year.03 issue.009
2013.08-12
I
t has been 10 months since I
answered and accepted the call of
challenge, the Licensure Examinaton
for Architecture.
The thought of risking my supposed
to be wake-me-up-at-12:00 noon
Fridays will soon become Polaris-
Fridays and my Teleserye nights with
Coco Martn will be changed into
Starbucks/Tim Hortons midweeks
were just too diminutve compared to
my dream of becoming a full fedged
Registered and Licensed Architect.
Not to menton the undying and
unfnished projects I have at the ofce
and the what ifs I have in my mind.
Being at Polaris Academy, our Fridays
were always a blast. Its like we
were in college days again. Group
games, lectures, interactons and the
individual performance quizzes were
always part of getng us prepared for
the day of reckoning. The pandesal
and cofee breaks, the birthday cakes
and wishes, picture takings, pencil
awarding and Arch Bobs whoosas!
were the things we look forward to
and dont want to miss.
Our midweek review meetngs
were also a big impact. Sharing our
diferent expertse widens our views
and extended all our capacity from
the smallest level of learning to being
an inspiraton to everyone willing and
eager to fnish the line. I learned and
earned a lot; experience, knowledge,
tme management, patence and
friends.
Of all the subjects, I found History and
Theory of Architecture as the broadest
of all. Beginning from the Prehistoric
up to the Futuristc Era, getng to
know Vitruvius, Frank Lloyd Wright,
Le Corbusier, and all other Historic
Architectural Characters all over again
from simplest to extensive, became
the greatest fear I had throughout
the past 7 months. As I reminisce
our History class back when we were
in college, the feeling is mutual; its
tough indeed. For me, the rest of the
subjects were quite less expansive.
Youll fnd the NBCP, BP344, BP220,
SPP and other rules summarized in a
few sheets but not History. Area 2 and
3 were the summarizaton of all my
experiences and the newly acquired
knowledge from the review. Of course,
I could not consume and digest all the
references I had for just 2-4 hours
of reading each day throughout the
review, thanks to each and every one
who became part of this journey. I owe
this chance, courage and hopes to our
Dear Lord. My board foot computaton
knowledge and everything about
wood and carpentry from my father
who is just always a call away; he used
to involve me in his furniture shop
during our early days, my constructon
know-how from my previous jobs, my
plumbing profciency from my other
profession being a Master Plumber,
and the rest from my curiosity. Youll
fnd me touching and knocking the
wall or the counters unknowingly
to feed my curiosity. For me, its not
just reading it, but feeling and tastng
it too. To involve myself is to gain for
myself.
Two days before the exam, tme was
running so fast. Ive got only 2 days
leave from work, which were supposed
to be the only tme to sum up all the
things for me to be ready. Pencils were
sharpen, calculator, snacks, admission
slip, and myself. Be relaxed, eat more
healthy foods, exercise, enough
sleep and keep from worries were
advises from the mentors. But things
were so intense; I was thinking I was
never ready. So without knowing his
intensions, my husband persevered
in keeping my remaining days away
from my reviewers, away from any
pressure. He dragged me out to
anywhere possible just to be in the
right mood during the exam.
October 15, 2013. This was the day I
gather myself together again, from the
very frst day of trying to draw an extra
ordinary bahay kubo complete with
shadows and trees back when I was in
primary school without being aware
that it was actually an Architecture
thing, untl the last day of hope and
antcipaton. When UAP gathered the
examinees and dedicated a prayer,
that was the tme the reality fnally
sinks in me; this is it, the challenge is
now happening. I can do this!
The frst part of the day was tough.
Its so frustratng to know that among
the many characters Ive been trying
so hard to keep inside my head, very
few were there, writen in questons
supported by choices, waitng for my
best pick. Afer I did the process of
eliminaton, the remaining choices
were stll so close, if not, clueless.
I even tried the Star-Box-Circle
marked on each items for me to
assume that I would get at least 50
percent for this area. Not as expected,
Areas 2 and 3 were a bit neutral. Ive
been trying myself not to worry about
the previous area and to concentrate.
Maybe, for about 30 minutes, I
was lost, worried and shaky; but at
least Im thankful that I stll had my
convincing power in compelling myself
that I was sure I got at least 50% of
Area 1. Overall, we had enough tme
to analyze things up. I found myself
sleepy during the second half of each
day. Two hours before 6:00 pm, its
so disturbing to see other examinees
standing up and making their way to
submit their papers while Im stll in
the half of nowhere, but stll I went
on. I carefully checked each item 3
tmes and gave myself an allowance
for shading the fnal answers at least
an hour. And the fght has fnished!
For years of waitng for the right tme
to take this examinaton, I am thankful
that the FLEA Team is such a blessing
for me. The entre review session was
a great assurance to me that I am close
to reaching my goals. The Mentors
and the whole UAP Abu Dhabi
Team were so much
encouraging
they did not
failed to
support us untl
the fnal batle
of shading our
A-B-C-Ds on
our answer
sheets.
To the rest of
the examinees
who felt the same way I did and
to everyone who geared up, took
the risk and faced this challenge;
Congratulatons! Pumasa tayo! And
now this is just the beginning of our
long journey; we started it right and
I believed we fnished it right. Again,
Congratulatons!

WE CAME, WE SAW, WE CONQUERED!
F
ilipino professionals abroad have
given pride and prestge to Philippine
by establishing successful careers.
They have proven their skills to
compete in global economy.
Statstc shows in 2012 that 1.8M workers
were deployed in various countries. KSA &
UAE proved to be the fertle recruitment
ground for Filipino works as shown in the
survey conducted by Jobstreet.com. &
among 100 licensed recruitment agencies.
I commend the Filipino Professional Group
for adoptng the topic of Building successful
Global Filipino Professional in a compettve
world. Globalisaton has made global labor
market a batle ground in which the best
weapon of Filipino professional are their
qualifcaton. It is up to the Filipino people
if they will remain as the highly demanded
workers in the world.
In the forthcoming regional integraton of
the Philippines as one of the 10 members
state of ASEAN Economic communites or
AEC will be established 2015.
AED 2015 envisioned to be a single
market & Producton featuring free
fow of services professionals,skilled
workers,goods, investment & capital across
border of member countries. This will be
an opportunity to all member states by
reducing trade barrier and atract large
amount of foreign direct investment or
become a borderless area of free trade.
ASEAN has developed a web of + free
trade agreement with 6 dialogue partners
or FTA partners. This comprises of Jap
an,Korea,China,India,Australia & New
Zealand. Likewise, Philippines has entered
the Transpacifc partnership,Transatlantc
Trade & Investment Partnership and
European Union.
The best asset of the Filipino Professionals in
a new era of globalisaton is the recogniton
of their qualifcaton. It has formulated
seven (7) mutal recorniton agreement or
MRA with ASEAN in the feld of Accounta
ncy,Dentstry,Medicine,Nursing,Architectu
re and 12 engineering professions.
MRA objectves are:
1.Facilitate mobility of practtoner within
ASEAN
2Exchange informaton and enhance
cooperaton in respect of mutual
recorniton of practtoners
3.Promote adopton of best practces on
standards and qualifcatons
4.Provide opportunites in capacity building
and training of practtoners
ASEAN MRA on Dentstry, Medicine
& Nursing are implemented thru road
map among ASEAN member comprising of
the following:
1.Registraton & Licensing Policies and
procedures
2.Temporary registraton & requirement on
mandatory insurance
3.Project proposal on work programs to
enhance mobility of ASEAN professional on
Health care services.
ASEAN Monitoring Commitee on
Architectural Services for the Phil
(AMCASP)
- Its membership composed of PRC,CHED
& UAP and was submited to ASEAN
Chartered Professional Engineering
Coordinatng Commitee for acceptance of
Architects to ASEAN.
For Accountancy
- Stll under legal scrutny for MRA
Accountancy.
To atain recogniton and eligibility, they
must meet the following criteria as follows:
1.In possession of a qualifcaton of PRA of
the country of origin or host country
2.In possession of a valid professional
registraton & license to practce issued by
PRA or country of origin
3.Has been actve
a)Engineers/Architects= 7 years
b)Medicine/Dentstry = 5 years
c)Nursing = 3 years
4.In compliance with Contnuing
Professional Development or CPD
requirements
5.Has been certfed as not having violated
any professional or ethical standards both
local & internatonal
6.Has declared that there is no investgaton
or legal proceedings pending against him/
her in the country of origin or another
country
7.In compliance with any other assessment
or requirement as imposed by host country
In October 2012, PQF known as
Philippines Qualifcaton Frameworks
was insttutonalized to aligned for Global
standards of practce. This covers the
following categories;
- All insttuton and systems
- Training & Specializaton
- Skills and competencies
- Work experience &Lifelong learning
In 2013, a K+12 was introduced to enable
the country to ofer 12 years of basic
educaton & placing it at par with ASEAN
neighbors.
The 2 basic levels covers 8th level;
- Grade 10 & Natonal Cert.1=Level 1
- Grade 12 & NC II = Level 2
- NC III = Level 3,4,5
- NC IV = Diploma
- Baccalaureate = Level 6
- Post Baccalaureate = Level 7
- Doctoral & post Doctoral = Level 8
The PQF will be an assessment of
competencies of individuals, certfcaton
of cetfcaton atained,Government
recogniton of certfcates & licenses. It is
also a recogniton of qualifcaton based on
internatonal & global standards.
The MRA with ASEAN for 12 engineering
professions required the creaton of
AMCESP (Asean Monitoring Commitee on
Engineering Services) has granted to PRC a
permanent chairmanship for AMCESP.
The AMCESP is authorized for
assessing,evaluatng and certfying the
applicants compliance with requirements
for registraton as an ASEAN Chartered
Professional Engineers (ACPE); registering
& authorizing other ASEAN country
to work in the philippines (RFPE),
developing,processing& maintaining
the ASEAN Chartered Professional in the
Philippines (ACPER).
The PRC is encouraging Filipino engineers to
apply for recogniton as ASEAN Chartered
Professional Engineers (ACPE) & APEC
Engineers register Philippines. The PQF
envision the establishment of Qualifcaton
register based on Basic qualifcaton &
Postgraduate qualifcatons.
It is clear that the forthcoming regional
integraton of the Philippines has
turned the wheels of globalizaton. As
Filipino professional abroad,you must
be aware of the current developments
in the globalizaton of your respectve
profession. It is only with this awareness
that you can benchmark your qualifcaton
to global development & retain your
compettveness.
The PRC has launched CPD program to
benchmark lifelong learning experiences
& actvites. It comprises of self directed
learning, online training,seminars,non-
degree courses,insttuton sponsored
training programs and etc..
The PRC is dessiminatng these guidelines to
All the accredited Professional organizaton
to ensure that CPD programs that they are
ofering to professional has proper COPD
units & credits.
It is vital to embark on a serious, systematc
and documented program of contnuing
professional development inorder to
compete as professional in a multnatonal
level,upholding and pursuing excellence
& career advancement. Every Filipino will
be lending prestge to the Philippine as a
Home of globally compettve professional
for the workforce of the World.
An Evening with the Filipino Professionals
A
momentous event was
unraveled last January
17, 2014 at Dusit Thani
Hotel here in Abu Dhabi
as the Filipino Professional Group
(FPG) inaugurated a gathering of all
Organizatons under its wing.
Aptly enttled An Evening with
the Filipino Professionals with
the theme Building Successful
Global Filipino Professionals in a
Compettve World, the event aimed
to foster solidarity among various
Filipino Professional Organizatons, to
network and the same tme showcase
not only our strength in numbers but
also our true value in terms of ability
and competence.
As a testament to our Chapters
organizatonal and planning expertse,
the Executve Commitee of FPG have
nominated us to lead the events and
producton team for this actvity.
And true to its form, we showed
poise under pressure and delivered
with positve results. Kudos to Arch.
Vlademir for providing leadership and
to some of our fellow members who
selfessly devoted their tme by being
part of the workforce.
Indeed it was a night of glitz and
glamour as the event were graced by
the presence of luminaries and key
personalites headed by Aty. Teresita
Manzala, Chairperson of Professional
Regulaton Commission (PRC) and Her
Excellency, Ambassador Grace Relucio
Princesa. Other keynote speakers are
Miss Milagros Jijie Carreon Zablan,
Founder and CEO of Great Minds
Network with her speech enttled
Be a Beter Version of Yourself and
Mr. Florendo Pelayo Padilla, Senior
Consultant of Cobalt Recruitment
who tackled the Dos and Donts of
preparing a Professional and Efectve
CV.
The gathering proved to be a huge
success due to the sheer number of
Filipino Professionals who atended
the event and thus becoming part of
history. This night is truly one for the
books!

Global Filipino Professionals
L
ast February 1, the UAP Abu
Dhabi Mancom ofcers were
invited to atend UAP Dubai
Chapters GMM as they have
invited PRC Chairperson Aty. Teresita
R. Manzala who was en route from
their trip from Riyadh KSA. Together
with her were two other important
personalites from the PRC, namely
Ar. Yolanda D. Reyes FUAP Member,
Board of Architecture and Engr.
Ariodear C. Rico Chairman, Board of
Agricultural Engineering.
Our Dubai brothers and sisters
prepared a simple get together at
the Tala Restaurant of the Novotel
Hotel frontng Deira City Center. The
original reservaton being good for 50
persons was upstaged by the show
up of almost 150 eager Architects
who wanted to see the PRC Chair
talk and also to see Ar. Yolanda D.
Reyes, former Dean of the College
of Architecture and Fine Arts of the
University of Santo Tomas.
The discussion of both Ar. Reyes
and Aty Manzala was really about
spreading the need for upgrading
our qualifcatons as Architects. The
playing feld is no longer just the
Board Examinatons or simply being
a Registered and Licensed Architect.
Simply put, it is now about being
internatonally recognized and
qualifed. The Chair in her presentaton
focused on an urgent qualifcatons
framework that is now happening
across Asia, more so to member
economies of the APEC (Asia-Pacifc
Economic Cooperaton) and member
natons of the ASEAN (Associaton
of Southeast Asian Natons). She is
urging qualifed architects based in
the UAE to invest into registering
into these two accreditatons: being
an APEC Architect and an ASEAN
Architect.
This artcle aims to cover the two
aspects in general. A separate write-
up and FAQ will be issued to further
give light into this mater.
In light of her presentatons, Aty.
Manzala reiterated the importance
of the experience in the qualifcatons
system in the registraton for an APEC
accreditaton. The key is the wealth
of experience and specializaton
gathered by and Architect through
years of working, locally or abroad.
These experiences will be substantal
basis for the accreditaton of an
architect for APEC or ASEAN.
What does it mean? Being an APEC
Architect? Simply, it means being part
of a roster of architects that is duly
qualifed to practce architecture in
the member economies. In additon
to that, the Philippines can also enter
into a bilateral agreements with
another partcipatng economy that
will open its industry to Philippine
RLAs and likewise in cross-border
registraton as agreed within the
framework of the APEC Architect
agreement.
The event fnished late that evening
with the UAP Abu Dhabi Mancom
ofcers composed of Ar. Vlademir
Figuracion, Ar. Reynaldo Ventura
and Ar. Ronaldo Quijana, yours truly
and Ar. Anthony Raquepo presentng
certfcates of appreciaton to both
Aty. Manzala and Ar. Yolanda Reyes.
The certfcates expressed the
Chapters deep regard for their role in
the recent SPLBE and as leaders that
all of us look up to. This will indeed
be an excitng year for this new
accreditatons framework.
A
s part of the
Chapter members
professional
growth program,
the Programs and
Development team and
the Commitee on Events
prepared a series of
intmate talks that provided
varied professional insights
of the diferent felds
of involvement of our
architect members in the
UAE.
The goal of the talks was
to share and provide
professional experiences
in the trade for interested
panel listeners with their
actve partcipaton in
creatng an intelligent
conversaton amongst
architecture professionals.
The Forum was to address
modern issues and provide
both broad-brush and in
depth reference informaton
regarding the practce of
architecture in the UAE.
The frst Architects Forum
was held in the Bayanihan
Hall of the Philippine
Embassy on September 7,
2013 with the frst topic of I
Am Architect: The Architects
Scope in the Design Process
presented by yours truly. A
second serving of the same
topic was done on the 1st
of November with a larger
panel of architects that
made the discussion more
fruitul and more interactve.
The discussion was focused
on the involvement of the
Architect in the design
process partcularly in a
corporate consultancy
practce. It also discussed
the process of soluton-fnding in
the realm of architecture design, of
how several elements consttute the
most important part of any design:
Concept.
Further into the discussion, the
diferent stages and scope of the
design process were was tackled
and several samples were shown
to demonstrate the validity and
context of each developmental stage.
Finally, some sample projects were
showcased and discussed to show
the applicaton of the process behind
design.
As programmed, an open discussion
was held afer the presentaton that
ofered questons and clarifcatons
to the panel. Overall, the experience
brought forward by the Architects
Forum is one that tries to bridge the
gap between practce standards in
the industry and sharing it with all
architects in the chapter.

ATTY. TERESITA R. MANZALA
THE ARCHITECTS FORUM
T
he United Architects of the
Philippines - Abu Dhabi Chapter
in cooperaton with the UAP-
Dubai Chapter held the Abu
Dhabi-Dubai Joint FLEA 2013 Pre-
Board Examinaton on the 13th
of September 2013 at the Polaris
Academy, Abu Dhabi.
The joint exam was partcipated by
50 hopefuls from Abu Dhabi and 90
aspirants from Dubai.
Mentors from Abu Dhabi headed by
Ar. Joy Celerio and Dubai led by Ar.
Paolo Martnez, performed the roles
of exam proctors and made sure that
the exam followed the ofcial exam
protocols. This meant that every
partcipant had an allocated seat at
the examinaton rooms, the tming
and schedule was followed
very thoroughly as how it will be
conducted by the Professional
Regulatory Commission (PRC) and
the Professional Regulatory Board of
Architecture (PRBoA).
The day started with the registraton
of partcipants, followed by
encouraging words from ofcers of
the two UAP Chapters right afer the
ofcial opening of the days event. Ar.
Kirby Zalameda, President of UAP-
Abu Dhabi Chapter was also there
to actvely support the goals of the
program.
One of the main objectves of
conductng the joint pre-board
exam is to provide a venue for the
examinees to get themselves ready
for the actual board examinaton. The
actvity hopes that they will beneft
the following:
1. Gauge individual performance
by exam score relatve to self-
assessments
2. Learn techniques on how to
answer the examinaton questons
intelligently and efciently
3. Practce, strategically plan and
organize themselves to perform
efectvely on the ofcial examinaton
day.
The examinaton results were also
released the same day as the mentors
and proctors checked the papers
before the day ended. Maribel G.
Nicolas, emerged on top out of the
140 examinees.
It took the whole day for the event
to be fnished yet all the partcipants
even though exhausted and drained
went home with renewed spirits.
They were all determined to do their
best in the actual examinaton day.
A
s part of our Executve
Commitees initatve, a
Chapter Meetng was held
last Friday, October 18, 2013
at FFC Restaurant in Al Falah Street
and served as a venue for all Chapter
members to meet and discuss our
present and future actvites as well
as other immediate concerns for the
Fiscal Year 2013-2014.
To pump up the program, Arch. Bob
Bertoldo started the opening salvo
with his patented whoosa shout
that surely puts everyone in the mood
and in the groove!
Next up, the 50 plus-strong Abu Dhabi
UAP and UAPGA Chapter atendees
were immediately entced by not
just one but a whole lot proposed
actvites for the upcoming months
courtesy of Arch. Vlademir Figuracion,
Vice President for Programs and
Development. Actvites like
Architectural Photowalk, Team
Building, Professional Development
seminars and Technical
Sofware Workshops drew cheers and
excitement to each fellow members
who wants to hone their capabilites
or gain new set of skills.
With the momentum at its peak,
Arch. Kirby Zalameda, Our Chapter
President contnued with the program
by presentng our Chapters recent
actvites. Some of the major topics
discussed are the following;
1. Membership drive
2. IAPOA and PRC renewal
3. Introducton to Commitees
4. Outreach Programs
Our minds were flled, but what
about our tummies? So afer the
scrumptous dinner, the last part
of the program was the bake and
sell charity drive spearheaded by
our Outreach Commitee. Proceeds
will be donated in order to help our
Kababayans afected by the recent
calamites that struck our home
country.
All in all, the meetng received
positve recepton amongst members
and hopefully the momentum will
contnue to progress in the coming

T
he United Architects of the
Philippines Abu Dhabi Chapter
gave a basic photography
workshop last November 8,
2013. The workshop is a response
to the growing number of members
who are interested in photography
and what more interestng is to fuse
the love for camera and architecture,
thus, the Architectural Photowalk.
Before the walk, the 26 partcipants
were thought the fundamental by our
members that are seasoned photo-
enthusiast. The lecture was headed
by Arch. Kirby Zalameda and assisted
by Arch. Luke Decena and Arch.
Fortunato Ele Jr.. The partcipants
have to learn the principle of
exposure through understanding the
fundamentals between aperture,
shuter speed, and ISO speed.

Afer learning about the camera,
partcipants have to understand the
how to make a good compositon.
Arch. Ele Jr. gave 10 basic rules of how
to make a good compositon, where
most of them are also applied in
design; this is the principle of design.
However, the most important rule
Arch. Ele Jr. gave is to break all the
rules.
The second part of the workshop is
the WALK, where the partcipants
have the chance to apply their lessons
at the famous Sheikh Zayed Grand
Mosque. They were greeted by Arch.
Mario Cardenas, a mult-awarded
architect-photographer in the UAE
and beyond. Arch. Cardenas shares
tps to the partcipants and guided
them as they shoot every angle of the
majestc mosque.
Architectural Photowalk is one of the
few workshop of the chapter created
outside the interest of architecture, it
just showed that Abu Dhabi chapter
gives a balance learning experience
for their members to enjoy!

On the tenth part of Christmas
party, our dear ofcers made
some status updates
On the twelfh part of Christmas, of course, its

On the eleventh part of Christmas,
any party would not be complete
without RAFFLE DRAWS!
On the ninth part of Christmas, its games and
more games courtesy of our gamemaster!

On the sixth part of Christmas, its kids
turn as they had their fair share of fun
and games!
On the third part of Christmas, Arch Kirby
opened the festvites with his remarks.
Andrew Gardner invented a pen and stylus combo with a
body made of 12 small cylindrical magnets. Use its body
as you would any other magnet or just play around with
it. The pen is compatble with 0.3mm gel ink cartridges.
This modular pen will inspire you at work, school or
home. If you enjoy tnkering with things or are fascinated
with the power of magnets, then this product is for you.
Creatve professionals have gone from using a pencil and paper to a stylus and
a drawing tablet, and here we have the next logical innovaton for illustratve
rendering. The iSpace Workstaton is essentally an enormous fat screen
computer monitor that stands on its sturdy tower and immediately digitzes
everything that you draw. The cutng-edge drafing table ofers a touchscreen
in place of a piece of paper and a stylus in place of a pen. Jameel Kamils concept
would allow you to efortlessly sketch lines and shapes with the assistance of
virtual implements like rulers, and erase and replace your strokes should you
make a mistake.
Are you telling me that you built a hard drive, out of a
DeLorean? The Back to the Future DeLorean External
Hard Drive is stll prety impressive to look at. If youre
a fan of BTTF and think a replica of Marty McFlys ride
would be a great way to house an external hard drive,
then this highly-detailed work of art is the tme machine
youre looking for.

Did you know that another historical building in Manila is doomed?
News has it that the El Hogar building is to be torn down and tenants
were asked to vacate in December 2013. The iconic building is located
at the corner of Juan Luna St. and Muelle de Industria in Binondo,
designed by Ramon Irureta-Goyena and Francisco Perez Muoz with
elements of neoclassical and renaissance style with a touch of French
Beaux Arts. The building turns 100 years old this year.
