NOTICE INVITING TENDER (NIT) FOR PRE-QUALIFICATION (TECHNICAL) & FINANCIAL BID OF
BIDDERS (NATIONAL COMPETITIVE BIDDING)

On behalf of the Chairman, U.P.Jal Nigam, the General manager, Gomti Pollution Control Unit
(G.P.C.U.), U.P. Jal Nigam, Lucknow invites application for the Pre-qualification (Technical) and
financial bid from competent contractors with sound technical and financial capabilities under
National competitive Bidding for “ Laying of Trunk / Lateral / Branch sewers and its allied works,
sewage pumping station etc. at Lucknow in Sewerage District-III under JNNURM Programme
respectively in following packages separately.”

1. Package No. 1 : Laying of Trunk / Lateral / Branch sewers and Sewage Pumping Station
and its allied works at Lucknow in Sewerage District-III Part-I

2. Package No. 2 : Laying of Trunk / Lateral / Branch sewers and Sewage Pumping Station
and its allied works at Lucknow in Sewerage District-III Part-II

The scope of Works under this project includes Survey, investigation, design, supply, laying,
commissioning & testing of R.C.C./P.S.C/HDPE/GRP. pipe in Trunk / Lateral / Branch sewers of
150mm dia to 2400mm dia for Package-1 and 150 mm to 1600 mm dia for Package-2, including
construction of Sewage Pumping Station, Rising Main and its allied works etc. for each package
separately at Lucknow and its operation & maintenance for a period of two years under JNNURM
Programme. The bids for the project will be on a lump sum cum item rate basis.

Eligibility Criteria for Pre-Qualification;

The detailed eligibility criteria are given in the pre-qualification (PQ) Document. Some of the major
requirement are

1. A Firm / joint venture consortium only registered in U.P. Jal Nigam in Class “A” either in
‘Sewerage Works’ or Turnkey Projects (Sewerage) category, shall be eligible to participate
in tendering. The contractor who is not registered in U.P. Jal Nigam but has expertise in
particular work may also obtain “Tender document” provided that he gets himself registered
in U.P. Jal Nigam in respective category before the date of opening of financial bid.

1. B Joint Venture / consortium are permitted to participate in tendering, It is essential for the lead
partner of a joint venture / consortium to be registered in category ‘A’ in U.P.Jal Nigam in
sewerage works or turnkey projects (sewerage). The equity of lead partner shall be not less
than 51%.

1.G Profit / loss : The firm should not have incurred any loss in more than two years during the
last 5 years. The firm should have a positive net worth as on 31.09.2008
1.H Performance report : The performance report of the contractor to be obtained by him from the
authorized representative of his client in the sealed cover & to be enclosed with PQ
document, on the prescribed Performa.

1. Eligible bidders may obtain Pre-Bid document from the office of the Chief Engineer
(Lucknow Zone), U.P. Jal Nigam, Lucknow, General Manager, Gomti Pollution Control Unit,
U.P. Jal Nigam, Lucknow, Project Manager, Gomti Pollution Control Unit -I, U.P. Jal Nigam,
Lucknow or Project Manager, Temp. Gomti Pollution Control Unit, U.P. Jal Nigam, Lucknow
from 15.03.2009 to 31.03.2009 ( both days inclusive) on payment of a non- reimbursable/ non
refundable price of Rs. 20000.00 by a Demand Draft favouring the Project Manager ,Gomti
Pollution Control Unit -I, U.P. Jal Nigam, Lucknow for the tender of District-III Part-1 & Project
Manager , Temp. Gomti Pollution Control Unit, U.P. Jal Nigam, Lucknow for the tender of
District-III Part-2. The request for tender document for each package must clearly state
“Request for Bid document for Laying of Trunk / Lateral / Branch sewers and its allied works at
Lucknow in Sewerage District-III Part-I or Part-II, under JNNURM Programme. In case of Joint
Venture consortium, the application for purchase of bid document should be from Joint Venture
consortium.
2. Postal charges of Rs. 500/- for each package shall be payable extra if the application
documents are required to be sent by Post. This office does not take any responsibility for the
loss or delay in receipt of P.Q. documents in time due to postal delay or any other reason.
3. Submission of the completed Application for Prequalification (Technical) & Financial bid of each
package must be received in sealed envelope in the offices as mentioned in clause “2” not later
than 13.00 hours on 15.04.2009.
4. The Prequalification bids for each package shall be opened first by the competent authority on
15.04.2009 at 15.00 hours in presence of the intending bidders or their authorized
representative in the office of General Manager, Gomti Pollution Control Unit, U.P. Jal Nigam,
Lucknow. The financial bid will be opened later on pre-informed date, only of those bidders,
who will found qualified as per norms.
5. The General Manager, Gomti Pollution Control Unit, Lucknow reserves the right to reject any or
all applications without assigning any reason whatsoever, further no claims of applicants shall
be considered in this regard.
