Vets Memorial

closer to reality
Lancaster - Kittson
County will soon have
its own Veterans
Memorial.
A committee, con-
sisting of veterans from
each city in Kittson
County and a few non-
veterans, first met in
June 2010 to discuss the
memorial.
The site has already
been decided as the city
of Lake Bronson has
received some tax-for-
feited land from the
county earmarked for
the project. The land is
located along Highway
59. It is across from the
new Cenex station and
next to the current way-

her lucky stars
Wannaska - It takes
nothing to die. Maybe a
few seconds. Just ask
Heidi Pulk, the
Wannaska mother of
three daughters and
pregnant with twins due
in mid-August.
Shes been counting
her lucky stars after her
2006 Chevy Equinox left
the gravelled 175th
Street near Wannaska
and flipped over in a
ditch. She was less than
half-a-mile from
Riverside Lutheran
Church, her destination
on Sunday, June 8.
The good Lord was
possibly looking out for
Heidi, 31, and her
daughters, Sarah, 5;
Madilyn, 3; and Emily,
19 months.
She remembers being
half-a-mile from home,
when the vehicle began
to fish-tail. She was
traveling about 30 mph
and heading into the
ditch. After that, she
has no recollection. She
remembers coming to
her senses belted in
upside down in the
ditch, and the vehicle
was facing in the oppo-
site direction that it had
been traveling. She had
hit a stump and the
vehicle flipped over.
When youre preg-
nant with twin boys,
take no chances. Heidi
saw an emergency room
doctor, who found no
reason to hospitalize
her. Her daughters were

Pennington Co. Fair begins
The Pennington County
Fair will be held Wednesday,
July 16 through Sunday,
July 20.
Tri-Valley Heartland
Express will provide a free
bus route to the fair every
hour Wednesday and
Thursday from 4 to 11 p.m.,
Friday and Saturday from 1
p.m. to 12 a.m., and Sunday
from 1 to 11 p.m. Bus stops
include Floyd B. Olson Park,
the Heritage Center,
Walmart, Super One Foods,
Hugos and the front door of
the arena.
The following is a sched-
ule of the festivities:
Wednesday, July 16
Carnival Day
The 4-H Dog Show starts
the festivities at 9 a.m.
Wednesday. The midway
opens at 12 p.m. The band-
shell will host entertain-
ment from 12:30 to 11 p.m.
The Open Class Dog Show
will begin at 1:30 p.m. The
commercial booths will be
open from 6 to 10 p.m. in the
Huck Olson Memorial Civic
Center.
The parade begins at 7
p.m. The route is from the
fairgrounds on Sixth Street
East to Knight Avenue to
Fourth Street and back to
the fairgrounds. The parade
will be followed by a
Northland Community Band
concert. Fireworks will be on
display at dusk.
Thursday, July 17
Entry Day
4-H entries and confer-
ence judging will be held
from 9 a.m. to 3 p.m.
Thursday. Entry Day will be
from 10 a.m. to 7 p.m.
Commercial booths will be
open from 11 a.m. to 10 p.m.,
in the HOMCC. Flower
exhibits must be entered by
5:30 p.m. The midway opens
at 12 p.m. The bandshell will
host entertainment from
12:30 to 11 p.m. The 4-H
Horse Show will be held at 3
p.m.
Bingo will be offered in
the Curling Club from 4 to
10 p.m. The youth 3D shoot

p.m., the Street Wizards Car
Club will host a ride through
town and a show on the fair-

The city of Thief River
Falls began slowly draw-
ing down the Red Lake
River on Friday, July 11 in
order to complete repairs
on the dam. The city will
draw down the river by
one foot. The walkway of
the dam will be closed to
foot traffic July 14-25.
Electric Superintendent
Dale Narlock said concrete
is deteriorating on the
ends of piers 5 and 6. The
thawing and freezing cycle
led to their deterioration.
It is anticipated that ICS
General Contractors of
Grand Forks, N.D., will
finish the work in seven to
10 days as long as the
weather allows. ICS will
erect a crane on the east
side of the dam to com-
plete the $54,980 project.
The drawdown wont
affect downstream proper-
ties. Narlock said the
same flow of water is
expected downstream due
to the heavy rains this
area recently experienced.

Ever wonder why there
are so many people with
Norwegian ancestry living in
Thief River Falls? An exhibit
celebrating the Norwegian
immigration to the United
States and Minnesota from
1825-1925 will help answer
that question.
The exhibit, titled New
Land, New Life! is a 20-
panel museum exhibit that
covers a variety of topics,
starting with why
Norwegians immigrated to
the United States, the immi-
gration timeline, farm and
urban settlements, moving
into Minnesota, letters and
reports of Minnesota, occu-
pations, churches and con-
gregations, academies and
schools, fine arts, newspa-
pers and literature and sev-
eral others.
The exhibit is currently
on display at the Carnegie
Library in Thief River Falls.
All 20 panels will be on dis-
play at the fairgrounds dur-
ing the Pennington County
Fair, before returning to the
Carnegie Library for the
remainder of July. In
August, the exhibit will
move to the Thief River Falls
Public Library and, in
September, it will be on dis-
play at Northern State Bank
in Thief River Falls.

Agassiz Refuge
Reservoir in TRF

Given the recent flash
flood in Middle River and
flood conditions in other
parts of northwestern
Minnesota, the timing is
right to provide an overview
of water management on
Agassiz National Wildlife
Refuge.
Too much water isnt good
for anyone. Not homeown-
ers. Not agricultural produc-
ers. Not even ducks or other
waterbirds during the nest-
ing season. One of our
biggest management chal-
lenges at Agassiz Refuge is
to maintain stable water lev-
els during the nesting sea-
son (roughly early May
through early August). The
Thief River Watershed,
which the Refuge is located
in, is more than 1,070
square miles in size and
presently contains 1,200
miles of public (county,
state) drainage ditches. The
majority of these ditches
serve one purpose, to drain
water from agricultural
lands. The Refuge is situat-
ed roughly in the middle of
this watershed and receives
the majority of its water
from the north and east via
the Thief and Mud Rivers, as
well as several public ditch-
es. All of the water released
from the Refuge flows into
the Thief River south to the
city of Thief River Falls.
Conversely, the city of
Middle River is in the Snake
River Watershed, where
water generally flows west
and southwest towards the
Red River.
Although agricultural
production in this region is
very important, the combi-
nation of extensive ditching
and historic wetland loss
does result in greatly altered

about acreage
reporting
requirement

Crusoe reminds agricultural
producers that Tuesday,
July 15 is the deadline to
file an acreage report for
spring seeded crops. Planted
acres must be reported to
FSA by that date. The
Agricultural Act of 2014
(2014 Farm Bill) requires
producers on a farm to sub-
mit annual acreage reports
on all cropland.
Although some federal
farm program enrollments
have not yet started, timely
acreage reports for all crops
and land uses, including
prevented and failed
acreage that producers sub-
mit to their local FSA office,
are important to ensure pro-
gram eligibility, Crusoe
said.
Acreage reports to FSA
are considered timely filed
when completed by the
applicable final crop report-
ing deadline, which may
vary from state to state.
Perennial forage crops
intended for grazing or hay-
ing were required to be
reported last fall, whereas
perennial forage crops with
an intended use of cover
only, green manure, left
standing, or seed, must be
reported by July 15.
Producers should contact
their county FSA office if
they are uncertain about
acreage reporting deadlines.
Crusoe said that failed
acreage must be reported
before the disposition of the
crop and that prevented
acreage must be reported
within 15 calendar days
after the final planting date
for the applicable crop.

any FSA program, including
specific crop reporting dead-
lines and planting dates,
producers should contact
their county FSA office or
seek information online at
www.fsa.usda.gov.

Water Issues Forum will be
held Thursday, July 16 at
Jim Kukowskis farm near
Strathcona from 8 a.m. to 12
p.m. The theme of the forum
is Building Grower
Awareness and Local
Engagement.
The session is free, and no
preregistration is necessary.
A free meal will be provided
following the meeting.
Speaker information and
specific directions are at the
Minnesota Wheat Growers
website (www.smallgrains.
org).
With major plans and
massive funding designated
for water retention and
wildlife enhancement proj-
ects in the Red River Valley,
there is a strong need for
area farmers and landown-
ers to become involved in the
process. Participants will
hear from Congressman
Collin Peterson via telecon-
ference, John Finney of the
Red River Watershed
Management Board and
Don Baloun of the
Minnesota Natural
Resources Conservation
Service, as well as represen-
tatives from their local
Watershed District, the
Minnesota Farm Bureau
Federation and Minnesota
Agricultural Water Resource
Center.
Flooding, water retention
and drainage are all chal-
lenges for northwest
Minnesota farmers. More
attention and resources are
being put toward these
issues. At these meetings,
attendees can learn about
and provide input on local
projects for flood reduction
and regional and national
issues important to farms.
Individual farmers can
make a difference.
These meetings are
organized for farmers with
sponsorships from the
Minnesota Farm Bureau
Federation and northwest
Minnesota county Farm
Bureaus, Minnesota

Water Issues Forum to be
held at Kukowski farm
Resurfacing of
westbound
Highway 2 begins
Motorists on Highway 2
between Erskine and High -
way 32 (Marcoux) will expe-
rience intermittent lane clo-
sures and crossovers.
Crews began repairing 13
miles of concrete pavement
on this stretch of Highway 2
on Wednesday, July 9. They
will also replace box cul-
verts.
They will construct
crossovers to accommodate
traffic during the closure of
the westbound lanes. This
will necessitate short-term
lane closures, as well as a
four-day detour for east-
bound Highway 2 traffic,
which will occur in late
September.
Work is expected to be
completed by mid-October.
PCI Roads Inc. is the prime
contractor for this project.

Its time to refuel the
Highway Trust fund
Proposals are being considered in the
House and Senate that would address
the shortage of funds in Americas
Highway Trust Fund. If Congress does-
nt address the issue by August, the
trust fund will go broke.
The proposals being considered
include things like prolonging customs
fees on importers that would otherwise
expire; taking money from a separate
trust fund for fixing underground stor-
age tanks; changing rules on private
pension contributions; extending
penalties on tax preparers who do not
comply with stringent reporting rules
for the child tax credit and other pro-
posals that move money from one fund
to another. The shifting of funds
around kind of sounds like what
Minnesota did a few years ago.
Its no secret that American
motorists believe the federal govern-
ment should spend more on roads and
bridges. According to a AAA survey, 68
percent of Americans think more
should be spent. Other findings of the
study include that 52 percent of
Americans are willing to pay higher
fuel taxes per month on average for
better roads, bridges and mass transit
systems; nearly three times as many
people (51 percent) are more likely to
vote for a member of Congress who
supports increased federal spending on
transportation than would be less like-
ly (19 percent); about two-thirds of
Americans (67 percent) agree that
taxes on gasoline and diesel consump-
tion are appropriate for transportation
funding.
The trust fund is about to go broke
because construction costs have risen
faster than tax revenues, Americans
are driving more fuel-efficient cars,
and people are driving less.
Well maintained transportation
routes serve an important role in rural
America. They provide mobility and
access to jobs, services, and the move-
ment of agricultural and manufactur-
ing products. Improving transportation
routes can save lives and have a signif-
icant impact on the pocketbooks of
rural residents. But in rural America,
there are fewer residents to support
the high cost of maintaining and
improving transportation routes. Will
shifting funds solve this problem?
Its great that Congress is consider-
ing shifting funds rather than increas-
ing taxes but we may find ourselves
in a bigger mess if Congress doesnt
address the long-term issues of funding
for transportation. By the way, the last
time the Federal gas tax was increased
was in 1993. It sits at 18.4 cents per
gallon. Diesel taxes are at 24.4 cents
per gallon.

Alert driving improves safety for all


To the Editor:
The tragic death last
week of a mother bicycling
with her two young children
in Rock County is a horrify-
ing reminder that distracted
driving is a growing problem
in this state. According to
the criminal complaint, the
driver admitted taking his
eyes off the road to check his
cell phone when he hit the
bicycle and bike stroller.
Driver inattention is a
leading contributing factor
in fatal crashes. Cell phones
and other electronic devices
are commonplace in our
lives today. But using them
while we are driving is
unsafe, irresponsible and
can be deadly.
The Department of Public
Safety reports one in four
crashes is related to dis-
tracted driving, although
such crashes are likely
under-reported. Distracted
driving was a contributing
factor in 175 fatal crashes,
resulting in 191 deaths from
2011 to 2013 in Minnesota.
More than half of those
crashes occurred in rural
areas. Those fatalities cost
Minnesota more than $269
million.
In Minnesota, its illegal
to text while driving and to
access the web while in
motion or part of traffic,
including at a stoplight or
stop sign. Its also illegal for
drivers under the age of 18
to use a cell phone while
driving. Citations for these
offenses increased from 388
in 2008 to 2,189 in 2013.
Thats an alarming trend
that must be reversed.
If you text while driving,
on average, you take your
eyes off the road for up to 4.6
seconds out of every six sec-
onds. Thats like traveling
the length of a football field
at 55 mph without looking
up, according to DPS. Using
a cell phone while driving,
whether hands-free or hand-
held, delays a drivers reac-
tions as much as having an
alcohol-concentration level
of .08 percent.
Safety campaigns by DPS
and the Minnesota
Department of
Transportation remind driv-
ers, bicyclists and pedestri-
ans that we all have the
same rights and responsibil-
ities and that we all need to
share the road.
DPS, MnDOT and the
Department of Health lead
Minnesotas Toward Zero
Deaths program to reduce
traffic crashes, injuries and
deaths. Its mission is to cre-
ate a culture for which traf-
fic fatalities of all kinds are
unacceptable. Distracted
driving is unacceptable.
The popularity of mobile
devices and services, and the
dangerous and deadly conse-
quences of their use while
driving, require each of us to
make some personal deci-
sions, whether we are driv-
ing, bicycling or even walk-
ing. Our personal decisions
can save lives. Its time for
us to take that next step.
We should turn off cell
phones or place them out of
reach to avoid the urge to
answer. We should pledge to
never text and drive. We
should plan our trips in
advance to avoid fiddling
with a GPS device or appli-
cation while driving. We
should pull over to a safe
location if we must look at a
map. We should designate a
passenger to help with direc-
tions or when using devices
such as a GPS. We should
speak up if were a passen-
ger to stop drivers from dis-
tracted driving behavior.
Distracted driving goes
beyond just mobile devices.
Anytime we take our eyes off
the road, hands off the wheel
and our minds off our driv-
ing, were putting lives at
risk. Children should be
taught the importance of
good behavior in a vehicle.
Drivers who have to tend to
children are distracted driv-
ers. So are drivers who are
eating, drinking or groom-
ing.
Lets all heed the lessons
that too many Minnesotans
learn the hard way. Lets pay
more attention to our driv-
ing, biking and walking.

Food Shelf Challenge
Grant announced
In Minnesota, summer
means trips to the lake, long
bike rides and fresh pro-
duce. But many Minnesota
families cant afford weekly
trips to the farmers market
for fruits and vegetables.
Inter County Community
Councils Food Shelf helps
provide nutritious fruits and
vegetables to these families
and needs the publics help
this summer. Donations in
July will be matched by
Open Your Heart to the
Hungry and Homeless to
help end hunger in its serv-
ice area, including Red
Lake, Pennington, East Polk
and Clearwater counties.
This year is the Fifth
Annual $150,000 Food Shelf
Challenge Grant. Open Your
Heart to the Hungry and
Homeless will match dona-
tions to ICCCs Food Shelf
during the month of July, up
to $5,000. The more funds
the Food Shelf raises in July,
the larger the matching
grant from Open Your Heart
to the Hungry and Homeless
will be. In 2013, the
Minnesota food shelves
raised over $1 million with
this grant and hope to raise
even more this year.

increase awareness of child
hunger during the summer.
Since 1986, Open Your
Heart to the Hungry and
Homeless has targeted mil-
lions of dollars to strategi-
cally fight hunger in
Minnesota. Open Your Heart
funds the purchase and
transfer of more than one
million pounds of fresh pro-
duce, meat and dairy prod-
ucts every year through
Hunger Solutions
Minnesota.
Food shelves fill empty
plates every summer
Minnesota food shelves
help families obtain the gro-
ceries they cannot afford to
purchase on their own.
People served by food
shelves report having to
choose between paying for
food and paying for utilities
and other necessities.
Summer is especially
stressful for both families
with children and the food
shelves that serve them.
Every day, 3,500 Minnesota
children are served by food
shelves. For many kids,
being home from school for
the summer means they
miss out on school meal pro-
grams as well. Food shelves
help fill this gap.

free 30-year anniversary
concert Monday, July 21 at 7
p.m. at the Roseau County
Fair grandstand.

Hedlund, Alice Halvorson,

chase at the concert.
Steves Benefit
Subject matter is always
the hardest part of writing a
newspaper column for me.
This week, it was pretty
easy.
My brother is Steve
Nelson. There are a lot of
Steve Nelsons in the phone
book, so I will tell you a little
bit about my brother, Steve.
Steve farms just north of
Viking and was the owner of
Town and Country Meats in
Newfolden until this past
fall when it was sold to
another individual. Steve
graduated with the class of
1975 from Marshall County
Central and is married to
Jeana, who works as a nurse
in outpatient recovery at
Sanford Hospital.
Steve got sick a few years
ago and has been fighting
cancer since that time. It
started out with esophageal
cancer, which paved the way
for other cancers. If humani-
ty has a natural enemy, I
would say it is cancer. It
seems to cause a particular-
ly long and painful fight for
those who are diagnosed and
a terrific drain on the
patient's family.
We are planning a benefit
for Steve this Sunday at the
Viking School from 4 to 8
p.m. There will be a meal of
sloppy joes, a silent auction,
gun raffle, bake sale plus
entertainment and the
chance to congregate and
talk. I hope you can make it.
There are so many people
hurting from cancer and,
fortunately, friends and fam-
ily to help support them
through benefits. It's obvi-
ous I am particularly sup-
portive of this one as Steve
is my brother. However it is
more than DNA that connect
us. There are tangible acts
and experiences we've
shared that make his fight
poignant to me. Steve
worked with me endlessly to
practice my football skills
for the Punt, Pass and Kick
competition when I was 9
years old. No contestant was
ever more coached and we
won that one together. Steve
also took me to my first real
movie. It was The Electric
Horseman starring Robert
Redford and it was excel-
lent. I still watch it every
time it comes on television.
Steve and I also participated
in one of the most enjoyable
exploits of labor ever creat-
ed. Somewhere in the early
1980s, we had to catch 250-
pound calves several times
to give them shots. We had
no catch shoot, so we'd just
slowly move them around a
hay feeder until we could
catch them at a corner. I'd
hurt my elbow arm
wrestling that summer and
reinjured it several times
while catching those bun-
dles of fur and fury, but it
still sticks out in my mind as
a pretty good time.
I hope you support as
many benefits as you can;
there are many in the news-

Here is how to cook your


entire meal in a foil packet
on the grill. What a time
saver on a busy day or when
you have a bunch of people
over for a cook-out. (The fol-
lowing recipe serves 1 or 2,
so be sure to make a packet
or more for each guest if you
are having more people.)
You can make these ahead of
time and keep them in the
fridge until you are ready to
cook. Just remember to cook
longer to accommodate the
chill and/or start grilling
when grill is hotter than
medium-low (then turn it
down after a few minutes).
Cook about 30 minutes or
more and be sure to test
with meat thermometer if
you are in doubt. If you are
having a lot of heavy meat-
eaters, be sure to cook extra
packets too.
GRILLED CHICKEN
DINNER
1 bone-in chicken breast
half for each person
1 medium potato, peeled
and quartered
1 large carrot, cut into 2
inch pieces
1/2 cup fresh vegetables
(broccoli florets peas and/or
green beans, etc.)
1 tablespoon onion soup mix
2/3 cup condensed cream of
chicken soup, undiluted
Place chicken in center of
a piece of double layer,
heavy duty foil (about 18
inches square. Place vegeta-
bles around chicken and
sprinkle with soup mix. Top
with soup. Fold foil around
vegetables and chicken and
seal tightly.
Grill, uncovered, over
medium-low heat for 50 to
60 minutes or until chicken
juices run clear and potato
is tender. Open foil carefully
to allow steam to escape.

it is the one I made when we
took the Cub Scouts fishing.
They didnt catch any fish,
but they sure loved these
beans cooked over the camp-
fire (they had hot dogs with
the beans):
SWEET AND SOUR
BEANS
8 bacon strips, diced
2 medium onions, halved
and thinly sliced
1 cup packed brown sugar
1/2 cup cider vinegar
1 teaspoon salt
1 teaspoon ground mustard
1/2 teaspoon garlic powder
1 (28 ounce) can baked
beans, undrained
1 (16 ounce) can kidney
beans, rinsed and drained
1 (15-1/2 ounce) can pinto
beans, rinsed and drained
1 (15 ounce) can lima beans,
rinsed and drained
1 (15-1/2 ounce) can black
eyed peas, rinsed and
drained
In large skillet, cook
bacon until crisp. Remove
bacon to paper towels and
drain, reserving 2 table-
spoons of the drippings.
In the drippings, saut
onions until tender. Add
brown sugar, vinegar, salt,
mustard and garlic powder.
Bring to a boil. In a slow
cooker, combine beans and
peas. Add onion mixture and
bacon and mix well.
Cover and cook on high
for 3-4 hours or until heated
through. Serves 15-20 peo-
ple.

always add a can of frozen
punch and/or lemonade, and
probably use more pineap-
ple juice too. You can never
have too much punch at a
party, especially on a hot
summer day:
MOUNTAIN PUNCH
4 cups cranberry juice
2 cups orange juice
2 cups apple juice
2 cans (6 ounces each) of
pineapple juice
2 larger bottles fizzy plain
soda pop
Chill all juices and soda
pop. Just before serving,
combine juices in a punch
bowl. Stir in soda pop.

Parade to be held July 22
The Roseau County Fair
Parade, organized by the
Roseau Women of Today, will
be held Tuesday, July 22 at
5:30 p.m. on Main Street in
Roseau.
The Women of Today seek
businesses, nonprofit organ-
izations, event committees,
organizations/clubs and
individuals who may be
interested in participating
to join the group by bringing
a float.
Float line-up begins at 4
p.m. at Highway 89 South
and Third Street, with floats
being lined up in the order of
arrival. There will be no pre-
registration. Judging will
take place at 5 p.m. with the
top three floats receiving
Roseau Dough. The parade
will begin at 5:30 p.m.
Organizers ask partici-
pants to take into considera-
tion when decorating your
floats that no one will
announce the floats. Put as

between a steelhead and a
rainbow trout?
A: Steelhead are a migra-
tory form of rainbow trout
that spend part of their lives
in the ocean or Great Lakes
and return to spawn in
freshwater streams and
rivers. Steelhead, first intro-
duced to Lake Superior in
1895, occur naturally along
the Pacific Coast. They have
become naturalized along
Minnesotas North Shore;
the population relies mainly
on natural reproduction
rather than stocking.
Spring spawning runs in
Minnesota have been
delayed this year by our
long, cold winter, but steel-
head are expected to arrive
in streams up and down the
North Shore by early to mid-
May if the weather cooper-
ates.

Q: Where do Minnesotas
loons spend the winter?
A: Minnesotas loons pri-
marily spend their winters
in the Gulf of Mexico off-
shore from Alabama and the
Florida panhandle, and
southward along the Florida
Gulf Coast.
They feed mainly on the
bottom at depths often
greater than 100 feet. That
is why we are concerned
about the long-term effects
of the Deepwater Horizon oil
spill, since petroleum and
dispersants from the spill
would have likely settled in
that region offshore from
Alabama and Florida. We
are studying Minnesotas
loons for contaminants with
funding from the
Environment and Natural
Resources Trust Fund.

do I need in my boat, and am
I required to wear one?
A: A readily accessible
U.S. Coast Guard-approved
life jacket is required for
each person on all boats,
including canoes, kayaks
and stand-up paddleboards.
A Type IV throwable device
is also required on boats
more than 16 feet.
Children under 10 years
old must wear a life jacket
while a boat is under way
unless the child is in an
enclosed cabin, aboard a
passenger vessel operated
by a licensed captain, or on a
boat that is anchored for the
purpose of swimming or div-
ing. The life jacket also must
be the appropriate size for
the wearer.

Walleye stocking a success
On the lakes surface at
the end of a fishing line, a
splash and the flash of gold
confirm the success. Its a
walleye, perhaps the most
sought-after fish species in
Minnesota.
For many anglers,
moments like these are a
direct result of skill, persist-
ence and sometimes a little
luck. But often, there is
another important ingredi-
ent fish stocking by the
Minnesota Department of
Natural Resources. Without
the process of taking fish
eggs and putting the newly
hatched fry or small walleye
fingerlings into lakes, these
fish generally could only be
caught on large rivers and
on 260 lakes predominantly
in the northern half of the
state. But after stocking,
walleye can be found in
around 1,300 Minnesota
lakes.
This spring, we took
more than 600 million wall-
eye eggs. From those, 270
million fry were stocked in
277 lakes, said Neil
Vanderbosch, DNR fisheries
program coordinator. Crews
worked in some pretty rough
weather, including snow this
year during egg take.
Falling temperatures
delayed spawning activity
and egg take for a few days,
but in the end we met quo-
tas.
Despite the stocking
effort, natural reproduction
accounts for the majority of
walleye caught and harvest-
ed by anglers in the state.
An estimated 85 percent of
all the walleye harvested in
Minnesota result from natu-
ral reproduction, with most
of these fish pulled from pop-
ular walleye lakes like Lake
of the Woods, Leech, Red
and Winnibigoshish.
While most walleye
caught result from natural
reproduction, stocking pro-
vides anglers throughout the
state the chance to catch
walleye on medium and
small lakes, said
Vanderbosch.
Heres a rundown of this
years walleye stocking
effort that started April 19
in Detroit Lakes and ended
May 6 in Cut Foot Sioux in
Grand Rapids and Pike
River in Tower.
Egg take sites: eight,
located in waters that have
naturally reproducing popu-
lations of walleye.
Eggs taken: 5,205 quarts
of eggs, or 631,803,214 eggs,
about 350 quarts above
average.
2014 stocking plan: 284
rearing ponds get 115 mil-
lion fry and 277 lakes get
270 million fry.
In all, the DNR stocks
about 1,050 lakes that cant
maintain a walleye popula-
tion through natural repro-
duction. Stocking usually
takes place in lakes every
other year, and about half of
the stocking uses fry, which
are newly hatched fish that
are a few days old and about
a third of an inch long.
To get the fry, eggs and
semen are squeezed out of
fish and combined in dishes
of water. The resultant fry
are stocked directly into
lakes, and also into rearing
ponds. When the fish grow
to be 4- to 6-inches long,
they are called fingerlings,
and fingerlings from rearing
ponds are stocked in the fall.
Factors like weather,
habitat and winterkill are
taken into account in lake
management plans when
planning where and when to
stock fish.
Its no accident that
anglers are never far from a
walleye lake in Minnesota,
said Vanderbosch. Fish
stocking is a core function of
the DNR because we know
that well-maintained fish
populations make for better
fishing. And stocking is paid
for by hunting and fishing
license dollars.
However, within each
lake, there is a stocking
sweet spot. At a point, stock-
ing more walleye fry or fin-
gerlings does not mean more
walleye in the future due to
factors like habitat, the
amount of forage fish for
walleye, and the hungry-
teenager effect that is,
young adults tend to eat
more compared to older,
larger fish. Competition for
food between stocked fish
can decrease fish growth,
leading to decreased sur-
vival and ultimately fewer
fish for anglers to catch.
While our stocking pro-
gram is successful, within
each lake, theres an ideal
range we aim for when we
stock fish, said
Vanderbosch. The bottom
line is smart stocking means
better fishing.
Those who want to give
additional support to wall-
eye fishing can purchase the
Minnesota walleye stamp
wherever DNR licenses are
sold. Proceeds from sales of
the stamp, which is not
required to fish for or keep
walleye, are used to main-
tain and enhance Minnesota
walleye fishing. The stamp
costs $5, and the dollars flow
into a dedicated account for
walleye stocking.
Fish stocking is also not
limited to walleye. The DNR
rears catfish, muskellunge,
lake sturgeon and northern
pike in 12 warm-water
hatcheries, and stream
trout, lake trout, and splake
in five cold-water hatcheries
spread throughout the state.
To provide youth fishing
opportunities, the DNR
stocks bluegill, channel cat-
fish, crappie, largemouth
bass, northern pike, perch
and walleye in numerous
Twin Cities metro area lakes
through the DNR Fishing in
the Neighborhood program.

A Level 3 sex offender has
moved elsewhere in the
Thief River Falls area.

60, is home-
less and

River Falls,
according to information
provided by Deputy Police
Chief Craig Mattson. Since
he is homeless, Nomeland is
required to visit weekly with
Mattson.
Level 3 sex offenders are
classified as those sex
offenders who are most like-
ly to reoffend. Nomeland has
a history of sexual conduct
with girls ages 5 to 12. The
contact included fondling
and attempted penetration.
He gained access to the girls,
whom he didnt know, by
enticing them into his resi-
dence.
Nomeland was recently
charged with felony failure
to register as a predatory
offender. According to the
complaint, the incident came
to light after he allegedly
asked an 8-year-old boy to
come inside his sisters
apartment at 217-1/2 Conley
Ave. S. for lemonade. The
boy didnt go inside. The
boys father overheard the
conversation and responded
that the boy likes fruit
punch, and they had plenty
of fruit punch at home. On
June 10, another neighbor
reported the incident after
learning Nomeland is a sex
offender. That case is still
making its way through the
court system.
Nomeland is not current-
ly wanted by law enforce-
ment for any sex offenses
and has served the sentence
imposed on him by the court.
Nomeland was sentenced in
2007 for a 2004 felony
charge of fourth degree
criminal sexual conduct in
Duluth. He was released
from state prison for that
charge in 2011. Nomeland
was released from federal
prison in Illinois three days
before moving to Thief River
Falls.
Nomeland is described as
a white male with brown
hair and hazel eyes. He is 6
feet tall and weighs 190
pounds. Nomeland has a
medium build and a fair
complexion.
Deer feeding program statistics released
Over one million pounds
of deer feed was distributed
during the winter of 2014.
In response to a severe
Winter Severity Index for
2014, an Emergency Winter
Deer Feeding Program was
approved by the Minnesota
Department of Natural
Resources, and conducted by
the Minnesota Deer Hunters
Association during the win-
ter of 2014 (March-April).
The program was funded by
the DNR through a
Minnesota taxpayer-based
account funded by the 50
cent per deer hunting
license allotment initiated in
1996 (MN Statute 97A.075).
These funds, paired with in
kind and/or monetary contri-
butions from MDHA, MDHA
Chapters, and MDHA volun-
teers, made the deer feeding
effort possible.
A total of 1,056,000
pounds of feed, or 528 tons,
was purchased and distrib-
uted across a total of
12,190.95 square miles dur-
ing the six week initiative.
There were a total of 969
individuals who obtained
feed through the program.
These volunteers put feed
out to 1,123 documented
sites across the 13 DNR
approved Deer Permit Areas
in northeastern Minnesota.
A total of $200,225.69 was
spent on feed procurement
and shipping/handling.
Under the terms of the
grant, MDHA paid the feed
procurement expenses as
they were incurred, and sub-
sequently requested reim-
bursement from DNR. DNR
reimbursed MDHA for
appropriate expenses from
the "Emergency Winter Deer
Feeding/Wild Cervid
Health" account.
Considerable volunteer
help was provided to help
with feed distribution both
at the eight distribution
locations, and by the volun-
teer feeders themselves. A
minimum of 72 volunteers
handed out feed on a weekly
basis at the eight distribu-
tion points (average of nine
volunteers per site per week)
for a total of 288 volunteer
hours per week, 1,728 total
volunteer hours for the six
week duration. Using the
DNR's standard volunteer
labor rate of $13 per hour,
the total in-kind volunteer
labor amount provided by
MDHA is $22,464.00. A total
of 885 hours of MDHA staff
time was used to support the
feeding program. The cost of
this staff time was
$32,990.48 (including fringe
benefits).

Two vehicles
reported
stolen in TRF
Two vehicles were stolen
in the city of Thief River
Falls over a two-day period
this week. One of the vehi-
cles has since been found.
The first vehicle theft
was reported Tuesday, July
8 at 1:40 a.m. outside of
1004 Horace Ave. N.
Someone had stolen a 2013
Chevy Equinox belonging to
an Oakes, N.D., man. The
vehicle was later located
near the intersection of
LaBree Avenue and 11th
Street. However, a wallet, a
drivers license, cash and
gift cards were missing. The
theft loss was less than
$500.
At that same home, debit
cards, cash and a drivers
license were stolen out of
another vehicle belonging to
a Thief River Falls man.
The second vehicle theft
was reported Wednesday,
July 9 at 7:26 a.m. in the
Pennington Fast Lube park-
ing lot. Someone had stolen
a 2005 Chevy Equinox
owned by a Red Lake Falls
man. The gold vehicle has a
license plate number of 745-
HLK.

Rebates available for farmers
obtaining organic certification
Minnesota Department of
Agriculture Commissioner
Dave Frederickson has
signed an agreement with
USDA to offer an organic
certification cost-share pro-
gram again in 2014.
In August, the MDA will
begin accepting applications
for this program, which
refunds up to 75 percent of
the certification costs organ-
ic farmers and handlers pay
for certification.
This program provides
important regulatory cost
relief for organic farmers
and handlers who are
required by law to hire an
accredited certifying agency
to verify they are complying
with National Organic
Standards, said
Frederickson.
MDA Organic Program
Administrator Meg
Moynihan said farmers in
Minnesota pay between
$360 and $6,000 for organic
certification each year,
depending on the size and
type of operation and the
certifying agency they
choose. She said the median
cost of certification for
organic handlers, which
includes food processors,
feed mills, brokers, and
other related enterprises,
was about $2,300 in 2012.
Funding for the Organic
Certification Cost Share
program was included in the
Farm Bill passed by
Congress earlier this year.
Minnesotas allocation for
2014 is $541,500.

hydrology within the
Watershed. Runoff from a
big rain event upstream of
the Refuge typically hits it
like a ton of bricks. An
example would be a two-inch
rain event to the north and
east of the Refuge. If Agassiz
Refuge staff do not actively
manipulate water levels in
many of our 20-plus
impoundments (pools),
water levels would bounce
by more than half a foot, and
flood out nests of several
thousand waterbirds.
Species like Franklins gulls,
black terns, red-necked
grebes, Wilsons phalaropes,
yellow rails, canvasbacks,
and redheads are all prone
to nest destruction during
heavy rain events. If we do
not reduce water levels in
Refuge pools, its not just the
wildlife that suffers; such a
bounce can result in dike
and water control structure
failure.
Similar to an agricultural
field, or a small towns storm
sewer, wetland impound-
ments can only handle so
much water. Considering
that the Refuges largest
impoundment (Agassiz Pool)
is currently holding more
than 24,000 acre-feet of
water, structural failure of
an impoundment of this size
would result in dramatic
downstream flooding.
During portions of the
spring of 1997, our staff
patrolled Refuge dikes 24
hours a day due to fears of
infrastructure failure.
Fortunately, in recent
years, we have acquired var-
ious technologies that great-
ly aid in managing water
levels in pools. Two auto-
mated rain gauges exist on
opposite ends of the Refuge
and multiple water-level
monitoring devices have
been installed upstream of,
within, and downstream of
the Refuge. Staff can check
water levels via the Internet
and determine whether
runoff in an upstream ditch
has peaked or will increase.
Similarly, we can determine
what impact Refuge dis-
charges are having on the
Thief River downstream.
Available data allow us to
calculate the rate (cubic
feet/second) of certain
inflows and this helps us
determine how much and
where we need to release
water from in order to pro-
tect overwater nesting birds.
Agassiz Refuge water
management during the
spring, summer, and fall is
generally a highly coordinat-
ed effort, with regular com-
munication occurring
between the Refuge and the
Minnesota Department of
Natural Resources, the Red
Lake Watershed District,
and the City of Thief River
Falls water management
personnel.
During extended wet
periods, such as this
spring/summer, area
landowners also contact us
to express concerns about
how water management on
the Refuge might be impact-
ing their crop fields. This is
where being located in the
middle of a watershed
becomes especially challeng-
ing. After a large rain event
or during a problematic
spring runoff, its not
uncommon for the Refuge to
receive phone calls from
both downstream and
upstream landowners. One
group asking that we scale
back our releases because
their crop fields are flooding,
and the other asking that we
increase our discharges
because water is not ade-
quately draining off of their
crop fields. Understanding
the needs of both groups of
landowners, while at the
same time protecting
wildlife resources for the
American public, can be
challenging, to say the least.
All the while, Mother
Nature has the final say.
So, although common
sense suggests that ducks
love and need water, too
much water at the wrong
time of year can be a nesting
ducks worst nightmare. So,
lets all cross our fingers for
an extended period of dry,
sunny weather!

Sanford TRF to
open Sept. 29
The new Sanford Thief
River Falls Medical Center
announced Friday, July 11
that it plans to opens its
doors to the region for clini-
cal services on Sept. 29,
2014, and on the hospital
side Oct. 1, 2014.
According to the news
release, the project remains
on schedule and within
budget.
Officials also announced
that Sanford plans to remod-
el the current clinic on
Highway 59 to provide audi-
ology, dermatology, eye cen-
ter and optical care, health
information management,
physical medicine, sleep
clinic, wellness center, busi-
ness and support services.
The downtown campus,
which is currently the hospi-
tal, will provide dialysis,
and community-based serv-
ices for behavioral health.

Master Gardeners provide tips for showing flowers
Do you have beautiful
blooming flowers in your
yard or garden and are you
wondering if you should
exhibit at the county fair or
another show? Of course,
you should. Winning isnt
the most important part; it
is taking pride in your prod-
uct and helping to make the
show great.
Here are some tips from
the Pennington County
Master Gardeners to help
you prepare your exhibit:
Get a premium list or
show schedule that will tell
you what species can be
exhibited and how many, i.e.
if you are to bring one spike,
four blossoms, etc. If you do
not find your specimen list-
ed, will it fit under the
other category? If you have
any questions, call the
department superintendent
listed at the top of the show
schedule.
You are expected to pro-
vide your own containers for
your specimens. Wash them
and make sure they are
clean, so the specimens you
put in them last longer. Try
to have a container that is
an appropriate size for the
blossoms.
You will want your flow-
ers to look their best all dur-
ing the show so they need to
be conditioned after you
pick them.
This is a very important
step that is often forgotten
or ignored. Cut your flowers
in early morning or late
evening when they are full of
moisture. It will help to
water them well 12 to 24
hours ahead of time. Cut the
stems at a slant with a sharp
knife because when you cut
with a sharp knife, the ves-
sel in the stem that carries
the water will not be
crushed.
Immediately after cut-
ting, put them in hot water.
The molecules in hot water
are moving faster and will
move into the stems quicker.
Wilting is caused when air
gets into the vessels. Put
your container of flowers in
a cool, dark place such as a
refrigerator or basement and
let them cool naturally for 12
to 24 hours or more. It
should be dark so they do
not transpire water as
quickly. After the flowers are
conditioned, they can be put
in an appropriate vase or
container or used in an
arrangement.
When deciding which
flowers to cut, some things
to consider are: How mature
is the flower? The best ones
to cut are those in the
advanced bud or almost
mature stage. If you cut at
the tight bud stage, many
flowers are so soft they will
not keep well. On the other
hand, if cut after they have
completely matured or
passed their prime, their life
will be short.
Most flowers should
have some foliage exhibited
with them, but strip off all
foliage that will be below the
water line. The foliage will
help the judge see the health
of the plant. This means
your foliage should not show
any signs of insect damage
or life of disease.
Do not exhibit foliage of
another kind of plant with
your flower specimen.
Example: A marigold should
have marigold foliage,
preferably of the same stem
as the blossom. The judge
will like a specimen that has
the blossom setting up in the
container instead of the blos-
som resting on the top of the
container.
Potted Plants: Check to
make sure the size of the
container meets the qualifi-
cations listed in the show
schedule. Clean the outside
of the container. If the potted
plant is a blooming plant, it
should be well developed
according to the standards of
the particular variety.
Plants should not show
water spots, disease, or
insect damage. They should
have been growing in that
container for a while, not
just transplanted.
Flower Arrangements:
Use conditioned flowers that
you have grown or collected
naturally; that includes the
greens. Arrangements
should be 1 times taller
than the height or width of
the container. It is best to
use containers of neutral or
earthy colors unless you pick
up a color in the container as
a main flower color in the
arrangement. Use oasis,
frogs or other flower holding
material in your container to
hold your arrangement. If
the arrangement category
says composition, acces-
sories such as little figures
on picks, ribbon or tufts of
netting, etc. are to be used in
the arrangement. If the
schedule says no acces-
sories permitted, then the
arrangement can only con-
tain floral and other living
plant material.

dents must complete 12 or
