12. Qualification Criteria-
A. Technical:
i) The contractor should have experience in similar nature of Job involving housekeeping / contract labor handling work at Petroleum Installations / plants.
ii) The tenderer should have valid Service Tax registration and valid PF registration code.
B. Financial:
i) The annual financial Turnover during any of the preceding three financial years ending 31st March 2013 should be at least 60% of the annualized estimated value of work.
C. Similar Works:
Experience of Job involving housekeeping / contract labor handling work at Petroleum Installations / plants during last 5 years ending 31.01.14 shall be considered as similar works experience. Similar works P a g e 2 o f 2
during last 5 years ending 31.01.2014 should be either of the following.
Three similar works / Work Order each costing not less than the amount equal to 30% of estimated value. OR Two similar completed works / Work Order each costing not less than the amount equal to 40% of estimated value. OR One similar completed works / Work Order costing not less than the amount equal to 50% of estimated value.
13. Proof of documents to be submitted for qualifying Experience / Similar Work Criteria:
A. PROOF OF LAST THREE YEARS INCOME TAX RETURN FILED WITH INCOME TAX DEPARTMENT.
B. PROFIT & LOSS ACCOUNT, BALANCE SHEET CERTIFIED BY CHARTERED ACCOUNTANT GIVING DETAILS OF TURNOVER IN THE LAST THREE YEARS AS PER THE CRITERIA i.e. (FINANCIAL YEAR 2009-10, 2010-11 & 2011-12)
C. COPIES OF WORK ORDER ISSUED BY THE AUTHORITY WILL BE TAKEN AS BASE FOR ELIGIBILITY CRITERIA.
D. CERTIFICATE FOR REGISTRATION FOR SERVICE TAX AND CERTIFICATE FOR ALLOTMENT OF PF CODE.

14. PROCEDURE FOR SELECTION OF SUCCESSFUL BIDDER:
Tenderer will be required to fill in and attach relevant documents as given in the Statement of Credentials. Technical qualification of tenderers shall be based on the party meeting the qualifying criteria; details filled in and documents enclosed in support of the same.
Offer of parties not meeting any of the relevant qualification norms given above and / or not submitting any of the qualifying documents given in the Statement of Credentials are liable for rejection. Work Order can be issued to the overall L-1 party.
The decision of IOCL to accept or reject any offer of a party shall be final. In this regard, no correspondence shall be entertained by IOCL.
The tenderers are required to produce all the original documents for our verification. Offer of those tenderers who do not report for verification of original documents on advised dates is liable for rejection. Tenderer should submit One complete set copy of the documents (for which originals are to be produced for verification).
