of the worlds - The Entirely Merciful, the Especially Merciful, Sovereign of the Day of Recompense. It
is You we worship and You we ask for help. Guide us to the straight path - The path of those upon
whom You have bestowed favour, not of those who have evoked [Your] anger or of those who are
astray.

Chapter 1 General Principles

Article 1
The United Empire of Islam is a sovereign Islamic region, with Islam as its religion, the book of Allah
and the Sunnah of his Prophet, Peace be upon him are its constitution.

Article 2
The regions public holidays are Eid al-Fitr and Eid al-Adha, its official calendar is the Hijra calendar.

Article 3
The regions flag will be as follows:
(a) It shall be green and red; both colours will meet in the centre of the flag.
(b) Its width shall be equal to two-thirds of its length
(c) The word Allah shall be inscribed into its centre, as Allah is sufficient for the believers and
He is the best disposer of their affairs.

Article 4
The regions emblem will be a shield with the flag inscribed to its centre; a few stars will adorn the
emblem.






Chapter 2 (Empire)

Article 5
(a) The system of government in the United Empire of Islam is that of a Democratic Empire.
(b) Rule passes from Grand Wazirs through public votes at the end of elections which must take
place every 4 months.
(c) The elected Grand Wazir must give a public oath of allegiance to serve the people of the
United Empire of Islam.
(d) The Emir of the United Empire of Islam can relieve the Grand Wazir of his duties with the
approval of the Majlis Al Ummah; the Wazir can also be removed if an overwhelming
majority of the people demand it through a referendum.
(e) The Grand Wazir must devote his time to his duties as a leader of the Majlis Al Ummah and
its ministries as well as the people of the United Empire of Islam.

Article 6
The Citizens of the United Empire of Islam are to pay allegiance to the United Empire of Islam and its
leadership in times of ease and difficulty, fortune and adversity, except in times in which they have
transgressed.

Article 7
The Government in the United Empire of Islam must strive to follow and implement the teachings of
the Holy Quran and the Sunnah.

Article 8 (Government Principles)
The Government in the United Empire of Islam strives to base itself on the premises of Justice,
consultation and equality in accordance to the Islamic Shariah.







Chapter 3 Rights and Duties

Article 9
The Region will protect the principles and the honour of Islam, it will strive to implement Shariah;
and it orders the natives to do right and shun evil; as it fulfils the duty regarding Allahs call.

Article 10
The Region works to defend and unify Islamic states under a single brotherhood.

Article 11
(a) The Region will establish the Armed Forces, for the Defence of the honour of Islam, the
region and the citizen.
(b) The Defence of Islam and the region is a duty for each citizen, the region encourages
services to be offered by the people in military service.

Article 12
In order to become a citizen, an individual must register onto the official offsite forums of the United
Empire of Islam, and fill out a citizenship application, which must then be approved or disapproved
by the Emir and the Grand Wazir.

Article 13
(a) The Empires court is open to all citizens of the United Empire of Islam, and to anyone who has a
complaint or a plea against injustice. Every individual shall have the right to address the public
authorities in all matters affecting him.
(b) The courts will apply the rules of the Islamic Shariah in the cases that are brought before them,
in accordance with what is indicated in the Quran and Sunnah, and the penalties available.
(c) The accused must be given an immediate court case and judgement by a judge accompanied by
2 advisors, according to Shariah or organizational law.
(d) The Judiciary is an independent authority. There is no control over judges in the dispensation of
their judgement except in the case of the Islamic Shariah.
(e) The courts shall arbitrate in all disputes and all crimes.
(f) The Emir, or whoever is deputized for the Judiciary is responsible for the implementation of
judicial rulings.

Article 14
The residents or the United Empire Islam, citizens or other, must obey and live in the region
according to its laws, and shall observe the values of the Islamic society as well as respect its
traditions and feelings.


Article 15
The region shall grant the right to political asylum when the public interest demands this.

Article 16
The Emir with the advice of the Majlis Al Ummah and the Grand Wazir, carries out the official
policies of the region, legitimate policies in accordance with the provisions of Islam; the Emir
oversees the implementation of the Islamic Shariah, the system of the Government, the regions
general policies, and the protection and defence of the region.

Article 17
(a) The Emir is the head of the Majlis Al Ummah; he is assisted in carrying out his duties by the
Grand Wazir, and the members of the Majlis Al Ummah. The Majlis Al Ummah will be a 5
member council, elected and chosen by the people, they will be given ministries to operate
by the Grand Wazir.
(b) The Grand Wazir in his term is limited from removing more than 3 members of the Majlis Al
Ummah.
(c) The Emir has the right to dissolve and re-organize the Majlis Al Ummah altogether if the
people demand it.

Article 18
The Emir is the Commander in Chief of all the Armies of the United Empire of Islam; he must appoint
officers and also has the right to put an end to their duties in accordance with the law.

Article 19
The Emir has the right to declare a state of emergency, general mobilization and war.


Article 20
In the event if there is a danger threatening the safety of the Empire, or its integrity, or the security
of its people and interests, or which impedes the functioning of the state institutions, the Emir may
take urgent measures un order to deal with this danger and if the Emir considers that these
measures should continue, he may then implement the necessary regulations to this end.

Article 21
The Emir will receive foreign heads of states, and the foreign ministry only through his permission
will be permitted to send diplomats or ambassadors to foreign regions.

Article 22
International treaties, agreements, regulations and concessions are approved only by the Emir of the
United Empire of Islam.
