The Steering Committee of Republicans for Kansas Values (RKV) is an infor-

mal group of current or former public or political ofce holders who served our
state as Republicans and who have not changed party afliation to Democrat. We
frmly and publicly oppose the policies of Sam Brownback and endorse the elec-
tion of Paul Davis as Governor and Jill Docking as Lieutenant Governor. We reject
Gov. Brownbacks political agenda and divisive style of leadership and believe Kan-
sans deserve better. RKV points to the following reasons for our decision and we
strongly urge fellow Republicans to join us in supporting Davis/Docking.

BROWNBACKS EXPERIMENT IN TAX POLICY BENEFITED SPECIAL
INTERESTS BUT RAISED SALES AND PROPERTY TAXES ON MIDDLE AND
LOW INCOME KANSANS
The experiment eliminated income taxes for a select class of higher income Kansans,
slashing over $5 billion in 2012 and future years.
At the same time, Brownback raised taxes weighted toward middle and lower income
Kansans by more than $2 billion in 2013 and future years.
Brownback pushed a $777 million sales tax increase and eliminated tax credits that
help middle class families. This experiment will surely result in even more cuts to
schools.

THE BROWNBACK EXPERIMENT HURT JOB GROWTH: KANSAS
ECONOMIC DEVELOPMENT IS LAST AMONG NEIGHBORING STATES
Kansas actually lost jobs in the 6 months ended 5/1/14 making us one of only 5 states
in the US to lose employment in that period. Job growth in the U.S. from 1/1/11 through
3/31/14 was 5.5% but only 3.4% in Kansas.
The number of new businesses started in Kansas in 2013 (0.7%) lagged far behind the
U.S. average (2.2%) and even further behind our 6-State Region (2.6%).

BROWNBACKS RECKLESS TAX EXPERIMENT RESULTED IN (1) DEFICIT
SPENDING, (2) INCREASED DEBT AND (3) REDUCED CREDIT RATING
The Kansas Legislative Research Department estimates that the total defcit spending
will reach $1.286 billion within 5 years with spending in excess of receipts of $321MM this FY
Kansas debt load has increased nearly $800 million in 3 years.
Moodys Downgraded Kansas Credit Rating, Citing Sluggish Recovery and Brown

BROWNBACKS MASSIVE EDUCATION CUTS HURT KIDS, INCREASED
PROPERTY TAXES AND SCHOOL FUNDING IS RULED UNLAWFUL
Brownback proposed the largest single one-time cut to schools 6% in state history. When
this drastic cut was approved, he showed his real antagonism for public education calling the
school cuts a victory for our state.
After three years of Brownback Administration, school funding ruled Unlawful and more
funding Ordered by Kansas Supreme Court.

RKV believes Kansas cannot aford the fnancial or ethical costs of Governor
Brownbacks extreme policies and divisive leadership. Republicans for Kansas Values
endorses Paul Davis and Jill Docking to return Kansas politics and policies to the
responsible and moderate Kansas history of bipartisan compromise. We urge our cur-
rent and former constituents to join us.

Brownback proposed changes to laws and the Kansas constitution to give him more control
of state courts. He succeeded in getting appointment power over appellate courts.
This system was often cited as a model for other states, while Brownbacks proposal rep

JOB GROWTH AND HEALTHCARE IN RURAL
COMMUNITIES IS HURT BY BROWNBACK POLICIES
Recent Census Bureau data reveal that under Brownbacks administration, more people are
moving out of Kansas than moving in with rural counties hurt most by the 10,917 people that
Kansas lost from 2010 to 2013.
Due to Brownbacks refusal to allow expansion of KanCare (Medicaid), Kansas hospitals and
other medical institutions are missing out on $1.5MM a day.
