During the annual ETDF General Assembly meeting in Leusden (The Netherlands) on May 9
th
2009
the General Assembly disussed the trends on training and !"D in the #artii#ating ountries$ The

&inanial su##ort to om#anies that are ha%ing #roblems beause o& the eonomi risis$ The
money &rom the go%ernment an be s#end on training &or em#loyees$ The state e%en #ays a little
salary to em#loyees during training$

obligated to #ro%ide at least 2B hours o& training #er year to em#loyees$ The go%ernment is
assessing initial and ontinues training and there is a 1ell 1or)ing erti&iation #rogram &or
trainers$ Trainers are 1ell 8uali&ied and erti&ied$ !o1e%er* the &ous o& managers in the (ortuguese
om#anies is still mainly on business* not on the #eo#le$ This ma)es it di&&iult to introdue and
im#lement training and !"D$ A om#liating &ator is that !"D0#ro&essionals are still 1or)ing on
administrati%e #roesses* not on #artnershi# in business$

Germany 1as re#resented by Marie0(aule Moreau$ Training in%estments in Frane are #aid by the
om#anies itsel&* 1ho ha%e to ontribute .*CD o& the 1age bill to training &unds$ This only a##lies
&or om#anies o%er 20 #eo#le$ The #osition o& the bodies that hold the &unds is %ery strong$ There
is lots o& money a%ailable &or training* but sometimes it is hard to get$ Enem#loyment is gro1ing
and e%erything is &oused on this$
Main trends in training and !"D in Frane inlude-
.$ Frane is in a #eriod o& hange$ ,n ?anuary 2009 FAord National ,nter#ro&essionalG is signed
by the unions$ The la1 is being #ublished in the neAt oming months$ This should lead to an
o#timi5ed system (&unds alloated) and seured #ro&essional areers (a F(>(F #ro/et)
2$ The #o1er o& intermediary bodies in the training system is inreasing
