quality control and conformance with original project scope. During
construction, was responsible for inspection of facilities, verification of
contractor payment requests and reporting current project status of

management.
Notable Accomplishments: Lead project engineer for the Local Name
Community Water and Wastewater Facility. This proposed $20M utility
project included design services consisting of a community survey,
value engineering evaluation/feasibility, community presentation,
preliminary design and utility business plan development. These
documents were utilized for prioritization of State and Federal funding for
the final design and construction of this community water/wastewater
utility.

rural Staten communities. Projects included civil site design; utility

Notable Accomplishments: Lead project engineer for the Local Name
School District (LNSD), Wastewater Treatment Plant projects. These
combined $6.8M facilities included design and construction services for
the installation, at three LNSD School sites, of Membrane Bio-Reactor
(MBR) wastewater treatment plants for wastewater treatment and disposal
at these facilities. This included coordination between A&E disciplines,
MBR manufacturer and regulatory agencies during design reviews and
implementation of comments into final construction documents for bid
purposes. Assisted the client with project RFPs, contract administration,
evaluation of contractor RFIs, COs and A&Es DCNs, SCNs. Evaluated
submitted value engineering proposals for conformance with project
original requirements, scope and documentation. This project was
extremely complex in its application of cutting edge technology, which

incorporating client/management/agency directives during the design
and construction effort.

Business System Analyst /Civil Engineer-Land Surveyor 1981-1994
During employment with ClientName Pipeline Service Company (Trans-
State Pipeline) held two different job positions. Initial position held was
as a Civil Engineer/Land Surveyor working specifically in the companys
Engineering Department. As part of ClientName Pipeline Service
Companys program to outsource engineering services, I transferred to
the Computer Services Department sometime in 1988. As a Business
Systems Specialist, supported surveying, engineering, environmental
and operational computer systems; acted as the Engineering and
Environmental departments liaison for software development,
coordination, support, training and documentation.
As a Civil Engineer/Land Surveyor, worked and managed Survey
Department projects, coordinated office staff, and tracked costs incurred

Over 24 years of extensive experience in the heavy highway construction
industry from project management to estimating. Particular expertise in
transportation projects including those in the heavy concrete and bridge
construction area with projects ranging from repairs to segmental bridge

Responsibility was centered in the overall operation and success of the
Estimating Department. Assistance was given to the President of the
company in determining market conditions, setting bid parameters, and
guiding the global direction and function of the company. The focus of
bids was in the bridge rehabilitation, concrete repair area with projects in
the $1,000,000 to $5,000,000 range. Continued the use of HCSS
Estimating Software in this role and attended the HCSS Advanced Users
meeting in Houston in 2009.
