LGPMS On-line Report

For the General Public

Performance Year 2008

I. Introduction

The LGPMS on line report to the public presents the roll-up LGU performance based
on the pre-defined LGPMS indicators and governance areas. The reports are
aggregated across LGU types (provinces, cities and municipalities) and
geographically (national summaries, regional summaries and provincial summaries).

The aggregated reports, as presented in this report, is not intended as LGU scorecard,
or ranked LGUs, but situate the LGU overall administrative capacities and
productivity based on the standards of the LGPMS. And from the result of the
assessment identify appropriate responses to the LGU performance for standard
management and performance improvement.

The roll-up reports are averages based on the self-assessment of the LGU of their
individual performance, in terms of their administrative capacities and productivities,
as gauge on a common set of performance indicators and standards defined by the
LGPMS. The reports, aggregated at the national, regional and provincial levels, are
intended to inform policy formulation, decision-making and planning and enhancing
management and performance of LGUs.

Administrative capacities also known as the input indicators, which consist of the
underlying capabilities of cities in terms of readiness of structure; effectiveness of
policies, guidelines, and administrative systems; availability of managerial and
technical competencies; and availability of tools, facilities, equipment and financial
resources. Productivity or the output indicators, refer to the availability and quality of
basic services delivered by the LGUs (cities, municipalities and provinces) to their
respective constituents.

II. National & Regional Status

The national status report presents the average LGU performance in the 5 LGPMS
governance areas.

1. On Valuing Fundamentals of Good Governance (with links to five


performance area reports)

The LGU average performance in sub-governance concerns of transparency,


participation and financial accountability is shown in the graph below. Average
performance by the 79 provincial LGUs is in transparency, participation and financial
accountability are high, medium and medium respectively. Among the 117 cities, the
average performance was very high in transparency, high in participation and medium
in financial accountability.
Among the 1500 municipalities, average performance is medium in transparency,
very high in participation and medium in financial accountability. It should be noted
that all 3 LGU types have registered the same averages for financial accountability.
Regional performance across LGU types is also provided in the performance link
below.
