PRELIMINARY AND PROFILE SURVEYING OF PROPOSED 132 kV
TRANSMISSION LINE ROUTE TO PROPOSED SOORIYAWEWA GSS
1.0 Scope o Wo!k
1.1. This Bid is for the preliminary and profile surveying of proposed 132 kV line route from
Embilipitiya-Hambanthota 132kV line to proposed ooriya!e!a " #appro$.1% km&
as given in the s'hedule of (uantities and pri'es) 'omplying !ith the te'hni'al
spe'ifi'ation and terms and 'onditions stipulated in this do'ument.
*t is ne'essary to 'omplete the !ork as s'heduled sin'e surveyed data is re(uired for the
'ommen'ement of the transmission line design and 'onstru'tion !ork
1.2. +uring the e$e'ution of !ork) depending on the route 'onditions en'ountered) ,eylon
Ele'tri'ity Board #,EB&) #herein after 'alled as The Employer& may re(uire 'hange to
the line routes in order to optimi-e the 'ost and the environmental . so'ial impa'ts.
1.3. *n su'h event) the Employer may inform any 'hanges re(uired to the ,ontra'tor in
!riting) for !hi'h the 'ontra'tor should 'omply !ith) and the payment for su'h
additional !ork !ill be 'al'ulated based on the unit rates offered in the 'hedule of
/ri'es and the final ,ontra't Value !ould be ad0usted a''ordingly.
1.1. The indi'ative line route map and the 'oordinates of angle points of the above
transmission line are in APPENDI"#$.
1.2. The ,ontra'tor may adopt modern te'hni(ues using the satellite images in'luding
preliminary !orks and "/ te'hnology to obtain more a''urate and detailed results. *n
su'h an offer) full details of the method to be adopted shall be submitted !ith the offer.
2.0 E%&'&(&%&)*
2.1 3i'ensed urveyors or ,ompanies 'arrying out surveying !orks using satellite images
and modern te'hnology are eligible for bidding. The bidder shall provide a 'opy of the
survey li'ense along !ith the bid. Those !ho failed to submit the above !ill be
re0e'ted.
2.2 4ll bids should be in original bidding do'uments obtained from the Employer5s
representative) ,hief Engineer #Transmission 3ine ,onstru'tion /ro0e'ts& or from his
authori-ed offi'er6s) on payment of a non-refundable bid fee of 7s. 1+000.00+ in 'ash or
bank draft !ritten in favour of 8"eneral 9anager) ,eylon Ele'tri'ity Board8.

To be (ualified for a!ard of ,ontra't) bidders shall 'onform to the follo!ing:

9inimum of 2 years of e$perien'e in general survey !ork and urvey !ork using satellite
images and "/ te'hnology.

3.2 Spec&&c E3pe!&e/ce4
Bidder shall have the minimum e$perien'e of 'ompleting survey !ork on 22%6132 kV
Transmission line routes or 33 kV +istribution line routes of length not less than 2% km)
during the last 2 years. /referen'e !ill be given to those !ho have e$perien'e in survey
!orks of this nature. The bidder shall furnish details of his past e$perien'e.
3.3 F&/./c&.% Pe!o!5./ce4
3.3.1 4verage annual turnover of at least 3;7 < million over the past 2 years and
availability of 'redit fa'ilities of at least 3;7 1.2 million.
3.3.2 ,opies of 'ertified audited balan'e sheets) profit and loss statements for the last 2
years) if available) and other supporting do'uments shall be submitted by the
bidder in proof of sound finan'ial 'apa'ity. The Employer has the right to make
in(uires from the bidder5s bankers.
3.6 Tec0/&c.% C.p.(&%&)&e7
3.1.1 The bidder shall have at least t!o li'ensed urveyors and team leaders must have
surveying li'ense or degree and at least one e$pert in 4uto,4+ appli'ations)
!orking under him. 4t least t!o li'ensed urveyors shall have e$perien'e of
surveying Transmission 3ine routes aggregating to a total length of 2%km or more.
3.1.2 The Bidders shall 'learly indi'ate that they have skilled manpo!er and other
resour'es to 'omplete the !ork !ithin the 'ontra't period. *t is e$pe'ted that fully
e(uipped t!o survey teams !ill be deployed to !ork in parallel in the line routes.
3.1.3 ite organi-ation proposed and the =uality 4ssuran'e 'heme to be introdu'ed
shall be given) in detail) !ith the Bid. The urveying teams shall be 'omposed of
(ualified personnel) !hose names) assignment of !ork and personal history shall
be submitted for the approval of the Employer) and as a rule) no shifting) 'hange or
repla'ement of the personnel of the urveying team shall be made during the
urveying !ork !ithout !ritten approval from the Employer.

3.8 E9-&p5e/) Re9-&!e5e/)
3.2.1 Bidder shall have a minimum of t!o 'omplete sets of surveying e(uipment)
in'luding t!o total stations and "/ E(uipment) for e$e'ution of !ork.
3.2.2 4 3ist of all e(uipment o!ned by or available to the bidder for the uninterrupted
e$e'ution of !ork shall be provided by the bidder. E$planation on the use of all
the e(uipment proposed and details of availability shall be given in the bid.

The bidder shall submit a po!er of attorney authori-ing the signatory of the bid to 'ommit
the bidder.

1.2 Bidders may visit and e$amine the proposed line routes and its surroundings and obtain
all information that may be ne'essary for preparing the bid and entering into a 'ontra't
for surveying !ork for himself is his o!n responsibility.

1.3 The 'osts of visiting the site shall be at the Bidder>s o!n e$pense.

measurement and the final (uantities for payment is final and 'on'lusive.
>.2 The pri'es (uoted shall be !ritten 'learly in ink or type !ritten. The total amount of the
offer should be given in !ords #in English& as !ell as in figures. Ghere the amount
given in figures differs from the amount given in !ords) the amount given in !ords !ill
be taken as 'orre't. *f the total 'ost differ from the produ't of unit rate and (uantity) the
unit rate !ill be taken as 'orre't.
>.3 The pri'es (uoted shall be e$'luding V4T) but in'luding all other ta$es and levies. The
amount of V4T) if appli'able) should be indi'ated separately and 'learly. The V4T
registration number should also be indi'ated in the 'hedule of =uantities and /ri'es. 4

are not registered to 'olle't V4T should submit a letter issued by +epartment of *nland
7evenue to that effe't. +e'laration of V4T registration is a mandatory re(uirement for

final pegging of line route and angle positions after the approval of final preliminary

of the 'ontra'tor. *n su'h an event) the nature of the delay and the duration of delay shall

immediately and shall 'onfirm in !riting !ithin 21 hours of su'h event. @o additional
payment !ould be paid to delays attributed to the ,ontra'tor or 'aused by adverse

21.2 The /erforman'e Bond should be un'onditionally en'ashable) on the re'eipt of first

offi'er6s. The format of the /erforman'e Bond shall be as given in APPENDI" G -
ample Dorms.
21.3 *n the event of default on the part of the 'ontra'tor resulting from brea'h of agreement
or relevant 'onditions hereto) the /ro0e't 9anager ,E@E*/-/3 may) by a !ritten noti'e)
terminate the right of the 'ontra'tor to pro'eed !ith) and 'laim the /erforman'e Bond
!ithout re'ourse to la!.
21.6 ?n satisfa'tory 'ompletion of the ,ontra't) the /erforman'e Bond !ill be released.

The urvey !ork shall be 'ompleted as per time s'hedule given in APPENDI" # F. The
Bidders should spe'ifi'ally state in their bid !hether they 'ould 'omply !ith this time of
'ommen'ement of 'ontra't and the 'ompletion period. *f they are unable to 'omply !ith the
said time of 'ommen'ement and the 'ompletion period) they should 'learly state their
proposed 'ommen'ement time and the 'ompletion period possible in the Bid.
23.0 E3)e/7&o/ o Co5p%e)&o/ Pe!&o1
23.1 hould the 'ontra'tor anti'ipate any delay at any time during the e$e'ution of !ork to
'omply !ith the time s'hedule given in APPENDI" F) ,ontra'tor shall at on'e give
noti'e a''ordingly in !riting to the ,hief Engineer #Transmission 3ine ,onstru'tion
/ro0e'ts& e$plaining the 'ause for the delay. *n the 'ase of delay) ,hief Engineer
#Transmission 3ine ,onstru'tion /ro0e'ts& or the offi'er authori-ed by him) shall have

the option of either granting an e$tension or terminating the 'ontra't ruling the 'ase as
default of 'ontra't.

23.2 *f the e$tension is granted) the ,ontra'tor shall 'omplete the !ork !ithin the e$tended
period but !ill in addition to any other liabilities in'urred under this 'ontra't) be sub0e't
to a dedu'tion of li(uidated damages) unless the li(uidated damages is !aived or
redu'ed by the Employer) in vie! of any spe'ial 'ir'umstan'es.
23.3 *f the e$tension of time is granted the ,ontra'tor shall e$tend the period of validity of
/erforman'e Bond.

*f the ,ontra'tor fails to a'hieve targets !ithin the period#s& spe'ified in time s'hedule given
in APPENDI"#F) !ithout pre0udi'e to its other remedies under the ,ontra't) the Employer
!ill dedu't from the ,ontra't Value) as li(uidated damages) a sum e(uivalent to 0.8D of the
,ontra't Value for ea'h day or part thereof of delay until a'tual 'ompletion of !ork) up to a
ma$imum dedu'tion of 10D of the ,ontra't Value. ?n'e the ma$imum is rea'hed) the
Employer may 'onsider termination of the ,ontra't.
28.0 P.*5e/)
/ayments for the !ork !ill be made as follo!s:

ii. The payments for the urveying of the Transmission lines as spe'ified !ill be paid
a''ording to the respe'tive rates #per unit& (uoted in the 'hedule of =uantities
and /ri'es. 4ny e$tra !ork or !ork asso'iated !ith the deviation of the
transmission lines !ill be paid at the rates (uoted in the 'hedule of =uantities
and /ri'es.
iii. Every 'ertifi'ate for payment on a''ount of !ork shall be regarded as only
provisional and appro$imate.
