among member states of the +rgani:ation, but the +rgani:ation remains
impotent to enfore aeptable solutions/ As the maker and enforer of the
international law, what the 4nited 8ations has ahie2ed still falls regrettably
short of our goal of an international ommunity of nations/
5his does not mean that the 4nited 8ations has failed/ I ha2e li2ed too long
to herish many illusions about the essential high-mindedness of men when
brought into stark onfrontation with the issue of ontrol o2er their seurity,
and their property interests/ 8ot e2en now, when so muh is at ha:ard would
many nations willingly entrust their destinies to other hands/

the arsenals of the world will bring in its wake that hange in attitude
re)uisite to the peaeful settlement of disputes between nations/
6isarmament is 2ital today, )uite simply, beause of the immense
destruti2e apaity of whih men dispose/ *thiopia supports the
atmospheri nulear test ban treaty as a step towards this goal, e2en though
only a partial step/ 8ations an still perfet weapons of mass destrution by
underground testing/ 5here is no guarantee against the sudden, unannouned
resumption of testing in the atmosphere/
5he real signifiane of the treaty is that it admits of a tait stalemate
between the nations whih negotiated it, a stalemate whih reogni:es the
blunt, unavoida,le fact that none $ould emer/e from the total
destruction $hich $ould ,e the lot of all in a nuclear $ar, a stalemate
whih affords us and the 4nited 8ations a breathing spae in whih to at/

As a free Afria has emerged during the past deade, a fresh attak has been
