NATIONAL OCCUPATIONAL SKILLS STANDARD (NOSS) FOR;

AIRCRAFT STRUCTURAL REPAIR (COMPOSITE)
LEVEL 2
1. INTRODUCTION
Composites are the most important materials to be adapted for aviation since the use of
aluminium in the 1920s. Composites are materials that are combinations of two or more
organic or inorganic components. One material serves as a "matrix," which is the material that
holds everthing together, while the other material serves as reinforcement, in the form of
fibres embedded in the matrix. !ntil recentl, the most common matrix materials were
"thermosetting" materials such as epox, bismaleimide, or polimide. "he reinforcing
materials can be glass fibres, boron fibres, carbon fibres, or other more exotic mixtures.
#a$ing composite structures is more complex than manufacturing most metal structures. "o
ma$e a composite structure, the composite material, in tape or fabric form, is laid out and put
in a mold under heat and pressure. "he resin matrix material flows and when the heat is
removed, it solidifies. %t can be formed into various shapes. %n some cases, the fibres are
wound tightl to increase strength. One useful feature of composites is that the can be
laered, with the fibres& in each laer running in a different direction. "his allows materials
engineers to design structures that behave in certain was. 'or instance, the can design a
structure that will bend in one direction, but not another.
(ersonnel who is competent in )ircraft *tructure +epair Composite ,-evel 2 and -evel ./ is
an individual who is trained in practicing the core business of advance composite structure
repair in aviation industr.
"his 0O** document shows the structured career path of )ircraft *tructure +epair
Composite ,-evel 2 and -evel ./ personnel. %t provides structured set of activities that
enables a person who aspires to achieve competenc in this particular occupation, ultimatel
enhancing him or her on a career in the advance composite aviation industr.
*tandard (ractice and *tandard Content are part of 0O** document. "he 1ob areas being
develop are based on the 2epartment of Civil )viation. ,2C)/. "his document covers the
competenc standards of )ircraft *tructure +epair Composite ,-evel 2 and -evel ./ that is
currentl gaining priorit in the aviation industr. "his is in support of the government
initiatives for a higher wor$force towards ma$ing #alasia a develop countr.

than the normal -evel 2 program because the #+O segment is highl regulated and re3uires
highest level of standard in safet and tas$ accomplishments.

2. DESCRIPTION OF COMPETENC, LEVEL
"he 0O** is developed for various occupational areas. Candidates for certification must be
assessed and trained at certain levels to substantiate competencies. :elow is a guideline for
each 0O** -evel as defined b the 2epartment of *$ills 2evelopment, #inistr of <uman
+esources, #alasia.
#alasia *$ills Certificate -evel 1? Competent in performing a range of varied

autonom and control or guidance of others is
often re3uired.
#alasia *$ills 2iploma -evel ;? Competent in performing a broad range of
,4xecutive -evel/ complex technical or professional wor$ activities
performed in a wide variet of contexts and with
a substantial degree of personal responsibilit and

and allocation of resources is often present.
#alasia *$ills )dvanced 2iploma Competent in appling a significant range of
-evel 6? ,#anagerial -evel/ fundamental principles and complex techni3ues
across a wide and often unpredictable variet of
contexts. @er substantial personal autonom and
often significant responsibilit for the wor$ of
others and for the allocation of substantial
resources features strongl, as do personal
accountabilities for analsis, diagnosis, planning,
execution and evaluation.

%n most instances, candidates are also re3uired b prospective emploers to undergo
on91ob training ,OB"/ at their facilities. "his training polic is implemented to ensure
trainees are able to grasp the anticipated s$ills as re3uired b the #+O industr.
)fter fulfilling the #alasian *$ill Certification re3uirements, candidates shall be
awarded with *i1il =emahiran #alasia ,*=#/ for -evel 1, 2 and .. 'or those who
have completed -evel ;, 6 and 8, the shall be awarded with 2iploma =emahiran

)ssessment must be in accordance with the following?
"his 0O** outlines duties and tas$s in the #+O wor$ing environment as re3uired b
the industr. "his 0O** has been developed and documented subse3uent to
discussion and deliberation with #alasian #+O leading companies. "o meet the
re3uirements of this industr, it is imperative that the duties and tas$s outlined compl
with the high standard set forth throughout the assessment process. "his can onl be

Once trainees have been certified as competent, the can now 1oin the 1ob mar$et and
start performing. Overtime, the will become experienced s$illed labor force and the
also stand a good chance to be recogniEed as specialist. "o do this, the are re3uired
to obtain certification from the approval holder ,Certifing Companies/ in order to be
recogniEed as Certifing (ersonnel.
1. 2ORKIN3 CONDITIONS
"his s$illed wor$er must understand pro1ect schedule and responsible for meeting
pro1ect deadlines. <e>she must adhere to wor$place standard operating procedure and
pro1ect development specification. <e>she must be aware of the latest development in
the industr and $eep himself>herself abreast with the rapid changing technolog.
<e>she must be able to wor$ individuall or in a modular group with minimum
supervision b superior or manager.
(ersonnel in this field of wor$ also re3uired to adhere to safet and securit

countries as being highl $nowledgeable and s$illed personnel in #+O trades.
#alasian general aviation s$illed wor$ers stand a good chance of wor$ing for
regional #+O companies in *outh 4ast )sia and #iddle 4ast, particularl in
*ingapore and 2ubai. "his worldwide recognition improves their career prospect
even as the move from one industrial segment to another. %t is not unusual to see
mobilit of s$illed labour geographicall and strategicall, from one countr to
another as well as from #+O to another segment in aerospace industr.
+etraining is one of the uni3ue characteristics in #alasia aerospace industr.
+etraining is a mandator practice underta$en b foreign manufacturing companies in
#alasia. 'or instance, C"+# will send newl recruited staff for 8 month training
before the can resume assigned tas$s at production floor. Obviousl, this polic is
pursued with the main ob1ective to ensure staff competenc and 3ualit assurance are
not compromised at all.
)s a whole, the 1ob prospect in #alasia aerospace industr seems promising due to

"he spin off from these corporate exercises will undoubtedl spur economic benefits
not onl onto local aerospace industr but also other related industries in the service
sector. <ad all the strategies and polices were executed accordingl, #alasia stands a
good chance to become an international aerospace nation having its aerospace industr
to be one of the $e drivers in sustaining economic growth. !ltimatel, it is hoped that
#alasia will be able to produce world9class aerospace entrepreneurs in the next 16
ears.
<owever, it is important to review the distribution of s$illed labour in this industr
over long haul. "here is no doubt that the demand for s$illed labour in #+O $eeps
increasing but there is also a possible increase in demand for new s$ill segment,
particularl in robotic manufacturing over the next 10 ears. -oo$ing at the latest
human resource development in 4urope, there is a trend that the aerospace
manufacturing environment will shift from the current labour9intensive to capital9
intensive approach involving robotic technolog. )s such, a long9term review or
pro1ection on the emploment prospect in #alasia aerospace industr is deemed
necessar.
