge in one drain = Q = 0.063/2 = 0.0315cum/sec----- (iii)
Total Discharge = House Hold Discharge + Maximum Rain Fall Discharge + Runoff
Discharge
= (i) + (ii) + (iii)
= 0.00055+0.005985+0.0315 =0.038cum/sec
Allow velocity of flow as 0.50m/sec;
Area of drainage required = Q/V = 0.038/0.50
=0.076sqm
Adopt Section IV whose area is 0.080sqm > 0.076sqm.
