GULBARGA: BJPs prime minis-
terial candidate Narendra
Modi said that if the BJP was
voted to power at the Centre,
it would provide a new direc-
tion to governance and move
forward with clarity to end
stagnancy in growth.

Layout at Kotnur D on the
outskirts of Gulbarga on Fri-
day, Mr. Modi said that the
poison spread by the Con-
gress would be put to an end
and a path would be laid for
the people to taste Amrit
[elixir].
He said that the wave in
favour of the BJP sweeping
the country would convert it-
self into a tsunami after the
dates of the Lok Sabha elec-
tions are announced and the
Congress would be washed
away in that tsunami.
Mr. Modi also said that he
was overwhelmed by the
peoples response to the rally.
He said that all his actions
would be accounted for. I
will not waste a minute and I
will work for the develop-
ment of the country, he said.
The platinum jubilee of the
Indian Independence was
scheduled for 2022 and it
would be made a memorable
event, headded.
India has not achieved
what it should haveduringthe
post-Independenceera, while
neighbouring countries, in-
cluding China, have marched
ahead and become economic
superpowers. By the time In-
dia celebrates its 75th Inde-
pendence Day, we should see
that the country nds itself
among the superpowers. Mr.
Modi said that to achieve this

ernment and the Railways
were in a state of slumber and
derailed.

While dismissing his plea,
the court said that Mr. Singh,
who had assumed the post of
the SPP in February 2013,
had allowed defence counsel
to commence nal argu-
ments and thereafter he too
argued the case for three days
before the earlier judge, and
now he could not say that
without going through re-
cords of the case he proceed-
ed with arguments then.
As the SPPand the accused
did not dispute the fact that
Baskaran died in December
2013, the court also said that
despite Baskarans death, the
SPP did not modify his plea
but he had pursued it
against a dead personand it is
not permissible in law.
DMK leader K. Anbazha-
gan, who is an intervener in
the case, had produced death
certicate of Baskaran while
complaining that the SPPhad
led the application to pro-
tract the case even though
prosecution was aware of
Baskarans death.
It is not known why SPP
has selectively sought to
summon only silver articles
from a person, who is dead,
the Court observed pointing
out that why prosecution did
not wish to summon other
materials like 749 silk sarees,
10,595 sarees, 750 pares of
chappals, which were also
said handed over to the cus-
tody of Baskaran along with
1,116 kg of silver seized from
Ms. Jayalalithaas Poes Gar-
den residence in 1996.
These materials were not
produced before the Chennai
court either during investiga-
tion or along with the charge-
sheet, the Court noted.
Untraced report
Pointing out that prosecu-
tion had admitted that it
could not trace mahazar re-
port about seizure of silver
articles and the SPP is not
aware whether the silver arti-
cles were in the form of in-
gots, vessels or artefacts, the
Court said that no purpose
would be served to summon
them as it would not impact
fairness of the trial.
Noticing that Ms. Jayala-
lithaa had given an undertak-
ing in 1998 before a Chennai
Court not to alienate or
transfer the silver articles,
which were valued, until con-
clusionof trial, the Court said
that these silver articles are
not required tobe summoned
only for the sake of marking
them.
BANGALORE: The Special Court
on Friday refused to believe
the claim of Special Public
Prosecutor (SPP) G. Bhavani
Singh that it was only when
he was preparing for nal ar-
guments about a month ago
that he came to know that
certain silver articles, said to
have been seized from the
house of Tamil Nadu Chief
Minister Jayalalithaa in
1996, were not produced be-
fore the court as part of the
evidence.
Far from truth
On the face of it, the claim
of the SPP appears to be far
from truth and unbelieva-
ble, said John Michael Cun-
ha, judge of the Special Court
trying the disproportionate
assets case against Ms. Jaya-
lalithaa and others, in his
order on the SPPs
application.
The SPP led an applica-
tion on February 3, 2014 in-
forming that 1,116kg of seized
silver articles were not with
the court as they were left in
the custody of V. Baskaran,
the then secretary and con-
sultant to Ms. Jayalalithaa.

THIRUVANANTHAPURAM: The
Central Government is ex-
pected to issue a draft noti-
cation excluding about
2,500 sq kmof human settle-
ments, plantations and agri-
cultural land from the
Ecologically Sensitive Area
(ESA) earmarked by the High
Level Working Group
(HLWG) for conservation of
the Western Ghats headed by
K. Kasturirangan, according
to Oommen V. Oommen,
chairman of a three-member
panel set up by the state to
study the impact of the
HLWG report.
Prof. Oommen, who repre-
sented Kerala at an official
discussion convened by the
Union Ministry of Environ-
ment and Forests (MoEF) in
New Delhi on Thursday, said
he had received an assurance
from MoEF officials that the
draft notication on imple-
mentation of the HLWG re-
port would be issued in a day
or two. He said the official
delegation from Kerala had
submitted land-use records
and other documents to con-
vince the MoEF officials of
the need to take stakeholders
into condence while imple-
menting the report.
Exemption
Talking to The Hinduat the
venue of the National Science
Day celebrations here on Fri-
day, he said the exemption of
2,500 sq km from the ESA
regulations, including quar-
rying, mining, Red category
industries, thermal power
plants and construction of
townships and buildings,
would helpremove the appre-
hensions of the people and
ensure their involvement in
the implementation of the
HLWG report. As beneci-
aries of the Western Ghats
conservation, it is the people
who matter.
Prof. Oommen said the
state had offered to take up
the conservation of almost
1,000 sq km outside the re-
serve forest area.

by the State Congress lead-
ers from Telangana and See-
mandhra region to convince
the high command against
the imposition of Presi-
dents rule in the State failed
to cut ice.
The Congress partys
Central leadership appears
to have looked into the pros
and cons before turning
down the demands made by
delegations of Telangana
and Seemandhra leaders
that met them in New Delhi
earlier this week.
Seemandhra former Min-
isters led by PCC chief
Botcha Satyanarayana made
a futile bid to impress upon
the high command the need
to install a popular govern-
ment. They wanted a new
government to be put in
place till the elections so
that the partys fortunes
could be revived in See-
mandhra region. Their Te-
langana counterparts too
were for the continuation of
a government instead of
Presidents rule. The State
Congress leaders conten-
tion was that if a new gov-
ernment was installed, it
would arrest the ight of
party Ministers and MLAs
to the proposed new politi-
cal party of Kiran Kumar
Reddy.
However, Congress
sources maintained that the
high command was con-
cerned about the growing
number of defections of
Ministers and MLAs to the
TDP and the YSR Congress.
Over a dozen defections in
the last two weeks had
pushed the government into
minority though the leader-
ship claimed that it had ma-
jority. Top leaders obviously
did not want to seek outside
support, if the Governor
asked the new government
to take the oor test.
Congress leaders bid falls at

Action Committee (TJAC)
convenor Prof. M. Kodanda-
ram on Friday said that an
all-party delegation would be
sent to Delhi to negotiate on a
special status for Telangana.
A special policy to deal with
the specic issues of Telanga-
na is the need of the hour, he
said.
Speaking at a seminar on
Industrial Development in
Telangana: Problems and
Prospects WithFocus onSpe-
cial Category Status, Prof.
Kodandaram said, The
mindset in Delhi is that And-
hra regionwas hurt due to the
bifurcation, which is not cor-
rect. Let themhelp the region
but in the process, Telangana
should not be neglected. We
need a special policy that
deals with specic issues of
Telangana.
Special focus and land allo-
cation to micro and small in-
dustries, power allocation,
and residential colonies near
industries are among the is-
sues to be included inthe pro-
posed vision document,
according to him.
The industrialists in Telan-
gana region should be pre-
pared to move to districts and
interiors to empower the re-
gion. The earlier govern-
ments could not motivate the
industrialists to move to tier
II and tier III regions due to
poor infrastructure and lack
of water and power, said Min-
ister for Major Industries, J.
Geeta Reddy. We may not be
as aggressive as Andhra peo-
ple but if we are determined,
we will achieve our objectives
sooner or later - like how we
could win Telangana, Ms.
Geeta Reddy said.

CHENNAI: The Tiruppavai cele-
brates the glory of the Supreme
Lord as much as that of a true
devotee. Its emphasis is on the
eternal quality of the relation-
ship between them, which when
internalised by the latter, equips
him with absolute humility,
pointed out Sri Damal Ramak-
rishnan and Srimati Perundevi
in a discourse. In the verse Elle
Ilankiliye, the maiden who is
woken up by the other girls in
Ayarpadi exemplies this atti-
tude of humility that is the hall-
mark of a true devotee. Humility
accepts the shortcomings and
failures inherent in human na-
ture and does not fall into the
trappings of an ego-centered
stance that is the greatest hurdle
in the path of Bhakti. Initially,
this Gopi argues with the others
outside to nd out if others have
come. But then she accepts that
she is at fault and they all pro-
ceed to sing the glory of Krishna
of unlimited prowess.
The initial reaction of the Jiv-
atma when he turns into a devo-
tee of the Lord is to be
overwhelmed by the unimagina-
ble distance between the Lord
and himself.
Could anyone ever dream to
know Him, serve Him and be
devoted to Him, one may won-
der. But the Lords compassion
nullies this distance and any
such doubt.
The basis of Bhagavata Bhakti
is acceptance of ones helpless-
ness in this effort and seeking
His grace. Such an attitude div-
ests himof any ego whatsoever.
Vedanta Desikas poetic fancy
captures this sentiment and atti-
tude of a true devotee. In a verse
in Daya Satakam, he shows that
though a Jivatma is full of faults
and has no chance of seeking sal-
vation, if only he accepts his in-
ability in this issue and seeks
God with unconditional faith in
His compassion, there is chance
of redemption. The devotee is
lucky to seek the Lord who, for
His part, is the very embodiment
of compassion. The Jivatma is
thus blessed and is able to re-
main a Bhagavata.
Bharata is quoted as a perfect
example of a devotee who is to-
tally devoid of any ego and pride.
Despite the trauma he under-
goes due to Ramas exile and
Dasarathas demise, he blames
himself for the unwanted situa-
tion he faces. This mental matu-
rity is because of his love and
devotion to Rama and his per-
sonal integrity.

Budget shows surplus
Presenting the budget of the
Government of India for 1964-65
in the Lok Sabha on February 29,
the Union Finance Minister, Mr.
T.T.K. Krishnamachari, placed
the revenue for the budget year at
Rs. 2,095 crores and expenditure
at Rs. 2,041 crores at the existing
level of taxation. This would give
a revenue surplus of Rs.54 crores.
Taking the revenue and capital
outlay together, however, the Fi-
nance Minister showed an over-
all budgetary gap of Rs.176 crores
and made proposals to cover this
gap to the extent of Rs. 90 crores.
The Finance Minister an-
nounced that the Government
proposed to set up a commission
to inquire into monopolies and
the concentration of economic
power in the countrys economy.
The Finance Minister also an-
nounced that new measures of
discipline to arrest rising prices
would be taken.
Demarcation pillars
The Government of India has
lodged a protest with the Chinese
Government against the setting
up of stone cairns by the latter in
the Ladakh region to mark the
so-called line of actual control
as unilaterally dened by China.
The protest note, a copy of which
was placed in the Rajya Sabha on
February 29 by Mrs. Lakshmi
Menon, Minister of State in Ex-
ternal Affairs Ministry, charac-
terised the Chinese action as an
attempt to consolidate its illegal
occupation of Indian territory in
the Western Sector which is in
direct contradiction to Chinas
acceptance in principle of the
Colombo proposals.
Chou for direct talks
The Chinese Prime Minister
has sprung a last minute surprise
on February 29 when he ex-
pressed his willingness to initiate
direct negotiations with India on
the basis of the Colombo propos-
als. The ve-page joint communi-
qu issued at 10-15 to-night (on
February 29) after three rounds
of talks between the Prime Min-
isters of Ceylon and China said
the two Prime Ministers noticed
with satisfaction that the situa-
tion on the Indo-Chinese border
had eased. The communiqu add-
ed that the Chinese Prime Minis-
ter expressed his readiness to
seek direct negotiations with In-
dia on the basis of Colombo pro-
posals for a peaceful settlement
of the border dispute.

BANGALORE: Renowned theatre
and lmpersonality C.R. Sim-
ha (72) died here onFriday. He
was suffering from prostate
cancer, according to family
sources. He is survived by his
wife and son, Ritwik Simha.
Best known for his work in
Kannada theatre, he was also
an avid writer and document-
ed his experiences in lms and
theatre in Nimma Simma.
Simha acted in over 150
lms, including the award-
winning Sankalpa, Samskara,
Bara, Chitegoo Chinte, Anu-
roopa, and commercial ven-
tures such as Indina
Ramayana, Nee Bareda Ka-
dambari, Nee Tanda Kanike
and Ramapurada Ravana.
He directed ve lms, in-
cluding Kakanakote, Simhasa-
na and Ashwamedha. Simha
also acted in tele-serials in
Kannada and Hindi.
