EMERGENCY PREPARENDNESS PLAN


1.

INTRODUCTION
Construction safety is a priority issue attracting everybodys concern in order to provide a working
environment, which is safe for the work force. A great deal of efforts and money is spent to reduce the
scale & probability of hazards in the industries/Project Sites. However, there remains a finite
possibility that certain hazards may occur. They can and have given rise to suffering to human beings
and damage to properties. Effective action has been possible in the emergency situation, due to
existence of pre-planned and practiced procedure for dealing such emergencies.
The objective of the emergency plan is to define the action to be taken at Project / Site level and these
actions aim at the protection of the people and property within the works boundary and outside.
1.1 SCOPE : Power plant construction Sites of BHEL are of temporary establishments. Therefore. no
permanent and elaborate fire protection and control measures can be installed by BHEL at the sites.
Where as permanent facilities are necessarily to be taken care off by the Occupier / Customer .
.BHEL Site Management shall have to take reasonable fire safety measures for the protection of
life and property during the period of construction. Though, safety measures to be provided
by the owner ( Customer ) are briefly mentioned in the annexure , this plan primarily deals with
the measures that each BHEL sites directly engaged in the construction activities of a power
plant, whether on a turn key basis or otherwise shall adopt.
2. DEFINITION
A major emergency occurring at the works, is one that may affect several departments within it and/or
may cause serious injuries, loss of life, extensive damage to property or serious disruptions outside the
works.
The following essential things should be taken considered for the effective implementation of the
Emergency Preparedness Plan.

1. BASIC OBJECTIVES OF EMERGENCY PREPAREDNESS PLAN


a.
Objective control and initial and Preventive control.
b.
Reduce risk to human health & life both within the works boundary and outside.
c.
Minimize damage to property both within and outside the boundary.
d.
Liaison effectively with the Government Authorities/Public/Press to avoid panic situation
and public disorder.
e.
To protect the environment.
f.
To bring down the number of near-miss accidents to a minimum.
2. ESSENTIAL ELEMENTS OF THE EMERGENCY PREPAREDNESS PLAN
a. Assignment of specific responsibilities to all categories of personnel (Main duties of personnel
involved in emergencies are enumerated in Appendix-II).
b. Effective communication of the nature of emergency to authorities within the organization.
c. Constitution of Disaster Management Group & Implementation of emergency action.
d. Maintenance of orderly public relation.
e. Termination of Emergency.
f. Appraisal of Site In charge to Local Hospitals/Nursing Homes/Doctors on specific emergency
treatment required for persons affected, relevant to BHEL, PSSRs activities/ services.
5.

CRITERIA FOR PROCLAIMING MAJOR EMERGENCY


A major emergency situation can occur in the event of :
a.
A major fire
b.
Explosion followed by fire or fire followed by explosion.
c.
Release of Toxic/Corrosive Chemicals
d.
Emergency within / adjacent to the working area
a.Fire:Due to peculiarities of the power plant construction sites, there would be locations in the
construction areas of boiler, turbine, generator, transformer etc, where fire hazard may exist.
b. Explosion:Explosion followed by fire or fire followed by explosion. These could take place inside the
Plant/Storage Yards & Stores.

Release of Toxic/Corrosive Chemicals:-

Due to development of major leaks and release of toxic/corrosive chemicals , major emergency
situations may be created if the quantities stored are large. The procedure outlined to handle the
emergency situation is to be followed with respect to: Evacuation and assembly of personnel to a safe place.

Taking appropriate steps for bringing the situation under control.


d. Emergency within / adjacent to the working area
Emergency as above & as listed in Sheet 22 of this manual may occur within the Construction
sites/ in the operating plant adjacent to the construction sites .
6.

ON SITE CENTER FOR EMERGENCY CONTROL


The fundamental need of a Emergency Control Plan (ECP) is to establish a nodal center, at the site
to take care of Emergency Situation. This Control Center would be located at Project Site preferably
at the main gate Security Office or at the plant Fire Office or at a place identified by Customer..
This center which is manned and controlled by the Customer is generally equipped with
a.

7.

HANDLING OF AN EMERGENCY SITUATION / DISASTER

7.1

RAISING AN ALARM:
An early warning system (hooters, sirens, electric alarms etc), which would alert all the people
immediately on sighting of fire, shall be organized at every site (This is to be organized through
customer. In the event of emergency, any person noticing emergency will inform the on site center for
Emergency control or through some one where the guard on duty will raise an alarm).
DETAILS:- ( This can be informed to customer )
Switch on the Siren (at the Security Office) and switch off after 5 seconds. Repeat 5 more times to
make it 6 short duration sirens. The fire alarm would be raised from the fire control office as usual and
would be a continuous siren. Or, operation of siron can be carried out as per customer practice during
such occasions.
After raising alarm, the In-charge of the Area / Department of BHEL or Sub contract or of Customer
will act as Incident Controller of the situation. .

ASSESSMENT OF THE MAJOR EMERGENCY SITUATION: ( DMG )


Assessing the Major Emergency situation is to be done primarily by the concerned Site /
Department In charge /Safety In charge. He assesses the situation and conveys information regarding
the Emergency situation to the Plant In charge ( Customer ) / CEO of BHEL and other important
persons whose telephone numbers are displayed at identified locations / Offices
Disaster Management Group ( DMG ) : This group is already identified through Emergency
Preparedness Plan. This group basically consists of high level representatives of Customer , BHEL
and major Contractors.
The above group conduct on site emergency consultations and decisions taken to mobilize any
additional resources required from outside in handling the situation . Depending on level of
emergency, the DMG will involve in co-ordination of rescue and other emergency activities on site
and liaison with the respective authorities (Police, Fire Services, Hospitals & Press) for assistance in
fire fighting, hospitalization etc., Fire Fighting Instructions & Assembly Point details are covered in
Appendix-VIII & IX for the Emergency Controller to act upon and give instructions to the fire
fighting team Members & other Emergency Services.
Area I/C / safety I/C will announce termination of Emergency situation.

8.

PREVENTIVE MEASURE TO AVOID ACCIDENTS & EMERGENCY SITUATIONS


Health & Safety Plan for Construction Sites issued by Facility Engineering Department for PSSR to
be referred for preventive measures to avoid accidents & Emergency situations
Dos & Donts slogans are affixed at appropriate areas for adherence to avoid emergency situations.

HAZARDOUS AND TOXIC CHEMICALS


The measures to be followed at the time of accidents is covered in the Health & Safety Plan for
Construction Sites issued by Facility Engineering Department of PSSR
The information provided in this code includes the fire extinguishing media to be used along with
steps to be taken at the time of spillage. MSDS book covering the details are issued to the
concerned departments for reference.

9.

MOCK DRILL SCHEDULE FOR CHEMICAL/FIRE ACCIDENTS

9.1

CHEMICAL ACCIDENTS
Mock drills for chemical accidents shall be organized once in a year at the sites. The mock drill
information collected after the drill is evaluated for any corrective actions required. The training
programmes are organized where required.

9.2

FIRE FIGHTING DRILLS


In case of Fire fighting, once in a year drills are organized to tackle the emergency situation. The
fire extinguisher positioned in various Locations for extinguishing different types of fire is also
explained to the site personnel

MAIN DUTIES OF PERSONNEL INVOLVED IN EMERGENCIES

4. FIRE FIGHTING TEAM :


Generally , this team consists of personnel from BHEL and sub contractors besides the
permanent fire fighting team deployed by the customer . As soon as the fire emergency is
noted, this team can be in action. This team is adequately trained in the operation of fire fighting.
Re training from time to time would also be necessary for this team . Practice drills for fire
Fighting is conducted at least once in a year. In addition care must be taken to ensure that
all the site personnel are suitably kept informed of the following :

Conduct in the even of Fire & Disaster
Safe guarding of property against fire
Safe measures foe operations exposed to the fire hazards
Locations of Fire hydrants & Extinguishers

The Health & Safety Plan for Construction Sites issued by Facility Engineering Department gives
details on fires/fire fighting instructions etc. Site personnel are given practical training in fire
fighting. This code to be strictly referred for clearly understanding all the details regarding fire
Fighting.
STEP BY STEP PROCEDURE TO BE FOLLOWED ON NOTICING A FIRE/FIGHTING FIRES

Any one noticing fire in any area of the Site / Project / Office shall immediately inform the
Security Office / appropriate agency through the Internal telephone or by personally going to the
Security Office, which ever is quicker.
In case of small fire select/use the suitable fire extinguishers and extinguish the fire (Everyone
must get familiarized, on the various types of fire and the operating principles and instructions
for each type of extinguisher).
In case of big fire where the use of the extinguisher is insufficient and where the water could be
used, Hydrant points are to be used, and for this at least two persons are required.

Fire Hydrants: Rush to the nearest hose station, use the key for opening the fire hose box / or break open
and collect the hoses & Nozzles. Connect the male coupling of the hose to the hydrant and spread the
hose. Connect the nozzle to the other end of the hose. Hold the nozzle firmly, and ask the other man to
open the hydrant valve slowly. Direct the nozzle towards the base of the fire. In case of one hose length
is found insufficient another hose should be connected to the first hose and at the end of second hose the
nozzle should be connected. The security guards on duty should rush at the fire place immediately and
should help in fighting the fire.

For fighting fire involving oils and other hydrocarbons, ABC type fire extinguishers which are
installed at various sensitive locations clearly marked as FIRE should be sprayed at the base of
the fire & not water. If the fire is small then sand buckets can also be used

In case of big fires where the fire fighting facilities are inadequate, help from the fire station
should be sought over phone

IMPORTANT POINTS TO BE CONSIDERED WHILE CARRYING OUT FIRE
FIGHTING/RESCUE OPERATIONS

DIRECTION OF SMOKE:- Fight fire along the direction of the wind flow.

CONSEQUENT CHEMICALS RELEASE:Take extra care like using gloves, safety shoes, masks goggles etc. to minimize effect

3.

RESCUING TRAPPED PERSONS ( Smoke Filled Room / Confined Space) :Enter smoke filed room with masks and a long rope tied around waist for rescuing trapped
persons. Keep one person outside the room to guide the rope & for any communication during
the rescue operation. Establish ventilation of the room either through permanent ventilators or
temporary ventilators.

ASSEMBLY POINT

Assembly Points at the site / Project : This is to be decided in total consultation with Customer. Generally
the Project Main gate area or an open area will be an ideal place for the people to assemble in case of an
extreme emergency situations.
Assembly point at Office complex area : All the employees are informed about the locations of emergency
exits to make use of them in case of emergency. What is found in general is that in most of the locations
where the Offices are located in buildings constructed about a decade ago or so where no emergency exits are
made available. In such cases, all the employees are informed of steps to be taken for assembling at a safe
place in the building complex

Concentrated acids are to be handled with care as they can readily cause burn injuries. Direct
contact with them should be avoided.
Scrupulous use of safety equipments should be adopted.
Splash on bare skin should be immediately treated by flushing water on the point of contact.
Whenever flammable chemicals are in use, proper ventilation is to be arranged. Exhaust fans
should invariably be used.
Open flame, if any, around should be put off.
Use of proper fire fighting Equipment is to be known to every individual in the floor.
A good standard of housekeeping is warranted in the chemical store. There should never be mix
up.
Acid should be stored at ground level. Proper exhaust system and adequate illumination should be
available.
A chemical without a label to be abandoned.

Store sulphuric acid in plastic container or glass container.


Always add acids slowly to the water when mixing, especially when diluting high gravity acid
never add water to the acid.
Always wear acid & alkali proof goggles and Rubber gloves when handling acids, Be extremely
careful not to spill or slash acid.
During charging of the battery connect the battery terminal correctly to the DC source. If the
battery is connected incorrectly, then permanent damage may result.
The battery must always be recharged immediately after the complete discharge.
When adding distilled water, which has evaporated, never fill the cells above the normal level.
Overfilling causes loss of acid thus reducing the battery capacity.
If battery acid gets in contact with your skin, flush it at once with plenty of water. Apply Baking
Soda, if available, on the burnt area as baking soda neutralizes the acid.

Electrodes should be removed from holders when not in use.


Always Switch Off the welding equipments after the use and disconnect the plug.
Regularly inspect the insulation on electrode holder cables & accessories. Replace worn &
damaged cables immediately.
Cover the lug terminals to prevent short-circuiting out by a metal object.
Ensure cable & power source are free from dirt/grease.
Remove combustible materials from work area or cover them with fire resistant blankets, before
starting the welding operations.
Use all proposed safety/protective Equipments.
When job is finished, disconnect the welding machine from the power source and remove the
electrode from the holder. Store the electrode in safe place.

Do not reuse a blown fuse until you are satisfied that the defect has been rectified.
Do not put-off any switch unless you are familiar with the circuit which it controls and know the
reason for its being in ON position.
Do not touch or tamper with any electrical gear or conductor, unless you have made sure that it is
dead and earthen.
Do not work on the live circuit without the express orders of the supervisors. Make certain that all
safety precautions have been taken and you are accompanied by second person to render First-Aid

Do not disconnect a plug by pulling a flexible cable when the switch is ON.
Do not use fire extinguisher on electrical Equipments unless it is switched OFF.
Do not throw water on live electrical Equipments in case of fire.

ON SITE SAFETY REQUIREMENTS TO BE COMPLIED BY ALL EMPLOYEES/WORKERS


1.

No person is allowed to work with state of alcohol / sprit consumption which may pose to
his/her safety while at work.

2.

No person is allowed to work, if he/she has consumed any prohibited drugs/narcotics.

3.

No consumption of alcoholic drinks and prohibited drugs are allowed in the Site premises.

4.

All workers are required to report to their respective in charges before starting in the work, in
case he/she has been taken/administered any prescribed medicine, causing discomfort,
drowsiness, lethargic physical condition, which is not conducive for safe work , they are given
rest.

5.

No employee shall enter to arrays marked as No Unauthorized entry unless authorized by


factory manager by entry in the register kept under his custody.

6.

All employees shall follow the safety measures in particular area/machine as notified .

7.

For working at height, climbing at elevated plate forms, performing maintenance and electrical
repair, concerned employees need follow the documented procedures. Site I/Cs are required to
strictly ensure this.

8.

All employees to use necessary personnel protective equipment as documented in the


operations control procedure or through contact with safety officer.

9.

No to keep any obstruction on the walk way passage.

10.

To notify Electrical area I/c of any loose/damaged electrical wiring open switch boards & not
to under take any repair himself/herself.

11.

Concerned employee to keep the tag/ Display board on the M/C while it is taken for
maintenance. The tag/Display board to read as Under Maintenance. No employee shall
start/operate the m/c under such display as this may cause serious OHS Hazards.

Concerned employee must ensure the right placement of m/c guards before starting the operation.
They must remove the m/c Under Maintenance card only after informing Area I/c.

All employees to necessarily report the occurrence of Incident/Accident in the prescribed form
kept with Safety Officer.

14.

No unauthorized person shall walk/move very close to machines which may cause OHS hazard.

15.

If there is any storage area within/between m/c the same shall be clearly marked with black strip.

16.

No employee shall use any container/carboys without providing label on the same after
informing/consulting Safety Officer/ Area In charge.

17.

Site In charge should verify the availability of Emergency Preparedness & Response plan(EMPR)
of customer and identify the salient clauses related to EMPR of BHEL. Based on this additional
preparedness to be made.

18.

All employee should be aware of the details of EMPR and they should educate the contract
workers.
